Public using cemetery as dumping ground – mayor

The Mayor of Roseau His Worship Cecil Joseph has urged the public to cease from the practice of using the public cemetery as a dumping ground.

He said he is concerned about the manner in which persons indiscriminately dump rubbish in a reserved area for putting loved ones to rest.

Joseph said not only is this is a very serious situation, but measures will be put in place to ensure this stops.

“Some people believe that wherever there is open space that they can dump garbage there. I would like to call on them to examine themselves because I can say to you as the mayor that I am not going to let this by lightly and we are going to work towards this to stop,” he said.

According to Joseph, religious organizations who utilize the public cemetery, could also lend a hand in ensuring its tidiness.

“We are trying to see how we can get the various churches on board. We have a system where the council will clean the area for a small stipend but only two churches are doing that right now,” he added.

Joseph said public cemeteries in other parts of the world are used as peaceful havens but in Dominica they are being used as a dump yard.

    Me blagay. Anywayyyy. Can’t believe some of these comments. Some Dominicans are too ignorant and should not waste time posting comments. I don’t live in DA. But it seems that there is always someone blaming the Prime Minister even when things are not related to him. It’s called respect for the dead regardless if the cemetery is organized or not. PPl say things that they do not know anything about. If u have lived in the US comment about what happens and compare otherwise don’t take what you hear and see on TV as gospel truth.

    This is shocking that some people will dump their garbage in a cemetery. It is a desecration of a religious place where loved ones are buried. Anyway who are those people who would do such a terrible thing? Are their departed loved ones not buried in that cemetery? These are inconsiderate and non-caring people. Shame on them!
    I am aware that cemeteries are places which are worthy of respect. It is a serious matter to desecrate a cemetery. It is an offense to God.
    There are Laws in other countries as Canada that if anyone is caught desecrating a cemetery in whatever manner, they will be arrested, brought to Court and will be charged. It may be that they could also be imprisoned. This is a Law that the Dominican government should also swiftly enact.

    I read the following in a small book which is entitled The Holy Ghost Our Greatest Friend. Today we say “Holy Spirit”:
    “The Church commands us to honor even the bodies of the dead because they had once been the temples of the Holy Ghost.” I am adding because they were baptized in The Name of God The Father, God The Son and God The Holy Spirit.

    In that book: Catholic cemeteries should be carefully kept, firstly, because we must show love and respect for our dear departed ones; secondly, because their bodies, which lie here, were temples of the Holy Ghost; thirdly, because the cemeteries themselves are solemnly consecrated, even as churches are, and may be easily desecrated.
    Sometimes cemeteries are allowed to fall into a disgraceful state of neglect, which is an offense to the Holy Ghost (Spirit) and to our dead.
    It is commendable custom to visit the graves of our friends, and when we pass cemeteries, we should salute them as we do churches and say a little prayer for those buried in them.” I am also adding: “Making the Sign of The Cross.”

    Whenever I visit Dominica, I do my utmost to visit the cemeteries where some members of my family and also the elderly whom I knew as friends are buried. I once brought flowers to place on their graves. When I visit Dominica, hopefully, in some months, I will do likewise. Our memories also lie with them as those whom we interacted with and shared life’s concerns and other matters. They mean much to us and never to be forgotten. Therefore and in addition, the cemetery should be respected.

    The Bishop should place a sign that “Littering – Garbage Dumping is prohibited.” If there is an area where they dump their garbage and shamefully so, he should arrange that this area be blocked and permanently so. May this be done soon.

    Please You two Stop being ignorant and insensitive. This is not just about the cemetery, it’s about responsible disposal of human waste (faeces) and other garbage and the impact on the environment. In our so called ‘nature isle’ are you encouraging persons to throw human waste anywhere? That is just what is happening in that cemetery. I have see it myself. It is a disgrace. It also highlights the problem of homes without water and bathrooms in the 21st century.

    The People of Bath Road and environs are throwing bags of human waste and other garbage (bottles,rugs etc.) there for years and it has to stop now! If a CCTV camera caught them red handed doing that, I am sure they would be embarassed (well let’s hope so) and they would stop. But stopping this antisocial behaviour begins with education and laws which are enforced to punish those who transgress. The fact that we have to build public bathrooms for homes which do not have this facility in Roseau in 2011 in unbelievable. If a house in the capital of Dominica does not have running water, it should NOT be rented or lived in. This is uncivilized and unacceptable!!

    That’s something the City council MUST regulate. No running water, close the building down. Zero tolerance. NO excuses. Where are all the ‘concerned citizens’ who were running for office in Roseau barely 1 year ago? Join the council in its fight. The council itself has not been as proactive as it could have been, content to accept less than effcient cleaning standards from persons hired to clean the bush in the cemetery.

    Many times relatives are left to mow a track to their loved one’s graves. After all these years, I think by now the council should have figured out a way to rid the cemetery of the tall ‘razor grass’ once and for all. All The churches must also play a role in the maintenance not just a few, or they will not be allowed to bury their dead. Let’s see what happens then. Sometimes you have to be very hard to get results or people will do what they want. That is not what the Bible verse meant by ‘Let the dead bury the dead”.

    Many times, we do not plan at all. This is not rocket science. There are cemeteries all over the world. Does the Planning department have any input in this? Proper planning is also important. Perhaps we need to move to private cemeteries? Our people just do not get it.

    Our officials and citizens of residential areas must understand that there are basic amenities people MUST have in their homes and running water and bathroom facilities is one – especially, I say again, in the capital city. NO excuses. I am sure all of these ‘homes’ have cable TV. For Heaven’s sake, there must be basic standards or how can we progress?

    Dominicans basically “dump” their deceased in the cemetaries.They never turn back to clean the graves. They look like mini forests. Its time for us to take example from Gwada and keep the cemetary immaculate.

    It is high time that call cemeteries in Dominica and in particular Roseau be bulldoze , leveled and redesigned. Anybody can see that there is no proper planning in these cemeteries. Next to the Airport in Castries, St. Lucia has a well laid out cemetery. On the way to the Airport in Barbados just off the highway has a well laid out cemetery. There are quite a few good examples that we can seek to copy in the Region.

    When was the last time (…or perhaps the first time!) you had someone prosecuted for illegal dumping mr. Mayor? True, people should not dump and it particularly mortifying to see this happen in a cemetery of all places but without enforcement of existing laws it will unfortunately continue.
