UWP condemns creation, launch of CREAD without parliamentary approval

The United Workers Party condemns most forcefully the Skerrit Administration’s proposed launching and imposition of the Climate Resilient Executing Agency of Dominica (CREAD) in the governance structure of the Government of the Commonwealth of Dominica without first seeking Parliamentary approval.

In his Post-Hurricane Maria 2017 United Nations Address, Prime Minister Skerrit announced to the World Community his intention to establish CREAD, complete with legislative support and the requisite Parliamentary oversight. What has unfolded to date is an indecent haste and rush to launch CREAD in Dominica without the involvement of the Nation’s Parliament. This callous abandonment of governance in our country’s parliamentary democracy is very frightening.

The United Workers Party supports the imperative of making Dominica more resilient to natural disasters and the negative impacts of climate change. To this end the UWP will work with all stakeholders to realize this goal guided by the principles of good governance and democracy. However the UWP will not remain silent when government seeks to disregard and marginalize the Institutions of State, Elected Representatives of the people and our democracy to score cheap Party Political points, notwithstanding the desirable objective.

The Prime Minister, despite his many pronouncements about the CREAD, has yet to submit a “White Paper” including a strategy for general scrutiny by the different stakeholders in the country. However, he has mentioned that Officials of the CREAD will be invested with Executive Power to facilitate their work, yet no draft legislation has been presented to Parliament for debate, approval and the establishment of a statutory body that would be answerable to the country’s citizenry. Notwithstanding the absence of these pre-requisites the Prime Minister is going full speed ahead with the appointment of people to advise on Candidates to serve on as well as launching the CREAD.

Prime Minister Roosevelt Skerrit is clearly on a mission to dismantle parliamentary democracy as inherited by him, and practiced in the Commonwealth of Dominica for decades, and to replace it with his own dictatorial style of governance.

For the reasons stated above the Parliamentary Opposition wishes to advice the general public that the UWP Parliamentarians despite having received invitations to the Friday 9th March 2018 launch of the CREAD in Dominica, shall not attend. In our view this is simply a public display of arrogance and disrespect by the Prime Minister in his diminution of Institutions established for good governance in our country.

We therefore call on the Roosevelt Skerrit Administration to stop the undermining of our Constitution and democratic processes by adopting the following programme:-
1. Prepare and circulate for public and stakeholder review the objectives, operational guidelines and draft legislation to govern the CREAD
2. Following consideration of recommendations from stakeholders on the said draft documents prepare and submit to to Parliament for debate a Bill the establishment of the CREAD

    When one take into consideration the destruction hurricane Maria did after making land fall on the island of Dominica as a category five hurricane. This is nothing compared to the devastation the labour party has done to the economy of the Commonwealth of Dominica since taking office. Maria was a category five hurricane. Labour party is a category ten hurricane to the economy of Dominica.

    Mr Linton life pursuit is to enlightened the people of Dominica.
    Labour party is doing all it can to keep the people of Dominica in the dark.
    Which of the two is the more noble pursuit.

    All Mr Linton is asking, is for parliament approval, if the labour party is transparent and is of good governance ,they would use this opportunity to show that they are a government for the people,transparently with the people.

    Lennox when you are the minority and don’t have enough support in Parliament to win what you are opposing it makes no sense to force about it. My points is, taking CREAD to parliament for a vote of approval it’s still in the Labor Party ‘s favor. Take your lost and focus on winning the next general election.

      This is not about lennox Linton. It is about respecting the process and procedure set out by the constitution. I do not care if it was one opposition MP that won. If the laws are there to make a governing body by decree then so be it. How are they going to be paid? How much they are going to be paid? Where will the funding for salary come from? how long will this body be in existence? Is this a finite or infinite body? Will the people be on there forvever? What if someone dies what processs we going to use to replace them? To whom do they report? The PM, planning,? Parliament? Do they have enforcement powers and how much? Do they make rules concerning building codes? There are countless questions to ask. Ias i said before everytime we are in a vulnerable state we run around lime chicken with head cut off and we have seen where this has lead us. Again, an agency so critical xannot be in head of on man. If two heads better than one i.agine what 21 food heads could accomplish.

      The role and functions of the Opposition is crucial in that and our Constitution the highest law, to my understanding of the country which also deliberately and boldly guides us in maintaining our democracy is well understood, applied and functions without malice.

When we call on Skerrit, we do so for accountability to us the Dominican people as it relates to state matters, funds, our money etc and the hidden corrupt CBI system. There are lots of issues to list and that is why Skerrit is scared to call the House to order to have questioned debate on such pertinent matters.
      Go after Skerrit and incompetent government and allow Hon Linto and his trusted UWP Team to ask questions on matters of state.

    I believe in the rule of law and all those that are with me will agree with Lenoxx and UWP that the Gov’t went about this CREED thing the wrong way.
    Why is it so hard for Skerro to follow the law? This is a bad precedence and Dominicans should not only take heed but come out to express their opposition and this growing signs of dictatorship that is crippling the development of our country.

    Not everything Mr. Linton exposes I readily concur. This commentary was superlatively done. He clearly elucidated the manner in which this most important national agency should have been set up. Things should be done, by a government, for the collective good of the people. We should not allow party politics to interfere with good governance. Not consulting the elected members of the opposition and other stakeholders is manifested wrong and inexcusable. Those who find convenient excuses for this type of behavior do not have the country’s best interest at heart. Party politics should be left for the campaigning season. The problem in Dominica is that the campaign season never stops.

    Sometimes in the field of development work, and accessing and retaining donor funds, certain activities MUST be achieved by certain deadlines or you stand to lose the development funds for the country. As such certain launches and lunches have to be held and yes even important activities like going to the parliament postponed until after the launch if the situation so dictates. A potential statesman needs to grasp these realities. In my opinion, the necessary parliamentary sitting will be held/hastened. I look forward to the contribution of the opposition on this critical national development issue. Please not another walkout because of the predictable “the PM is making a mockery of democracy.” The strange thing is, in our democracy “the ayes” always have it. So yes the government will convene the parliament and the ayes will have it. This is the fundamental challenge for the opposition.

The critical issue here is to call parliament and have meaningful debates. Whoever has the majority seats will obviously “pass” in their favour and the Opposition is ok with this. But, the crucial issue is to have this debate and the frequency of debates in the House by our representatives is key to us to listen to.

    Donor Countries would certainly wonder whether we are actually serious about assistance in building back better, when all we do is argue back and forth over issues .

The parliament is there to give everyone a chance to contribute constructively. The PM could call a session of parliament give a week for debate and additions let ideas of experts be heard so it is on record. An agency so critical is put together in the head of a psycho to amend as we go. Are you guys creaking serious coming and talk about oppose. Please be guided. Any delays, if caused would mean that Skerrit`s rotten government have not prepared and presented this matter to the House and the people of Dominica properly.
      I hope that I have been able to guide you & many Dominicans why Skerrit is rushing this matter and is failing to go before Parliament. Dee, the parliament IS NOT about keeping things from the UWP or the opposition but rather the parliament in any democracy is the place where plans are discussed, questions are asked and answered so that the citizenry is well informed.     Lennox linton is exactly right. No one is against the formation of CREAD but Roosevelt skerrit is bypassing the constitution to do as he please. We have to be carefull of people like Skerrit when you are vulnerable. Let me rimi d you. We lost rwo prime ministers in a year. The country is in a state of shock. Skerrit obsessively campaigned within party ranks to become leader stating he is young. That state of despair was used as a moto to rally behind him cayse he young and country need support. Nothing wrong with that. He then reshuffle cabinet and put people in roles they had no expertise. This made the parl reps useless and him the saviour. Tbe trend continued until he began to disrespect the constitution and the people and felt he is king. From financial crash to erika to maria. He becomes wealthy Dominicans welfare. Today we are seeing decree. When will you guys wake up from that stupor. Time to stop this nonsense.

This government is incapable of managing the crisis we find ourselves in right now. To top it all, Skerrit wants to introduce his CREAD without it going through parliament first. Why pay a speaker and even given a raise for something that Skerrit has proven time and time again to be useless?     There have been many things done by the Skerritt governance which clearly shows that adherence to the tenets of the constitution are not for him even if it was for his predecessors.The latest is this promise made to the international community that he would follow parliamentary protocol in the establishment of CREAD.Concerned citizens have used many sources to signal to Skerritt and his cohorts that this is not acceptable and would prefer to see him follow his predecessors and do things democratically, but to no avail.From his pronouncement that no law nor constitution will prevent him from running for political office whilst it was known that he held the passport of another foreign power up till now he continues to ride dirty.Let me ask, what would Rosie Douglas do?He would have made life a living hell for the leader, so why isn’t UWP doing the same? Is it that Dominicans like to be ruled by a dictator? I doubt it and so steps have to be taken to take back our democracy.

When all is said and done June is upon us CREAD or GREED we the people if we not careful shall ALL suffer and this time ration gambling will not suffice.When the state fail the people in misery ask the biblical scholars that lie on the pulpit on Sundays only SMH for our nation alas.

      You are so right….not satisfied with mediocrity. That is the name of this Labour Government. We need our state`s affairs to be credible, honest and accountability. No bobol. Theone, help us to advocate and preach this. No more Bin Bobol, passport bool etc….etc.. the list goes on.
