Dominica nominates Dr. Carissa F. Etienne for Director of PAHO

The Government of Dominica has nominated Dr. Carissa F. Etienne for a second term as Director of the Pan American Sanitary Bureau, the secretariat of the Pan American Health Organization.

The nomination was in a letter to the President of PAHO’s Executive Committee, Argentinian Health Minister Dr. Jorge Lemus, under the rules governing the election process for the position of Director of the Pan American Sanitary Bureau. May 1 was the deadline for countries to nominate candidates, and no other countries submitted nominations.

PAHO Legal Advisor Dr. Nancy Machado detailed the regulations and process in a meeting at PAHO today, attended by H.E. Juan Jose Arcuri, Argentina’s permanent representative to the Organization of American States, and by Dr. Lemus via videoconference. Ambassador Arcuri noted that only one sealed envelope was submitted nominating a candidate, and certified the nomination of Carissa F. Etienne on behalf of Dr. Lemus.

PAHO Member States will elect the new Director during the 29th Pan American Sanitary Conference, scheduled for 25-29 September 2017 in Washington, D.C.

As required by PAHO’s Constitution, the Director will have a five-year term of office and cannot be re-elected more than once. The new term of office will begin on 1 February 2018 and end on 31 January 2023.

The process for electing the PASB Director began on 1 March 2017 when the President of the PAHO Executive Committee invited PAHO’s Member States, Participating States, and Associate Members to submit nominations for the Director’s post.

Each PAHO Member State, Participating State, and Associate Member may nominate only one candidate, who must be a citizen of a country of the Region of the Americas. The submission deadline for nominations was 1 May 2017. All documents supporting Dominica’s nomination will be translated into the Organization’s four official languages and made available to all PAHO Member States, Participating States, and Associate Members on or before 1 June 2017.

      What do you mean five years is enough to fulfill the mandate of more than 35 countries. In all paho history, all the good directors serve the two five year terms they are allowed. The same is true at the oas, idb, world bank etc. Why would she not continue to do her work especially when every ciuntry in the hemisphere has endorsed her. That is why they are running no candidates against her. Do your work doc. Make us proud

    Under her reign there has been not signature project of PAHO intervention, especially in the region. If I am wrong I am open to the enlightenment.

      Yes you are wrong. Every minister of health from Argentina to Canada would disagree with u. Paho is not about projects, but about health programs ans initiatives that improve lives. like dealing with chickengunia, fighting zika, all these health scares that popped up were dealt with under her guidance. Also alot of programs to give access to healthcare to people. Some gave access to pregnant mothers, some to elderly. Different things according to different country needs. She has done a really good job.

    According to the DNO’s article, ”As required by PAHO’s Constitution, the Director will have a five-year term of office and cannot be re-elected more than once.” So, why is Dr. Etienne being nominated for a second term?

      Basically what it means is someone cannot serve more than two(2) consecutive terms This would be her second term. So after completing this new term that is starting in Feb 2018, Dominica would not be able to nominate her for another term..

      She was re-elected once garcon, so it means that you can serve a max 2×5 year term in that position, a total of ten years. I just hope she does not get tainted with the mark of the Disciple, like the Baroness. We all know what happen to her when she was sponsored by him. !She has disappeared into obscurity as a person of little consequence, alas.

      Cannot be “re-elected more than once.”
      She was elected and now she is being nominated for re-election for the first time. If she is re-elected for the first time, at the end of that term, she cannot be re-elected – again – more than once.

        Nominate him for what? Dr Ettiene has served in many international capacities in behalf of Dominica for years! This is a woman who was in the process of specializing when hurricane David hit and instead of staying to look for self, returned to Dominica to serve her people. This very woman rose to the station of Director of Primary Health Care and ran that sector like no one has ever been able to do in Dominica, taking it second to none within the English speaking Caribbean. Has she not done enough to be fully supported by her people for such an appointment? I don’t oppose Dr Christian and if he is qualified he can be nominated at a later date. But as it stands, with her body of work Dr. Etienne is the most suited for the job! What more you want? Always ringing the political bell when it’s completely unnecessary!
