PM suggests Consitutional amendments on dual citizenship

Dominica’s prime minister has hinted that the Constitution may have to be amended to allow Dominicans with dual citizenship, especially from North America, to hold public office.

“I believe at 35 years we must critically examine our Constitution and see where we need to make certain amendments to foster a better way of life for our people in Dominica,” Prime Minister, Roosevelt Skerrit, told the official start of this year’s independence celebrations.

He said “to tell me that a country of just about 71,000 people, with so many of our bright people living in North America, to say that because they are an American citizen, still maintaining their Dominican citizenship, that they should not be allowed to contest general elections or be part of public administration in Dominica is unfortunate”.

According to Skerrit, government should “remove the ambiguity in our constitution in respect to persons with dual citizenship particularly from North America.”

“This is a large and vast reservoir of talents that we have and people who are prepared to come forward and make a contribution, we should not expect them to leave everything they have worked hard for in the US to achieve, just to come back and make a contribution,” he said.

    Ok my thoughts on this… before one can become a U.S Citizen, they must revoke any former citizenship. So that would mean they made the decision to no longer be a citizen of Dominica. Secondly, why would you have someone in a position of power with dual loyalties? If conflict arise, how can we be sure what their true agenda is or where the loyalties lie?

      Hello and good afternoon. Well you made two valid points which I agree with, but. Now most of us left for economic reasons but if we return and after two years then we should be able to run for elected office except Prime Minister or President of Dominica. If we are naturalized citizens of any other country that cannot take Dominica out of us rather its just a way of helping ourselves so that shouldn’t be held against us.
      Also personally for me I would rather help my country through business adventures rather than being involved in politics.

    Hello and good evening. Well I feel that the position of Prime Minister and President should be reserved for a Dominican who don’t hold dual citizenship but other positions should be open to all Dominicans.
    Now I think many of us can make a big contribution to our country if the Government would make it easier to open a business by removing sole proprietary contracts on major goods coming into the country.

    Have any Dominicans asked themselves why Dominicans are all over the world, rather than in their homeland contributing to their homeland, people of Dominica you don’t remember slavery, but just do some history lessons. You know every dictator says nice things to get the people, ,feed the poor, then before you know it, you have the constitution changed to serve the leader and not the people .Remember Hitler of Germany, and Haiti.

    The subject above is very interesting.
    As most of us know, Dominicans living abroad simply did so for economic purposes and that is the primary reason, most of us would be in D.A, if we had a choice. Now , I don’t think that there is a people more patriotic than Dominicans, we all love Dominica, that is why we return, for Carnival, for Independence, for WCMF, for Reunions, many of us wherever we have settled we have excelled because our upbringing and the economical hardship experienced in Dominica taught us to work hard and reach for the moon or stars.so denying a Dominican who hold dual citizenship an opportunity to come back home to serve their country in a meaningful manner should not be an argument, what is wrong with that?, Dominicans are serving the world, why cant we serve our country of Birth , dual citizenship or not. I think Dominicans should be allowed to contribute meaningfully to develop the country.
    Lets stop that silly talk as American citizenship does not take away Dominica from a born Dominican.

      lol, you are entitled to your opinion. BUt this should be open for discuss. Every year parents mortgage their homes etc to sent their children abroad to study. Those Dominican born children excel and get major opportunities to work and develop in those countries.

      You are saying that they should not be allowed to give back to develop Dominica?

      So what is the point of send all our money to pay tuition fees abroad?

      Dominica has undoubtly suffered brain drain. It is very evident in our society.

      legislation could be designed to allow only Dominican Born dual citizenship holders, but then again why can’t a naturalized Dominican, from Asia, Europe etc not serve when we Dominicans can and do service on City and State Govts in the USA and other countries.?

      The problem here is out narrow minds.

      We did to be able to recognize talent and capital on it for a better Dominica..

      But stupid so many would vote for someone simply because they are popular although they may have no concept of leadership or management or experience dealing with of complexity.

    I agree with you Mr.PM ,I lives in North America and I contribute more the some folks back home ,I have properties,I have bank acounts I visits home each year plus I send money for relative back home .and when ever I visit home I spend hundreds of dollars .

    I think he is right on the issue. It’s complex and doesn’t seem right but I think it is. Most educated people from dca, and I mean to the highest levels of study, are probably living overseas because we have one university in Dominica. And let us face it, how many of us attend it? And even if we did, it is not versatile as it only specialises in one core subject. Maybe it can be amended to give up other citizenships before you take office or something. I don’t know but I think we need the best people in the top positions in Dominica. Out most educated people are not residing on the island. There is only a select few

    I endorse what the PM stated. Migration throughout the years has caused a brain-drain in Dominica.
    There are some nationals who would like to return (some do)) to assist in building up Dominica and would also like to enter the political arena.
    In fact, generally, they would like to retire in their land of birth. Retiring does not mean that once they return, as long as they are still healthy, they must remain idle. We know idleness is a killer.
    If and when they return and decide to work in Dominica, their overseas experience and expertise in certain fields will be an asset to Dominica.
    Those who reside abroad have contributed to the revenue of that country and helped to build it up. Surely, they should not be expected to lose it all as the pension they are entitled to.
    Once they renounce their citizenship from another country, they are no longer entitled to the pension and other amenities that they formerly enjoyed. One of it is health care, an important factor for the aged.
    Yes! This has been a source of controversy. If they so wish to enter politics possessing citizenship from a democratic country as North America should not be a political deterrent.
    I do hope once it is introduced in Parliament, with no argument or hesitation all, Parties will endorse it.

It is our right inspite of the length of time i Migrated to the US.Twenty five years ago i migrated to New Jersey,and i have contributed more to this Island than those of you never left Dominica.     We have a talented pool right here in Dominica that is not being utilized. so quite frankly I don’t know what that is about.     The UWP thought that they were being clever by boycotting everything. What ever has happened is also their fault. They had enough time to put forward their own presidential nominee. However, in their usual arrogant manner, they thought that they could plunge the country into a constitutional crisis and lawlessness. It has backfired on them. They had Brian Allene in the shaddows who has waited for this opportunity, all his life. On the radio, he was quick to say that he was not a supporter of any political party at this time. Does he think that he could fool us? I wonder why Mamo neVer wanted him to be her successor.

    Also, I must say that Skerrit has Done a lot for Dominica in quite a short time. Dominica looks like a new Country. However, after I think of how Charles Savarin went up and down the length and breath of Dominica……..together with the DOMINICA FREEDOM PARTY……..preaching hate and fighting against independence, and also all the troubles of 1979 which led to the overthrow of the labour Party government………I say no to him getting the highest honour of the land.

    When I remember how the houses and cars of Mr Latigue were burnt until he had to resign as the President of Dominica, so that people like Savarin could come to power…….I say no. I also renember how Mr Fred Degasson had to be smuggled out of the country….during the night because they feared for their lives. His only crime was, being the President. He was in their way. Brian Allene did not speak out against that then. He was too busy waiting to be a minister in the government of NATIONAL SALVATION……SUDDENLY, LIKE A WOLF in sheep clothing he is pretending that he cares so much about the constitution.

    There is nothing unconstitutional about CHARLO being the President. However, based on the his political past…….and out of respect for the people of Dominica, Mr Prime Minister, you should have looked to nominate someone else who does not have all that bargage, instead of him.

    I agree with Mr. Skerrit on the issue. Once you are a Dominican, born and raised in Dominica with a Dominican passport and one may be a citizen of another country I don’t see what is the issue.

    A Prime Minister after losing elections he should not have to stay in Dominica and see misery.

      Conflict of interest.

      So if Dominica is in conflict with your other nation, how do you choose. Do you say to hell with the other nation whose sustenance and protection you enjoyed or do you say to hell with Dominica.

      In positions of State you may be in possession of critical state secretes so having allegence to another power is a dangerous thing. It worries me that the leader of the country is proposing this. Clearly he wants his French passport back, if infact he gave it up.

      I do believe there is one exception in that people are allowed dual citizenship of Israel and the U.S.A. Maybe someone can correct or confirm this.

      On another note, I do believe that these utterings by Roosevelt Skerrit are an indication of his desire to replace some present M.P.’s with candidates that have dual citizenship.If so, I don’t know why practically all bothered to vote for Charles Savarin yesterday

    Comrade irrespective of the fact that you stress on North America it does not mean that only Dominicans living in North America will benefit. Allowing dual citizens to contest hints to us that Frenchmen may be making moves to be reinstated as frenchmen or applying or have applied for dual citizenship in a territory that has no extradition treaties with Dominica for obvious reasons.

    This disclosure also suggests to our small minds that the comrade is not pleased with the calibre of candidates and prospective candidates that he has especially given that fact that he is becoming increasingly unpopular. The Skerrit image has lost its luster and the marriage has not worked as a buffer. With this mass migration from the Labour party to the other party the elsuprimo may be concerned that the candidates he has and those who he has in mind are merely 6 of one and 1/2 a dozen of the other. These people are not politically attractive and can’t in any way, shape or form match up to the vibrant, equipped and most sort after candidates and prospective candidates that the other party has managed to get on board.

    It means therefore that the man wants to attract a few Doctorates and professionals from the diaspora community who on that own may maintain or win over some support as he no longer possesses the capacity nor skill to so do. This administration is dipped in allegations of corruption and political malpractice. The bribery strategy is lame and tired because people have gotten smart, you do not ignore us for 5 years and on the eve of elections you come bearing gifts. We shall eat them, drink them , spend them, wear them, save them and at the end of the day discard them because we are better than that. How long?, not long before we save Dominica by removing this current administration from office. It is time for a change and as a nation we must be prepared to embrace change because the good Lord wants to make all things new.

    It’s time we regain our name as an industrious people who do not depend on handouts to survive. We are better than that. we need a government who will respect themselves first then we can demand some respect from them.

    I have always loved the Labour Party and been sympathetic to its cause but it doesn’t appear to be sympathetic to ours. If it were Charles A. Savarin couldn’t be their choice for president. My dear friends I am putting country before party this time around, therefore change is a must, it is not an option and I urge you to do the same.

      Instead of going to ask dem US Based and European Companies to send ships and put in customer service operations in Dominca, why doesn’t this administration seek ways of attracting technology based enterprises,,,

      Make the Case that CARICOM nations want to assemble its own electronic products!!!

      Juss like dem Chinese assemble iPhone when it was designed in California So too Island folk can assemble products they use, dat was designed somewhere else,,,

      Marn sure the case could be made that the labour cost is comparable to that of the Asian countries and we already know the transportation of the product(s) will not leave as big a Carbon foot-print as products assembled overdere,,,

    I agree with the “PM” 100% such should have taken place long time ago. The pm does not have tunnel vision like most of us he always think outside the box. He knows that the amount of resourceful Dominicans that are out there can make a positive contribution to the development of Dominica. When I come home spend thousands of Dollars to help our economy no one ask weather I have an American Passport or when our barrels arrives in Dominica no one question weather we are American Citizens or not. I am with the “PM’ on that we Dominicans are not open to the big picture and only look at things on a small scale. MR “PM” you have my vote on this proposal make it happen fast as you made our president. The complaining will only last for a short time and we return to business as usual.

      I beg to differ. Dominicans who hold citizenship in another country should not be allowed to run for political office. They are able to make contribution and should continue to do so, however if they have no interest in remaining in Dominica AFTER they have made their contribution, they should not run for office!. Many locals do not have the OPTION of returning to the US or another country so why should we allow Dominica to be managed via long distance?

    The majority of Dominicans are making children overseas right now soon there will be no one to qualify for any position in Dominica other than the children of Haitians and Spanish Dominicans,so all of you who have kids born in Antigua, USVI, French Islands, UK cannot claim Dominica. I’m sorry but all countries are leaning on that right now to embrace dual citizenship. I just hope that all of you stay in Dominica dont travel out to assume any position. Work in your country, support your PM and the Government, Pray for them and Dominica.

    Keep all you ears open eh. Just now, all you might hear that the constitutional requirement that elections be held every five years is outdated and to primitive. One of the more ‘up-to-date’ concepts that might be enacted in the new Skerrit-inspired constitution might be that elections are held once every 50 years.

    After all, didn’t this man (who is now saying that portions of the constitution are outdated) proclaim a few years ago that he intends to be in power until 2050? 8-O 8-O 8-O 8-O 8-O 8-O

    I do not agree with anyone having dual citizenship holding political office. However there are Dominican citizens who have green cards or permanent residency in the US that are resourcefull an still citizens of Dominica and should be allowed to contribute.

    Contribution does not have to be political. It could be using skills and knowledge learnt in manufacturing consulting environmental cleanup etc etc

When they do their macacwe and run away to their second home, we will have problems getting them back in Dominica to answer questions. For example, look at what happened to the Japanese guy who did his thing in South America and his other home in Japan refuse to send him back to South America to answer for his wrong doings.

    I do not believe that this is the most important constitutional amendment we need.I believe that we need to do some serious and cautious analysis before taking any such action.

    The Prime Minister is misguided by his thoughts on this proposal.

    Dual Citizenship must be viewed with caution. Certain Governments require that their citizens provide them with intelligence. The Peace Corps operations manual for example require that Volunteers have , as a responsibility, to report information on the country in which they serve to the US Government. Can we imagine what would be the expectation from a US (our any other) citizen in Cabinet.

    The question is whose loyalty will a dual citizen recognize as primary. We already know that the number one choice for(former in some cases) Dominicans with US documentation is to the US. One only has to reflect on a recent press conference held in the US and the opinions expressed by these so called Dominicans. I got the feeling then that Dominica was seen as a ward of the United States to the extent that the Prime Minister should “…Come up here in Washington to answer some questions.” Very rude but equally revealing.

    We should say a resounding NO to dual citizens or even former dual citizens in our Parliament or to any sensitive positions in the hierarchy of our Country. Think of what was given up and whose loyalty will be preferred. There can be many regrets in the future. The future generations should not be saddled with the negative impact of our indiscretion.

    Mr Prime Minister there are more pressing issues, including, the state of our economy that need attention. The state of law and order is bordering on failure. The need of more severe sentencing to create deterrence. Please address those among others and help us to build loyalty to our beloved country.

    Sorry Mr. PM. People in such positions must have one allegiance. There are many other ways to serve if people really want to. But that is something that should never change. The constitution must be made clearer so that no one tries to pass through loopholes. As long as you have dual citezinship regardless of how you got it you cannot be in these positions. You must renounce it first. And you must be born in Dominica to be president or prime minister.

    The folks in the Diaspora may not agree. But as I said there are many other ways to serve your country if you genuinely want to.

    Folks, the dual citizenship disqualification clause is in the constitution for an important reason.

    Hypothetically, suppose we have a President or Prime Minister who has……uuuummmmmmmm…..French and Dominican citizenship. Now supposing Dominica and France were to go to war against each other or strongly disagree on a very critical global issue, which side will a dual citizenship holding President or Prime Minister pledge allegiance to or support?

    Think about this………..

    The answer to (or inability to answer or figure out) the above scenario is a critical reason why the holder of important posts in a country such as President or Prime Minister must not have dual citizenship.

    Mr. fraid Electoral reform. The “Independent” Electoral Commission was forced to do Mr’ bidding to produce NID cards. The Constitution gives the Commission the right, the mandate, to request funds to do its work. But no. Awa.

    For about 8 Years now, the Commission requested funds from finance Minister Skerritt to produce specifically, Voter ID cards, not National ID cards. The Commission’s Constitutional rights Mr. cast aside. It has lost its independence. Once Govt. interfering with, influencing Electoral Commission to do what it doesn’t want to do, WATCH OUT!!!!!!

    Already the Electoral process is flawed. Govt has no right to force the Commission to do otherwise than it requested.

    Let’s keep our eyes on the prize. Electoral reform. Free and Fair elections. Fraud must be stamped out. Mechanisms to ensure Free and fair elections and to prevent stealing, cheating, must be put in place. That’s why the Commission wanted Voter ID Cards and to clean up the bloated voters’ List. Electoral laws, the Constitution must be respected.

    No campaign Financing regulations????????? Is not our damn business where money come from? When is pay back time, who pays?

    I do not support the P.M in anything he has done or said in the past, but there are time even the wise man has to seat back and allow some thoughts to sink-in his head.
    This is very interesting point that Skerro has brought forward and we should be educated enough to challenge him as what are the options he has in mind.
    By the way he speaks, we know the English and the pronouciation of it’s words is not Skerro strong points but give him a chance to explain more in detail what he means.
    Untile the next election he has the majority in the house to make the change but it is up to the Dominican people to demand a referandum to accept or reject this idea.
    I am somewhat for only Pal Reps holding dual citizenship.

    Mr. Skerrit, is that what we Dominicans want or you are speaking for yourself. There are Caribbean countries with a smaller population and their constitution is the same and they are contented with that. Why do you want people with allegiance to other countries to lead our country.
    Anybody with foreign allegiance will simple get up and go when he/she cannot face us the electorate if something is not acceptable. We need people who we can hold accountable to our country.

    Mr. Skerrit there are so many other things that we need to address in the same constitution as it relates to good governance which you are ignoring; and of course in the country we have a lot of issues with regard to unemployment, poverty, lack of resources in the health care system, education, housing etc to address and I cannot understand why you want to attack controversial issues before bread and butter, or life and death issues. My God, think, review, where are your advisers? Can’t you see and understand what is going on or happening now.
    Mr. Skerrit think and act wisely, or else????

    I believe that this can be amended to suit Ministers of government or other positions – but under no circumstances should the Prime Minister or President of the Commonwealth of Dominica be anything but DOMINICAN. I strongly believe that these two position should be occupied by a Dominican and Dominican only. Its a service that a Dominican has to provide to his or country as such that person must be wholly Dominican and I reiterate Dominican only!

      Not as Prime Minister, but they can in any other capacity. Arnold Schwarzenegger, was Governor of California and he is an Austrian. This is only one example. There are several other examples of people holding office in Countries, which are not their Country of BIRTH.

What will be the consequence for those persons holding American citizenship wanting to serve another foreign state in a capacity that might conlict with the US, i.e.foreign relations?
