Government says “No” to UWP proposal to increase pension

The government will not be increasing the minimum pension rate as proposed by the Opposition United Workers Party (UWP).

Roosevelt Skerrit, the country’s Finance Minister, said in a statement on Tuesday that the Opposition leader’s proposal shows that he lacks understanding of how the system works.

On November 15th the UWP, in a release, reiterated the call made by the party’s political leader, Lennox Linton, in his 2018/2019 budget response, calling a minimum monthly benefit to all Public Pensioners of $500, with immediate effect.

“Once again the leader of the opposition in his hastiness to oppose for opposing sake, has proven to the people of Dominica that he does not understand how to manage the finances of our country,” Skerrit said.

Skerrit said Linton and the UWP have also failed to analyze how much work is currently being undertaken in the country especially following Hurricane Maria.

“At a time when this government is simultaneously undertaking several substantial projects in housing, agriculture, public works and tourism, it is reprehensible that the leader of the opposition would propose an increase in government-funded pensions,” he added.

Skerrit, who is also the country’s Prime Minister, said the proposal will only jeopardize the pensions of the current workforce as well as hinder the ongoing development and diversification of our country’s economy.

And, that contrary to what the leader of the opposition seems to think, pension rates are not, “plucked from the sky.”

Furthermore, the Prime Minister said the sustainability of the Dominica Social Security [DSS] is predicated on a prudent and responsible management of the finances of the DSS.

“Any decision that is not supported by the actuarial science will run into difficulties and will cause serious difficulty for those who are now receiving a pension,” he stated.

Before a pension can be disbursed, Skerrit said every single cent of it has to be studied and evaluated against the reality of its likely impact on the fund down the road.

“We must not forget as a country that is the very same United Workers Party which almost bankrupted the DSS by not remitting to the DSS funds due to it by law, and also the mismanagement of investments by the DSS proposed by the United Workers Party at the time” he said.

The issue has arisen in the wake of Skerrit’s decision, as announced in his 2018 Independence Day address, to give a one-off gratuity payment to the lowest paid categories of pensioners in Dominica.

    This is a very interesting debate. The solution to the pension crisis in Dominica lies, not in Mr. Linton’s $500 per month “subsidy,” nor in Dr. Skeritt’s “do nothing” response. But Mr. Linton has opened the door to talking about a very serious problem. It is a great pity that in response Dr. Skeritt chose to denigrate Mr. Linton, calling his suggestion “reprehensible” and accusing him of “lacking understanding.” Shame on Dr. Skeritt. But to the crux of the matter: Dominica, like the rest of the world, is in a pensions crisis. In 2014, the OECD, IDB and World Bank Group published “Pensions at a Glance: Latin America and the Caribbean.” The study reveals a stunning reality: in the region, pensioners are growing at a faster rate than workers; by 2050, there will be only 3 workers for every pensioner (the 2010 rate was 8.3:1).     To begin with it’s Skerritt who doesn’t understand how things work in a real progressive economy. Why does a tiny country with such a small population need to have so many ministers? This is a burden on the public purse and waste of scarce money resources. Couldn’t some of that money go to help pay to raise in pensions? Also Skerritt proposes that all living past Prime Ministers should receive a salary and a new car among other benefits. Did his actuarial pals tell him that the social security balances can afford to pay that much? I doubt it.He had promised to pay for layette for pregnant mothers and provide monetary assistance for those babies. So where is all that money coming from? Tony Ass-ta-phan boasted about billion dollars in surpluses too. It must be election season why Skerritt is attacking a proposal made by Lennox Linton only now, considering it was presented months ago during the national budget.

    You see, it is all about Roosevelt and his greed for money, it is never enough for him, his intentions are to bleed and fleece the country even into his grave.

    There are other places in the Caribbean where former prime ministers receives a salary after serving two term in government, nevertheless they do get cars at the expense of the taxpayers. In the United States the former presidents get a salary for life, along with secrete service protection, nevertheless, whereas America, is the richest nation on earth, taxpayers money do not buy former presidents car every five years or no year.

    I support the idea of a pension for the former prime ministers, especially those who are honest. With knowledge after politics they will get something, will detour them form stealing, (they will not thief government…

    I fully accept that the DSS pension fund may not be adequately funded to provide additional pension payments. In fact I doubt the fund is adequate to fund existing current and future pension obligations. However, Mr. Skerrit is disingenuous in quoting this as a reason to reject and ridicule the opposition proposal. As minister of finance, who also has the DSS in his portfolio, he can either top up the DSS pension pot or make payments through the same channel he uses to make unilateral payments to the recipients of his largesse attending his so called “red clinic”. The money is there!. In any case, out of a population below 70, 000, how many of our elderly would qualify for the increase, which would amount to only E.C.$.200/person/month, given that they already receive E.C,$.300.

    Ridiculous, what system is Roosevelt talking about: If there was a pension system for the poor, it would not be two hundred measly dollars in a brown or manila envelope handed to the poor with the words written on the envelope ” from the prime minister.”

    To Roosevelt and his clones they think that five (EC$500.00) hundred dollars is plenty of money, that is equivalent to US$185.00.

    Two ($200.00) dollars EC. is equivalent to US $74 dollars, not enough to buy cat and dog food in Dominica. Sometimes the good that a man believe he is doing can cause more harm to the poor he pretends to help.

    The question the nation should ask Roosevelt is: Can you Roosevelt live on two hundred dollars per month?

    Is two hundred dollars enough to feed one of his children for one month? Time to kick Roosevelt…

    I think what is being blantly ignored in these comments is the fact that the increase UWP suggested is for people who did not contribute into Social Security. It’s not for people who regularly paid into SS. In other words they are not entitled to any payment. It’s a welfare payment that UWP opposed in the past when it was initially introduced at $150 a month. This didn’t exist 5 years ago, and 5 years from now it won’t be around.
    That’s the reality, stop playing cheap politics. Simply enjoy it while it lasts, no country in the world does this. UWP supporters should ask what LL is thinking instead of blindly supporting him. This recommendation is not only random and unorthodox, but he is back tracking in his own standings for what exact reason?

    Taxpayers money is used to bring people down to vote and but pensioners can’t receive $500 monthly.

    One company provided with $600K of taxpayers money and pensioners cannot receive $ 500 monthly.

    Using taxpayer money to take people to court for questioning $1M assets base on $5k salary but pensioners CANNOT GET $500 a month.

    Taxpayers money is used to take the opposition to court for trump up charges of an overthrow of DLP GOVT but pensioners cannot receive $500 monthly.

    People on the coast are drag to courts using taxpayers money for standing for better roads to their farms and pensioners cannot receive $500 monthly.

    Wasteful spending equates to PM SKERRIT.

It’s amazing how Mr. Linton and UWP are always able to come with some brilliant ideas to benefit all the people of Dominica when the people really need help and the economy is badly in need of a spark. The truth is Dominica has a lot of money and more money that we ever had. The only problem is the money is in the hands of a very small circle and is not circulating. I mean how could Skerrit tell us about the economy when we know for a fact that a few weeks ago he was able to bring down 3 prosecutors from T& T to go after his political foes, like Trump attempted to do? Did they come for free and paid hotel from their pockets! They will be back tomorrow for Thursday war against freedom of expression. Will they be doing this for free? Did Skerrit take the state of the economy after Maria into consideration? Did Skerrit take the state of the economy into consideration when he hired the Barbadian accountant? Did he consider the economy when he bought JI, like slaves were bought?

I would like at this time to ask Mr. Skerrit about a 58 years old young man from his constituency, that I would like to refer to as Tabanak. Skerrit is Tabanak receiving a monthly pension at age 58? Can you please tell us if is true Tabanak has been receiving a pention since 2015 and if so, who added him? We talking about a young man that is healthy, never worked for the government, never paid tax or social security. Skerrit need to answer a lot of questions that he is yet to answer

      Ittassi Too – Are you able to give us any information on that young farmers group from Penville that Skerrit gave $100,000 for ‘farming’ in February 2016? Has there been any progress by that group in farming?

      According to an online dictionary, the word Farming can be defined as “the activity or business of growing crops and raising livestock.”

      Were any of those guys in that group active farmers before the monetary presentation? If so, how many of them?

      Is that group still active today and engaged in farming? How has that group used the money Skerrit gave them for farming?

    As a fellow villager it hurts me to hear a fellow Ittassi man talk so much foolishness. Why would a man like Skerrit even accuse Mr. Linton of not being able to handle the economy when the world knows Skerrit has wrecked the economy of Dominica? I am convinced that if Linton were the PM our economy would be much much better than the shit Skerrit put our country under. Skerrit is only concerned about himself and to hell with Dominica, whereas Linton would make FIXING Dominica his priority. Since Maria Skerrit went to Barbados and hired an accountant. Then he paid JI lots of money and created a ministry for him, just to buy him from UWP. On top of that he ensured that Ross University. a major contributor to our economy, run out of Dominica and went to Barbados with the assistance of his three Bajan advisors that we pay a salary to. Not only that but for political reasons Skerrit has increased the number of pensioners that are NOT qualified.

How can one maintain his or her self in Dominica with less than $500 a month? I mean, $500 per month is not even enough. Some Dominicans are looking at the “reserved” and what they think they have in “reserve” and are too wicked to release. Do we understand that anything invested wisely will bring returns. $500 a month could generate income for so many if we think of the domino effect. It is therefore my opinion that the government of Dominica (“One Man” – AA) does not want to see the people free and independent.     Skerrit is the last person on Earth to talk about managing the economy. Skerrit must understand that he destroyed Dominica to the point that we don’t even have an economy. Weeks before Maria, let’s not forget that Skerrit had so much money to throw that he was going from village to village dishing out large sums of monies that are yet to be accounted for. That happened shortly after the arrest of oney Monfared, when Skerrit was planning a snap election. After Maria he was also on a capaign giving monies to so called farmers that did not even have a tree of cannabis in the soil. Then he worked his magic to get rid of Ross University, just to put the country on a CBI economy that he alone knows about. We also heard of a US$100 MILLION (EC$ 267 MILLION), debt forgiveness from Venezuela in Sept 2017, that Skerrit is yet to address.     I remember that just a few weeks after TSErika he went on with his calling for International Airport, at a time when the Government neede to assist so many people who were stranded then; not even having a place to live.

Yesterday, on Matt’s show, a caller asked him whether his party has done feasibility studies regarding the potential for cannabis to be the salvation to our economy as he, Linton, claims. He responded: “the feasibility? Well, the feasibility is in the law!” Huh??? I mean, are you for real?? Since when does a law equate to a feasibility study? And now, we have his misinformed and ludicrous off the hip call for an increased “pension!” What a dimwit!!

      It is clear that you are having much difficulty making sense of the PM’s statement, let me help you.

      1. Linton proposes pension increase for “all public pensioners,” i.e. increasing recurrent expenditure on the heels of 227% GDP loss of Maria and 95% loss of Erika for thousands of pensioners. The PM proposes an increase for a much smaller number of persons that is commensurate with their past standing as head of the Government, i.e. a measured step forward
      2. Linton offers absolutely no logical explanation grounded in facts or scientific analysis that will justify this increase. The Hon Minister of Finance, a.k.a the Hon. PM, schools Linton in how a Cabinet in our jurisdiction arrives at an increase for pensioners.

      Chalk and cheese! This is why Lennox Linton is not and never will be an alternative to Roosevelt Skerrit (Hon. D.H.L, Duquesne, USA; Hon. D.Litt, Lovely, India).

      Now, go sit in a corner and do not touffay!

    It would appear that mr. Skerrit has scored an own goal again. I suspect it is not because of our financial situation but because such a popular proposal was initiated by the opposition and mr. Skerrit can’t stand being caught on the back foot like that. He is not able to claim credit for it. Now he looks like mr. Scrooge and I pitty him.

    Wow, just wow. The Prime Minister opened this can of worms with his pronouncement on Independence Day that those same pensioners would receive a “one-time” gratuity to bring the pension up to EC500, and others also getting “topped up” one time. It would be useful to know just how many Dominicans receive only EC300/month, and how much it would cost the Treasury to increase it permanently to EC500/month. Then I think clever Dominicans would cost out the proposal, also by the Prime Minister, to augment the pensions and perks (a car every 5 years) for former Prime Ministers. Essentially, how much would be spent on only 3 (right now) former PMs versus how many of the poorest of Dominica’s people would benefit. Do the math!
