PM Skerrit says site of new National Hospital was not his original idea

Prime Minister, Roosevelt Skerrit, has stated that the construction of the new National Hospital on the grounds of the current Princess Margaret Hospital (PMH) was not his original intention.

He said this during a press brief and walk-around at the construction site Thursday morning, following a complaint by Ambassador of the People’s Republic of China, LU Kun, that constructing on an already existing and operational site is complicated and posed a big problem for the workers.

“This project is one of the most complicated projects … we had to stay open to the public at the same time we had to make the new hospital. So this kind of situation makes this project more difficult to push forward,” he said.

Skerrit said he agreed.

“I agree with you ambassador, I believe we should have had a clear site with no obstructions to build this hospital. I believe I should have imposed myself on the country and take a decision by myself to have created a new site because, sometimes, in a country, people do not appreciate the vision until it has manifested itself, we can see only see things that are physical,” Skerrit said.

He stated that the hospital should have been constructed on a new site and that his vision was to have it constructed in a way that doctors and nurses from the countryside could have easy access to it.

“My vision was to [have] create this hospital, build this hospital on a new site with accommodation for doctors and nurses who come from the country side, who have to be living in the city, and for doctors who are on call because the fact is, doctors who are on call should not be at their homes five miles away from the hospital. They should be on site and if there is an emergency, they walk through the hall and get to the emergency room immediately,” he said.

Skerrit added that his original plan was to transform the existing PMH into a “center of excellence for primary healthcare.”

“So all the primary healthcare mechanisms that we have in the Ministry of Health would have been located here and transformed this into a center of excellence for primary healthcare, but we have gone past that, unfortunately, but we are very pleased with the progress that you (project manager and Chinese Ambassador) have made,” Skerrit stated.

Phase One of the project is three months behind schedule due to numerous issues/complaints of the Chinese workers. The complaints include insufficient storage space to store materials, VAT refund of E.C. $230,000 for the period July 2016- May 2017 not yet receiving authorization, and construction of a temporary medical ward not being constructed as designs have not yet been approved by the government.

Skerrit stated that a meeting will be held at 2:30 pm this Thursday afternoon to discuss these issues and make the necessary decisions to solve them.

“The P.S. (Permanent Secretary) of Health, they are going to have a meeting, the staff needs to meet today at 2:30 pm to address all of the outstanding issues which have been highlighted in this report, and inform me of those being addressed by tomorrow morning. Some of the issues…they are in fact assisting in the delay of the project. So where we have control over the matters, we should address them because the matters that have been pointed out are not impossible matters, but we need to address them,” Skerrit stated.

In light of this, Skerrit has commended the Chinese Ambassador and the Project Manager, Jiang Wei, for the progress that has been made so far.

“I want to again express, on behalf of the government and the people of Dominica my profound gratitude to the government and the People’s Republic of China for their demonstration of true and genuine friendship to Dominica…I have no doubt that history will record China as being one of the best friends of Dominica,” he remarked.

    So DNO you mean to tell me you spend how long talking about how the PM wanted the new hospital in a different location, but your journalist couldn’t spend time to find out why that didn’t happen? You don’t think that is something Dominicans would want to know? You spend most of that long article talking about negatives, only to barely cover positive news right at the end?     sorry but the famous national hospital will not solve the problems in health care at this present time. don’t get me wrong. we need a new hospital ! I thought prevention was the way to go? Isn’t it at the level of the community? while community is failing you building a new hospital. Does that stop people from dying? If someone is sick in Marigot and marigot doesnt have the resources to keep them alive , it takes at least an hour to get to Roseau. wouldn’t the person still die? is like everything on hold until the new hospital comes. do you all really care about the people access to medical care in the community? so you increasing bed space at the hospital and making it pretty for more people to come . All your doctors leaving to go to other countries like st lucia. your nurses leaving. And you all are still in cabinet sitting adding thrill to an empty building while people suffering .

    We do know, no matter what, very seldom everything as thought of and planned go perfectly. There will always be hitches along the way.
    How often you critics have plans which did not materialize and/or went wrong? This includes building a house on a piece of land in a certain area and later realized a problem exists and you have regrets about it.
    At least he admitted his oversight which you should give him credit for. All will be well that ends well. When the new hospital is completed, it should be beautiful and everyone will be happy about it.

After attacking Dr. Irving Pascal in the Parliament who recommended the upgrading of PMH into a centre of excellence for primary health care and the construction of a new hospital elsewhere, today, Skerrit is presenting Dr. Pascal’s ideas as his own and attempting to divorce himself from this foolish idea to build a partly new hospital on the grounds of an existing hospital with patients and staff.

      I remember saying the site of the proposed stadium in Canefield ; right next to the Canefield Airport could have been developed to accommodate a real modern Hospital .Considering It’s only small planes occasionally utilizing there . A 3 storey sound proof complex would cost more or less the same as the nonsense i see going on in Goodwill, with non of the complications . The PMH could then be maintained as a proper health center. I was vilified for voicing such an idea . Now the rats at the PMH have begun running wild . Dominica not for my retirement again, only for the occasional visit like de tourist dem .

I mean Chinese ambassador now complaining and Skerro is on his side about the site, are you all blind enough to not see that this is early sign of the team practicing for the game, which is the election? I put it to you that after the election Skerrit will say the site is not good and the Chinese are not in favor of it and therefore he Skerrit is going to look for a new site and just before the 2025 elections he will choose a site in another constituency he will lose in the 2017 elections.     There were so many appeals on radio, on talk shows begging this man to look at other proposed sites and build a new hospital from scratch. Concerns about noise, dust, the risks the project could pose to staff and patients etc etc and all this was ignored, now this man is telling the Chinese ambassador this fiasco wasn’t his original idea? I dare you Skerrit to tell the Dominican people whose idea it was then. individual who has come to believe he is a GOD and infallible, above reproach and error.

    • In the first place, if the Chines hospital built in Afghanistan is an example, by the time the Chines are finished, the result will be the same as the one they built for the a Afghanistan government, which cannot be utilized.

      The Hospital they built in Afghanistan is inhabitable; never used from the day it was completed. All these people are doing is making a mess for us to deal with, the millions of we are going to owe the Chines, would serve a better purpose if it was flushed down the sewer. The clown Roosevelt Skerrit has already discover what the result will be, hence he is already shifting the blame.

    The pm now admits it was a mistake to build the hospital on the same side. But instead of accepting responsibility, he says it wasnt his idea..lol…of all the projects dat do, i swear that is the 1st one dat no skerrit idea. So when it finish (if it finish cause d way things sounding is a Moroco hotel fiasco it sounding like) I better not hear thank god for skerrit…I want to hear thank god for whoever idea it was to rebuild the hospital on the same site.

    Can Skerrit be taken seriously? Is he an engineer to even talk about peeking site? Was the existing site picked by local engineers? Where was the plan for the hospital drawn? Who designed it? Did the Ambassador of China not know about the difficulties of building a hospital on an existing hospital was going to pose serious problems before contract was signed? Now that work has began almost a year ago the players are now crying and the joker prime Minister, who by the way is a total disgrace to the nation and should not have any moral authority to sign any contract on our behalf, is now saying, “I agree with you ambassador, I believe we should have had a clear site with no obstructions to build this hospital.     Take that Dominicans who have been saying we have a visionary leader. What he had been advised was to upgrade two hospitals to modern standard. One in Marigot and one in Portsmouth, this would significantly reduced the pressure on the hospital at Goodwill. Dominicans know of the many problems facing the hospital in Goodwill, eg, rats, birds excrete, wood ants and parking. In order to make the people of Marigot suffer, he felt it was better as the saying goes, ” cut his nose to spite his face.” This is just the beginning of problems , wait when other medical problems connected to old stuff which has been hidden in the ground of the hospital begin to surface and enters the air around the hospital. I would not be surprised, the Chinese might give up on the building of this hospital at the present location.

They only now realized the kinds of problems they would face building a hospital around one like PMH?? Not just for the patients trying to recover and stay alive but for the construction team? Really!!!!????. Really people???!!! Finish it, you already started. Lets see how this turns out. The next hurdle is to equip the hospital aftr it is built.

    Ego maniacs generally do not listen to any advice whatsoever. Each time I read anything related to the Physical Planning Unit on the island, I literally want to puke my guts out. I do not know where these people study. It’s the same old tired ideas from one generation to another. What a total wasteland of a department. In the middle of the building stage of the new hospital, you’re voicing these concerns. What a crying shame. Then again should we expect ?
    Customs and VAT issues proves how difficult it really is to get anything done. The entire customs department is like a weight around the necks of the people while whipping them with chains on their backs.

    You have the Stock Farm area a stone’s throw away from the hospital. You could have used that site and construct an access road from the current hospital site to Stock Farm, providing access for the Goodwill community. Of course, that would require bold vision, which you obviously lack. A portion of the current hospital site could have been redeveloped for housing, a movie theatre, shopping area and commercial real estate space, thereby reducing congestion in Roseau. If done correctly, it would be easy to add a large parking garage to accommodate increased traffic. The fools that you have in the planning department and devoid of idealism and vision just like you.

        Hugh it does with the right vision and engineers. That has and continues to be the problem in Dominica, lack of vision. You can also construct an overpass leading to the Wood Bridge Bay area, eliminating the nasty corners and creating a straight path to the hospital. It can be done. You could also create an access road at the back of the hospital over the gully, leading you straight to Stock Farm. I know the area quite well. The idea of multiple buildings on that site is also another major issue. There should have been no more than two buildings with multiple floors. Problem solved.

    You couldn’t make it up.This major project promised by Skerrit for how long?The site and physical conditions were more than obvious yet no consideration have been made for this in the construction plan.The site engineer must be a clown.

    PM, I am unclear why a hospital would be build to create a center for excellence in primary care … did you mean tertiary? We have primary care facilities – granted some need updating – but the vision should be a place for specialty care, diagnostic testing and high acuity cases. I still love you though :)

    The PM knows how to praise himself. Why destroy your fellow colleagues in public, washing dirty linen in the Caribbean basin? But of course, ministers will never resign, they know why. With regards to doctors’ on call. There has always been a doctor’s residence within five minutes walk from the hospital. The PM will not say why he suggested the hospital should have been built. Tell me why the hospital could have been built to accommodate doctors and nurses who come from the countryside.     Thanks much Skerrit, of course you can’t be associated with mistakes..ehehmm..btw, you have a splendid opportunity in Marigot and Portsmouth to build a state of the art facilities that will reduce the load of the PMH and Doctors and Nurses from the “countryside” will be able to work with ease..
    I wonder who forced Skerrit not to “impose” himself on Dominicans and make that decision on his own??smh!!…laughable from a Prime Minister..
