Website boasts of ‘instant’ Dominican passports

passportA website which sells Dominican passports and economic citizenship has said it is “very pleased by the increased speed and efficiency” in the process on the island.

It also said that receiving economic citizenship in Dominica “represents the world’s least expensive option for a bona-fide “instant” citizenship and passport, with a total processing time of 6-9 months.”

In an update published on May 7, 2013 Nestmann.com said it has seen a pattern in 2013 of how quickly applications for passports and citizenship are being processed.

“Three clients interviewed at the end of January received their Dominica passports almost exactly three months later,” the website boasted.

“Last week, six Nestmann Group clients applying for economic passport and citizenship in the Commonwealth of Dominica had face-to-face interviews in Roseau, Dominica’s capital. The interview is an integral part of the application process, and is scheduled only after an applicant has received preliminary approval for their application,” the site said in its May update.

It continued, “A few days later, we received official notification from the Financial Services Unit (FSU)–the government entity overseeing the application process–that all six of our clients passed the interview with flying colors.”

“We anticipate that each of our applicants interviewed last week will receive their certificates of naturalization as a citizen of Dominica in about six weeks–perhaps by early June,” the site stated. “About a month later, they should receive their passport.”

According to the website, the total cost of economic citizenship, including all fees, in the Commonwealth of Dominica starts at around $130,000 for a single applicant, noting that it is the least expensive in the world for a “bona-fide instant passport.”

“There are less expensive alternatives offered by promoters in other countries, but all involve black or grey-market documents that may later be revoked,” the site stated. “Indeed, I recently learned of such back-door documents issued by Honduras that the government revoked less than one year after issuance.”

The site stated that such revocation won’t happen with a passport from Dominica. “A formal act of the Parliament of Dominica grants citizenship for the lifetime of the applicant under the economic citizenship programme,” it said.

The article states that the most important benefit of obtaining a passport from Dominica is that it gives one a way to travel internationally or live outside their own country if their government confiscates or refuses to renew their primary passport.

The site’s owner, Mark Nestmann lists the following as circumstances under which the US Authorities can cancel or confiscate a U.S. passport, or the State Department can refuse to issue or renew it:

• If a federal court has issued a warrant for your arrest
• If a federal or state court has ordered you not to leave the United States
• If another country has requested your extradition
• If you owe more than $2,500 in delinquent child support payments
• If doubts arise about the legitimacy of your birthplace or naturalization as a U.S. citizen.

Some say that this latest information ads to concerns about the integrity of Dominica’s passport sales programme.

      If your daughter was born in Dominica she should have gotten a Dominican passport. My son was born in America he has his American passport and his Voter’s Registration Card. I had no problem. You should plead your case. Did you not get your daughter’s Birth Certificate? Isn’t that all you need to obtain the passport?

What is there to verify when Mark has been advertising our passports for years. Before his conference last year he told people that the conference is not for people who want to invest but for people who just want a passport for other reasons. When concerned citizens spoke about Mark Nestmann two years ago you crooks said it was a lie- why didn’t you verify then.

    U.S. citizens have to decalare their world-wide earnings to the U.S. tax authorities and are prepared to renounce their citizenship in return for a Dominican one in order not to have to disclose their wealth.
    On the other hand we have poor Dominicans desperate for a U.S. passport or, at least, a green card.
    Isn’t that ironic? Affluent Americans benefit from Dominican citizenship while less well-off Dominicans clamour for U.S. citizenship. As the calypso puts it, in our country everything is upside down and back to front.

    The true purpose of economic citizenship program is for the recipients to establish some sort of business on the Island and employ dominicans. Its not for someone who has money to just come and buy the Passport for their personal gains.

    Thank God my kids don’t hold Dominican Passports..from a young girl growing up I always used to tell the ladies in the salon where I did my hair that I would never have my children here and so said so done! I knew this passport didn’t do for me so I didn’t want that for my teddy bears!Unfortunately, for me I have that ..but it’s just a matter of time..*sighs*

      Some of my kids were born on the Island and they do not have Dominican Passports; however, it is not because of what the Passport could or could not do for them. Like many Dominicans abroad, children could travel without Passports because their names could be listed on their parent’s Passports. Congratulations on your Passport success.

    This is disappointing to read, Dominica passports are being sold. It will not be long when you will have an additional amount of foreigners in your country. I have stated this before that some day Dominicans will not own their own country. They will be as strangers in their own land of birth and residence.
    It is wise to attract investors but it is wrong to sell the passport to them when they have not yet resided in DA. They should prove themselves first prior to purchasing a passport. In fact, the passports should not be for sale.
    In fact, the condition should be that they produce a certain amount of money if they wish to invest in Dominica. Of course, they should be investigated prior to being accepted. When they have lived in DA for a few years and successfully so, they should apply for passports and that is citizensip; not purchasing them.
    Dominica passports are too easily sold and bought and for an exorbitant sum. It is unbelievable that the cost is $130,000. I will access that Website.

      Your niece can always go back home, get her Passport and make her way back to the Virgin Islands. Is her Passport expired? She can also obtain the application, send her expired Passport and all other documents along the correct fee to get her new Passport. Where there is a will there is a way.

    I will only pray that this Passport Sale Procedure is on the positive side for Dominica.

    We are complaining of poverty, we cannot afford to invest, we have no financisal resource to play with; and the government are by truth working for us–not us for them.

    Those few men and women were not appointed to pull money from their own pockets for this, that, and the other in Dominica–there is no question about that.

    My prayer is that, as leaders of our country, they are being very careful in selling passport to the people of the world–as they will claim citizenship of Dominica for the growth and development of our Country.

    What we need in Dominica, is people who are willing to play with their financial resource to win for the sake of our Dominica–not people who are trying to use our homeland to escape from the conflicts of their existence–whatever that conflict may be and wherever it may exist for them

    We do not want people in Dominica, who has the intention of further disturbing the lives of our people–we have enough or our own disturbance as it is already.

      Why not approach the MP for that area and inform him/her about it and request that you be given a passport. It appears that you qualify for one. What may happen, since you are residing in the country, you will have to apply to become a citizen and then the passport will not cost you that amount of money.

    Thank God I have a US and Canadian Passport. My Dominican passport expired over 5 years ago, and no plans to renew it. Don’t want the extra hassle and scrutiny was crossing international borders.

      You are better off with these passports. You have no problem traveling throughout the world with either one. Should anything happen when you travel to another country or should anything happen to you while there, all you do is to notify either of those government embassies and they will come to assistance. This is the good thing about having one of those passports. Furthermore, your passport has your country of birth, namely Dominica. I would think that is sufficient.

    I have heard that in Australia, that if you bring in a million dollars or more, you are able to gain Citizenship….How many other Countries allow such things, I do not know… What I do know is this: Money seems to be the factor governing all of life.     I smell some propaganda about to start. I would urge DNO to clearly explain the following paragraph.

    Is it the “Government of Dominica” associated with back-door sale or “Government of Honduras”?

    My interpretation:
    It should be clearly stated that the passport program of Honduras is cheaper than Dominica’s program, but this is because promoters in Honduras use back-door methods to gain their clients Honduras passports. The author further state he became aware of that program in Honduras. He also states that because of that backdoor method in Honduras, if one is to obtain a HONDURAS passport through that method the government of HONDURAS would revoke after 1 year.

    It’s should be clearly stated in this article that the backdoor sale is not in reference to Dominica’s program but that of Honduras’s passport program. This is no affiliation with Dominica & Honduras in passport sale. These are two different programs.

    I’m just looking for clearer explanation rather minor paraphrasing. Many will misinterpret and associate backdoor sales to the Government of Dominica. This is only going to fuel more political propaganda and waste Dominica’s resources.

    It is not news that D/ca has been selling passports. This has been going on for years. A country under-populated, very little manufacturing resources, young people coming out of primary, secondary schools, colleges and technical schools, while a growing civil service, and especially a rugged infrastructure that requires road repairs and so on requires lots of money. Where else to look for dollars? After all, the government needs money. Lots of it. Well, it is said that that money corrupts, and our elected officials are not immune from it. D/cans should worry that their natural treasures that includes the good name that is D/ca is fair game for a price? Patrick John is gone, and we certainly do not believe that this is the cheapest or best way to build up our foreign reserves. Therefore, selling citizenship may be great in the short term, but who, what type of economic or businesses are expected to lift D/ca out of its Third World status should be carefully examined. We can only hope that this type of investment or, selection is good for all. The world is getting more dangerous each day, and governments should be honest with its citizens as how this investigating process of future (citizens)individuals are held. After all, they will become our neighbor or will marry our daughters, or wanted for various crimes. No doubt, those with money to waste especially the millions of Chinese lining up for their investments in the nature lsland is the talk in other Caribbean states. But this is serious business and should be looked at with serious caution. Remember, D/ca belongs to D/cans and D/cans should be told the truth. Economic citizenship sounds good, and the government must assure citizens that the right people are coming into D/ca.

    Those of us who make it our business to listen to the many comments on the talk shows specifically q95,have heard callers referring to Dominica as a Criminal Enterprise. In my opinion, I found those referrences to be distasteful and as certain Ministers of Government would say, ” many Dominicans are only bent on bringing down the beautiful name of lovely Dominica”.When one reads the five reasons given by Nestmann, which should be considered in order to
    apply for a Dominican Passport, maybe the callers are right on Q. In recent times,Skerrit has endorsed the appointment of Cobett at the AID Bank, despite the fact he was once fired by a Bank for alleged unsatisfactory performance. Skerrit has also rubbishes the rumours that he was offered an appointment at the United Nations, I hope in time to come he will deny any affiliation to the Nestmann group.

    DNO, what in the article that you posted above or the description at the link that you posted could possibly lead you to conclude that an applicant does truly receive “instant” passport and citizenship under our economic citizenship programme? Nothing in your article or at the link that you provide supports the idea of an instant process; even as the company itself speaks of “instant” citizenship and passport. So, you rightly quote the company, but you ought to have read that the process does NOT lead to an instant passport: “with a total processing time of 6 to 9 months”. Yet, have a look at your title!! The entire flavour speaks of instant noodles; mischievously misleading your readers. Additionally, you have not shown one bit of problem with the programme that would raise the question of the “integrity of Dominica’s passport sales programme”? In fact, you describe an organised, efficient, and well-managed programme.

    I have no doubt that much more can be done to improve it. For example, we can argue that the starting price for a passport can be higher. This would be debatable, but it could be a point for discussion. However, the proof of the pudding is in the eating. In the last few years, has anyone who attained passport and citizenship under this programme been arrested and charged by any state as an international bad man? (No, the Chinese who had our passport and brought the wrath of the Canadians on us received their passport under a previous administration.) Has a passport issued under this programme been involved in the promotion of a crime? Furthermore, even as our programme continues, France has allowed us 2-week visa free access to the EU through its ports and now, the EU, itself, is also considering us (with our Dominican passport) visa-free access to its shores. Now, do these point to a passport programme whose “integrity” is in question?

    I am confident that there are sufficient structures in place to ensure the “integrity” of our passport. In fact, DNO, even your article describes such structures. And, the Nestman website even goes further to describe these processes. For example:
    1. There is a preliminary investigation into the applicant. (We already know that our government has contracted international experts to do the background checks on applicants.)
    2. even after the checks are complete, local Dominicans also interview the persons (especially where necessary)

    So, I am not sure how you arrived at the suggestion that there is anything at the link that you provided that raises question of the “integrity” of our citizenship programme. In fact, I suggest that we let the facts speak for themselves and that we use our energies more strategically and intelligently.

Timothy more than 100,000 i.d. cards are to be distributed by the end of this year (DNO 13 March) to eligible Dominicans, wherever they are in the world, so they can vote without even having to come to Dominica. Now you can see the strategy to make sure that Mr. Skerrit wins all 21 seats, comes the next general election with these overseas votes determining the balance of power and leaving Dominica without any effective opposition. Are we still surprised that ” master strategist” Hartley Henry was the best-man at Roosevelt Skerrit’s wedding?

    I am dumbfounded at what I just read. Can someone from the government or anyone who is versed on the matter, explain what economic citizenship is all about? Why are Dominicans just accepting these nonsense and is doing nothing about it. In 1979, the Hon. Charles Saverin and the CSA, closed down the island for over a month, where are these people now? Local Dominicans have to go through hell to get a passport but someone who wants to hide from the law can just apply for citizenship in Dominica and get it!

    Dominicans it’s time for your voices to be heard, where is all the economic citizenship money going? Things are getting more expensive everyday, electicity is so high that we may have to go back to kerosene lamp and candles. Poor people cannot buy codfish any more what is happening? Please, someone God help us because in this situation you are the only one that can.

    Many countries including the USA and Canada offer economic citizenship. The cost and the method of investment varies. Dominica the country in not for sale. The ability to invest in Dominica, become a naturalized citizen, is available to those who qualify, pass a background check, produce a police affidavit that you are not wanted for a crime or have a criminal record, and pass an interviewed with a government selected committee.

      Baloney! Under the U.S. scheme, as in St. Kits and other countries you actually have to make an approved investment in that country. This not the case in Dominica. And how can someone pass a due diligence check for governmnet to approve when their own govt. has taken away their passport or efused to renew it?     It’s really troubling. As a Dominican trying to get a passport in Dominica you face so many adversities at the immigration department in Roseau. You often hear cries of how ridiculous the head of immigration tends to be with issuing Dominicans their passport, it’s like you have to literally beg for a passport as a local in Dominica.

    So it really makes me wonder, how all these passports are being issued under the stewardship of this very same inspector, who seems to be overly obsessed with doing it the right way when dealing with locals. It is appalling to say the very least.

    I often say based on what I have experienced from this very same inspector, this is one person that I am hoping to cross paths with one day when I am on the other side of the desk, because, I always believe that revenge is for God, but this man I would really like to experience him in a position of need, just to satisify myself that indeed he is human, because he surely acts like he is infallible.

    Again, I am asking, why is it that so many passports are finding themselves in the wrong hands under his stewardship, I just can’t come to terms with this one yet.

    I find nothing wrong with the information. A passport can be revoked if the client is an Economic Citizen once it is proven the violation of obtaining the passport has been breached. Many countries have similar programs to stimulate economic growth. Tell Lennox and the others direct their attention to help to bring prosperity and growth to the economy. Election will be called soon what are their proposals, stop going over the same story over and over it is not working and I must add, very sicking. Try to convince the people in such a way that when election is called that you as a party UWP, will be victorious because you have an alternative. Talking whole day and night will not cut it. You guys better get down to do some serious work. As a young person I am looking for an alternative and you are yet to give it to me. I hope you get the message from, Lennox, Angelo, Edison, Prevost, Sprags and the crew. Please start working we need responsible opposition men and mouth pieces. Hurry the time is at hand you do not want to be caught with your pants down, be SMART start with the alternatives.

      As a young person why don’t you start talking about what it is that you would like to see. I suspect that you are not listening and you are being controlled by anything but your own moral convictions. There is nothing wrong with offering your passports to crooks and criminals. Read the article for yourself forget that Lennox Linton is talking and then have a voice of your own. Intelligence cannt be controlled by emotions, nor empty promises. I am not a supporter of any political party, never wore any party color for artisan sake but one thing for sure is that things are not working well in Dominca and as you said an alternative is desperately needed. My question to you is have you taken the time out to really listen to what the opposition is offering even if you have to sift through the allegations of corruption.
      You see young one the current Labor Party preached corruption during the reign of the UWP administration but now they are more corrupt than anything we have seen in Dominica.
      I do hope you understand the importance of your sovereignty and passport.

    Well the increased passport movement in 2013 explain the reason for a visit to Arizona in October of 2012. When the vist was announced the Astaphan government did not deny it. However nothing was said to the people of Dominica. That is how much this respect we the people of Dominica.

    It’s so difficult for locals to get passports both locally and internationally yet this site openly boasts that with no knowledge of the island you can purchase citizenship and be ensured success in 3 months.       I did not find this to be true. It took me well over a year. I was represented by a local attorney, had to pay a fee to a private investigator, chosen by the Dominican government, to look into my background. I had to sit in person with a committee for an interview and explain why I want to become and citizen and was quizzed on the form of government and how it operated. I found the process responsible and thorough. I live in Dominica and consider myself a responsible engaged citizen.
