PM Skerrit warns against mass evacuation to Dominica from Irma-affected countries

Skerrit thinks it is a badly conceived idea for Dominicans to move to the island from Irma affected countries

Prime Minister Roosevelt Skerrit has advised Dominicans against mass evacuation to Dominica from Irma-affected islands in which they are residing.

He said at a press conference on Monday that the idea is a badly conceived one that should not be encouraged.

“On the question of the mass evacuation of Dominicans from these islands, I think it is a badly conceived idea and it is something that should not be encouraged,” he said. “Our Dominicans in these islands are part of the community, in St Maarten and the BVI and we believe that they have a responsibility to remain there and assist with the rebuilding of these countries.”

Skerrit stated that Dominicans play a very critical role in the economic and social development of these countries and if they were to leave these islands, it will be even more difficult for them to recover from the disaster.

“As a matter of fact when I was in the BVI the Minister for Public Works, Mr. Vanterpool, was thanking me for the presence of Dominicans in the BVI because they have had the experience of Hurricane David, so they know of the challenges; they know of the difficulties we had in hurricane David and they are playing a critical role,” he stated.

According to Skerrit, a number of Dominicans form part of the National Emergency Management Organization of the BVI and they have been helping coordinating relief efforts.

“So you can imagine Dominicans who were police officers, who were nurses, who were Doctors, who were engineers, who were builders there, who were business people there…,” he stated. “When I look at St Maarten even from my own constituency there are people who are there. If we go to remove these people, extract them I think it would be a bad signal from the part of the government to want to do this to a sister country that has been exceptionally helpful to Dominica.”

Meantime, Skerrit said his government is committed to assisting with the education of children who reside in the countries affected.

“What we are doing, and what we will do as a government is that persons who for one reason or the other, because of their vulnerabilities, you may have also children in school who want to continue school, we will assist in transporting them to Dominica,” he explained.

Skerrit continued, “As a matter of fact we have gotten a commitment from the President of the Regional Council of Martinique. He is making a ferry available of over 150 seats.”

He also said the told Dominicans in Anguilla that if they have children who they really want to get into schools, “we would assist in transporting those children back and ensuring that spaces at the schools are made available for them and providing them with all the logistical support to attend any school of their choice in Dominica.”

      Maybe telling Dominicans to stay put was not the worse idea, considering the pounding the island just received. We don’t have the infrastructure to handle a sudden influx of people in these circumstances.

    Those who comprehend what the PM stated are not uneducated and foolish. We have common sense and can reason out what he stated. We are not negative and quick to criticize. We think!

    Did he warn and advise anyone against coming to D/ca?
    Think! If they did, would he refuse to admit them? I am certain the answer is, “NO”!
    “Speaking” about it, “advising and warning”, three different words.

    Oh journalists, reporters, media! It is not what you state but how you stated it. This is what caused some to misconstrue what the PM stated with also their innuendos. It is not fair!

    I do believe it is the format of the words in this article. The PM did “not warn” anyone.
    Some people comment without thinking.
    Let us be realistic. We must always think beyond. Everything is temporary; nothing lasts forever. There is still hope in their country. It is not as if the country is under water and everything is flattened.
    Now, we must ask ourselves, if there was “mass evacuation” from several islands, Could D/ca accommodate all of them? Where would they stay? Would they all have relatives in D/ca? They would have to be housed and fed. They would be in D/ca doing absolutely nothing. Consider, eventually they would be bored. Could state more about what boredom and idleness could cause.

    The PM donated funds. Likewise other countries. They could receive more than they hoped for. It is just a matter of time and they will all receive plentiful help, water, food, clothing and some sort of accommodation. When they do, they will be better off where they are than if they had evacuated to D/ca.
    Who would also transport them to D/ca? Consider the cost.
    Some had jobs, property, personal/household and business insurance. Who will take care of their property while they are away?
    They must apply for insurance. If they are able to work, they will be expected to report for work once the building is repaired/re-built.
    The government will assist them. Those who had personal and household insurance will eventually receive what they qualify for. I am informing you, they could be better off than they were previously. When they return to normal their experience of Hurricane Irene would merely be a bad memory.
    For these reasons would they want to re-locate?

        What “Let The Truth Be Known” said makes a lot of sense and you KNOW it. That’s why you jumped on the name of the Hurricane instead of the logic of what they said. As to whether the people will be able to get back to work is debatable. But to make insurance claims and secure their property or business is still a responsibility to be handled. Besides Dominica is in a fragile state after Erica and now Maria. Before you attack someone’s character, assess the information presented. Stop shooting the messenger, hear him/her out.

    I’m trying my hardest to understand why prime minister skerrit has said what he said. But is it’s not coming together for me.
    After hurricane, earthquake, floods, terrorist attacks etc. America and other countries air lift their people out of harm way.
    There are always people who will stay no matter what.
    Why didn’t the prime minister say those of you who want to come back home are more than welcome to do so, we will assist you the best we can.
    This is the same prime minister who fly plane loads of Dominicans to Dominica ?? from all over to come vote for him. But he won’t encourage Dominicans to come back home.

    The above is printed, boldly on the frontispiece of every Dominican passport. I would like to remind our Prime Minister of these Presidential requests, especially with regard to assistance and protection and trust he will do his utmost in the execution of the same, particularly where it concerns his own citizens.

      What country again did prisoners escape from during Hurricane Irma?
      You appear to overlook that there are those who committed crimes in those countries. They will not be able to return. Their passports are invalid. The governments of those countries know who they are.
      Criminals, those who were charged with a crime and imprisoned, forfeited their right to travel and to own a passport.
      It would be something for them to return and create havoc in Dominica. How happy would you be about that?

    I think he was taken out of context. First, the headline is misleading and reads ‘he warns’, then the article says ‘he advised’, preety much against an exodus evacuation or deportation? Although he needs to be clear that’s what any leader would do and WELCOME anyone who comes. But exodus or not he is aware that they are citizens of this country and can come back any time they want, especially now, and monitor progress on the other side. I would do just that, till relief comes for everyone.

Dodd invites another Dominican to stay with him until his country is restored. Don’t do it but let him do it.Where has your love gone to?. What is so wrong with empathy?.     I wonder what Mr. Skerrit would have said to these Dominicans if elections in Dominica were September 14,2017? But then again I will not blame the PM because this is a common sense approach because let’s face reality, when Dominicans residing abroad come down for WCMF, Christmas or carnival, for 2 weeks see some lights on the streets and plenty cars on the road, especially if they left 25 years ago, they feel DA is a paradise and feel the government is working and as a result are encouraged to come down to vote. However, PM knows very well that if these people are to remain in Dominica for 2 months and their $US finish, they have to buy a can of Sardine for $5.00, a box of cereal they buy abroad for $1.99 is $30.00 here, coffee they buy for $5.00 abroad is $60.00 here and so on, and they not working, they will see and feel the struggles of the people, there is no way these people will vote for Skerrit. So to keep them voting blindly for him it is to his advantage they stay abroad

    Prime Minister Roosevelt Skerrit if you were a man of vision you would have seen this in the opposite light as I did. Whether it is in Barbuda, the USVI, BVI, Texas or Florida, Dominicans affected by the hurricanes in those places who may be considering returning to Dominica, should be seen as an opportunity for Dominica! They return with improved skills, knowledge, and other assets which could benefit Dominica. So I would have welcomed all Dominicans who are thinking of moving back home to come on down to their home country. We are a country with a very small population that suffers from brain drain! So here is an opportunity for Dominica, welcome Dominicans who are considering returning home. After almost forty years of independence if we cannot embrace these affected Dominicans, how and when then do we build our nation for all Dominicans? Seriously, let us forget all politics and think Dominica first!

There are plenty Dutch, French , Birtish, U.S. citizens of African decent living in these islands also but their governments look after their citizens perhaps better than our own?.     Dominicans who have experienced Hurricane Irma have suffered so much emotionally and psychologically and would like / need some relief from their condition and trauma but are being told that they should not come back to their home country- Dominica.

    I believe the decision should be left to those people and not the Government to tell them that they should not come back to their homeland.

    What is interesting is that other governments in the region are helping their citizens to come back home and our government is telling its citizen don’t come back home using the pretence of “stay and build” the country where you live.

    At this stage no one can build, it’s survival time and these Dominicans need a break to catch themselves. When things have settled and get back to near normalcy, then they can return and help build the country.

    These Dominicans should ask themselves a question. Are we only good for one thing to come and vote a government in office every five years?

    But why on earth you all twisting the Prime Minister words around like that? He is not saying that Dcans cannot or should not come back home. All he is saying at that present moment, the affected countries need all Dcans to help rebuild the island. We as Dcans always stand together as one to make things work, we would cook food by road side, bring rum and all men hands on deck making sure things happen. I am living in St. Thomas, and i am encouraging all Dcans to work together to clean up and build back. We cannot just run from a country we have been living most of our life, invest in, have children , save our money, & just ran back to Dca. All who saying run back home to families, have families to take care of. All you will rescue us for a year or two, but when things start getting hard, knowing you have all my 5 children and plus me maybe the man to feed everyday, i am sure you will get tired. We just there not working can’t contribute to meals & bills. Jobs are also limited here.

But if you spend U.$.$200,000 to buy a passport is ok., even if can not speak our language or have no ties whatsoever.

    This might be old new. But have you heard that the French government has already began transporting nationals to other French countries? Have you heard of a medical school which has evacuated faculty and students from the island? Both nationals and non nationals are leaving. This is also encouraged by the country’s government.     I don’t think what the PMsaid was in good taste at all. When hurricane David devastated Dominica in 1979, he was 7 years old. I was sixteen, so i am sure i can remember how things were for us better than him. There were whole families that left Dominica and went wherever they could. As a Dominican, they have a right to come back to Dominica if they are destitute. At least we had looting but not the kind of things I am hearing about. There is no urgency with the relief effort as far as I understand in those islands it is an absolute shame what he said. He is not a dictator and has no right to say that. I could go on. But I will let Skerritt and his supporters deal with their conscience if they have one.

    It a bloody slap in the face. The headline should read,

    DESTITUTE DOMINICANS NOT WELCOMED IN THE AFTERMATH OF HURRICANE DEVASTATION IN LEEWARD ISLANDS.

    This really pisses me off!

      Albert, I was one of those people who at one time supported everything, and anything Skerrit did pertaining Dominica, I thought as a young man when he took over the country he would have the vision to do what is correct to bring some development, and progress along.

      I stop supporting him when I found out he is an idiot! This guy cannot even use commonsense. Each time he opens his mouth, he creates chaos, and confusion, and entropy. If Roosevelt was in a right frame of mind he would not have talk the nonsense he spoke.

      I question the mans sanity: In his mind he believes he is so damn important, that anything he say even people who are suffering will listen to his crap. All of us Dominicans are not inebriated on Roosevelt’s cool aid!

    After someone has witnessed any catastrophe, the best thing for their mind is peace in a loving and comforting environment. That usually means in the arms of their families and friends.

    The prudent thing to say, in consideration of the persons who many have lost every one of their world possession – is come home and relax and when you are strong enough, remember your adopted country.

    The mental well being of citizens should be paramount right now, not who was there in good time and certainly not guilt tripping people to remain in a painful (maybe life threatening) situation.

    Dominicans in Houston where it just got flooded are not moving back to Dominica, so why would the move back to DA from BVI when that country needs them.
    What the Prime Minister is saying is absolutely correct on many levels that most people would not understand nor care to understand because of their short sightedness.     Surely these Doctors, Nurses, Engineers would be a welcome addition in the rebuilding of Dominica.

      The money that Skerrit is donating is going into the system it’s not going directly to Dominicans per say any one who was affected by the hurricane will benefit from the money, one thing he cannot do is tell the U.S.Virgin Islands or the other places where money is going how to distribute the funds. Skerrit thought he could show face so the folks over there would remember his goodness at election time, I just believe as young people it’s a terrible jester on the part of the PM at a time of need and when people are displaced, everything cannot be politic all the time.     Some of our people in the United States Virgin islands and Puerto Rico are illegal, they may need Federal assistance for a long time, if they are not documented as a legal immigrant with some documents to prove legality in the country, they cant get any help.

    1. There are many laws which exist in BVI and Anguilla; these British overseas territories that protect their nationals e.g labour laws which stipulates their nationals are to be hired over foreigners and only in specially vetted circumstances are foreigners to be considers over a local.
    2. To work legally a foreigner is to be granted a work permit, applied for by employer for foreigner every year. Yes every year it expires, job is once again advertised and if a national doesn’t apply “phewwwww” then you are granted the work permit again.

In time of “push comes to shove” such as now where many hotels which employ a number of nationals have been destroyed, putting many out of jobs… then the BVI and Anguillan government will ensure that their nationals are employed over the foreigners. Leaving many Dominicans and othe foreigners unemployed.

      4. Without a work permit a foreigner is now to apply for extension of stay to remain legally on the island. Such are mainly granted if foreigners are awaiting for their work permit to be processed…. they won’t be granted extension of stay if they do not have a valid reason… in Anguilla they are a bit more understanding and you stand a greater chance to be granted stay.

      So please, explain to me how can Skerrit tell Dominicans to stay and help rebuild when this is the circumstances they are to deal with to be able to stay.

    When will the French Ferry be available since LIAT has not started relief efforts to help its passengers. What about a chartered plane? My Children are stranded since last Tuesday. The US assisted its citizens, the Canadians assisted its citizens, WINAIR started relief of its passengers but LIAT is yet to make an announcement.     So true Mr PM. The people who live in SXM in particular are Dominicans who have been there for 20 and 30 and 40 years. I don’t think they will be moving back home. There may be recent expats who wish to return, and if they are in really tight spots, they should. But those who have managed to make good lives for themselves, stable and steady employment, house and land, they should stay and rebuild. Everything they have is with them. With that said, I wish them all the best as they start their restorative works on their respective communities and countries.

    For whatever this is worth the PM is right. Dominica has nothing to offer. The NEP.. is already a burden and the Dominicans who paid taxes and worked in the ravages islands should stay and be part of the sousay del there. The same concept should apply to the election process as well.

    The country St Marteen is ripe with crime right now. Little food, no facilities, poor shelter, I see no issue in people who have been living there to come home. Every other country is sending for their people. If an individual has his family, wife , grand mother and 3 children. I see no reason with him coming home with his family. HOWEVER I CAN get behind the idea of lets say each country sending a team of individuals to work, be it power, internet, water etc. But I dont think you should tell people not run try to run off the island. If they want to get a packet of oats to cook what do they do? So how can you say that, as far as I know the Island is not that fit to live. I don’t endorse that message, I can however endorse ORGANIZED teams to go to the island and start rebuilding.

These people have to obtain a work permit to be able to work and reside in these islands… word is already spreading that work permits may not be renewed as BVI nationals are the primary focus and therefore BVI nationals are to be employed first and foremost …. so please tell me after one’s work permit is not renewed, now unemployed and soon if applied for extension of stay is not granted, since there’s not valid reason to be granted one… what should they do, stay illegally?????

      Skerrit should have try to get a clear understanding of what it is like to be a foreigner working on a work permit in another man’s country, where uncertainty hangs like a noose above your head BEFORE HE OPENS HIS ARROGRANT A%S AND MAKE SURE AN UNFORMED SPEECH.

Even people living in Tortola, and places like Antigua (Dominicans) will have a hard, very hard time surviving, at least returning to Dominica means eating the Dominica agricultural products, and fish which Skerrit government through Drigo said the world craves.

      As for those illegal in any of the U. S. territories they will catch hell, especially if they were working illegally, and that place of employment no longer exists.

      To get help from the American system:

      Food stamps
      Unemployment
      State disability
      In order to receive any of those, even free medical assistance one have to show some document proving who they are and their immigration status in the country. Right now I am watching a Coast Guard Cutter loaded with supplies going to St. Johns, and St. Thomas. People are being evacuated to Puerto Rico, and St. Croix, some natives are heading to the United States.

      Smarten up and use your common sense if you have any! For one, children cannot help their country that much, if not at all. However, they are at the stage that they need to attend school. If it is possible to assist them in this respect, it should be done. When their country returns to normal, hopefully and they can attend school, they are free to return.
      Adults can remain to help re-build their country and to assist those who have arrived there to help them re-build it. They can do something about that. It makes good sense. The country is also getting all kinds of help. This is why they are receiving humanitarian help from overseas.
      This is the reason the PM made that statement. Cease twisting and turning his words. He means well.

    This is very curious. Obviously, if Dominicans are needed in key positions for rebuilding these counties they should stay. But the others who are now dispossessed and in a terrible homeless situation, why shouldn’t they return home? I don’t understand the reasoning. It’s like saying no to your grown child, you cannot come home after losing your job and home. Makes no sense at all!

Can we see it as an boon for Dominica? Returning Dominicans, bringing whatever assets which did not get destroyed, including withdrawing their cash assets from the bank; and starting business in Dominica and stimulating economic growth? I firmly believe that this kind of practice leaves children emotionally scarred for life.     Alas Skerro so I am to stay in a country that might not renew my work permit…. take for example hotels are closed, some unable to reopen until next year’s season…. so this means 100s of BVI and Anguilla nationals are out of jobs…. you know what is going to happen, the governments of these islands will not renew us foreigner’s work permits, this would allow for their nationals to secure employment via the jobs we foreigners held.

    Now tell me , my PM….these Dominicans now out of jobs are to stay on these islands, jobless and soon homeless since you are unable to pay rent????????

    Dominicans adversely affected by Hurricane Irma in the Diaspora should be the only ones to make the decision whether or not to return to their place of birth or citizenship. Conditions in some of these affected islands are insufferable. Imagine living in a place with no proper shelter, no electricity, no running water for a proper bath or for flushing the toilets, washing of soiled clothes, no food, no jobs, infestation of rodents and insects, no schools, no proper medical facility and I can continue along this path. Other countries are encouraging their citizens to come home while Mr. Skerrit is discouraging his own. There is no real substitute for the love of a parent for his/her child. Who would give these school children the love and care they need in the absence of their parents if the parents were to acquiesce to the PM’s ill-thought out idea about schooling in Dominica for the children. I have learnt as a small boy that no place is better than home no matter how tough it gets

      It seems there are naysayers who are just standing by and waiting to misconstrue anything that the PM says. He never said Dominicans cannot come home. No one can stop Dominicans from coming home. Do you know of any Dominicans who have been prevented from coming home. Even those who have been deported from other countries cannot be stopped. That is international practice, even international law.
      “MASS EVACUATION”……We do not have the capacity to support it.
      The PM is being reasonable to admit this. Some may take it as bad news, but we must accept when a spade is a spade and not go overboard with harsh negative criticizen.
      We as individuals could invite our friends and relatives to our homes for shelter, but this will be temporary because they will not be able to rebuild and get back on their feet if the leave.
      The idea of assistance now is to help those affected to rebuild, to get back on their feet and resume a normal life, not to give them refuges status.
