According to Prime Minister Roosevelt Skerrit, Dominica is in full compliance with the United States of America (USA) as it relates to a request for sharing identity information for travelers entering that North American country
“Dominica is on of but dozens of countries the United States has asked that same information and I contacted some heads of government in the region and they have gotten the same questions, the same request for information because it is as a result of the legislation of the United States that mandate[s] the US government of asking information from countries,” he said. “What the US has asked for is identity information sharing and they want us to share that information with them.”
In July the US adopted a New Traveler Identity Management, Information Sharing Standards.
The Standards include requirements that foreign countries issue electronic passports conforming to International Civil Aviation Organization (ICAO) standards, use biometric facial recognition, and track and disclose to the U.S. Government “criminal history record information, including biographic and biometric data” on nationals and permanent and temporary residents of such countries.
Failure to adopt and demonstrate adoption of the Standards, or to provide information to the U.S. Government may result in travel sanctions, including that nationals or “categories of foreign nationals of those countries” may be included in a Presidential proclamation prohibiting their entry into the United States.
Skerrit stated that he did not formulate the questions which were asked by the US, including the issue of whether all of the passports issued by government are machine readable.
“That is one question the US asked and we answer[ed] ‘yes,’” he stated.
He went on to say that the US also asked whether Dominica has electronic passports, “we said no, but we explain to them that we are on the threshold of signing.”
“Because they ask[ed], if not does your government [have] concrete plans to introduce that electronic passport and the answer to that is yes,” Skerrit said.
He added, “Another question they asked, does the government report loss of stolen passports both issued and blank to Interpol, stolen and lost travel document data base? The answer is yes…”
Furthermore, he noted, “Does your government invalidate documents and the associated document numbers after they are reported lost or stolen or do they remain in circulation?”
He said the answer which was given by the Immigration Department was as soon as the passport is reported stolen it is invalidated.
“I mean these are basic questions and I have no difficulty whatsoever with these questions at all,” he noted.
Skerrit noted further that another question asked by the US was: does the government contribute identities of foreign terrorists fighters and their facilitators?
“We said no because we never had such instances,” he said. “We do not have such situations but if such situations were to happen we would certainly provide…”
If such questionare exists, why didn’t the PM just publish it for the public to read? Given the fact he has an affinity to telling untruths, we are not sure if this was specifically targeted towards Dominica because of the incompetence of the CBI program.

DNO Admin, the report lack perspective. Why did the PM make such a statement? What compelled him to make a public comment on a matter that can for all intents and purposes handled as a purely administrative matter at the level of the Ministry of Foreign Affairs – outside of any public discuss? The report should have added that the government of Prime Minister Skerrit has been labelled by the local opposition as a government of particular interest to the United States and that the United States as a result was clamping down on Dominican nationals entering the US BECAUSE of locally, partisan driven allegations of criminality associated with the CBI. That was the genesis of the public statement by the PM in this regard which essentially was nullified by the Prime Ministers response.

It is no longer easy nor considered fun to travel to the US. In fact to be at any airport. However, every country must comply with the demands and expectations of the US which is also called, rules, regulations and policies.
If this were done approximately 20 years ago or more, 9-11 and other terrorists acts would not have occurred. Yet, as the years progress, it is not too late.
In those days it was pay your passage and travel with only one question asked, “How long do you plan to reside there, etc.” Easy wasn’t it? I cannot take the P.M. at his word simply because we have no way of knowing that he is telling us the truth. Should an applicant with a Dominican passport fail to secure a visa under the tightened rules we willl never find out, will we? The government of Dominica is unlikely to tell us, nor is there any obligation on the U.S. government to do so. Therefore it is very easy for Mr. Skerrit to make this claim with very little risk of proven wrong. You may say that we should accept him at his word, The trouble is that, on past performance I don’t trust him..
