The Planning Division has said that it is aware of a small cement plant being operated by Chinese nationals involved in the multi-million-dollar road rehabilitation project in Layou and are looking into the matter after residents raised concerns at a recent United Workers Party ‘People’s Parliament’ gathering in St Joseph, claiming that the operation is illegal.
An official from the Planning Division, speaking on condition of anonymity, told Dominica News Online that the company did not seek permission to operate, but the division, along with different agencies are working with the situation.
The mini-plant, the official explained, is not a true cement plant but only comprises a machine which mixes concrete and aggregates to build the sea defense walls entailed in the road project. The mixed cement is then placed on a truck and brought to the relevant locations of construction.
The ‘plant’ is one which is similar to other local companies such as Redi-Mix Concrete, according to the official.
Parliamentary Representative for the St Joseph constituency, Kelver Darroux, had told DNO said earlier this week that he was awaiting a report from the Planning Division to prove whether there is a ‘cement plant’ operating in the Layou area and if it is doing so in accordance with the law.
He said that he was not able to confirm whether or not a cement plant was operating in the area.
“Well as far as I know about the Layou situation, about three weeks ago the planning corporation engaged in a site visit down in Layou and we are currently now waiting on the report from planning to give us all the details as to what they observed during operations and what has to be done, so that is the situation. So as soon as we get the report from planning we will make it available to the Layou Improvement Committee and see how to move forward,” he said.
Darroux said that he is also waiting on a similar report on the asphalt plant which is currently operating in the area. These reports will be presented to him, the Layou Improvement Committee and the Minister of Planning also.
“Based on the finding of that report then we will once again see the way forward for the people of Layou or what has to be done, what has to be rectified if anything,” he said.

THERE IS A BIG DIFFERENCE BETWEEN A CEMENT PLANT AND A SITE WHERE THEY MIX CONCRETE FOR THE PROJECT THEY ARE WORKING ON. BEFORE RUNNING YOUR MOUTHS DO SOME RESEARCH. AS FOR THE PEOLPE FROM THE PLANNING DIVISION, THEY HAVE DOUBLE STANDARDS. THEY ALLOW PEOPLE TO BUILD ON OTHER’S LAND WITHOUT THE NECESSARY PERMIT OR DOCUMENTATION PROVING THAT THE LAND BELONGS TO THEM.
NOW THAT THEY WANT TO PLAY POLITICS, THEY COMING OUT WITH A LOAD OF BULL.

Now that the Planning Division is aware of this illegal production of cement, they should investigate it and if there is something illegal then do the appropriate action for this matter.

We all know what is happening and how planning operates. What about the KFC on Picard highway with no available parking. I tried building a 2X4 and Planning rejected my plan because I did not have parking spaces on a small lot.
We wonder why there are so many angry people in this world. The answer is injustice.

The chinese are in DA taking advantage the way all other businesses are doing!! The only difference is the Chinese have permission from Skerrit to run the show however they please. We have no structure in DA; that’s why our economy is unstable, and will continue to deteriorate.

They want development and when the signs of development comes , they complain about everything yes everything. You can’t please all the people all the time. Some will always be displeasers as they are always negative, they see no good in anything even when it is for their own benefit. They complain and complain and complain and in the end even the little benefit they received , they lose all for all. Chief of Planning Division publicly indicated that Gardakhan initially acted illegally by ordering equipment for building the asphalt plant close to Layou before obtaining permission from Planning. What happened? The same Planning Division later still gave Gardakhan permission to build against the expressed wishes of the entire Layou community. The people will die slowly from all those poisonous fumes.
The Chinese could do anything, anytime in Dominica, No dog bark. Planning Division will do absolutely NOTHING even the Chinese have no permission. They know exactly what is going on down there. The BOSSES of Planning, the POLITICAL DIRECTORATE, will MANNERS the workers in Planning, if they dare say or do anything against the Chinese.
DOMINICA IS NOT FOR DOMINICANS. THE FOREIGNERS HAVE MORE RIGHTS THAN US IN OUR OWN LAND. DOMINICA HAS BEEN SOLD FOR PITTANCE. WE ARE at the MERCY of those BIG BUSINESS MEN and countries that Govt. The SOCIETY has become LAWLESS. Institutions are being dismantled by the hour. Govt. is inefficient, incompetent.
Politicians and others in Public Office have acted against the Laws of the land, so how do we expect them to act against Chinese, Gardakhan or the BIG BOYS when they all do things illegally? The Chinese have realized that Govt. has adopted a MENDICANT or BEGGING mentality, and depends on their money, so they now have full control and could do what they want. The Chinese business men and women have taken over Roseau with all kinds of businesses, while Dominican businesses are slowly closing down.
Govt. has refused to open TENDER for the ill-conceived building of a $27,000,000.00 President Palace and awarded the contract to a Chinese Construction Co. WHY? WHY? WHY? Govt. has no confidence in the ability of a local Dominican Co. to build that Palace. Is that so or KICK BACKS? No Transparency, No accountability. CORRUPTION THRIVES in their ABSENCE. Is so Dominica come? SAD to SAY, many people like IT SO. They are supporting CORRUPTION in BIG BROAD DAYLIGHT. Dominicans are being ENSLAVED AGAIN.

Only to find out it’s just a place they mix their cement and then carry to the seawalls. What would we have them do? Mix the concrete on the side of the road?

What sort of bull-.. lie is that is two ways either there is a plant or not. What hell report you are waiting for from planning, such red tape. I cannot understand these people, Planning can say whether or nor permission was granted and visiting the site can prove whether its true or not. The Minister and the parl rep already know the deal and its just a matter of time before permission is granted or was said to have been granted. Planning Division has looked the other way for some people and harassed other people, I know I used to work there.
