PM Skerrit outlines transformative climate resilient strategy

Dominica is feeling the effects of climate change

Prime Minister Roosevelt Skerrit has unveiled a three-pillar Climate Resilient National Plan (CRNP) that supports his National Resilience Development Strategy (NRDS) strategy for positioning Dominica to achieve an integrated approach to development, combat poverty and restore dignity to its citizens.

The three main pillars of the CRNP are:

* Climate-Resilient Systems

* Prudent Disaster Risk Management

* Effective Disaster Response and Recovery

Prime Minister Skerrit admitted that while the first pillar of the undertaking was going to be the most important, it was also going to be the most difficult due to how transformative it needed to be.

He stressed that the urgent need to adapt to climate change and its impacts meant that the country needed to bolster its resilience at the household, community and national levels.

“It is not just our economic infrastructure that we must make more resilient. Our resilience programme must extend to our food security systems, water and sanitation systems, energy systems, communications systems, health service delivery systems, education systems, and all other social delivery systems,” he said.

For the second pillar, the Prime Minister acknowledged the need for the construction of more resilient emergency shelters which will be powered by independent and renewable energy sources, that can operate off the grid.

In addition, he stated that the plan will strengthen existing procedures to evacuate people from disaster-prone areas when it is clear that lives will be at risk from a pending weather event. In the event of the country being struck by disaster, Prime Minister Skerrit announced that the final pillar of his national plan will minimise impacts and reduce the pain and the period of recovery.

“Adopting knowledge gained from our past, we are using the lessons of [Tropical Storm] Erika and [Hurricane] Maria to develop a best-practice model for post-disaster response and recovery,” he noted.

Supporting this, Prime Minister Skerrit proposed the commencement of a Disaster Management and Preparedness Fund to empower and facilitate the disaster committees at the community level.

“This entails putting in place better, more efficient systems for search and rescue, relief coordination, restoration of road networks and port services, clean up and sanitation, and the preservation of law and order,” he remarked.

Earlier, in a reflective tone, the prime minister used the introduction of his budget address to vividly recall the days immediately following the passage of Hurricane Maria.

“It was like a nightmare or reality TV-show, except that no one could shake us awake; nor could we turn the television off, because this was our unexpected and painful reality,” he lamented. “We will also never forget the cries of terror of our children, our families, our friends and neighbours. Nor can we erase from our memories, the scenes and appearance of a war zone, when we were able to venture back outside for the first time.”

    The buildings on the left and those on the right are all swept away , those are before pictures for those who don’t know it, those images are just memories now never to be seen again, much could have been done sooner, now all is just a memory, I wish I could save those pictures , but they will be in my memories ,[ RIP edith , ma gottie,, ma po , ma to to , ma gote , malina sibil, and all the rest in pte Michel who perish, labour ka twa vi.

    This picture was taken at pte Michel, that is the where the ravine that kill all of my Dominicans friends and family, they were sitting ducks when skerro gave them the land to build without an environmental impact study , he has blood on his hand he came to pte Michel and brag about green valley like it was his price achievement , he got there votes , but they lost there life’s, what a trade off , thank too mr skerro .     All of that is a bunch of that talk above from Roosevelt is a bunch of hogwash talk Roosevelt is running out of lying words, fighting to remain in government if you all want to allow him to keep on fooling you, that is your own funeral!
    People take a look at all of the islands in the Caribbean, look at their prosperity and wealth, you have in Dominica is poverty, and hardship: Take Antigua as an example, Maria completely destroyed Barbuda, on that island they are building a new International Airport, out of the treasury of Antigua, while Roosevelt that damn liar said two friendly nation building airport in Dominica.
    Dominicans Dominica has not contributed…

      Dominicans Dominica has not contributed to global warming, nor anything which has to do with local and international environment; as such there is nothing that Roosevelt can do to assists scientific in order to help reverse global warming or the effects of the problem.

      Roosevelt is an idiot who believes his lying words are all it takes to resolve issues.  Global warming is mostly due to China, and all the pollutants that nation discharges into the atmosphere. We do have  industries,  light, or heavy in Dominica which causes Greenhouse  effect, trapping CO2.

      This man Roosevelt simply wish to be heard in Dominica in order to impress the clowns who grovel at his feet. Perhaps his alternative to assist in reducing global warming is to order DOMLEC to shut down their diesel electrical power generating engines!  

      Take Dominica back to before the 1950’s when there were no electricity on the island!

    Mr. Skerrit , you have clearly acknowledged that everybody suffered during the passage of Maria. Why is it that the aid and donations were not fairly and equitably distributed to all Dominicans? If it is one time all politics should be rest aside is during and just after a disaster. We should never use disaster aid for political expediency nor to punish your perceived opponents. The citizens are all one big family, related by nationality, Dominicans.
