PM Skerrit meets with BaoYu Investment in China

Prime Minister, Roosevelt Skerrit, has visited the offices of BaoYu Investment in Shanghai on April 11, 2017 to discuss how public-private partnerships can create a sustainable framework to advance economic development.

Skerrit was accompanied by Commonwealth of Dominica’ s Ambassador to the U.S., Dr. Vince Henderson, as well as Vice-Chairman and Co-Founder of Range Development, Mohammed Asaria.

In the meeting, BaoYu Investment and Dominica expressed optimism that public-private partnerships create financial models that can catalyze the flow of private sector investment into developing countries, to deliver long-term value for both shareholders and society.

Said BaoYu Group CEO Yu Ningmin (Lucy) and BaoYu Group Chairman Xiali (Catherine), “BaoYu Investment is committed to finding solutions for Chinese investors and China-based investment advisory firms to diversify their assets; Investment in the Commonwealth of Dominica offers an exciting potential opportunity for overseas asset allocation.”

Moreover, with BaoYu Investment based in Shanghai, the company is poised to leverage more overseas opportunities with the expansion of reform of the Shanghai Pilot Free Trade Zone.

    Like I said before the no-where government misnisters, when they feel the heat they come out of the woodwork one after the other with ‘the bs’ and most of the time, they ‘depalaying’. Next one to deliver a load of legal crap will be no-neck charlie to tell us that the skies are not grey but red. Why don’t he sue Mr. Rijock for the latest about the passport thing with Syria? Is the fence too high that the cows can not jump over?

    My name is ‘this guy’ because that’s how Skerrit and Nanthan consistently referred Aliereza Monfared before he was captured, as if to suggest that they kney something was wrong and did not want to mention his real name. Now to the point:
    BaoYu Investment’s roster of corporate clients include: Xiaomi, Jumei, Jupai Investment, Meitu, Didi, VIPStore, New Hope and Meituan, among others. The last time I saw Skerrit and Vince in a function like this was in August 2015, in Macau China, with NG Lap Seng, John Ashe, Francisco Lorenzo, Theresa and others attended and two weeks later all of them were arrested and charged by the FBI for corruption, money laundering, fraud etc. Let’s keep our ears open to see who will get arrested this time

    Why is Roosevelt Skerrit not attending the 2017 International Migration Summit in China? Is he very sick? Skerrit don’t usually miss such summit you know. What is he afraid of this year.

    The same man who heads the country’s Citizenship By Investment Program is also alleged to be an ” investor” in a hotel project to be built with Citizenship By Investment funds. Is it coincidental that at the same time that he is in China, ostensibly to attend a “migration summit” and present on CBI, the Dear Leader and his entourage are also in China to “discuss how public-private partnerships can create a sustainable framework to advance economic development.” What is that? And how do you translate this to a banana farmer in Boetica or to a passion fruit vendor by the side of the Roseau market?

    That says it all. This is not about Dominica but Chinese expansion and investments. As long as Dominicans and financial institutions in the Caribbean cannot make those investment and Caribbean nationals cannot gain a share in this investment it’s a waste if time. Let’s be real. If there are investment potential for public private investments why are our financial institutions not prancing on it. The returns will go back to people from Dominica saving in the institution. It is the industrial development band for a reason. CDB should provide securities. After 16 years we still going outside. Development starts from within. By now our regional financial institutions should be key, if they are not our people will remain poor.

      Furthermore​, where is the public private partnership going to be? I Dominica or in China? I guess the public part will be government of. Dominica and the private will be Chinese investment. Where does that leave the Dominican private sector? We will never learn. Until blackman continue to see himself and others like him as capable we will get nowhere.

      @Shaka Zulu you are always very rational and on point. Chinese investors are strictly motivated by profit to enrich themselves. When they invest in a Caribbean or African country, most of the skilled and even unskilled workers are ‘imported’ from China.. They employ just a few token locals . Most of their profit is ‘extradited’ to their homeland. The host country and its people get nothing substantive. What the government should do is to create the conducive conditions for small and medium size local businesses to proliferate. Small local businesses are the engine that drives the economy. How long are our leaders going to run to these foreign lands literally on their knees begging. Where is our Caribbean pride? Where is our Caribbean entrepreneurial talents? Were we born with an innate disposition to be dependent on others? Our leaders should look at what the Chinese are presently doing in Africa and learn.

I wonder if you would make such statement about American investors.You are making such a statement based on ignorance. You also stuck in a fallacy not understanding the dynamics how financing for capital projects and the disbursement of aid to Governments of developing Countries by the leading industrial Countries. To suggest that host Countries and its people get nothing substantive from capital projects built by the Republic of China is utter nonsense.

        You mention about Governments should create the conducive conditions for small and medium size local businesses to proliferate, is cliche. Governments do not create wealth, the conducive conditions they will create is minuscule on a scale of 1 to 100 in helping local business
        proliferate.

        Why do you advocate false pride. If you need something why not ask for it. Do you think that Countries in the region can move forward and develop without foreign assistance. Why is it wrong to seek assistance, are you a foreign hater. We are not born with an innate disposition to be dependent on others why would you believe such thing, such disposition is a trait of character brought about by conditioning and education from the environment.

        You asked the question “Where is our Caribbean entrepreneurial talents” then you go on to say “We are born with an innate disposition to be dependent on others” well the latter belief you espouse does not help to bring out the Caribbean entrepreneurial talents you asking for, regarding your advise to regional leaders asking them to look at what China is doing to Africa means nothing, looking at something is one thing but to thoroughly understand what you are looking at is more important.

      You are stuck in an outdated view of the world regarding finance and investments with the argument you present. Development that starts from within is limited you need external resources, to sustain and take your development to the next level.What is wrong with modeling successful people.The CDB is not a Commercial Bank it can’t sell securities. You asked the question, quote “If there are investment potential for public private investments why are our financial institutions not prancing on it.”Public private investments is not an attractive investment for financial institutions be it in the Caribbean or the rest of the world due to the complexity and long duration of such investment.Public private investments are done mostly by Corporations and these investments mostly involve infrastructure. The construction of the an International Airport in Dominica would be a perfect Public Private investment, benefiting the people of Dominica.

A Public Private Partnership investment to build an International Airport in Dominica engaging a Chinese Company, wouldn’t that be a a great asset for Dominica and provide a great service for the people of Dominica upon completion. I wonder if it is an American or Canadian Company would you hold the same view.You focus on Chinese expansion is based on ignorance and fear, are you a foreign hater. Why put your self in a box with that type of thinking, this is not the type of thinking we need in Dominica to propel us.
