PM Skerrit appeals to public servants to support CREAD

PM Skerrit addressing the committee of permanent secretaries

Prime Minister, Roosevelt Skerrit, has appealed to public servants to support the Climate Resilience Execution Agency of Dominica (CREAD) which was formed after the passage of Hurricane Maria in September.

The agency was formed to coordinate all reconstruction work after the hurricane and to ensure all reconstruction activities are focused on Climate Resilient Recovery Plan developed by Dominica.

A number of senior civil servants have been seconded to the CREAD but the Prime Minister assured it will not replace the public service.

Speaking at a special strategic session of the Committee of Permanent Secretaries at the Office of Disaster Management, he said the support of civil servants is important.

“It is important to have the support from you because if we as a country fail on this attempt, we will not have another opportunity,” the Prime Minister stated.

He said in addition to CREAD, the government will be setting up a trust fund.

“And one donor in particular at the donor’s conference met me privately and said we to put in $5-million into the CREAD to advance it because as I said to you there is exceptional buy-in by the donor community,” he said.

He noted that Dominica has become relevant because of its clearly articulated policy to become the first climate resilient country in the world.

“And it is about ensuring that if we are visited by another storm, another hurricane and the science is showing that these storms are becoming more ferocious and more frequent then we will be able to bounce back quicker…” Skerrit said.

He explained that the new agency will be housed in the office of the Prime Minister.

“I will have portfolio oversight of the CREAD and the CREAD will report to the Prime Minister and of course the cabinet,” the Prime Minister remarked.

The PM is asking for the public servant to support (Cread) and is paying attention to that. My question to each and everyone of you is, did you guys hear about that “Cread” before the donors conference ? This guy is doing what ever he wants and then he is asking for support that is crazy!!!

    PM – Where’s the Terms of Reference (ToR) for the Climate Resilience Execution Agency of Dominica ( CREED)?

    The most valuable commercial activity or business commodity is TRUST. To achieve this it requires a unique character trait, around honesty, ambition, hard work and attention to detail. These unique traits are the PM’s worst enemies… so how then will he be able to instil a level of TRUST that will enable him to move forward.

    INTEGRITY impacts all aspects of commercial activity. It is the barometer by which we D/can nationals (home and abroad), lenders (i.e. donors etc) and potential business partners evaluate the PM and our country Political and Economic track record. TRUST in a PM speaks volumes on how a Country services and communicates with its nationals and the World.

Ironically the two know one another, having been introduced by Paolo Sampolli, a known self-promoter and megalomaniac, appointed to our U.N. mission with a diplomatic post by Roosevelt Skerrit and for whom Trump’s present wife used to work as a model.

    Now that the PM has added yet another role to his burgeoning portfolio, I sometimes wonder if there are any competent Dominicans home or abroad, who could take on some of those responsibilities. I simply cannot understand how someone can be so domineering when they should actually be delegating.

    As for the whole idea of CREAD, I think its it used as a pretext to have so called donors to finance his grip on power. It was only earlier this year that the PM was holding town hall meetings promising heaven and earth to every Dominican. Did building a more resilient Dominica ever cross his mind,I think not.
    All of a sudden he has had a moment of epiphany and it finally dawned on him that Dominica needs to be the first climate resilient country in the world.

    REALLY, NOW WHO BUYS THAT, DO YOU? What does that country…

    I recollect that a similar committee was formed in the wake of Erica but I cannot recollect their findings.

    Committees are the death knell to creative thought and hence creative solutions.

    I missed news about a “donor’s conference”. Perhaps DNO could give a link to a relevant news item. Like committees, conferences are usually a waste of time but at $15 million a throw that one is worth repeating.

    Totally agree with the PM on this. We all need to lend a hand and assist as best we can. Maria, a force to be reckoned with, shook us up so badly that we have no choice but to face global warming and reverse it in whatever way possible. Hurricanes are more frequent, they are stronger, the rise in sea levels are alarming, intense flash floods and environmental deterioration limits the natural environment’s services to us. What do we do to prevent that? How do we fix it?

    I just hope soon, that more of us will become ‘change’ advocates. Learn so you can increase awareness, teach your kids, speak to your friends, go out in the villages and educate people on

    PM could you share some information on CREAD for the public ? :-D The best way to secure buy-in on a particular concept or branding or initiative is to bring everyone unto a platform of common knowledge – including the General Public. This platform of common knowledge ought to include:

    1) Public document on the Structure and composition of CREAD; by composition I mean sectors and portfolios or expertise represented
    2) Scope of its mandate: mission and vision
    3) scope of stakeholder participation – in this case every citizen is a stakeholder and ought to be enlightened from the onset to mitigate against pushback and in ensuring people understand early the scope and ramification of every decision taken on their behalf. This makes for easy buy-in.
    4) will there be community meetings to address CREAD’s mandate ? that way people will understand the scope and line of engagement in the exchange of suggestions, ideas and recommendations.

    Nothing you guys do has been credible, hence at this point I have lost all faith in the government. Who is managing CREAD. Dominica has a problem in getting good management, too much favoritism. We are losing our best talents because of who the government keeps placing to manage key aspects of our country. Our progress has been slow over the years in comparison to the other Windward Islands. However, good luck to you and I hope there is some level of accountability and transparency, something this government has fall very short on.

A good leader does not stretch himself too thin, he delegates, but put measures in place to ensure efficiency and effectiveness. Dominica needs the collective effort, will power and brains of all its people to be resurrected better than before. Engaging in ‘one-manism’ won’t achieve much. Mr. Skerrit most definitely believes that he is indispensable, the cemetery is full of indispensable people. Engage the Opposition, they have ideas too.

    I was very pleased when I first read about this a few months ago. If we say we want to build a climate resilient country, and the first one at that, we should turn words into action. And that is what Mr. Skerrit did; he mobilized the unit and they are working hard to make this a reality.

    We are situated in the Caribbean, it is the most tourism dependent region on earth, and it is important to note that it is one of the most vulnerable to the impacts of climate change. There are 40 climate hot spots, and six caribbean islands have been named including our own. So taking on this task is not just for our betterment, but for that of our region and ultimately the world. We hope other countries can follow suit. In the mean time, ordinary citizens can research and do their part to help themselves, their neighbors, their communities. Hurricane Maria, and her predeccessor Erika showed us first hand what superstorms can do to us, ruin lives and habitats. Let’s work harder and do better!

Do you remember the so called high powered task force that was assembled after Erica over 2 years ago? What became of that. What did it achieve? What did the esteemed Baroness who was appointed to spearhead our international work for pledges achieve. You remember the Morrowcan hotel, where are we with that.     In all due respect honorable Prime Minister; CREAD should be an independent entity. There is no way this entity is going to be fair and balance, we are building resilience on the wrong footing without a proper foundation. So sorry to say.

    Oh yes PM, the support of public servants to CREAD is of great importance. I believe they will see to it that the agency is successful. We all should as citizens of DA, lend support and even a hand to the agency. Climate change does not only affect public officers, it affects all of us, our homes and environments. Now is the time for us to show our support as local and global citizens and fight against climate change.

    Who are the members/officials of this new body? It is already clear that they will report directly to the P.M., and as he stated the cabinet. This is confusing as it infers that the cabinet is the P.M. It would also appear that any funds generated by this CREAD therefore are under the direct control of the P.M. also. I find this very worrying.
