PM Skerrit clarifies ‘military aid’ agreement with China

Prime Minister, Roosevelt Skerrit, has sought to clarify an agreement of military aid signed between Dominica and China last week saying there was “some misunderstanding by some sections of the population” on the issue.

The US$3-million agreement was among three signed by the two governments on November 29 but some had questioned the military agreement and what it involved.

Speaking at a press conference on Wednesday morning, Skerrit relayed that Dominica does not have a military but has military cooperation with many countries, including the United States, and this includes the training of police officers.

“They provide us with assets, vehicles, communication equipment and so forth,” he stated.

He explained that the Government of Dominica will determine what it wants from the US$3-million agreement.

“So it will be in form of equipment and it does not necessarily have to be specifically for the police,” he remarked. “It could be for public works in terms of heavy equipment, it could be ambulances, it could be a fire truck for the Douglas Charles Airport or for Roseau.”

He said a list of equipment is being finalized with advice from various public servants.

“We expect by next week to submit that list to the Government of China,” Skerrit noted.

    The man is doing everything he can to build a foundation for the future but the devil is so strong in peoples minds they want things to stay the same or worst and constantly condemn, complain, and point the finger at people making positive changes.

    You can see this clear as day… a positive effort is spoken of but their focus is on attacking the person making the effort.
    The idea and benefit is completely lost on them… they cannot accept that a Dominican is doing these great things.

    Its not the man allu fighting its that thing that eating allu up inside… that thing allu have to fight!

    When Mr. Skerrit demits office, he would leave a legacy of mendicancy. He spends most of his time circumnavigating the globe with tin cup in hand even before Maria. Almost every major development or project in the country is done by some donor agency or foreign country. This gives the outside world the impression that Dominicans are just mendicants. Given the opportunity, Dominicans can prove themselves to be creative, innovative, skillful and industrious.

This man moans and runs all over getting money, not for development but for everything sexy in politics and nothing towards the development and recovery of Dominica. Military assistance for example the US my Foot??. Dominica is not a priority to go anywhere and assist, we have our dirty corrupt backyard to clean up first and to build. This man PM creates distractions, diversions and fools the poor people of our Dominica.

    Such hypothesis makes absolutely no sense at all; Do you know why the Panama Canal was built? Since I see you are ignorant of what you are talking about let me give you a hint it was built to shorten the distance of sailing ships. It is a short-cut , nothing can compete with the Panama Canal.

    Let this serve as an education to you exclusively, prior to the Panama Canal: a ship left San Francisco or Los Angeles where I reside heading to Dominica, it would have to travel all around South America which would take months to get to Dominica, with the advent of the Panama Canal, takes getting to Dominica in days rather than months. Stop talking nonsense. Learn some geography and review what I taught you.

      And for your information, there are no natural harbor in Dominica, or anyplace I know. Simply because a ship can drop anchor, does not mean the place have a natural harbor. The waters around Dominica is deep, that makes it very difficult for a boat to anchor. I can tell you about that.

      We had a ship, a cargo ship going to Dominica, our anchor chains were never long to touch bottom, there is something called dragging anchor, that happened often in Dominica, as a result of that an oil tanker run aground in Found collie in 1958. And if you do not believe me do some research, harbors, and ports are built, they do not come natural, except in Dominica where you all believe everything is perfect and natural.

    According to the experts: Military aid is aid which is used to assist a country or its people in its defense efforts, or to assist a poor country in maintaining control over its own territory. Many countries receive military aid to help with counter-insurgency efforts. Military aid can also be given to a rebellion to help fight another country.

    OMG- this guy must stop with his ‘mamaguy’. Skerrit military aid is what? Now you are dialing back what military aid means– Well for anyone who can say their ABC Skerrit military aid is military aid- weapons and assets to kill and to keep bad guys and bad governments in power–

    Fix the roads. Strong Shelters for all the island. Give persons materials to rebuild. Everyone. Temporary shelters should be built right away so the schools can reopen and take persons out of the schools to place them there. So much to be done but hardly anything is being done.

    I must admit that China has Skerrit where they want him and right now they even to have gotten Skerrit to will Dominica to them. No wonder Ross University is running out because they know very well that everything has to start at the mouth of the port and it has been rumored for a while now that the Chinese have a secret deal in place with Skerrit for Possie.

    Using the words Military Aid Assistance is probably the wrong terminology to use, However we need to protect our people from natural disasters so some assistance will be required, Call it what you like. We require Helicopters, Communication equipment Heavy Machinery, Trucks & amphibious vehicles to assist us if a Maria or Erika every happens again. If we haven’t got those tools on Island more of our people will loose their lives in the future. Let’s all try to stay positive & help the Government of Dominica make the right decisions for all Dominicans.

      All these things require man power and fuel and maintenance. Are we going to beg to run these also and owe Venezuela another 200 mil US dollars. Meanwhile we have policies hell bent on keeping people poor, laws in place that aee not being enforced, police that run and hide, people living in river beds and landslide prone areas, building standards that are not enforced, a planning and community development head that knows nothing. We keep running for external powers ro fix our problems while the real catalysts are our weak institutions that are supposed to do oversight and a society tbat does not k ow how to progress and advance collectively. How often do we get cat 5 storms? We get hurricane every year with varying intensities and effects. What we have here is a knee nerk reaction to a systematic problems. Skerrit need to let Dominicans who know Dominica best do thier darn jobs and respect the constitution that mandate them do so. All i see is photo up with no vision.

    Liar liar your pants are on fire.Why use the term military assistance for things like ambulance and fire truck,I guess the term military assistance could have been used for assistance in building the hospital too.Skerritt must have thought that this would whiz past the ears and eyes of Dominians but now serious question are being asked,he just threw out some response.He must have been told that serious questions are being raised by citizens and others so he sees the need to try and clarify the issue but it doesn’t sit well with me. I don’t believe that this was his original intent.He wants to be a strong man style leader who wants to reintroduce the legalization of treating legislation and as such is trying to bolster the capacity of the police.We will be watching your every move and you better come clean

To this day we are convinced that the States stolen monies has not been repaid.

    That is a silly point. When the US military went into Iraq they also build infrastructure. (army corps of engineers) In fact the army corp of engineers were instrumental in rebuilding the levies in New Orleans after Katrina.

    As long as it dos not include armored personnel carriers, tanks and machine guns everything should. be fine. Dominica can rely on Great Britain for defense since the island is a former British Colony. The only country that may invade Dominica may be China so that they can construct a Navy Base in Portsmouth. This comment will not get posted.

      investment but also bring more Chinese nationals to come and live in Dominica to manage and control that business. The hospital is also part of that plan. Call me a fantasist if you like but I firmly believe these are China’s intentions and they would not want anyone to ruffle the feathers whether it is a Skerrit, the opposition or anyone else as long as they keep the locals under control and do their bidding. They don’t trust Skerrit though and that’s why they brought the opposition into play earlier this year. The Chinese are not stupid.

    Roosevelt I doubt any first year elementary student would not know the difference between military assistance, and giving  motor vehicles, and training of police. Don’t talk any nonsense about Dominica police force and the United States: we know better than that. 

    When the term military is used we are talking about soldiers, even when the term military police is used it is talking about a branch of the military, which is different to a local police force.

    A police force is defined as a body of trained officers entrusted by a government with the maintenance of public peace, and order, enforcement of laws, and prevention and detection  of crimes. So, it matters not how you try to simplify or polish the rhetoric, in my mind you are accumulating military weapons of war supported by the Chines to be used against our civilian population!

    We do not need military assistance from the Chines or Americans; the help we need in our country is ‘industrial help.’ Ask your Chines friends…

      Ask your Chines friends to invest in fifty or more industries in Dominica, that might help resolve our unemployment situation. If only they could help to create fifty thousand jobs in the country, we will not have to depend on the sale of diplomatic passports to get money to run the country.

      Pay as we earn taxes are much better than depending on the sale of passports. After all the Chines have invested billions in many different place, outside of China, including the United States, providing jobs to the local natives. Such is the type of help we need from China, and not stock piling weapons and ammunition of war; unless Roosevelt anticipates a revolution, or civil war as that of 1979!

Dominica need non military aid i do not care how you guys look or want to look at it. You start involving military or using the word military aid and thats a water we should not cross. Its like telling phillip Morris and all the cigarette manufacturers to develop facilities for lung cancer patients. These military folks only care about one thing how they can defend thier own country. That means spreading Chinese philosophy and dominance over others is high time we find solutions dor our own freaking problems and stop sitting around like helpless fools playing into the narrative that black people are dumb helpless and lessbof human. Maria is a time for carribbean people to show the word that they to are smart, creative and talented. Its from slavery to independence to dependent then soon back to slavery.

      Skerrit has spent 17 years telling lies and deceiving the Dominica public and think its wisdom. Hurricane season is 7 months away and i am yet to hear from the government the plans to be implemented. Two years ago was Erika i gurantee we will be caught off guard again soon.

      Your opening comment suggests that the Communications equipment is intended to ”maco” citizens. :) :)
      But look at a scenario – we need emergency telecommunications equipment so that we do not have to wait on the French to contact the outside world in the aftermath of disasters such as Hurricane Maria. That wait can be very costly in saving lives, medical evacuations, coordination with first responders and affected/destroyed communities, logistics, search and rescue, aid distribution, health and wellness, security, etc.

      Three days after the hurricane I came in with telecommunications equipment and realized how much we need to have such equipment in Dominica. So apart from the SAT Phones and BGANs we (ITU) donated two (2) VSATs that will remain on island as a gift. Our EOC needs dedicated Emergency Telecoms equipment. so to the Police/SSU, Amateur Radio Operators, Hospitals/health centres. Key Government Disaster and logistics coordinating agencies etc. We need to consider…

        An Emergency Operations Center (EOC), need these minimum Telecommunications equipment:
        • 1 HF radio
        • 1 VHF radio
        • 1 dipole Multiband antenna
        • 1 VHF Antenna
        • 1 Automatic Tunner Antenna
        • 1 SCS PACTOR IV Dragon DR-7800 Modem
        • Coaxial cable required for the height that the antenna is installed
        • 1 computer battery holder in case the AC power is interrupted
        • 1 PC computer with keyboard and mouse
        • 1 software for the server administrator.

        I am actually writing two projects to address this very issue and only paused to ease my mind and read a bit on DNO to keep abreast of the progress back home (if any) and Lo and behold I saw your comment :-D. :-D I HAVE A FEELING I MAY BE PREACHING TO THE CHOIR but today the Choir distorted this thing about Communications equipment intended to ”maco” citizens. :) :)

        A knife, jus as a Telecoms equipment is very important but it can be used with lethal intentions LET US JUST FOCUS ON NATION BUILDING. LOVE…

        Silvester you and i know we dont need military agreement with china or any other country to get communication equipment during hurricanes. Or disasters. First of all it technologies that will require maintainace and inspections. We will keep military personnel there to do that. In this day and age there are many more resources. We wasted millions on opening ceremonies for crap and fire officers dont have a chainsaw to clear road. They have axes and told to work with what tbey have. Military is a front for Somthing else and after 17 years i dont trust Skerrit or tbe Chinese. There are tonnes of NGOs out there.

        Hurricane david was in 79 i was less than a year old we needed SAT phones. Three days after maria in 2017 you realize how bad such equipment in Dominica? Hurricane season last 6 montths in the year. We are a reactive society. Dominica in hurricane alley in tbe Caribbean. We had erika two years ago. What has our disaster preparedness folks been doing. Do you realize btw 2015 and 2017 we have lost about 100 people due to lack of preparation and even more may have been lost from the trauma. In any civilization this would be a massive failure twice by the government and the disaster management team tbat is currently putting stuff that is not really the solutions to the real problem. You are an intelligent guy this forum dies not alloq for proper dialogue so i rest here.

        I am glad i got you attention. I agree we need these and yes you preaching to the choir. Our police force has trade wind excersise with RSS, i remember the days of operation lava flow. These equipment you mentioned should already have been in use by our police force in thier daily operations and communication within stations. During hurricane season they could serve dual purposes. Every community meeds a CERT community emergency response team comprised of two nurses two police and fire officers, village council chair and a few community leaders. These folks need basic equipment in a set location so after a storm in 24 hrs you can get a report from each community. All fire officers an police in station and road block. Tbey cannot get around. My problem is what you are pointing out is not new technology after david and all the other hurricane we should have our crap straight. The bottom line is those incharge have failed us. >100 dead and people need to be held accountable.

        I will also add trusting a fellow citizen knowledge and experience. We make ourselves believe we are incapable when we have the tools and do not know how to use. I left Dominica to study Geology because of the nature of my country. I thought it would be useful. Aid bank was willing to give loans for psychology which is ok, but not Geology. I understand stream dynamics, i understand weather and climate, i understand landslide dynamics, working 13 yrs with a fortune 500 consulting firm that does hurricane preparedness, experience in emergency response, basically educated, trained and experience to help in exactly what is happening in Dominica. I sometimes wonder why we get educated. I would help free of charge. However you and I know your own folks could care less if we give advice. In the abundance of H2O the fool is thirsty

        Cadette, there is nothing wrong in having these equipment, The issue for us is this hopeless corrupt illiterate labour government. They are the disaster and until understand and get rid of them no amount of equipment can save us because we do not have our resources within the government in a preparedness mood and all the government has is a bunch of people talking niceties to we the people of Dominica. There is no socio-economic development plan this corrupt labour government follows, you don’t believe me, get the hell off your high horse and go travel around Dominica and see how backward we are with the level of poverty forever growing. Are you with us?
        Our institutions are weak and even if you get all of those nice equipment, I a telling you we are not organised, we are no prepared. We need to build our people resources and to a level of good human resource but first Cadette, you,, Me, family, decent Dominicans must get rid of this hopeless government, with it inept Prime Minister.

      National Security also includes first response to anything that threatens national stability It could be natural disasters that require equipment for civil works or ambulances etc. a case in point was the Ebola crisis in West Africa that created a crisis of National Security proportions. In that case it became an imperative for additional equipment as Ambulances and engaged the Armed Forces .

      It is good that the PM clarified although really to me the concern was “MUCH ADO ABOUT NOTHING” :-D :-D

      I will agree though that for those who do not know or are not aware of the nature of how these agreements work, then the Headline of Military Aid was misleading. In writing the press release it likely would have been more prudent to emphasize National Security rather than military aid to avoid such “MUCH ADO ABOUT NOTHING”

        Cadette you are a resource person in government, and like others like you, you mean well as a technical person. There are many like within the system like you who wish this clown m Skerrit must go, he and his government are not socially and developmentally focussed. They, that corrupt Labour government have not taken Dominica anywhere but to hell. It is not working, there is no development taking place in Dominica and many of u sit in Roseau not knowing of the life and suffering of our people outside Roseau. It is sad, very sad. We have to clean up our houses and backyard first before we talk of sophisticated equipment to confuse the people more. Skerrit must Go.

        We thank you for your service Sir. We all know what it is like in there. Fr example the incompetent ministers holding some of these ministries. No creativity, no mission, no vision, it is all about Skerrit, we love our PM. We need help to get this man out.
