Parliament to review Electronic Funds Transfer Act

The Fourth meeting of the Fourth Session of the Eighth  Parliament  under  the  Commonwealth  of  Dominica  Constitution,  gets  underway  today Wednesday, October 23, 2013 from 10:00 am at the House of Assembly on Victoria Street.

A  number  of  items  are  down  on  the  order  paper  including  congratulatory  remarks.  There  are  six questions  down  for  oral  response  and  eleven  questions  for  written  responses.

During this sitting parliament is expected to review an Electronic Funds Transfer Act.

The legislation addresses the protection of intellectual property on the worldwide web, as well as hacking, and seeks to prevent the misuse of data by making it illegal for people to invade the privacy of individuals who supply information such as their credit card numbers.

Other bills to be tabled in parliament at this sitting include a bill for an act to amend the marriage act, chapter 35:01, a bill for an act to amend the public and police services commissions and one to give effect to the revised treaty of Basseterre establishing the Organization of Eastern Caribbean States Economic Union.

Prime Minister and Minister for Finance, Roosevelt Skerrit, will move a motion for “Supplementary Estimates of Expenditure for the financial year ending June 30, 2013”.

Parliament is expected to commence at 10:00 am and will be carried live on radio and television.

    What about the Electronic Transaction Act that will now legalize electronic contracts and allow government, businesses and citizens to finally conduct business online with the protection of the law. This is will be a major achievement for us.

    The description of the bill in this story is actually for the Electronic Data Protection Bill not the Funds Transfer Bill. Funds Transfer deals with Debit & Credit Cards including theft, forgery, dealing in card of another, purchase or sale of card of another, fraud by person authorized to provide goods/services, obtaining goods/services by use of false/expired/revoked card, receipt of money obtained by fraudulent use of card, etc. Ask legal affairs for more information.

    We are still waiting on the Electronic Crimes Bill for the penalties for pornography and a host of other illegal activities that could be done online and in general in this electronic age, etc…

        Know you did your best when you where here…but at least some head way is being made…hopefully our leaders will understand the magnitude of what the technical persons are trying to achieve in our “small island states”…

        1 step at a time we progress but we will emerge as a technological giant real soon…real, real soon…as long as we have forward thinking persons around…
