Dr. Carissa Etienne is elected PAHO Director

Dominican Dr. Carissa Etienne will be the new Director of the Pan American Health Organization (PAHO).

She was elected today by PAHO Member States during the 28th Pan American Sanitary Conference.

Dr. Etienne will begin her five-year term on 1 February 2013, replacing Dr. Mirta Roses Periago of Argentina, who has been PAHO Director since 2003.

Dr. Etienne is currently Assistant Director General, Health Systems and Services, of the World Health Organization (WHO) in Geneva. From 2003 to 2008 she served as Assistant Director of PAHO, WHO’s Regional Office for the Americas.

She holds degrees in medicine and surgery from the University of the West Indies as well as a master’s in community health and an honorary diploma in public health from the London School of Hygiene and Tropical Medicine.

In Dominica, she has served as Chief Medical Officer (in 2000-2002 and 1995-1996), Director of Primary Health Care Services, Disaster Coordinator, and National Epidemiologist in the Ministry of Health.

She also served as Coordinator of the National AIDS Program and as Chairman of the National AIDS Committee. She served twice as Medical Director of the Princess Margaret Hospital and was an Associate Professor at the Ross University School of Medicine.

At WHO, Dr. Etienne led efforts to renew primary health care (PHC) at the global level and to strengthen health systems based on PHC, promoting integration and improved functioning of health systems. She promoted policy directions to reduce health inequalities and advance health for all through univesral coverage, people centered care, the integration of health into broader public policies, and inclusive and participatory health leadership. At PAHO, she led the renewal of PHC in the Americas and the development of a regional strategy for implementing PHC-based health systems, including Integrated Health Service Delivery Networks.

PAHO celebrates its 110th anniversary this year and is the world’s oldest international public health organization. It works with all the countries of the hemisphere to improve the health and quality of life of the peoples of the Americas and serves as the WHO Regional Office for the Americas.

    Anyone who understands the dynamics of PAHO will undoubtedly be elated that a Dominican Dr who has served in the trenches has be been elevated to the position of DIRECTOR-PAHO. She is an ambassador of unquestionable worth. A true light bearer of the UWI. The faculty of Medical Sciences would be well advise to recognize this Caribbean icon by installing a monument in her honor. Well done Dr Ettiene!!

Thank God that previous Governments allowed you to serve as a young Doctor.They gave you the opportunity to practice your skills and show your works. Today our young doctors are being replaced by Cubans and Chinese. There will never be another Dr. Ettiene if this policy is allow to continue.

This provided you with the opportunity to develop your skills and show your abilities. Young doctors in Dominica today are being replaced by Cubans and Chinese. Your foundation to reach the position of being the second female Director of PAHO was well laid out and there are so many who contributed to and provided oppotunities so that today Dr. Etienne can make us all feel so proud.
    I have not read any reference made about the visionary gentleman – Sabie(Former Minister of Health and President of the Executive Board of PAHO)who was responsible for influencing the appointment of Dr. Etienne as Assistant Director of PAHO some nine years ago in Washington.Serving as Dr. Mirta Roses’ chief spoke person this genleman’s other mandates were fully accepted and implemented.PAHO Focal Point and increased subvention in countries such as Dominica.The rest is hitory as Dr. Etienne effectively demonstrated her capacity at PAHO, WHO and elsewhere over the years.     Dr Carissa is now at the helm of a multi national pan-global health organization. She is not a religious leader and cannot do her job through a religious lens. The fact is, the WHO programs must address, and not alienate LGBT individuals if they are to make a dent in the eradication of global pandemics like HIV/AIDS. I just knew that amid the flood of congratulatory messages on here, someone was going to mention that Dr Etienne also previously added her voice to the call for decriminalization of homosexuality in Dominica and you folks did not disappoint.

    This is the exact kind of misguided, religiously propagated attitude that has black people between the ages of 15 – 45 being the fastest growing new HIV infection segment, within the world population. LGBT issues, like everything else in modern society, have to be addressed and discussed by all leaders, medical, civic, religious and otherwise. That discussion must address the decriminalization of activities that people will engage in anyway, thus freeing people up to seek appropriate testing and subsequent care which will then begin to halt the spread of HIV/AIDS within the black diaspora. Relegating this discussion to the shadows does not make it go away. It just ensures that our own ignorance will continue to cause our children to die of HIV/AIDS. Stop this idiotic thinking and celebrate this woman for what she has accomplished!

      Can you nagine if Dr.Ettienne`s appointment was left in the hands of Skerrit, The AG, Lennox Honeycgurch etc. These people know nothing of due process and would have flaunt and mess about with PAHO`s due process (constitution) to do their business..
      Dr. Ettiene is a geuine legal PAHO head, no questions asked, no doubts and no rush appointment. She will be sworn in February 2013.

    One of the best doctors Dominican has ever known…such a loving and kind hearted person…she was my childhood physician and always dreamed of emulating her. Also a patriot at heart…heard the story of how she was in school when hurricane David his Dominica, but left to return home to assist in relief efforts. This woman has served Dominica with pride and hope that she will continue with the Lord’s continued guidance into her new post. Keep on making your fellow countrymen proud. God Bless

      I just knew some person would come up with this idiotic statement. Dr Etienne has just been appointed to the helm of an international health management and prevention organization with responsibility for all of the Americas which includes a pan-Caribbean focus. She was not appointed a religious leader. This backward religious way of thinking that we refuse to let go off in Dominica and other parts of the world is what has blacks between the ages of 15 and 45 as the fastest growing group of new HIV infections in the whole world. Dr Etienne was right to call for the de-criminalization and the de-stigmatization of LGBT activity so as to give people the freedom to access testing and other urgent care which will curb the spread of this disease. Burying you head in the sand or relegating LGBT matters as criminal and not discussed will not cause it to go away. It will just continue to cause people in the black diaspora to continue to die unnecessarily of this pandemic.

    This is indeed fantastic news especially coming at a time when many Dominicans at home and abroad are depressed from the political news at home.

    On Monday, we were not proud to be Dominicans but today as the PM has indicated we can come together to sing our praises and to express our congratulations.

    We are proud. We, the people can claim the bragging rights in boasting that the head of PAHO is Dominican as much as the PM has claim the bragging rights of the efforts of his gov’t in securing the appointment of Dr. Etienne.

    Dr Etienne’s qualification, experience, skills, character, professionalism and general disposition were never in question throughout this tough period of lobbying and negotiations leading to her appointment, something that we cannot say with respect to our Prime Minister and President.

    Based on her exemplary contribution to Dominica, the Caribbean and the international community, we have every confidence that she shall succeed. She has the overwhelming support of the people of Dominica and the wider Caribbean region.

    Well done Dr. Etienne, we are extremely proud of you and we wish you the very best, aware the numerous challenges that anyone in such a sensitive and high office in the international community will be faced with, which are multiplied a million-fold when that person is female, from a small developing Island state and non-Caucasian.       Of course all of us are proud of her achievements. I know this lady personnaly and i know she can deliver.

      This is the same Dr. Ettienne who worked in the Ministry of Health here between the years 1995-2000. If you speak to her, and she is in the mood, well, she has much to say about being victimization of assumed non-supporters by the political directorate of the day. Please check the dates. I wonder what the then Minister is saying now.

      Dr. Ettienne’s and Eliud Williams’ have atleast two things in common. They are both from the west coast (Massacre and St. Joe) and both of them suffered (victimized, refused opportunities)at the hands of who ???. Ask Eddie and his UWP.

      now I’m really lost as to how UWI fits into that…regardless where she studied I’m convinced it’s this woman’s dedication to her career and love of country that got her this far and by the grace of God will carry her onwards…so for sure UWI didn’t instill love of country in her…cuz if that was the case all those other uwi doctors that r in d/ca stressing out people and make the system harder for all would have gotten to or surpassed that pinnacle…so please attribute her achievements to her work and commitment and not to a school which is only a mere speck it what she has accomplished

      You are good. It does look like Tim in the background. This explains why he was absent from the vote of the new president on Monday. Remember the government should have had 26 votes but the president was elected with 21 votes. It would be interested to know what happened to the other votes.

    It is unbievelable that Skerrit is taking credit for the appointment of Dr. Etienne.The man claims that because of his foreign policy Dr. Etienne received the appointment.It would appear that Dr. Ettiene’s educational qualification and experience gave no credence to getting the post.Because Skerrit wrote to Caricum etc for their support,cannot be all inorder to get such a post. Skerrit is asking Dominicans to come together and enjoy that great achievement,but he went ahead and mess up the joy when one listens to his address to the nation.

      Doc Love, actually that is a very good observation but the supporters of Mr. Skerrit are so partisan that they cannot stand truth and are offended by it.

      Actually, it should not be unbelievable that Skerrit is taking credit for the appointment of Dr. Etienne. This is what politicians do. They always blow their own trumpet, take cheap shots and they know how to milk the cow.

      Of Course, we know better and Dr. Etienne is where she is largely because of her qualifications, experience and personality etc.

      However, truth be told, at that level qualifications and experience will only take you that far. A lot has to do with political lobbying and yes, you need to have the support of your government, its economic and political groupings and the foreign relations machinery.

      Therefore, let’s allow my Skerrit to steal the spotlight as all dictators do. As far as Skerrit is concerned had it not been for him, Dr Etienne would not be where she is today—and there is some truth in this.
