Non-appointment of public officers worries DPSU

Letang said the DPSU will be addressing the matter

General Secretary of the Dominica Public Service Union (DPSU), Thomas Letang has raised concerns over the non-appointment of a number of public officers on the island.

Letang told Dominica News Online that the union plans to hold a meeting next week Tuesday (August 15th) to address the matter.

“The people have been working, some of them as long as 10 years and not been appointed,” he said. “People have been working in the service for a number of years and in vacant positions.”

Letang stated that this is an issue that the union is taking seriously because a number of public officers are being affected.

According to him, in the teaching service, there are about 130 to 140 teachers that are not appointed and are in vacant positions.

“So something has to be done about it and the union is concerned,” Letang stated.

He revealed that the union has in its possession a list of all the teachers and the dates which they entered into the service, “their level of qualification, how long they have been there and whether they are eligible for appointment.”

Letang went on to say that is something the DPSU requested because some of the teachers are members of the union.

He made it clear that the union has not just been idle, however, has done a number of things to address the situation.

    Also the PSC needs to stop appointing the lazy public officers as senior clerk and some temporary junior clerks do the work so much better.

    Get the double pay for public officers. So long then. Even the non appointed ones benefit. So while you running your mouth sign the blasted contract already.

    No need to appoint any public officers now, MR Parry Bellot said about 80% of the public service is not productive. we have appointed many young people to open their small business and through the national employment programme we appointed many, many young people. The lazy older public officers need to go and make space for us, the young people in the NEP, we are more productive. The PM and his many ministers do most of the work. PM please appoint us instead.

    Mr Letang, I have a matter which I think you may want to take forward. It concerns the district Postmistresses. Why are so many of them not appointed? And why are they being paid to ridiculously low? Granted they do not work a full 8-hour day, but the diversity of tasks they perform is more than that done by the average junior officer selling stamps at the GPO. These districts Postmistresses sell stamps, accept letters and packages for mailing, sort letters, deliver letters, register mails, manage their locations, provide security for their locations, work in vicious heat and humidity, use their personal phones to contact the GPO, clean and sweep their work places, take out the garbage, all for a paltry monthly wage of a few hundred dollars. At GPO, there tasks are done by different workers, so in a sum, these Postmistresses get more done in a day that their colleagues at GPO. Mr Letang, please make a case for these hard working people. Please………………….

    Why is this government treating its people, especially the civil and public servants, so disdainfully as if they are non-entities? You get treated unfairly when you are too docile and subservient. Nothing worthwhile comes easily. You have to agitate vigorously most times to achieve. In the mean time the government seems to be completely oblivious of its workers’ suffering. This government is morally, ethically and spiritually bankrupt. What this government and its parasitic supporters do, is to dish out insults to those who are brave enough to disapprove of their debilitating and anti-people policies. Denying hard working public servants their weekly or monthly wages and the non-appointment of qualified and deserving civil servants are not partisan issues. They are in fact grave national issues that have serious ramifications on the quality of life of many families.

    while some officers who have been in the service for three years or less obtain appointment. This system is not working for everyone equally. These people are not able to live life to the fullest, they are not sure of there future, they do not feel secuer but they are expected to fulfill there daily duties with a smile and upbeat attitude. Theses people are humans and should not be overlooked after years of heard work and dedication they deseve there appointment, even more so Mr. Letang I think they should be compensated for the years lost or at least some of it. Thank you for remembering those that were forgotten or overlooked . It goes to show you that those above are not doing there work properly but if someone in the lower level makes a mistake Dominica would not have enough river to wash that mistake away it goes into there file, but all the positive things they do are not acknowledge

    This looks like something left over from the old British system. There should be a probation period, but if the person is doing the job for years they should be appointed to the position permanently. Is it a matter of pay? I don’t think so because we are talking about acting in a position for ten long years. This is unacceptable and this practice has to end. Some of our practices are so out of date, like having to buy stamps for documents instead of just paying the fees directly to the department concern. It is time to enter the 21st century.

      @ Saks Gutter Legally, a person acting in a position in the Civil Service should be automatically appointed after one year. I am certain that this is the law. This has to a most uncaring government to inflict so much financial suffering on its people. If all civil servants would get together and demonstrate for their rights and demand better from the government, then and only then would conditions improve. It’s little wonder they keep the people divided.

    when Mr. Letang creates a sandwich out of our problems like this he is basically positioning himself to suggest that the task before him is insurmountable…all of these issues have PLAGUED your tenure as DPSU Chief.. If you cannot act to address these issues in a comprehensive manner, WHAT REALLY ARE YOU EARNING?? YEAR AFTER YEAR WE HEAR THE SAME CRY from the various sections that you represent …. and NOTHING…is brought to fruition….YEAR AFTER YEAR! where is the justice in WAITING A LIFETIME FOR JUSTICE Mr. LETANG….Justice delayed is Justice denied….2017 now my cry is TOO MANY YEARS being a VICTIM, a Victim of impotence posing as optimism in positions germane to creating change, and the just society we long to live in…. alas…how long will you continue to fail us Thomas??

    Letang you talking too much. I need you to say what you have done or plan on doing and deliver. Year after year is the same thing. They have been working and no appointments for 10 years. How long do they have to wait for the problem to be dealt with. I need to see and hear action and results. The next time you come here we need to hear 200 teachers that have been working since Jesus walked on this earth have now been given appointments by the State. Then I know you mean business. Untill that happens you have just identified another problem to which you have no effect on solutions. We are good at identifying problems. I need see solutions and results. Action still speak louder than words.
