Prime minister, Roosevelt Skerrit, has once again come to the defense of the public support program which is being operated from his office.

The program has been criticized by the opposition, citing a lack of transparency.

In parliament on Wednesday member of parliament for Roseau, Norris Prevost, questioned whether the government had something to hide.

Addressing parliament on Wednesday evening, Skerrit did not specifically address the matter of transparency but instead said as prime minister he has the responsibility to assist the needy.

“I want the opposition to tell me as prime minister of this country that if I get a call at 8:30 on a Friday night, first a text message or a Whatsapp message, asking to call and they say to me, prime minister we have two-day old baby who needs to be flown out the country tomorrow Saturday and we need $34,000 to get him out, what do I do as prime minister?” Skerrit said. “What do I do if I have the ability as the prime minister of the country to assist those parents?”

The prime minister said whenever assistance is sought he doesn’t ask “whether you voted for me last election, neither do I ask you to vote for me the next election.”

“I don’t ask those questions,” he stated. “My focus is to help people who come to me for help genuinely. We do not have all the resources to help everybody at the same time but I believe as the leader of the country, as a representative of the people, as a servant of the people, I have a duty and responsibility to first listen to people’s concerns…”

The prime minister gave full credit “to the Almighty for creating that program for the people of Dominica.”

Last year Skerrit defended the program and vowed to continue it saying he has a biblical responsibility to assist the poor.

These Politicians are only there to help those who vote for them and playing heavy with the Money of the Commonwealth of Dominica… They are all guilty of playing politics when it comes to help,,, and next thing they calling God's name…
    Why is it that poor people have to call the PM and not the relavant ministry or lined minister? This PM is just using such programs to boast his popularity and have people come over and beg him for stuff….
    This eat a food politics is not taking Dominica anywhere,…….. Its just plain and simple eat a foood politics and using poor people for political mileage …
    Truth be told , these guys dont help folks who doesnot support Labour…….

    why can't he give them from his pocket, or use his allowances and big money to assist poor folks….

      I just do not understand how right thinking people can support what is going on.
      As someone who works in audit , I do not know how proper accountability can be realized. Example. let us say that the Prime Minister is given $100,000 to spend in his red clinic. How can we know for certain that $10,000 was given to Jim Brown ? I see this as corruption at its highest level. Secondly isn’t there a department which deals which welfare? Why can all these case be scrutinized by the welfare department for approval? This is just simply a vote catching exercise.

    What is so difficult about having this program run outside of your office Mr. PM ?.

    If you are so concerned about citizens calling at 8:30pm, then why not have a call center with operators working late evening hours to handle to late night calls ?

    The appearance of impropriety/corruption can be worse than the improper/corrupt act itself.

    a lady whose house got burnt went for that same assistance. The same pm gave her some authorisation to go to Nassief for material. When he found out she did not support his party, the same pm called her back to change something and ‘tear the paper’. is that right? Don’t be fooled by those lies of the pm. its time for change.

No evidence that child is actually sick no doctors orders nothing also I thought the Olympic couple built a children’s hospital . why you didn’t send them at the newly built children hospital….     As long as you run this program from your office, to an outsider it will send the wrong message…..

    If this was set up to genuinely help needy Dominicans, and you are not looking for any favors in return, then I suggest you set up an independent non-governmental organization to run and operate it.

    When setting this up, you need to have one or two people there to update you directly on how things going….that is expected.

    However, as long as you have this running from your office… padner..any civic minded individual would take it to mean that you seek something for assisting those you help.

    its a good thing to be able to help those that urgently needs help,i also know that the prime minister have a soft heart for children and a lot of woman knows that as well. from close source of the pm have confirmed of parents who for come for urgent help with their baby, and later that day another woman comes with that same baby for help.. i’m not saying the request of $34,000 wasn’t genuine or not, but what i’m saying psychology also plays a roll in the time frame of the request… and i believe what should have been done by the pm is .. when they come to you or call or text.within 24 hrs have these individual sent (a letter or code from you) to a specific group of people who have the available resources to quickly look into this kind of situation (within 24 hrs)and make available the monies needed to that individual.. thats my opinion as a youth.

    At no time in Parliament was the name RED CLINIC used to describe this program but as soon as they walk out of Parliament, they call it RED CLINIC because this program was designed for their supports.

    According to you the man was very careful not to say if is 8:30 Pm (based on our knowledge of him he really meant 8:30Pm)or 8:30am. He was also very careful with the use of pronoun in the cell call, text and whatsapp messages. He used ‘they’ and ‘we’ but was careful not to use ‘she’ or her. I bet you it was a her. That two-day old baby business boy? I hope the dad is well identified. Sorry, Skerrit behave like a child with his street vulgar language and therefore we must expose him for who he is. A married PM should have more respect and somebody needs to tell him that no woman feels comfortable to know others have his # and can text him, call him at 8:30 pm.

      I guess, by your post, it would be correct to say, neither you or any member of your family or friends have never had anyone in the hospital in an emergency situation.

Here are my answers to your question. 1People do not choose what time of day to get sick. 2. That being said, if one truly gets sick in the night then why not call a nurse or doctor or go to emergency room? 3. Based on you question to me then am I to conclude that Dr. Skerrit diagnosed the child and knew it was going to cost $34,000? My friend, don’t be that naïve because Dominica belongs to us, One day Skerrit will leave office and we, our children and grand will be stuck with his mess just as Chavez left and Venezuelan’s are stock with his mess. What Skerrit is doing is wrong. He his motives are right he simply has to put the mechanisms in place and then ensure that all Dominicans that truly need help get it. But for him to be the doctor, pharmacist, nurse and financier is pure crap and corruption. I know What I am talking about because I know Mr. Skerrit personally, years before he was a high school student, teacher or PM.

    It is a shame the level that Skerrit has brought governance in Dominica to….The reason this programme has to be defended so much is because there is something very wrong with it…Can you imagine Obama or the British PM or any other democratically elected prime minister handing out cheques from his office? They would have to resign instantly. Even campaign funds have strict rules attached in those countries. In the pre-labour Dominica…A minister giving out just one LPO was a big deal ans a no.no. Now the PM is handing out cheques and cash with no accountability. …and he see nothing wrong with that….This clearly show that you do not understand your role as a Prime Minister.
    That is why Change is a Must …Not an Option.

    So the PM is halving the work of the welfare office by providing a secondary or rather superior office (as by his own accounts its successful, whereas in the case of the welfare dept its not always that way)… so while he is operating half of the welfare dept from his office, what is the welfare department full-time staff doing? Are we paying full time salaries to get half of the work done.

    That is we are paying twice as much to get the same amount of work done (half from welfare office and half from PM)?

    I know, we know of several people who are in desperate need of assistance – who have on several occasions called on the MP’s etc… but to no avail.

    MR Pm, can you please make your whataspp info public please – this method of contact seems to be the most effective – quite a few people who do face to face visits to the welfare department never get anywhere and quite a few more pay a lot of visits to the various ministers – where we are told to come next week and next week and the other week.

    Mr. Skerrit, I have a few questions here and I will also tell you what you should do:

    Firstly, why should every Tom, Jane and Mary have the PM’s cell number for them to call him, text him, and whatsapp him at 8:30? He was smart not to say pm or am.
    2. Is that number available to the general public or just party faithfools?
    3. Based on the fact that they come to you for $34,000 at 8:30, how can we be sure that you gave them the stated amount or more, or less? No accountability whatsoever.
    4. You should know we all know you are a politician and not a civil servant?
    5. What do you do as PM? You listen to their cry, direct them to welfare, make sure they receive help if funds are available.
    6. The idea of Jane, Mary and Marsha have the PM’s number to call him at 8:30pm (I say pm because if it was during the day they would call your office number) ask him for $34K and walk out with that amount, leaves me to wonder if she is not paying the PM for that money in … entertainment.

    The PM must stop fooling people with his lies. Although he himself might not be directly asking them who they voted last election, all those from the Vieille case constituency who are honest will tell you he has his team from ALL three villages assigned to do just that. Before Skerrit gives a person a sheet of plywood his agents are charged with the responsibility to find out where they are leaning politically, and based on there report to Skerrit, funds will either stop, if they are UWP or increase if they are DLP. If a UWPite gets assistance twice or more, just know he is faking in their presence. That’s corruption!

The reason why I named each of the agents in all three villages that form the constituency, is because I wanted Dominicans to know them and ask for assistance.     No, no no Skerrit, that is not how things work. A democratically elected PM has to act within the laws of the country at any given time. If you give $34,000 to one parent you have to give it to all who ask in an emergency. But clearly that is not the case. You chose who you give the handouts to and that is wrong, after all it’s the taxpayers money and not yours. Only a Dictator can pick and choose not a democratically elected PM. However, if you give these monies out of your own pocket… nobody can stop you. The question however will be asked where did you get all this money from in the first place.
    High time for you to go Sir!!! You are a liability to this country!

    What about other members of your Government Pm Skerritt? Remember the plight of John Fabien (may his soul rest in peace)? Was it because he was from Grand Bay that your government could not find the necessary funds so that he could get the treatment he needed? Don’t give us that coco markac to try and tell us that you are so concerned when in fact you deprive your own member of parliament the right to seek assistance which might have prolonged his life.     Mr Prime Minister I thought there was in place procedures for how government monies are to be spent and accounted for,but it seems that from this scenario you just brought up that you are a one man show(chef,cook and bottle washer)and you spend the publics monies like its your own and no accountability is required.I would ask the opposition to investigate if any government regulations are being violated.
    I’m sure if this was the PM’s own money, he would want some accountability and for $34,000.00 he would want two signatures on the check,yet he thinks he can just dole out money like that without checked and balances.Does he have any experience in the private sector?I sure as hell would not want him to be in charge of my personal money and don’t want taxpayers money given out like that without government procedures being followed.Its time for change people.

IT IS SHAMEFUL TO TALK ABOUT.He is just not suited to BE A PRIME MINISTER.. I think all of us love the poor more than Skerrit. He has no right to have tax payers money doling out to who he wants to. There is a Social Welfare Division with people better trained than him who can do that job better than him. The money is not his. He is not doing anyone a favour when he helps them. The money is taxpayers money, so he has no right to use it and make people like you believe that he is making you a favour. IT IS WRONG.

      Martina like the PM said the resource is limited so everybody will not be helped, i myself was in need of help but did not get, i only feel happy for those who got cause their situations may have been worse than mine. Look you could actually go to do your business in Barbados, just like me so why cry, say praise jah you didn’t have to depend on the help to help yourself and be happy for those who couldn’t and got the help.

      This is the first government to ensure that its people are well taken care of especially health wise… Lennox and his regime will stop these programs then you will not complain!!!!

Prime Minister but this program is creating too much unnecessary distractions, so here’s my recommendation: Recuse yourself from the program and appoint one of your lieutenants to oversee the program by directing all calls, request, inquires et al to that person attention.

I would ask Skeritt whether the money he gives as public assistance comes from his pocket or it comes from the taxes of Dominicans.When ever he talks about that assistance we hear the word I, I being used regularly. If you read the about report, the word I is used eight times.

    That prime minister is to wicked and tricky that programme would be a good initiative if it was done through the welfare division or a system where everything is monitored and there are reports and help is given fairly. The red clinic only one set benefit and some of them lie about the agency of the problem where those who really need the help are never assisted due to political reason ….. This is pure abuse of power and one day the way you put Dominican’s as beggers will come to an end .. And don’t use god name in your nonsense plz … Teach a man to fish and he live for life but give him a fish every week at the red clinic and he votes for labour

    I am not a fan of the Red Clinic…BUT…given the way civil servants work, it is much more efficient that the program work directly out of the PM’s office.

    Having said that, I do not believe the PM is doing it for the greater efficiency it offers. He wants to be regarded as the saviour of the nation in the same manner that Chavez portrayed himself.

      There is that form of help in the US, its just not govern, ruled, mirco managed, dominated, overseen by Obama!!!!! And everyone can access not just Democrats…..because Obama is head of the Democrat party.

      There are many other people who are in need of assistance but because the are not supporters of Skerrit they do not receive that assistance…..plzzzzzz stung UWPites do not get assistance no matter how much you take that elevator in that financial centre…..I can attest to
      that.

    Why don’t parliament help set up low cost health insurance. We all care about the less fortunate and the best way to help is to make them be self sufficience not dependent. Mr. PM i think something is wrong with your head.

    Skerrit, there is a BIG difference between “Public support” and the “RED political Clinic.” True pubic support is not done by the PM at his office. It is a policy set in place by the cabinet and signed by the PM/Finance minister. Then civil servants are empowered to accept applications based on criteria they are either qualified or declined. When persons (mostly laborites)have to go to either the PM’s office in Roseau or the PM’s mansion in Vieille case on Thursdays that is nothing but pure corruption. Stop turning people into beggars for a vote man

    Mr. Skerrit you are supposed to be a leader and when you get a call like that you call on the appropriate experts in your government to deal with it. A good leader knows how to delegate and to have a structure in place to deal with such matters in a professional manner. And if that structure is not in place, or not functioning it can only be for lack of competent leadership. You are not personally reponsible but what we are seeing here is that you can not resist the temptation to portray yourself as a saviour, a benefactor so that you can glory in the admiration of the beneficiaries. You are running this little country like a personal fiefdom, not allowing the people who report to you to employ their considerable skills and talents to the full and let them shine.Bbelieve me, there is no greater motivator and appreciation. You know this only too well as you crave this more than anybody else.. It does not go unnoticed, here and abroad that when you talk about Dominica’s achievements they are always expressed in the personal form: “Me. and I”. Please, Mr. kerritt, let go and people will genuinely love you more for it.

        OFC there is no other country like that, because in other countries people elect gov to help push the country, ensuring export of some kind so people can be dependent on themselves but in DA, the PM does nothing whatsoever to change the status of the economy….Dominica has nothing and I mean nothing being exported to bring foreign exchange into the country….and dont you dare say “well tourism” because tourism in Dominica is nothing short of joke…..cruise tourism is what you all have and is considered the worst of the worst form of tourism in reference to the environment and economy. This PM has the saviour syndrome in which he will give such access so you all will be ever so grateful and loyal.

If skeritt cares he can use his own funds and shelter the many homeless in his mansion. It is fine if he use his own funds. If its tax payers money it goes through welfare department and allocated in the annual budget. The use of the poor and weak for personal and political aspirations is nothing but parasitism
