Car dealer Peter Karam and Mayor of Roseau Cecil Joseph say they have both gone to the police about a verbal confrontation between these two known Dominica Labour Party supporters.
“I am preparing to go to court on this matter,” Mayor Joseph told Dominica News Online, while a police spokesman confirmed that businessman Karam had lodged a formal complaint about the incident on Friday (27th January).
According to the car dealer, the mayor engaged in threatening behavior towards him over a vehicle parking matter at the entrance of Karam’s business – Acme Garage.
Karam says the vehicle which apparently belongs to the Roseau City Council, was blocking the entrance and exit to the facility, obstructing the operations of his company.
“It was 3.00pm Friday afternoon the 27th, and again I Peter Karam saw this Mitsubishi bus had parked fourteen feet inside the boundary line, onto the private garage compound Premises of the Acme garage Karam Ltd. For years we have suffered from this phenomena, whereby a very small public sector have no respect for our garage operations, either parking arbitrarily in front the entry/exit compound of the garage operations thus bringing that section of the Garage to a standstill, locking the entry or exit of any vehicle which are already at the Workshop for Garage services,” Karam said in a letter he has made public.
“Our vehicles and our customers have to enter and exit the property for garage services. I therefore could take it no more and I blocked the said Mitsubishi Bus by blockading the said Mitsubishi by parking a vehicle immediately behind the bus, thus locking it from exit,” he explained further.
According to the businessman, that action resulted in Mayor Joseph confronting him and threatening his life.
He claims that Mayor Joseph approached him in “an enraged maniacal manner with the most vulgar and threatening language”.
The mayor when contacted by DNO, would only say that he was taking the matter to court, and would deal with it in that forum.
He said he was already making preparations to take legal action against car dealer Karam.

Cork street is wide enough to allow parking on both sides of the road.
It happens all along Cork street so why shouldn’t it happen near your property?
I suggest that you choose a point as your designated access to the public road.
I for one Will continue to park on the south side of Cork street, near your property as and when I want.
Peter Karam was bawling at me from his upstairs verandah a couple weeks ago because he said I had been obstructing his access for almost an hour.
I was parked on the SIDE-WALK near his business place.
I ignored him, got in my vehicle and drove off.
There is NO indication that the area where I was parked was his property.
Peter, if the sidewalk and part of the road belongs to you, then go ahead and FENCE it off!

At the end of the month, a lot of young neww police officiers walk along the streets down town to give tickets for cars leaved less than 30 fts of a cross or on the side walk…I sugest they stand everyday, all the year, kork street, watching for cars in the side walk , in view to implement the Government cash flow .

Peter, it would appear that the car is parked on your property, there is no excuse for that, if that is an entrance to your business, that car was surly causing an obstruction, as a result you can claim against the city of Roseau for damages, because it may have caused you to loose some business.
They may feel that because the car belongs to the city counsel, they have a right to park it on your property, the person who parked the car on your property can be charged for trespassing also.
And who do not believe that, all they have to do is review your own experience, when they charged you for trespassing I believe also.

Mayor of Roseau Cecil Joseph charged for threats, intimidation and assault on the life of Car dealer Peter Karam.

I wanted the owner to feel what exactly he had done to the garage operations. This was the most disrespect again at it’s highest. The bus was not a customer of ours.
Acme garage Karam ltd has been established at 68 cork street from 1960. We are an automobile vehicle dealership operation representing ford, Daihatsu and Hyundai motor company. We pay land and house tax to the Roseau city council. We have a tax business license and a Dealer’s vehicle tax license to operate at that location from 1960. Customers and our vehicles have to enter and exit the garage compound all day and after hours for emergency customer breakdowns. The customs of Govt allow us to have our bond location of our new and used vehicles at the 68 cork street location also. WE pay millions in duties annually and we pay hundreds of thousands in tax annually. We have had this disrespect from a small public sector who simply refuse to understand when they park NOT as a customer on our private property or INFRONT our property, that they infact bring our garage operations to a standstill thus embarrassing our operations of entry and exit of our vehicles and the customer”s vehicles. For years The Police and traffic have had to intervene to have the small public who disrespect our operations to have them removed over and over and over again and again. This time I refused to call the traffic again as they are fedup with the disrespect of the Public who arbitrarily imprison and put a blockade on our operations nite and day by parking on our private property or infront our property. Paying our due taxes to all sectors and running a motor vehicle car dealership operation at our 68 cork street location mandates us to enjoyment of the frontage of our property for the free entry and exit of our motor vehicles. The customers all day who visit us to do business with us are frustrated when we just cannot go out with the customer for a test drive if we are blockaded or deliver any customer vehicles when they arrive for their vehicles. The frontage of our property has been for the use of our customers doing business with The Acme Garage karam ltd from 1960. We cannot allow the public to imprison us arbitrarily and park infront or on our private property, thus bringing our operations to a standstill. We suffered with that phenomenom for years from a very small section of the surveys staff until they moved recently.
So upon return that evening about 5.30 and parking on our private property, I exited my vehicle and this individual whom I recognized as the mayor of Roseau cecil joseph approached me with such a rage and put his face a millimeter away from my nose shouting at me in an enraged maniacal mannar with the most vulgar and threatening language, the most insultive language cursing my mother and myself in the most intimidating mannar. Mr joseph cursed me from my mother to my generation, called me every imaginable insultive nasty expletives in my face, whilst his spittle flew all onto my face. Mr Joseph was frothing spittle from his mouth. His eyes were glazed like someone on some Cocaine drug like zombie mannar. Mr Joseph threatened to knock me out and he made four attempts to knock me out as his fist came millimeters from my jaw. He threatened to smash my vehicle shouting at the top of his voice with the most insultive nasty language I have ever heard in my life. All this time I kept backing away from this maniac, he kept coming up in my face again and again threatening me, insulting me and saying today he killing me and mashing my face up in pieces.
Were it not for the crowd who had gathered and especially one my friend John pascal who intervened and two out off uniform Police officers and my neighbors, all who came to my rescue, when I removed the vehicle that I had blocked the City council with for him to come out. Infront the sergeant of Traffic he kept insulting me, threatening me and kept shouting in a mad maniacal mannar. All this time I was trembling and feared for my life. Infact Mr Joseph wanted right there and then to hurt and destroy John Pascal who had intervened and saved my life from this mad man. He continued with John like a raving lunatic, what I suffered from Joseph for about fifteen minutes. All this time I kept telling Joseph and trying to calm him down telling him, he had blockaded the acme garage, brought our operations to a standstill, he kept shouting that the fourteen feet the length of the Mitsubishi bus on our private property was the city council”s sidewalk property. I kept shouting back to him ok suppose it is your sidewalk which I refused to accept, you still cannot park on the sidewalk. I have never in my life felt more fear for my life and have never in my life ever been confronted by such a maniac in such a crazy mannar threatening to kill me and fight with me and destroy my face with his fist all up under my jawline a millimeter from my eyes. This man was not able to reason , not able to be calmned down. Infact he went into our office premises earlier and behaved like the most craziest individual cursing out all my staff at the top of his voice using every expletive nasty abusive insultive language to my staff like he had done to me after my arrival. Joseph approached me with the mannar of an insane person depicting that of a psychiatrict individual. He was so enraged like an individual on a cocain high, his eyes were glazed, seeing his eyes so close in my face.
This man is in need of serious anger management and serious conselling.
I brought and reported the matter to the Police who took my statement and told me he will be brought before the court for Threats, assault and intimidation.
I am also talking to my lawyer to have this man pay heavily for his attempt on my life, assault on my life Friday afternoon. This man should be censured at the city council and his position must and ought to be rescinded and he has no moral right to remain and continue to be the mayor of the city who treated and threatened the life of a city citizen, that of an ex councillor and the child of the ex Mayor George karam and business car dealer of the city of Roseau. Infact Joseph again insulted the generation of my family and myself with his explosive threats telling me if I think this is the days of JoJo karam, like this man showed no respect for the memory of the ex mayor of the city of Roseau. Joseph must not remain as mayor of the city at all.
Joseph must be seriously reprimanded and made to pay for this explosive maniacal mannar he displaced on Friday bringing the mayoral position into serious embarrassment and disrepute. He will be made to pay for this attack on my life. Joseph again called Mr Irish Police officer on the DBS police programmne maligning and defaming my name and the name of my company publicly the very Friday evening. Joseph finally left Friday threatening me that Come Monday morning I will see what the city council will do to Acme Garage for parking our vehicles for 55 years on our private property compound. Again our next door neighbor Rhoda St John who is a councillor also, whom I understand has a child for the same Mayor Joseph is another individual whom I have stopped from blocking our property non stop with her white Toyota car for some time now. She had tabled in the council minutes, I read in the gazette the other day, where she tabled to have Acme garage remove our vehicles from the private compound of acme garage, for her to park her vehicle.
This situation has reached cabinet in the past, Superintendant George has been involved with us against a mad neighbor one Izoe Antoine who made us see the four seasons of the year in one day who blocked us arbitrarily daily. The same Izoe use to curse out the inspectors of traffic non stop whenever we use to call upon traffic for protection from this mad man. It is all over with this mad man Izoe who has gone into oblivion and into exile.
For ten years as Director of the DBS radio station, I have never ever known of or experienced this dark crazy maniacal murderous side of Joseph an employee of the DBS Radio station also. This man is excess baggage to the labour party and an embarrassment to the executive of the labour party. He is an embarrassment as the mayor of Roseau. Just a few weeks ago he was made to pay for wine he took unauthorised from The President’s independence party. This man is a runaway train and needs to be stopped or he will kill someone surely. He must be suffering from diabetes and high blood pressure making him behave like dog with rabies, as he seemed to be weiging about 100 lbs down from 200lbs recently.

Yes, it was wrong for the Mayor to NOT as permission to park on private property. That would have been the polite ADULT thing to do.

Please permit me to comment. As i am in no position to judge anyone i am hoping that i can make a constructive contribution to the above statement.
Clearly there is a major parking situation in the City center. there should be more parking areas. just see what happens on a festive occassion all the streets in roseau are blocked with so many vehicles, and PEDESTRIANS ARE DENIED OF SAFELY WALKING THE STREETS.
Iam suggesting that consideration be given to parking/ fascilities. all persons with private vehicles shold remain outside the city and take public transportation. only persons with business/ residents in roseau should be allowed to enter with thier vehicles. I am suggesting this thus to prevent further unnecessary congestion. eg Astaphans has done a wondeful thing by providing parking fascilities for shoppers..
That’s common sense, but difficult to find parking places less that half a mile from Roseau center town, and everybody, inclued countrymen, forget he have feet when coming downtown. There is a biga area free in the middle of some steeps build by chinee, so called white elephant. Sometimes peopole playing krickett use it. I suggest for those sportmen to play their game in Botanics Garden (wich is a beautyfull and tourists related place), and live free the area to make a parking place for Honourable Mayor, French Kharam cars, and other visitors, leaving free acces of sidewalk for pedestrians !
i agree. and with all that congestion all businesses want to have infront their door a “parking for loading and offloading only” sign.my brother how often do you load and offload?in my opinion on the day before you know that you will be loading or offloading you should go get that sign and place it wherever u will be using.you cannot tell me every single day you have that sign infront your business.
dont even get me started on the days when it has cruise ships when we the nationals get blocked off OUR bayfront for the entire day.i dont mind that its blocked off in the morning time when the buses are loading their passangers but in the afternoon they are only dropping them off.why cant we get access to the bayfront for parking in the afternoons?there are other businesses on the bayfront you know like the bank.i m just saying……………………

There had to be some bad blood in them guys even before the incident. Peter Karam has been hitting at the Skerritites for some time now and I know Cecil has gotten his share of blows from Peter. But on the matter of parking, there has to be a change in the Cork Street car dealer’s parking regime. He has taken up the whole sidewalk along the length of his business place, leaving no room for vehicle owners to park and pedestrians to walk. Why does Acme Garage have this liberty? Is he paying the City Council for wholly occupying the sidewalk? I believe this incident should awaken the authorities interest in visiting the sidewalk problem in Roseau with a view to fix it.

I think the Mayor should behave in a professional manner. He is representing a high office and representing that should always be done with pride and dignity. When there is any confrontation he should abase the situation not enrage it.
WHether he is wrong or right – he must act in a manner that speak of leadership and authority. To engage in a street brawl with someone else does not edify the position he holds as “MAYOR”. He behave is not setting an example to our youth. We (as adults) are always quick to critcize our children/youth yet we fail them everyday (BAD EXAMPLES)…………..

for years karam engangered our lives by blocking the sidewalks and causing us to walk on the street. the mayor block him for one minute he crying foul.

thought u said u not taking for anyone. the sidewalk not peter own. who so never like so. so many years of doing business wrong is what u should say cause when people passing is on the street they have to walk because peter took the side walk for his business. so cecile have a right to park there however he has no right to block the business entrance/exit if he did that
i’m not saying the mayor is right.infact those days i think that mayor getting himself in tooooooooooo much roro but all i’m saying this business should not be there in the first place and that car rental that taking up the whole street by the grandbay bus top shouldnt be there either.they have a major part to play in the parking congestion in Roseau.
