Member of parliament for Roseau, Norris Prevost, was described as a ‘nuisance’ after he was kicked out of a major geothermal workshop on Thursday.

The two-day workshop, which is being held at the Fort Young Hotel, is being hosted by the government of Dominica in collaboration with the government of New Zealand and is coordinated by the OECS secretariat.

“Mr Prevost is a nuisance, nothing else,” press attache to the office of the prime minster, Daryl Titre told DNO.

The drama began when Prevost was told to leave the conference because he was not on the invited list.

After he left police officers manned the entrance of the hotel to make sure he did not reenter.

Speaking to Dominica News Online moments after he was told to leave, Prevost explained that he was put out of the meeting on the premise that “he was not invited.”

“I sought to be invited to this meeting,” he explained to DNO. “I approached the ministry (of energy) responsible here two weeks ago and indicated to them that I would like to attend this meeting so that I can be fully informed on behalf of the opposition in parliament and on behalf of my constituency. The purpose of the meeting is to build capacity within the officials of the Caribbean as to the best approach to geothermal development, and as members of parliament in the opposition we have a duty to be informed and share in this information and this is why I sought to be in this meeting.”

According to him, he was referred to the OECS Secretariat which in turn referred him back to the ministry on the basis that the government of Dominica was the entity responsible for extending invitations to local officials.

“The government is refusing, did not extend, and even at this hour that I came to the meeting the minister of national security had instructed the chief of police to have police officers remove the member of Parliament from the meeting,” he said.

Prevost described the minister’s action as “gross disrespect and unfortunate” adding that the government is not interested in all stakeholders having an informed voice on the way forward in terms of geothermal energy.

“It is very unfortunate that the government is treating this meeting here as something for those on the government side and not for the members of opposition in Parliament because we have the same duty and most importantly, I am the MP for Roseau which is most impacted on by the whole geothermal concerns,” Prevost said.

Titre explained that the workshop was intended for ministers of government and senior government officials.

He noted that Prevost was just misbehaving.

“You have seen him in Parliament misbehaving; he has taken that outside now, misbehaving at this conference,” Titre said.

He remarked  Prevost should learn etiquette, discipline and to behave himself.

“Mr Prevost is the Member of Parliament for Roseau,” Titre stated. “The geothermal project concerns all of Dominica and it is taking place in the Roseau valley constituency. As outgoing member of Parliament for Roseau Mr Prevost should know better.”

    t is such a shame that the government of Dominica did not think that it was necessary to invite members /representative of the Opposition to this “Workshop”, which had representatives of other islands. What have they got to hide, I ask, as surely it would have been beneficial for them and the country on the whole. Why do we have to continue embarrassing ourselves like that and soiling the name of Dominica?
    I’ve listened to Mr Titre recording and as far as I hear, with reference to the apology that was requested, it’s just pure hatred and spite coming from his mouth.
    Why can’t the Government remember that this is the 21st century!

    Fellow Dominicans, please, let’s be reasonable.. will that be the only meeting associated with the geothermal project? Won’t there be future meetings, workshops etc? Should the government also invite the opposition to their cabinet meetings related to the project? Maybe they should, judging from the greater part of the comments posted..It’s for the good of the country you say, bla bla.. The forum will be provided for the opposition to gather their info and give their input… that meeting wasn’t… If the OECS Secretariat felt it was vital that he be there, they would have seen to that..not give him the run around..

    What sort of nonsence is this ? This sounds like “kids playing” It should be clear to everyone in the Government, opposition and citizens what meetings anyone; Government officials ,opposition and members of the public is required to attend. This also sounds like activity that is put on trial and error for the first time. Now, if there is a certain meeting that any of the groups I mentioned above is not notified to attend when they are required to be there, then this is something serious to deal with and correct.

    Word on the street is that Norris Prevost is going to form a new party called “THE MOPPERS”. He will not be sending out invitations himself , but Roy Williams from Miami will be president of that party and will be doing the honours . I heard it through the grapevine.

    I can remember, Wilshire had a meeting at Fort Young concerning the Geothermal Development, Skeritt walked in the meeting uninvited, he was not thrown out or called a met vayeir, therefore , why try to embarrassment Mr. Prevost.     Mr. Titre learned his trade in a one-party state and it shows. His poor handling of this puts opprobrium on him as a messenger and his principal. We still have a free press and mr. Titre’s action has allowed for mr. Prevost to be turned into a hero and a martyr. I’m afraid mr. Titre still has a lot to learn.

    just an observation. i have read in the past that th oposition has boycotted evey invite from the ruling party to discuss issues on Dominica. They also made it clear by thier actions that they did not want to be involved in anything the ruling party was doing… therfore its a ripple effect . ofcourse the geothermal project is a dominica thing as it is mentioned in many comments yet still the uwp members have created a brand name for themselves in that they only appear in places to make noise and create disturbance where ever they are invitedd.. so it just backfire… this is how i see it

    Parry, I would ask Mr. Daryl Titre to apologise to Hon. Prevost for the statement he made calling him a nuisance. First, he should always respect his elder, politics or not. Second, As a Press Secretary when dealing with politicians he must be more diplomatic because he never knows what the political future can bring.

    The way I see it Titre is the …, who has no etiquette, his kind is so darn political, he seem to have blinded himself, and has no concept of the reality; that Provost is still a member of the Dominica Parliament, and has ever right to be in that meting as a representative of the people of Dominica, and not only the people in his constituency.

    His duty is to ensure that he is officially informed of anything of significant that is about to take place, or taking place in the country so that he can transmit accurately all information he receives to those of us concerned about what is taking place in our country. To deny him the right to attend that meeting is similar to someone committing treason!

    Wether or not the misbehaved at anytime in Parliament should have nothing to do with the events of that day, as far as I am concerned: Prevost has not conducted himself in the Parliament different than any other member of the ruling side, we here members of the Labor Party, disrespect, and humiliate the opposition members, the treat them as dogs, they talk to the members of the opposition as if they have trespass on their personal estate.

    This is not right at all, the disrespect must end, we exist in a civilize world, and as far as I am concerned, Titre has acted as a bloody dictator, he is rude, and lost his place, you owe Prevost an apology, you Titre has absolutely no morals.

    Life goes on after politics, Prevost has volunteered to to leave, he knows how he is going to survive after politics, He is respected, and will manage to walk the streets of Dominica holding his head high in dignity, and respect, many of you after politics will not be able to live in Dominica, some of you will seek refuge in another country, or remain in Dominica, and committee suicide!

    Why should a Dominica Parliamentarian go to an the people who are holding a conference in his country to get permission to attend; are you people crazy, or stupid?

    And do not even think of victimizing me, because you cant, since I personally do not want anything from you nor the government!

    Respect your elders at all times. Mr. Prevost has kids and can be your father, Some of his kids you will never match up with their achievements academically and otherwise.

    Your office should call for you to report on government stuff and no name calling. WE the population will hear about you.

    I find it very rude, the way this T is dealing with the Prevost matter. Prevost is an elected member of Parliament and should be treated with respect, especially from a public servant. If the meeting was not meant for him, why didn’t the relevant Gov’t Dept or the OECS simply informed him of that?

    Very disrespectful treatment. However, if he was told that he’s not invited…he should have left without making a scene.

    Furthermore, the govt is not obligate to extend an invite to the opposition to everything it does. Thus is just not the usual way of things.

    But….depending on the nature n issues of the meeting…they could have issued an invite.

    We need to stop getting so caught up in everything and taking sides without being unbiased

      I agree. irrespective of political affiliations Mr. Prevost is a member of parliament and it is rude for an unelected official to use his official position to demean and denigrate his character. Can we exercise so professionalism? Mr. Prevost may have shown poor judgement in attending the meet; but he has a point this should be an inclusive process.

    The government need to know when to put up a wall and when to act appropriately. This geothermal matter is something that is very beneficial as well as disadvantageous to our country and no matter who currently holds power as the Parl Rep Mr.Prevost should have been invited to this workshop. Everything cannot always be about greed and having the upper hand! Sometimes we need to think of how we can further develop our country to the best of ability even if it means working with the opposing team!

You are right about one thing though, the outsiders were laughing at Dominica because they cannot believe that a member of parliament for the capital, the residence of which will be adversely affected by this geothermal project was not invited to the event. It shows a lack of respect for the people of Roseau and Dominica by extension.

    Prevost didn’t show up at the workshop with any good intentions. The opposition is always trying their best to sabotage any effort by the government and Prevost was acting on their behalf. It’s funny how he boycotts house of assembly meetings when other matters of importance are being discussed but shows up at an event where he was not invited. DA would never move forward if a nod of approval is required from these guys on any project. So much for the “Dream Team” that wants to convert DA into the Promise Land.

    This attitude by a Mr. Prevost he uncalled for.Everything has a procedure.There are meetings for executives,Head teachers.Sports officials,Reefers ,Managers,Share holders.Bankers,Builders .etc.If you are not part of these entity why make a fool out of yourself.Why would a Teacher walk into a meeting called for Firemen without an official invitation.They both are public servants but the nature of the meeting makes the difference.When Mother and Father have a private meeting ,children are not allowed to enter.PERIOD.Lets stop blaming the government.When there is a Cabinet meeting can someone out of cabinet enter because he is a member of the ruling party?

    The geothermal resource in Dominica is a national resource. It does not belong to anyone political party. As far as I am concern this meeting should have been open to all stakeholders – banks, utility, educators, land owners from the development area, engineers, members of all political parties, etc. The money that has been spent on this project by the government is the people money – tax payers money (whether it is from the treasury, grants or loan it is money spent on behalf of the citizens of the country). So when they kick out interested citizens from such a meeting and advertising it for regional participants it blows my mind.
    I can’t even comment on Daryl statement – it is way out of line

    I would say that Prevost was going through midlife crisis but he is now passed that age. He’s just become a troublesome old man. He wants attention because all the other leaders in the UWP are over-shadowing him. The last stunt he pulled was to go the parliament Iappropriately dressed knowing that the Speaker would dismiss him. He now goes to a meeting when he knew what the outcome was going to be. HE WAS NOT INVITED!!

    Maybe Prevost is frustrated with his own party with their multiple of leaders, so he wants to prove that he too is a leader. Prevost you were not appointed leader of the opposition, John Hector is. So respect yourself and you will be respected.

    Good job Mr. Prevost. If it wasn’t for people like you we wouldn’t know what’s going on in our country. It is because of people who are not afraid to put themselves in the public eye and risk ridicule that a lot of the nonsense that’s going on in the dark gets brought into the light.
    How can there be a meeting on geothermal at this stage that’s only for high ranking government officials? Are these people seriously thinking of ripping Dominica off from geothermal profits too? Come on Dominicans and please wake up. These are not the actions of democratic and transparent leaders.

    This story almost brought me to tears. Is this really the state of affairs in my beloved country?

    Daryl Titre needs a reality check. Never in Dominica’s history I’ve seen a press secretary so disrespectful and forward in his duty as press secretary. These are the people that no matter what has to skip country when government changes.

    Mr. Prevost is an honorable man, respectful man and will continue to perform his duty as parliamentary representative and when the time comes Roseau Central will teach Roosevelt Skerrit and his gang of 40 thieves a lesson of a life time. Daryl will crawl back to his hole, it’s only a matter of time.

    This country is being run like some personal estate, but again, it’s only a matter of time.

    This is just so sickening and to see Dominicans supporting this type of action, this country is really basking in ignorance at all levels.

      The debate is not about his representation or his right to get invited. There are a lot of people who can express that right.
      Simple, HE was not invited and should not have been there..
      If he has an issue he knows the proper channel.
      He brought the embarrassment on himself. He knows better..
      Come to think of it , his action did bring him some attention, maybe that is what he wanted in the first place.

        Emile the bottom line is this: James, Prevost, and Spags should be invited; plain and simple, their rights were violated, as such the people they, represents rights are also violated!

        The government of Dominica business belongs to all of us, it not the estate of the members of the Labor Party., and their supporters.

        If the shoe ever change feet, and the elected government treats the opposition in this way, my opinions will vibrate the same! They have insulted Prevost, and the people he represents!

        In reality these people who like to be called honorable this and that, need to realize the people of the country are the ones who placed them on the pedestal, the people are the power, not them, and as mighty as they believe they are that pedestal can be easily pulled from under their behind!

    Mr. Prevost should have been invited. The statement from government’s press attaché is pure foolishness. Members from the OECS Secretariat were invited, but Mr. Prevost was left out. This is one scenario where we should put aside our political allegiances and differences. I don’t see how we can move forward as a small nation with such petty victimization reigning supreme at such an important conference.

      If I am not invited somewhere, you would not see me there. No way would I grace it with my presence only to be embarrassed and humiliated.
      No matter what, some people must know when they are invited and when they are not. If the workshop did not concern you and not include you, obviously, you would not be invited. Stay away. People must not allow themselves to be so embarrassed.

    Here is what DNO posted in a previous article today: “Representatives from across the OECS are in attendance”. If representatives from across OECS are in attendance then why was Mr. Prevost, who is an elected cabinet member and parlrep of the main constituency in Dominica not invited? Why was he kicked out? Is it that Skerrit and his team are planning on spreading bogus information about the workshop and therefore do not want Prevost to be there? Is it that there is nothing better for the police to do that they had to come to ensure Prevost does not reenter? Is that how low the police department has stooped? Alas Dominica! A stranger from China could be in our parliament but an elected member could not attend a workshop that is of national importance?

      It was a workshop, not a public meeting. It was a workshop for ministers of government officials and top admin staff. I guess if the workshop was in Europe or so ,Prevost would crash it too.
      Prevost has no excuse because the organizers had every right to decide who should attend. All other stuff is irrelevant.

      Is the geothermal project a dlp private enterprise, or is it belonging to the Commonwealth of Dominica, and manage by the Government of the Commonwealth of Dominica, for the people of the Commonwealth of Dominica, so when the
      Member of parliament for Roseau, Norris Prevost, is kicked out of the geothermal workshop, he is not the only one who has been kicked out, but also the Roseau people he represents in parliament. I was listening to an interview on a local radio station where an independent political candidate of Grand Bay, Mr. Nept Pacquette was saying the reason for his political involvement is because of he is weakening with the high level of victimization and discrimination on the Island of Dominica.

      @stupes the labour party and delegates can have a private meeting on political adgendas and that’s fine. However the government has already spent 44 million dollars on geothermal plant investigation. This is of national interest and it cannot be a private party affair. Mr. Prevost has every right to attend as an elected official. His opinion matters more than mr Daryl T since he is the one in parliament elected to represent his constituency. Mr. T is out of place. Use of police to stop an elected official to attend what is clearly a matter of national interest is abuse of powers.
      We seem to have no backbone in this country and seem ignorant of our roles an responsibilities as a people. That is why supreme leader does what he wants and get away with it.

    I don’t know whether or not Mr. Prevost should have attended the meeting knowing he was not invited. I don’t know if the government should have invited Mr. Prevost. I don’t know if the actions that were take to keep him out is right, but there are a couple of things that I do know. I know that Mr. Prevost was not the only person kicked out of the meeting, I know that the representatives for the people’s interest were also booted out of the meeting. Sometimes Governments make bad decisions and it is not always political, just dumb moves. I also know that there is no way that Mr. Titre can compare his contribution to Dominica to that of the Honorable Norris Prevost. I also know that Mr. Titre must understand that a political job is just that, so if the winds change and your party is out, you might need a letter of recommendation from Mr. prevost in order for you to get a Job.
    Stop believing that because you have a (JOB) today, that this makes you so special that you can disrespect people who have made the kinds of contribution to their community that you can only dream of. Check yourself….call Mr. Prevost and apologize to him, ask him to do you a favor and to keep it a secret so your bosses don’t know that you do have integrity, because it is evident that that word is a bad word in your circles.

    So if this conference was of an educational nature, why was it only restricted to government officials? What are they afraid of?

    They are treating this thing as if it is a corporate secret and they do not want their competitor to get their hands on confidential company information.

    Yesterday UWP had a conference on essential oils. The Minister of Agriculture was not invited, the Minister of Trade was not invited, No Permanent Secretary was invited, the Director of Agriculture was not invited. None of the above persons made a nuisance of themselves and present themselves at the meeting.

    This was a conference for ministers and top public officers of the region Mr. prevost was not invited he had to present himself at the conference uninvited to create disruption. WHAT A SAME!!

      The conference you are talking about was a public event and everyone was invited. There should not be any special invitation for the Minister or Permanent Secretary. If the Minister or Permanent Secretary was interested in the development of Dominica, they should attend and not wait to be invited because it was not a political event.

      That is the problems with those the Ministers or Permanent Secretaries. Some of them think that they have to be specially invited and to give speeches for them to attend a function. If there is nothing in it for them, you don’t see them.

      I have heard over and over that the meeting was open to everyone, and that farmers and any interested persons are welcome! Do you all love Dominica? I mean seriously. Why special invitation? You see in UWP everyone is respected, no one is better than the other.

      Mr. Prevost is an elected member of parliament- If anything goes wrong with the geothermal plant due to the proximity of his constituency, he may be directly affected, but he should stay out? What is all the secrecy about geothermal energy production? This government just don’t have respect for people.

I know it is unacceptable to go where I am not invited , and I have taught my kids as much (home training – self respect) I have taught them that they are entitled to their opinion and if someone react with insults do not hit back because the insulting ones have a hard time with the truth, and its reflects a lack of self respect and low self esteem and have no idea ,unless their opinion is given to them.

    The government is the government. They are entitled to govern. They can hold forums, conferences, strategy sessions etc, without the direct participation of the opposition. This is not a parliamentary hearing!!

    I am sympathetic to democracy and support a strong opposition. However, this action (by the UWP member) is wholly inappropriate and pure ‘bush league’ in the presence of international contributors.

      @ Interested… There two things are not the same, the meeting held by the UWP was a strategy meeting discussing proposals that they intend to implement should they form the Government. This is a meeting about a project that the duly elected Government is carrying out, so there should be more public interest in something that is going to affect the lives of the constituents, than there should be in a forum held incase a party comes into power.       I understand “the conference was broadcast live on radio”, so what was the big deal refusing to invite Hon. Prevost, who made the courtesy of requesting an invitation?

      The geothermal project is no secret. So, there must be a valid reason to refuse a request from the honourable gentleman to be invited. So, come clean and tell Dominicans what is this valid reason. Certainly, not the food, as some hinted, farcically.

      Daryl’s comment is clearly out of place and he should apologize to the honourable gentleman.

    The Opposition radio station Q95 did not find it was news worthy that the international geothermal development workshop was news worthy but when the member for Roseau embarrassed himself by going to the workshop uninvited it suddenly became news worthy.
