UPDATE: Police Welfare Association rejects gov’t salary increase offer

The executive of the Police Welfare Association (PWA) has rejected the government’s latest pay increase proposal for the period 2012 to 2015.

The association met with the representatives of the government on Friday and was offered 1, 0, 0, for the period.

The offer was turned down.

Jefferson Drigo, President of the PWA, told the media that the executive was “extremely disappointed” in the meeting held with the government’s negotiating team.

“The government for the triennium offered us 1%, 0% and 0% and in addition to that they say that they are going to implement the human resource audit that they conducted within the public service. This human resource audit is affecting negatively the largest segment of the Dominica Police Force, the constables,” he said.

According to him, the offer was rejected, “in no uncertain terms” and a meeting will be held with member of the PWA to update them on the matter.

“We rejected that offer and as early as Wednesday November 26, 2014 we will be meeting with our membership to inform them of government’s position,” Drigo said. “We also met with the opposition, United Workers Party (UWP) who requested to meet with us. They are offering us, if elected to government, 1.5%, 1.5% and 3% however we told them we are standing by our 5, 5, and 4 for the triennium.”

Early this year the government had written to the PWA offering 0, 0, 0, pay increase for the same period.

The offer was also flatly rejected.

    i am a teacher with a degree. i am not getting holiday pay. we no longer get pension. when i told my friend from anguilla that my salary is about us$500 or a little less, he could not talk. he didnt know what to say. when he finally said something, he uttered, f*****g slavery. we do so much. we dedicate our nights. our weekends. sacrifice our kids time. for a salary that cannot take care of our kids.

    so why am i in it, you are asking. why not find something that pays better. well i love what i do. i love kids. i love seeing them learn. i have a passion for what i do, i just want a pay that can pay my bills

    The PWA has acted in such an unethical manner by having a meeting with The opposition UWP after they rejected The Government offer regarding a pay increase, especially in a time like this. This is not only unethical but it also compromises the integrity of The PWA. How can a Union representing the Dominica Police Force who is responsible for the security of Country having talks with The opposition Party days before an election after having rejected the Government offer of salary increase.

      Two things:
      One – The police are employees of the Government of Dominica hence negotiations for salary increases are conducted with the Government of Dominica. Have you ever heard of employees of LIAT negotiating with competitor Seaborne Airlines? In addition, the UWP is a political organisation in opposition. Government employees are supposed to work with the Government of Dominica whoever that Government happens to be. If or when the UWP becomes the Government of Dominica all government employees will also be expected to work with them. No, they are not a criminal entity but it can’t be a case of anything goes. We have to remember that there is life after the political campaign. Is that what UWP is establishing as the new standard, so if they come in it will be okay for the PWA to engage the Labour party in negotiations along with the government?

      2. One of the Election Offences – Bribery is defined as such: – “Every voter who, before or during any election, directly or indirectly, by himself or by any other person in his behalf, receives, agrees, or contracts for any money, gift, loan or valuable consideration, office, place, or employment for himself or for any other person, for voting or agreeing to vote, or for refraining or agreeing to refrain from voting at any election.”

      If the UWP, not being the employer, engages the PWA in discussion and makes an offer to them of salary increases if they are voted into office, what would you call that?

      The same party then turns around and self-righteously shouts about people who are being bribed by plane tickets to come to Dominica to vote and goes as far as intimidating and threatening them. I’d like somebody to tell me what is the difference when in the absence of proof, we can only infer that they are being offered the ticket in exchange for their vote while the same party is right in the face of the public, making monetary offers as inducement for voting them into office?

      That is why I will maintain my right to analyse these issues and not get stampeded into crowd frenzy!

        I enjoy learning so I will do the research as advised to see if I missed something, but I would imagine that the place of the political opposition would be in the context of the Legislative, not the executive arm of government.

    Look, I am a civil servant too and I cannot stomach how a police officer, customs officer, nurse, teacher or other public official can vote for Labar. Look so much money they have wasting paying foreign artists to do the same thing our locals can do for exhorbitant sums of money…some of us civil servants can barely get by..struggle to build a little house(two bedroom) while ministers building three and four and more for their concubines! A civil servant would either have guts or some sort of disorder to vote for labar

    It is hurtful, it really hurts to hear Skeritt boast to the people of St. Joseph in particular, public servants, nurses, firefighters, PWD workers, customs workers, police, that he is going to give away free, 7500 tables. He even rubbed one in their faces by showing what the tablet will look like. He boasts of having Destra, Berres Harmond, Carime, Gospel artist John David Kirby and more to come, at the same time, those the workers mentioned are languishing, not been able to get a cent on their salaries. Even though you love your Prime Minister, doesn’t your children and family come first. According to PJ, is so we come, when alleged multi millionaires in Government living pretty and you find difficulties in paying for bread that has been increase by twenty five cents. My advice to the workers, if you don’t take strong decisive actions before December 8th, crapo smoke your pipe. My people, don’t expect Skeritt to give you anything for the next three years, should he win the general election. Let me remind you, 0%, 0%, 0%.

    Officers please don’t let Skerrit and crew to delude you with this trickery. He has to realise that you are not foolish and is not a favour he is doing you. So use this opportunity to prevent him and the labour party from putting you under this foolish stress anymore. Vote them criminals out.

    You can’t tell me that the administration have all that money spending on sew and laptops/ tablets etc and can’t give civil and public servants decent raises. Their supporters are using the gadgets to bombard sites like DNO on behalf on the DLP as part of the campaign strategy. To the PWA I say watch your back carefully because there are traitors onboard so please examine the horns in all you do and say. Some have made calypsos and sang on the DLP stage while others campaign openly even calling talk shows on behalf of the DLP administration. While the CDPF is a disciplined body of professionals, be mindful that no one will look out for your interest but you.

    I therefore ask all police officers to do your job carefully and respectfully during this election season but REJECT the DLP and its obnoxious leader come December 8th. Team Dominica deserve a chance to right the wrongs that have been perpetuated on Dominica and you need to be part of that effort. Change Is A Must!

When he visits Dominican’s home in case you have a blue flag skerrit will get a $5000 to remove it and put up a red flag. Our children a not eating right, our bills a higher than our salaries, the hospital has no medication and stitches to preform surgeries .
    Teachers with there degrees a not getting a degree pay still unqualified over 9 years, you cant even take a loan to build a house. If they win the election Rihanna will be performing in Dominica.

    ive been a dedicated teacher for 29 years and i still get 2950 dollars. i got a bachelors degree hoping it will make me more proficient in my work plus elevate my salary, i have a family you know!
    i only got more proficient.
    my son just went to three years of college to get a degree in education. he graduated with great grades. he is devoted and doing his best. his salary is 1400. he will not recieve a salary during the holidays because he has to first be appointed for that. which will take about 3 years. protocol.
    we love it, we will remain in it. but we just wish they have more respect for us. to pay us a little more that our bills and debts at the end of the month. its just not enough.
    well we are travelling teachers. we get to our school by taking bus each day. wouldnt a duty free on vehicles do us good as well?
    after all we make everybody
    the lives of the precious kids in the country are in our hands.
    without a love as passion for it as we do, no one would remain in this field.

    Does anyone know what is the total actual value of 1% in actual dollars? I heard the DLP has 50 million in campaign money. This is just not fear. Cost of living is going up. So in fact, 1,0,0, is maybe 0,-1,-1. And these guys say the country doing well? Furthermore they have no plans or hope for economic growth in the future, which unlike UWP which is projecting 3% increase down the road, DLP is saying things are going to get worst? TIME TO GO DLP. TIME TO GO! Your manifesto said you are going to grow the economy 5 – 7% but you still plan no increase? This is makes absolutely no sense! So much inconsistency between your plans and salary increase for vital workers. My goodness- 1% just turns out to be a few dollars added – a person getting $2000, will only get $20 increase a month! Lawd have mercy!! And you can’t do that?? Things are really really bad!

    It’s unfortunate that in this day and age our people on surface, appears to be regressing and has become more and more “gullible”. The DLP has recognized that and has taken advantage of that weakness. I can’t help but ask myself, is this the same Dominica that I knew and grow up in? I don’t recall us as a people accepting this kind of nonsense? I wonder if Charles Savarin was still in the union movement what today would look like.

    Let’s wait and see what happen on December 8th, 2014 and that will be an indication if we have progress as a people or not.

You know what this is saying Lennox is a reckless driver. He has already promised to reinstate back pay.     The PWA is blackmailing the government at a time of election to force their hand to feed their greedy mouths, it is disgraceful and appalling. . Police officers enjoy a very substantial benefit system that does not exist elsewhere. They have free medical care, no matter what the cost, they have a canteen in case they fall on hard times, free training, pension, severance etc. in recent years many new police stations were built as well as a lot of police officers got new equipment. My family has been in the DPF for generations, my grandfather & two of my uncles. and to this day my brother. Dominicans have habit of forgetting and being unappreciative. Yes they deserve raises, yes they deserve more training, yes they deserve promotions and better equipment but ask yourself don’t we all deserve these things in whatever capacity we offer our services to the general public? Are things better than they were 10 years ago? Do you think they’re going to get better or worst.. be honest with yourself? If you lie about your answers and lie to yourself just for sake of fitting in then you are doing yourself and your country a disservice. Increased salaries are not like doing a project.. once the project is done, the cost of conducting the project is finished. salaries and the cost of benefits are forever it just keep going up, so if you’re going to increase salaries that cost recurs over and over again every month.

    You see is people like the government negotiating team that make some people believe that Life isn’t fair. The same chief public officers that allows governments to spend recklessly and carelessly and wastefully that coming to tell us 1,0,0. It is the same top brass of the civil service together with all the accounting officers like the PS’s and the Director of Audit that allow wastage in government affairs because of the their lack of fortrightness that have us in that situation. The PS’s and others just agree to Ministers demands. There are plenty Red Clinic’s in different forms that they have allowed; the fly by night contracts they facilitated like the Charlie Jong etc – and the kickbacks they know about. Guess what the average public officers are not fools either cause they are the ones twho see things happening and read directives from the top. So to come now with 1,0,0 when you allowed the minister to boast we are the best operating economy in the Caribbean when you all knew differently; when you all know that contracts were not properly done- who knew that the sale of passports were not properly accounted for ; who knew the petro Caribe arrangement was not above board and to come to tell us 1,0,0. Even if you are blind in one eye and cannot see in the other eye one you can still get a sense of the lavishness taking place around you. Then again everynight there is sewotaying by the party in power – a Berres Hammond by there 150k, a Red Plastic bay over there 100k – now I here a Carimi 100k US and A Drestra AND MORE TO COME so it have money that can not done and all you have the guts to come with 1, 0,0. I mean that is Police – I hope they doh even think of coming by PSU. They better of going by them teachers they are the first to accept. But please stop insulting us.

If the opposition is elected, they would be given a mandate to commence negotiations from a starting point of 1.5%, 1.5%, 3%. You are already 5% better off.     My concern with the Police Association and other Public Servants is the joy ride that is being given to Government. Sufficient pressure should be put on Government immediately, in order to get a reasonable increase before the general elections. They cannot wait, should the UWP is elected to Government and because it is a new administration, then call for strike actions etc. If will not be fair. The sympathy and understanding of the nation will not be on their side. Besides, the new Government will need a honeymoon, how long, will defend on the financial damage which has been caused by the DLP government.

    Going into a general election with only a few days away and having disgruntled public servants would spell absolute disaster for any political party anywhere democracy is practised on this planet. However,we Dominicans some how seem to be defeating the odds with our tribal and petty politics.

    How can a government in power say to all public sectors that they will not be getting a salary increase yet expect to win the election. Anyone who knows anything about people and power should know this should spell the end for the DLP,providing that the public licence servants love themselves and their families more than any party.

    Utter madness to the highest degree is being exhibited by this current government. There is a saying that goes like this,”Only a mad man can expect a different outcome if he keeps doing the same old thing.

    I rest my case my people. Coolness and Composure is a sure sign of confidence unless one has perfected the art of “The Swan Effect”. Looking at the leader of the DLP he seems to be exhibiting neither the composure and coolness nor does he know anything about the swan effect. Remember Dominicans, that these politicians are your employees and every 5 years their contracts are up for review and renewal.

    Have they delivered, not for themselves but for you,that’s the question each and every one of us should be asking instead of voting a party without even knowing why you are voting such a party.
    The employer terminates the employee’s contract if that employee is deemed unfitted carry on with in that role. It is a s simple as that people.

The time has come for people to bring balance and civility to our country…teachers, policemen and public workers are among those who deserve fair and decent compensation!!!! we need them!! dagnamit!! this is thin ice people… let us put right where right has to be…maybe when these people go on strike we will understand we cannot get blood from stone..

    vote mr out!i am calling on the police officers to vote mr out. mr have money campagning all over the bloody place and he cannot give an increase to police and fire offiicers !!! look he have burning flames and gramps morgan!! that is nonscence, and if you police officers and fireman vote for skerite on Dec 8 then all you self full of ………!!!!!!
