Gov’t, opposition at odds over Ebola crisis

Prime minister, Roosevelt Skerrit, has said the matter of placing a travel advisory for Ebola-stricken countries is being discussed by cabinet, while leader of the United Workers Party (UWP), Lennox Linton, has blasted the government for lagging behind other OECS countries in their approach to the deadly virus.

In recent times, several regional countries such as Antigua and Barbuda, St. Kitts, St. Lucia, St. Vincent and the Grenadines, Trinidad and Tobago, Jamaica, Guyana, Haiti and Colombia have placed a ban on travelers from several West African countries including Sierra Leone, Guinea, Congo, Nigeria and Liberia.

Skerrit said a decision on the matter could be reached as early as next week.

Speaking on state-owned DBS Radio on Friday, Skerrit said the ministry of health has furnished the cabinet with a recommendation and it is currently being discussed.

“There is a recommendation from the ministry of health to put a travel advisory on the countries that have been badly battered by the Ebola virus,” he said. “The matter is before cabinet, we are discussing it.”

He said more consultation is needed.

“Because it is not always a decision you take lightly,” he noted. “One has to be mindful of the economic isolation of countries. Once you take a decision like that it may end up posing more challenges in confronting the Ebola virus.”

But Linton has criticized the Skerrit administration for what he deemed “a slothful and negligent approach” to the Ebola threat.

Speaking on Q95 FM Radio’s The Hot Seat programme, Linton said the threat of Ebola became apparent in March this year, yet the government did nothing significant about it until October after the UWP called for action.

He noted that it was only one day after the UWP denounced Government’s lethargic approach that officials from the Ministry of Health went public with a highly questionable statement that Domincia’s health officials were “ready” for Ebola.

He pointed out that the following day, Skerrit effectively “threw those health officials under the bus when he announced the ejection of Nigerian group ‘Flavour’ from the lineup of artistes for Dominica’s World Creole Music Festival (WCMF).”

Linton described the government’s decision to bar Flavour from performing at the festival “as a veritable knee-jerk reaction which exposed a frightening delinquency on the part of Government and pointed to Governments inability to take effective proactive action to deal with a possible health crisis.”

Skerrit said a decision on the matter could be reached by next week.

“At the end of the day one has to be mindful of the safety of our own citizens,” he said. “I think the cabinet will take a decision very shortly, as early as early next week, that is the next cabinet meeting on either to approve or disapprove the recommendation.”

The World Health Organization has said there is are nearly 5,000 confirmed and suspected case of Ebola with almost 4,500 deaths. It said there could be as many as 10,000 new cases of the deadly virus by the end of the year.

    I think in order to protect The People of Dominica there should be a Ban on people travelling from many parts of the world to Dominica. Because of the fact that Dominica really doesn’t have the recourses to contain the Ebola disease we should stop it in the Gates in any way that we can before we have to deal with a catastrophe. Banning travelers is the best place to start. What is the Prime Minister think why is he still discussing the matter. is he waiting for a dream? or is he dreaming?

      If we put a ban on “on people travelling from many parts of the world to Dominica”, then we’ll have even less resources to deal with anything – not just Ebola.

      That’s because it would damage the economy and hurt everyone in the country. We are only an island geographically speaking but we are dependent for our daily bread on the rest of the world. Like the whole Caribbean, we are very dependent on people visiting from outside. What we need is to not panic but come up with a reasonable plan.

      Ebola is not highly infectious. For example, the people living in the Dallas apartment of the sick man did not get the disease. It is mainly a risk to the caregivers of infected people, so we should prepare to protect those working in health care, handling bodies, or disposing of health waste.

      Let’s not lose our heads – let’s use them.

    There is no direct flights from any major country to Dominica.

    Ebola is a virus…………so in the early days of Ebola…………how is it different from any other virus…………………it is not.

    It is about time we dispel the myth that we do not have an international airport.
    – the opposite of an international airport is a domestic airport (one that handles flights inside a country only, typically without customs – or immigration facilities).
    – an international airport has flights coming from- & going to other countries and therefore has customs- & immigration controls. By definition both Melville Hall and Canefield are international airports – we do not have internal flights!

    ALL flights from/to Dominica are going to/coming from airports in foreign countries.

    As an island we are ideally placed to put health controls on ALL flights coming into Dominica, regardless where they originate, especially since a considerable number of passengers will have transited at airports, without entering the countries where they are located, possibly from territories where ebola is endemic.

    I’ve found this debate on ebola very fascinating. Unfortunately, as seems to be the norm, most of us get emotional without giving much thought or properly informing ourselves. The World Health Organization has advised AGAINST a travel ban, the Caribbean Regional Public Health Agency has also advised against a travel ban, the United States, which has direct flights to all the infected countries has stated quite clearly it will not ban travel from these countries, yet we talk of banning people, we have even banned a Nigerian band, Nigeria which has had a grand total of 8 deaths and has controlled the ebola spread. And while St. Vincent and St. Lucia have announced bans on the three West African states, Barbados has made it clear it won’t follow suit. I must congratulate Barbados.
    Let’s consider what we’re saying here. Suppose we ban the people from these three countries from coming to Dominica, what are we likely to achieve?
    There are no direct flights from any of these countries to Dominica and the number who travel here normally are slim to none. So what’s the point?
    Secondly, are we really protecting ourselves from ebola by banning them? How about the people who come here, who are not from any of these countries but are likely in contact with them? How about the Americans, the British, the Canadian? Must we ban them as well? What if a Dominica goes abroad and somehow contract the virus? Will be ban him/her?

    What we need to do is to ensure we have the proper equipment in place, that we do the relevant training and we prepare in the unlikely event we get a case of ebola. We know it’s extremely difficult to contract the virus. Let’s not all get into a wild panic and begin acting irrationally. Which is what Mr. Linton seems to want us to do, which is what the prime minister did when he banned the Nigerian band. Both irrational, neither leading when it comes to ebola

      @South East there’s countries like Puerto Rico,St. Marteen, Barbados, Martinique, Quadeloupe, these countries haven’t placed bann and they have direct flight and direct ferry to Dominica, screaning for fever is not 100% safe because if you contacted someone got eboLA 2 to 5 days fever will not detect when that ebola victim screaned at the airport the symptoms will not show immediately study shows it takes 21 days before fully infected with eboLA we should be at the safe side than sorrow our government should place bann as well.

    Considering DA does not own an International airport and i read in one of your comments by Llinton that the other islands took great steps in banning them so folks it is simple how can they get in when they are not allowed to get into these ports then D A is safe.       I will not go as far as to say he’s an empty barrel. I think he’s an intelligent person. That’s why he’s able to use these opportunities to his political advantage.
      That being said, I do not agree with him on this point. I have to agree the the PM here. We can’t just go along banning countries from out ports. It has to be a well thought out decision.

      Just want to say, that if the PM had came out and banned countries from the get go, I bet you they would be saying that he didn’t take the time to think it through.

    The truth is this is just pure politics. Politicians seize on any thing during an election season to gain points and that goes for both the opposition and the ruling party. This is no exception. The first thing is, should anyone from these countries with Ebola, decide to come to DA, they have to go through one of the countries that was mention of having a ban on travelling for Ebola ridden countries. Surely, the opposition and the Govt. must know that hence DA should be in no hurry for there is no imminent threat to DA. Interestingly, we aren’t talking about countries like USA with cases of Ebola that is more of a threat to DA. The question should be what are our capabilities should a case of Ebola be discovered in DA? Lets us all put our party politics aside and stop that fear mongering to allow our people to make educated and decisive decisions.

    It is palpably obvious that Skerritt and his government are clueless with regards to Ebola. Can you imagine more developed, infact, first world countries are struggling to deal with the disease, people who were suspected of being exposed were forced to remain in their homes by the American government, yet we hear our minister of health telling us that D/ca is ready for Ebola. N.B. It is this same health ministry which was unable to cope with leptospirosis (a condition treatable with penicillin but which led to deaths in D/ca), Chick V in which at least 40% of the Dominican population became infected. Now they are beating up their chest and say they ready for Ebola, which kills at least 50% of those it affects. Can you imagine this disease hitting our little 60,000 people in Dominica. It would virtually wipe out D/Ca.

    So unless the government’s intention is to render D/ca a waste land, it should exercise prudent risk management by decreasing the risk of Ebola visiting our shores. I suggest that not only should the government issue a travel advisory but they should also ban WCMF, Creole in the park and scale down on the Independence festivities and Carnival next year. To do anything less would be tantamount to risking the lives of Dominicans, alternatively, if the Government continues to support these activities you could vote against them by not attending those events which though less effective in risk management than the complete ban, it would be a step in the right direction.

    First of all the Ebola virus is not in Dominica so there is no crisis to address. second precautionary steps are now (October) being taken by most countries and just because other countries made decisions early because their economies are almost entirely tourism based Dominica should not just ‘follow fashion’. A methodical, proactive and sensible approach should be exercised which is what is being done at the moment… at least it seems that way. What if every country in the world put a ban on travel from Dominica because of Chikungunya virus? What then. In the global context politics and governments can be vindictive. Lennox is short sighted, reactionary and looking to score political points at the expense of sensibility and good governance. The only way to effectively prevent such an epidemic from coming to Dominica is if we ban travel from every country in the world, because someone from Liberia can travel to the US then Antigua then DA, or Sierra Leone to Bahamas then Trinidad then DA. The opposition thinks that their only job is to oppose… please do something, offer materials, training and information to healthcare workers and the general public. Instead of constantly chasing after the prime minister like an ex girlfriend with a gwos pwell!!

    @whoistoblame–The man that died in the Arik plane that came from Nigeria to the US did not have ebola. Please do your research well. And for your information, it was an American who naturalised in Liberia (Patrick Sawyer) that deliberately brought ebola to Nigeria; but that is history now. There is NO more ebola in Nigeria. It has been tackled. The Nigerian government has spent millions of US dollars to assist nations that are striken with ebola–like Guinea, Liberia and Sierra Leone. Those nations also asked for manpower assistance and Nigerian health officers had volunteered to go to those nations. Please check these facts. I am sure the government of Nigeria will be more than ready to assist any Caribbean nation that requests for help in terms of manpower, kits and money to curtail ebola. Nigeria has been doing that for the ebola-striken countries of West Africa, and will do same to any other country that solicits for her help.

        @ Malgraysa. Patrick Sawyer was an American who came to Liberia with his late sister. Both of them got naturalized but they are dead now. The sister was the first to die of ebola. Patrick Sawyer’s mother, wife and children are still living in USA. I know all about the stuff you mentioned. I know about the origin of the name Liberia, and also know about Freetown of Sierra Leone.

    Over a month ago St.Vincent implemented a travel ban on people from the regions that are sticken with the Ebola virus. That action showed the people of St. Vincent how much their government cares for them. While the cabinet is debating the matter people are travelling freely to Dominica from those countries and the virus could in Dominica already.

    What is the PM trying to do, see how many Dominicans that will not be around to vote against them in the up coming elections? He does everything else without informing the people, why for something so important he is discussing it with cabinet.

    You lot should be more cleaver than that. Every country has there own system. Now look at the UK in a case like that a COBRA meeting is called, where all the MPs meet in the house of Commons. Tell me what is the problem with the PM calling in the cabinet, stop being too hasty the government will take the right decisions depending on the situation at hand because they themselves have a family. Stop being so negative towards the government. Here in the UK we just wait that’s all. And at the end of it all the PM Is the one to have the final say and inform the country of the decision. It is a grave situation but the government will not put its citizens at risk. Thank God I don’t support any government cause I would be getting histerical like you lot.

    Come on Dominicans we need to get real. We all agree, Dominican’s health infrastructure is not in a position to deal with Ebola and all that it entails. We can ill afford the implementation ineffective solutions. A blanket ban on individuals traveling from Ebola stricken west African countries serve only to placate a genuine desire to do something. In reality this ban does very little to reduce to chance of the virus entering Dominica. The overwhelming majority of non nationals entering our ports do not come from these west African countries. Statistically, an Ebola carrier is more likely to enter Dominica from North America or Europe or Latin America than from west Africa. It very unlikely that we will be calling for a blanket travel ban from these regions.
    As the Government of Dominica contemplate its actions for reducing the chances of the virus entering The Nature Island it should consider among it highest priority the need to evaluate the health of individuals( checking for symptoms of illness) as they enter the country. One simple way to do that is to monitor the body temperature of persons entering Dominica (this currently being done at some airports in the United States). Dominica, by virtue of the small volume of port entries is able to be very thorough in this regard. In addition, we may want to consider visa requirement that include a 21 day medical certification to cover the incubation period of the virus.
    The matter of crew ship visitors must also be addressed. Mexico has recent refused landing rights to a U S crew ship. Will we to allow entry to any and every body on a crew ship.
    Given the gravity of the situation, we cannot expect the government to act by following the crowd. The matter must be duly considered.
    Should the cabinet return to tell us that they plan a blanket ban on travel from west Africa as the solution to the problem, I will be very disappointed. We need meaningful solutions. I trust I will not be disappointed.

    I think that I would feel much more protected and confident that Ebola would not make its way here if Linton had said that the government should put a ban on people coming from America, as at present this seems to be the hot spot for Ebola. He should go further and say that we should ban all food imports from America as they may infect our food with Ebola because he is always looking for ways to inject hysteria among the population.

    IF that’s what will make the people happy..then give it to them but as I said in a previous comment it’s a very tricky situation and all banning the people from the hot spots in West Africa might do is allow the authority in DA to prepare as best as they can and delay the disease from getting to their shores.
    The world is a small place and we can’t behave like DA is on planet mars.
    So hope for the best but you got to prepare for the worst,and should the worst not show up,then thank GOD.
    As is the case here in America.These folks do not travel from Africa direct to America,and I would think it’s the same for the Caribbean.So the authority down there would have to ban flights coming from Europe and else where in order to keep these folks out.
    I remember talking to some Nigerians who wanted to go to the U.S but had no visas and so in other for them to get closer,they decided to get to the Caribbean. They got unto a plane from their country to London,then unto France,from France unto Mexico,from Mexico to Cuba,from Cuba unto ST. Martin.
    So here we go,the authority would have to ban flights from all of these countries in order to keep these folks out.And if they really want to get there, there really isn’t much standing in their way,especially the Nigerians,they could get you any sought of document that you ask for,do not forget that’s one of the most corrupt nation on the face of planet earth.
    All in all..take max precaution people but do not forget,what you fear that’s what usually overtakes you..
    Look to JAHOVAH instead for protection and guidance.And HE will give to you the peace to weather the Ebola storm.

    The cruise season is set to begin on the month end, as well as Creole in the Park and WCMF…My question is what happens when less than suspecting individuals arrive here from the States – Dallas or Ohio who may have had contacts with someone who is infected with the Ebola virus? Remember people move far and wide in the US. Also what happens to persons arriving on yachts, how are their faeces disposed of in our waters? What screening measures are there for persons arriving on the Ports..have the ministry of health ordered infrared thermometers?

    Truth be told this government has never had regard for the opposition . This government has always shown little or no respect for the opposition…. They have been on a joy ride unopposed and even to carefree at times. Now that the opposition got some clout n some testicular fortitude , the government is on its toes.
    There is always need to seek the help and views of the opposition on matters of state. In the case of Ebola, that’s an international crisis therefore all hands must be on deck. No need to use Ebola to gain political points….. If the government fails to consult the opposition on such matter, well it’s the opposition business to have them on their toes………..
    The pm and his government should be obsess with fighting ebola instead of being all over the place trying to fool pool Dominicans for votes…..
    Dominica is already so laid back n like an international free port please put things in place to deal with ebola…. Stop the Ole talk now educate the peeps bout ebola not how to be safe……. what about a control center…

    The choice is : Ban or BE BANNED.

    Let them even SUSPECT a case of Ebola exists in Dominica, especially after the WCMF when all those flu like symptoms take a hold of the place, and you’ll see how quickly a travel advisory will be placed against Dominica.

    If there’s one time we should jump on the bandwagon and follow our Caribbean neighbours, it’s now.

    Unfortunately for us in Dominica our dear PM fits the description above. Skerro knows that LLL is correct but simply will spin, duck and weave because he fell asleep at the wheel. First he threw Colin and Tim-tim under the Ebola Bus but forgot to grab control of the wheel and steer the bus directly. Now LLL and Team Dca (UWP) are crying out in the interest of country first – which he Skerro constantly preaches- he and his disciples are mad at LLL. Imagine that!

    Dominicans, STOP comparing the actions (or lack thereof) of the USA to Dca reference the travel ban. Let no one fool you, America may not be perfect but their resources are endless so it is time we put politics aside and tell Skerro cabinet or no cabinet impose the travel restrictions. Matter of fact, since when we had a cabinet under Skerro? I myself doh want to die from Ebola. I want to see elections because I want to see those corrupt leaders go to stockfarm well fitted in their dungaree uniforms. Hence another reason why Change Is A Must!

    I heard in a responsible newscaster today said that people in his country are more likely to die from the FLU than EBOLA. I am in total agreement with that and I will add that we in Dominica are more likely to die from the Flu and pneumonia or a traffic accident than from EBOLA.

    We are told how EBOLA is spread. If everyone of us individually take all the precautions as directed by the Department of Health and the Government we will be safe.

    We all know we a small developing country; we should not think or wish that we would get such a disease. The opposition must be more responsible and get their information from the people in charge. We know where the disease comes from and sadly help and preventive measures did not come soon enough for them. Why is any one guess. But we know what to look for and we are in a better position than those in the affected countries.

    Luckily for us anyone coming to our shores will have to pass at least two countries before coming to Dominica and hopefully would be screened.

    Aren’t we happy that there are no direct flight to the soon to be named Douglas Charles Airport in Dominica from any of the countries where EBOLA h=

    Sometimes it helps not having an International Airport and this is one of times. All who want to say or compare what the other countries are doing think about. There risks are greater than ours at the moment.

My goodness………Dominica is being attacked by violence and theft and threatened by Ebola for Creole Fest but THEY WILL NOT CANCEL IT EH!!!!No, they won’t!!! Why???????     Canada does not have a ban. However, Canada is financially assisting. I heard on the News that the UN secretary asked Canada to double its assistance. Canada had given $35M. Canada’s PM gave another $30M to the UN to assist in fighting the Ebola crisis in West Africa. This brings the amount to $65M. No doubt the US and other countries have also contributed an exorbitant sum.
    Canada has also sent Ebola vaccines, still in the testing stages to Africa.
    Hats off to our Canadian PM. All this is from Canadian taxpayers’ money.
    Four Toronto hospitals are designated as Ebola referral hospitals; probably 10 throughout the country in each Province.
    Should there be a case or more, those who will be caring for Ebola patients, will not be allowed to care for other patients. This is a smart decision.
    All in all, every government has to meet with their cabinet in order to discuss this vital issue and then make a wise decision in this case, should they ban nationals from those affected areas or not.

      I am beginning to wonder which Ebola is worse, is it the Ebola from West Africa of the Ebola from Texas and the US.

      There is great cry to ban the African countries named as Ebola countries, yet there is no outcry to ban those from Texas and US by extension?

      I am just wondering whether Ebola from the US is more civilised than that of West Africa. My point is, if we are to immediately ban those emanating from Africa why not ban those from America. Why is Linton not calling for a ban from the US, is there double standard and is he afraid of the repercussion from the US?

      The article clearly states in 4 different paragraphs that the Prime minister is consulting with the cabinet which consulted with the Ministry of health. It also states that the cabinet will vote on the matter. Nothing in that article states that the prime minister is the sole person making the decision.

    This very sad to observe. Ebola is a very serious virus and politicians are behaving irresponsibly. The reality is that there is very little traffic between Liberia, Guinea, Sierra Leona and the Caribbean. Nigeria has brought this epidemic under control. Then why ban these countries?
    To give us a false sense of security.
    If you have been in contact with an Ebola patient, why would you come to the Caribbean, when we go to the US in our thousands for treatment.
    If Ebola arrives in the Caribbean, it is statistical more likely to come from a North American or European. With the exception of one case, all the victims of Ebola outside of West Africa have been westerners. Our governments could never afford to ban a westerner, so they divert our attention to people who rarely come to the region.
    The best way to stop the spread of Ebola is to treat the victims in their countries. That’s where the international focus should be. Banning someone who is desparate to leave, will only result in people seeking alternative routes to get treatment. If that happens it will be impossible to trace those who have been in contact with Ebola.
    What I would like to hear from any of these governments is what they plan to do if a case of Ebola arrives. That’s what we should be asking. If we fail to ask that question we are all Iiving in a fools paradise.

      I agree with you…the decision to be taken is a merely imitation of independent decision making. There are nothing to discuss really…all peers (St Lucia, Antigua etc) already made their minds up and Dominica as always trying to create an impression that there are some intellectual logical reasoning.
      Regarding preparation for Ebola – there are no such thing in Dominica as planning and risk management. Minister of Health already said that the island is ready for Ebola. I guess Ministry of Health should be renamed in Ministry of Science Fiction..otherwise where are all those measures which constitute the preparedness for Ebola such as:
      1) sufficient stock of hazmat suits
      2) comprehensive medical wards to isolate victims
      3) drills and live training for health professionals
      4) coordination of police and health workers
      5) detailed instructions for civilians of things to do and not to do once outbreak happens
      6) What is your plan if Ebola arrives with cruise ships during the season?

    people who have recently visited the stated countries as well as those who have visited Dallas or Spain or any other country where multiple cases have been detected should fall under the banned, quarantined or closely monitored grouping. and this should be done tonight thus being in place tomorrow.

    There is no travel ban in America where the victim die and others in the health care system are infected. They have asked the CDC for a ban on nationals coming from the Ebola hot zones and what does America has in place, screening of the nationals when they arrive in the US.     Ebola has been around for some time. Why the panic? A ban is pointless at this stage. Anyone can catch a flight from one of the stricken Countries to France then on to Guadeloupe. Should we ban people travelling from Guadeloupe ? We need a well thought strategy to deal with the protection of our citizens and visitors to our beautiful Island. The PM is an intelligent man. Thank God he’s not one to panic and make rash decisions. Others can learn the do’s and dont’s of a leader from him. Let us pray that it does not spread to the Region and that it is contained and eradicated very soon. Our thoughts and prayers are with the victims of Ebola and the grieving and suffering family, especially the young children they’ve left behind. Let us pray. God bless DOMINICA

      Very well said. Lennox is playing a dangerous game and it shows he is not someone to lead Dominica to ignorant and “bold face”. Decisions like these are not made without being well informed and considering the implications for all involved (that is the people of the affected areas and Dominicans)!

      The majority of Dominicans voted for the P.M.? Please read your constitution, no one votes for P.M. You all vote for a Parl . Rep. The President then decides which Parl. Rep. is most popular, and then assigns that Parl. Rep. as P.M. Educate yourself, read your constitution and understand.

    I hope God will spear us any serious medical problems due the Ebola virus before next week. Already we are very late, however, the wise one is saying to us, God is good all the time, all the time God is good. Dominicans have nothing to fear, absolutely no Ebola can come to our shores before next week. Don’t forget he was once referred to as Jesus. Maybe he knows something Dominicans don’t know.

    You guys left the affected places and still talking about Nigeria, DNO i suspect you guys need to take some course Nigeria has been declared ebola free..We should be more concerned about US and European countries , who are frequent to Dominica and will come for the cruise season..How many Liberians,Seirre Leonas and Guineas have you seen in Dominica???As much as they have to transit countries before they reach here. Did you the cruise ship with the Ebola nurse is in the Carribean?

      well said.even removal of the nigerian band was mere hysteria. and not based on evidence.anyone travelling from those stricken countries to dominica will have to first pass thru at least 2 international hubs where screemning is being done .no international expert is recommemndimng travel bans in fact they say it will in fact make the situation worse.Dominica really does not need to follow this hysterical token move by other govts.

      Nigeria is not ebola-free. It just have less cases. Last month I heard on Bbc there was a new strain of it in Nigeria.
