Specialist medical officers “alarmed” at PM parliamentary statement

The prime minister delivering the national budget in parliament

The specialist medical officers at the island’s biggest hospital, the Princess Margaret Hospital, say they are “alarmed” at a statement made by prime minister, Roosevelt Skerrit, at the closing of the budget debate in Parliament on July 29.

The specialists appear to be particularly peeved when Skerrit said, “these guys madam speaker, the taxpayers paying them and they out in Anguilla and Montserrat working while we paying them, that is the problem madam speaker..”

But in a statement on Wednesday the specialist officers pointed out it is “accepted practice that specialist medical officers provide medical services to the public and private health sectors.”

“As part of their private practice some of our specialist medical officers travel to other islands to provide their specialist services,” the release stated. “The perception conveyed that they leave island while they neglect their duties at the Princess Margaret Hospital is erroneous. These Doctors are entitled to utilize their vacation leave to engage in any activity of their choice including working overseas.”

The release further pointed out that Dominican benefit from the expertise of “specialist medical officers from other islands who are often contracted and paid by the Ministry of Health, Government of Dominica to provide their specialist services in Dominica.”

“The limited number of specialist medical officers available to the governments of the islands make this practice necessary and acceptable,” the statement said. “We believe that this is consistent with the principles of the Caricom Single Market and Economy (CSME).”

The specialist officers are now reassuring the Dominican public that “we remain committed to providing quality medical services as much as the available resources will allow.”

The opposition have lost touch with reality and are on their little smear campaign but they cannot change the facts with their unrealistic claims and observation. Dominica does not exist in a vacuum and we cannot suddenly be expected to perform better than the more developed countries. The fact is we have made great strides since this administration took office. This will be verified by all the reputable international bodies like The IMF, The World Bank , ECCB etc. These are the facts.

Are you Roosevelt Skerrit? You sound like him. What strides has Dominica made with this Skerrit lead government? If you are talking about the stadium, this initiative was started with the previous administration. The change in the road net work to Goodwill did not come about because of Skerrit. All of these ideas originated from other thinkers but Skerrit wants to take all the credit for himself. I am sick of hearing Skerrit and his labour party operatives. You need to stop the lies.

what strides have we made?Is breaking the rules of Parliament considered “great strides”?OK well You can say we have made great strides towards dictatorship that I think would be accurate.Let me just remind You when the Speaker told Mr. Skeritt not to mention the name of Jerry Brisbane in Parliament. What changed? How come She is allowing it now?How will She be able to tell the Opposition not to do it ?This Speaker must go and Skeritt should follow!

There is always a retarded who does not read the article and starts vomitting pure nonsense. Did you read? Was it the opposition who put strings on Skerrit mouth and made him say what he said???
If you think for one second that Skerrit was right for this statement you need to get your head checked.

Skerrit, did you realize that said these words?”But according to Astaphan, who is one of the lawyers representing the ministers, the defense did not take into the consideration the “plurality of the ministers.”

“I am not going to get into the merits and demerits of the matter,” he stated. “But if I make the complaint that ministers have raped and ministers have extorted sexual favors in exchange for public assistance, that has to be the defence that has to be met … the plurality of the ministers.”

He explained that the defense is suggesting that all Linton was speaking about was only one minister.

“There is nothing in the defense that we have seen to suggest that every minister of government has raped anybody or extorted anybody in exchange for public assistance,” he stated. “Nothing in there at all to cover the allegation against the collective ministers..” Now PM why use it in plurality? I guess you are the only person to say what you want when you want. The PM also said,”The prime minister went on to say that anyone who supports the opposition United Workers Party (UWP) is “a dishonest person” and “a bunch of modern day pirates” who have no interest in Dominica.. Again plurality. Time up pm

Good article…….”The specialist medical officers at the island’s biggest hospital, the Princess Margaret Hospital, say they are “alarmed” at a statement made by prime minister, Roosevelt Skerrit, …………” I support this move, the beginning of the opening of professionals in Dominica to come out and talk, and to protect the decency of their profession by unscrupulous politicians.
May I suggest that the initiative must be taken by these professionals to call a meeting/consultation of Professionals in Dominica to discuss this unsavoury attack by this PM.
Medical practitioners, social workers, doctors, community workers, nurses, technical, etc, all professional fields need to gather to support our own and protect our professions and that they are allowed to practice in peace their profession that is a devotion to deliver a service in peace.

This administration favors intimidation as their strongest tool, and will use it at the slightest perceived threat, real or imaginary! Their response to anyone who should voice any concern, is to try to scare them, threaten their lively hood, deny them concessions that they give to everyone else, lock them out of government contracts, and harass them in an effort to muzzle them. Dissent must not be tolerated, and must be quickly smothered by any means necessary! The police and and courts are unwittingly or unwillingly being misused towards this end. It seems that soon one might not be able to speak in Dominica, so be careful l !!

Well, when the PM have a headache, he leaves the country; When Timothy has a belly ache, he leaves the country; when Charlo heart almost stop beating, he leaves the country…I guess it doesn’t matter to them whether the doctors in DA stay or leave DA….Skerro and his boys don’t need them…But what about the little man? Can you afford to go to the US when you sick?
I don’t understand the reference to caring for Dominicans when you clearly saying that the doctors can leave if they want while most of the population need them.

Where is the shame? Both the PM and the Minister of Health ran to overseas medical facilities when they needed one and they there squeezing the doctor for criticizing the medical facility?

Boy, it seems there is little room for dissent in Dominica anymore.

So Mr Pm are you saying that the salary paid to Dr Pascal he has to use it to replenish inventory at the hospital for you. Dr Pascal and the other specialist are doing a damn good job. Too many times Dr Pascal, and the others have to send for medical supplies overseas to conduct surgery for people in Dominica. Simply because the Princess Margaret Hospital which you and your cabinet ministers are afraid of and allergic to has NOTHING to enable them to perform their tasks properly and you damn well know that.
Mr PM If IP”s statement about the health sector is untrue tell us why when you and your fellow Cabinet ministers fall ill and also when your family members fall ill you all look for the first helicopter to fly out of Dominica. Can you recall when the minister of health fell ill he REFUSED to stay in the Princess Margaret Hospital he demanded that he was flown out of Dominica ASAP and so it was. Why you all refused to allow your babies to be delivered at the Princess Margaret Hospital. So if the hospital and medical system is of such great standards according to your and the minister of health and fellow collegues why are you all running from it. You all to damn wicked

Parry, I would immediately ask the Prime Minister to withdraw the statement and apologize. He has made sufficient reckless statements as Prime Minister. Medical specialist and other professionals should not be surprised. Skeritt feels threatened by anyone who is more intellectually sound than him and does not kiss his as….. Can one Dominican engineer be proud of any significant infrastructure they have designed and build in the last 10 years. We have so many agri professionals and all I have seen is state of the art Chinese and Venezuelan built facilities. Joshua Francis and other successful lawyers who do not share his ideology and methodology were belittled on public media. That is the character of insecurity and weakness.
Meanwhile policemen who actively campaign, which is strictly against their code of conduct are given promotion and even made head of security after investigated for theft. Most of those who sit silent are compromised and are afraid they will go down with the PM when the dirt starts to come out.
Let me remind our Christian loving community that confession of our sins and pursuit of forgiveness is part of spiritual healing. We love to invoke God. It is time to clear our conscience and stop this madnesses before it is too late. We have created a monster and only we can keep it caged.

More partisan politics. Same pattern by uwp operatives- cause confusion and chaos to make it appear that the PM is doing something wrong. @August 6,2014, Why did you use my birthdate as your name?In so doing, you have given others the impression that August 6, is a bad day and is a sign of stupidity, ignorance, and immaturity. You need help my friend and you sure need it speedily! You don’t sound normal and to me you sound like a person with mental disability. Your comment is no doubt filled with partisan politics and mental mental disability. How do you condone the PM for standing on the highest stage-the parliament, during a budget debate, in the presence of the house speaker, and other elected members of the house, whose primary job is to protect the rights and freedom of all Dominicans, and instead to hear the PM attack those that have a different political view in the manner that he did? I agree with you that the PM has the right to respond to Dr. Pascal’s suggestions, but using the people’s parliament to raw on Dr. Pascal and all of us that hold a different opinion is very, very, very wrong and childish and therefore all those who support such practice by any politician is even worse of a child than Skerrit.

      August 6, 2014

Parliament is supposed to be the forum where the highest level of debate should take place. Parliament should also be the place where opinions will differ the discourse should remain at the highest level of civility.
DLP has been heard to be promoting education. It is said that the goal is to have a university graduate individual in every household. The question to be asked is what example are our present parliamentarians setting for young people who may want to pursue a career in politics? It is fair to state that there are few orators in the house of assembly, and many of our parliamentarians would benefit from a crash course in public speaking.
Finally, the speaker of the house should be ashamed of herself for her blatant violation of the rules of parliament. The speaker of the house should be an impartial individual. She should have stopped the PM on a point of order. This is another clear indication of her partisanship.

Let’s put party, politics and power aside for a moment and consider this idea!

Do you think Roosevelt Skerrit can benefit from a psychiatric evaluation? I am not at all saying the man is mad; I am thinking that the country and the man himself may benefit from an evaluation of his mental health. Over to you, readers!

    • Jaime Lewis
      August 6, 2014

Yes, it would be to the PM’s benefit if he were to receive a psychiatric or psychological evaluation. Here is my prediction. He would be diagnosed with Narcissistic Personality Disorder, with the following DSM-V Criteria:

      – A pervasive pattern of grandiosity, need for admiration, and lack of empathy, beginning by early adulthood and present in a variety of contexts, as indicated by five (or more) of the following:

      1. Has a grandiose sense of self-importance (e.g., exaggerates achievements and talents, expects to be recognized as superior without commensurate achievements).

      2. Is preoccupied with fantasies of unlimited success, power, brilliance, beauty, or ideal love.

      3. Believes that he is “special” and unique and can only be understood by, or should associate with, other special or high-status people (or institutions).

      4. Requires excessive admiration.

      5. Has a sense of entitlement, i.e., unreasonable expectations of especially favorable treatment or automatic compliance with his expectations.

      6. Is interpersonally exploitative, i.e., takes advantage of others to achieve his own ends.

      7. Lacks empathy: is unwilling to recognize or identify with the feelings and needs of others.

      8. Is often envious of others or believes that others are envious of him.

      9. Shows arrogant, haughty behaviors or attitudes.

Clearly the PM exhibits at least 5 of these traits, and meets the criteria of this personality disorder. I recommend that he seeks treatment from a qualified clinician who has experience dealing with such disorders. I will gladly offer a free consultation in the service of my country. Our beloved PM needs help!

This sounds like an invitation for consideration which, one day, may very well come to fruition. With due recognition and respect to the D/can doctors, the Chinese could do a good job. They are very good at what they do. Furthermore, they are dedicated and will never speak ill of their boss; not openly anyway. Did you notice that the Chinese operate respectfully?
If you people do not cease criticizing and learn appreciation/gratitude, you will suffer immensely for you are bringing down God’s wrath, not his blessings but curses on your country and other nationals.

I believe the statement sent by the medical specialists to the press about being ALARMED was weak. Skeritt has made such an outrageous statement, accusing you of being a modern day pirate and all you can say to the press, “as part of their private practice sometimes our specialist medical officers travel to other islands to provide their specialist service.” Why didn’t this powerful medical organization asked Skeritt to withdraw the statement and apologize. Those specialist must say how they bleeding the system by charging people huge sums to do surgeries whilst utilizing all Government resources (drugs and staff) at the hospital and the money goes straight to the Specialist pocket and the Government gets nothing and then they want to complain about the system. Give me a break. Some even charging patients at the out-patient clinics on Government time…They don’t want us Dominicans to speak.

At least they are providing a service. What is Charles Jong doing for the $96,000 he is being paid from the treasury? And don’t forget he can turn his back at anytime and still has to be paid. Do you happen to know the terms of his contract ? I suggest you go find out and tell us

How can you say that they specialist pocket all the money? That is a very uneducated and misinformed and may I add very stupid remark as simple investigations, if you would even have any surgery done at PMH you would note that there are hospital fees to he paid. Lord have mercy how ignorant can you be?????

The Specialists, not only the Specialists, all Dominicans should come out in full force to support Dr. Pascal and all other Dominicans that are being targeted by the Skeritt administration. WHAT NEXT WILL THESE MAD PEOPLE DO? The way that I see it is that no one is safe unless they support this corrupt regime! Dr. Pascal proved that he is a man with balls by condemning what is going on with the health care system in Dominica. Is he the only doctor that is seeing that something is wrong and has the gumption to talk about it?

Something should have been done from the time the Marigot hospital was closed. A facility serving more that 5 communities was closed because of the incompetence of the ministry of health and nothing was done. Dr. Pascal has been making recommendations and the Skeritt administration have ignored them; now he is targeting him for speaking the truth. Dr. Irvin Pascal is from Marigot, does that have something to do with this attack Mr. PM?

The PM seems to think that he is invincible but he must remember leaders such as Sadam, Gaddafi, Hitler and even his revered Shavez who was taken down by a small tumor. No one is spared the wrath of God Mr. PM, you will not hold Dominicans hostage for even. CHANGE IS A MUST.

It’s a very sad time in our country today. But what’s worst about the current situation is the support that’s given to the government, knowing very well that Roosevelt Skerrit is out of control.

People, there’s a time in life when you the supporters of this corrupt government will say enough is enough, and then, it will be too late. Here you have a leader who tells you lies day in and day out. You accept every thing he says and seems to be quite happy with the utterances he spews on the radio. Some of you join in singing the choruses, but little do you know that it’s going to haunt you one day. Go ahead, vote the Labor party back in power next election and find out who shall feel the pains of this arrogant dictator. For sure, it wont be me. God bless Dominica.

I too wonder how many of these specialist doctors they are referring to. Can someone tell me how many leave is given during the year to Specialist? Mr Pascal and his country man seem to think they can make excuses for their actions. So many times the medical officers and staff have to work countless hours ………. Only in Dominica. This nonsense requires urgent attention.

    • JIM
      August 6, 2014

@STX Sir/Madam It would take someone like you and Skerrit ( ) to use the opportunity to summarize a budget debate to talk about individuals who are speaking TRUTH TO POWER. Skerrit is obviously getting mad over the fact that the electorate is ready TO KICK HIS HELL OUT OF THEIR BUSINESS. He cannot do the nations business.! What he does best is to insult people like you, who has to go to him time and time again at the Red clinic. You are a lazy soul, who depend upon his handouts, so obviously you will see the wrong but will say it is right.

    • Umm
      August 6, 2014

What IP said was not personal nor were they abuse, He was pointing out the areas lacking in an environment he works – which in his opinion (professional) would enhance the health care overall. Instead of responding in a professional manner the prime minister and minister if heath (disappoint) saw it fit to make this a personal thing.

The Prime Minister and minister of health should do well to take constructive criticism about the areas lacking under their watch. Had the PM Responded saying; “inlight of recent concerns raised by a local doctor, we have made provision for this and for that in this budget….” he would have gone up in all of our estimations. Instead, like a spoilt, naive, ego driven man he chose to get personal instead of professional. The healthcare in Dominica, though better than certain third world countries is still very mediocre and lacking considering the advantages it has when compared to the same third world countries – therefore there is room for improvement and criticism points that area out

So a professional offering solutions to a broken health system you call it abusing the PM? Seriously your mind is twisted like that of the PM.

If IP was white I am sure he would have been paid by our government as a consultant for the same solutions he offered.

THE PM SHOULD NOT BITE THE HAND THAT FEEDS HIM. These professionals pays his salary and traveling allowance even from the moneys they make overseas. He needs to hush.

I await condemnation to Skerrit and his compadre Tim -Tim from the various associations in the medical field. In particular the Dominica Nurses Association and the Dominica Association of Midwives (or whatever they are called.

We cannot allow this mad man called PM to wantonly disrespect our professionals and Dominicans on a whole as if he is lord and god of all. He has already disrespected our healthcare system by considering it unfit for his wife during childbirth and now he finds it appropriate to attack the good Doctor for constructively critiquing a system that he believes is seriously wanting. Tim-Tim himself and the said illegal President had to seek treatment overseas due to the serious state of the healthcare system. But, I am obliged to remind the PM that CHANGE IS A MUST and power will soon evaporate from his grip. Careful its not the same IP that will have to lend him a helping hand for the toes we step on today MAY be connected to the A** we have to suck up to tomorrow.

This is not those a-kissers that parading as intelligent people.

The government needs to apologies immediately for those comments made in parliament both by the pm and timothy, they need to apologies and retract those statements. failure to do this the real professionals needs to put the country in crisis.

And this is the stink attitude that is being displayed by other labour operatives they think that professionals have to be a- kissers but they are realizing that real professionals don’t take s from they have options

our medical system is not good enough for the. Birth and delivery of his son. Not even focusing on the ultimate patriotism that should come from people who are given the mandate to lead .
I am not surprised at the attack on professionals. We should all remember the attack on Joshua Francis, Ronald and Joseph Isaac. What about Thomson Fountaine, Gabriel Christian, Brian Alleyne. Do forget the attack on Patrick John.
will attack even the poor and lowly-look at how they trampled upon the lady from Portsmouth who is a supporter of the Labor Party simply for speaking the truth about the housing shame. Look how they went at Marlene who simply disagreed with the behavior of Tony.
I am not sure that there is anything thst would surprise me at this point particularly considering what Mr Emmanuel and his wife endured. After all many of us are aware of how the Papa and Baby Duc ran Haiti; Kadaffi Libya, Chavez Venezuela, Sadam Iraq etc.
