Cabinet has appointed Emmanuel Nanthan as Director of the Citizen by Investment Unit, Dominica News Online has been reliably informed.

Sources say Nanthan did not apply for the position and was basically “handpicked.”

According to the sources the post was advertised and those who applied were required to possess a Master’s Degree.

At least seven people applied for the position, including one who has been working in the department and is qualified for the job.

That person was interviewed but she did not receive the position.

“I was very surprised and disappointed that Cabinet has taken a decision to give the job to Nanthan who does not qualify for the post,” the source, which is very close to the matter told DNO.

It is alleged that Nanthan does not have a Master’s Degree.

“Nanthan did not apply for the post…he was handpicked by Cabinet,” the source said.

The source stated that Nanthan took up the post in January 2015.

Several attempts were made to get a comment from Nanthan but they were all unsuccessful.

    I have not heard neither Philbert Aaron or his wife Kamala commenting on the appointment of a sports administrator with a secondary education and no experience in business management controlling the office which deals with investments through the sale of passports. During the election campaign, they had a lot to say about Mr. Linton’s education, even though, because of his business managerial skills, he was once President of the Dominica Association of Industry and Commerce.

    Parry, I would advise the Prime Minister, as leader of the country, Dominicans need more consistency from him. A good leader cannot afford to flip flop. Just before the general elections, he criticized Mr. Linton because of his educational background, after the elections, he appoints a gentlemen, with no experience and university degree as required, to hold a top position, which deals with investments.

    My concern as it relates to this appointment pertains to the potential for even a higher level of corruption in gov’t. The same persons who will be benefiting from the CIU program will be the ones in charge of its administration. The Boys Club is becoming even bolder.
    Secondly, why go through the sham of interviews and ask for specific qualifications when this is the result that was intended all along.
    Dominicans will continue to get what they allow.

    I don’t understand what all the fuss is about, is not like this is a proper job. This “job” requires someone with an understanding of all the deals which were made with our passport so who better to get it than someone who is an integral part of the whole setup.

    To the people who are saying that you do not need a Masters Degree to be able to do a job that you may have the experience for, you are right. To the people who are saying a Masters Degree does not mean that you know more than someone who may not have a Masters Degree, you are right too. This job requirements state that the candidate must have a Masters Degree! So whoever does not have a Masters Degree is not qualified to fill the advertised position based on the criteria set out in the job description. Do you understand that! For those of you Dominicans who still cannot understand that let me ask you a few questions? Do you take your car to the dentist when the engine is acting up? No! Do you go to the fisherman when you have a toothache? No! When you need a medical operation do you call your bus driver? No! Why not?

    The views of everyone must be respected, however if Dominicans think that you do not need proper qualiifications in order to manage at the highest level, well you guys are going down the wrong road.

    What you end up with is square pegs in round hole and everything becomes upside down and inside out.

Nanthan and Lawrence are business associates, Angelo disclosed that and I would not be surprised these two are fronting for business in which the P.M. himself has an interest. You remember they have a company called Seaside Villas? So bold. In any case it is wrong because now Nanthan knows all the moves of Alick’s competitors. I guess we have no antitrust law in Dominica. Boy, oh boy one sick baby!

    The only qualification required for a plum government job in Dominica is a diploma from one of the following 2 prestigious learning institutions: The University of Who You Know and The Institute of Who You Blow

    Only graduates of the afore mentioned institutions need apply!

      Trust me, that’s not a new phenomenon, but I agree that if a position was advertised with stated requirements, the ideal approach would be to conduct interviews of the applicants who meet the requirements and select the person who appears best suited for the job. If the intention was to give the job to the person who it is rumoured now has it, it should have been done directly and just accept the usual criticism rather than waste people’s time in applying.

      I hold the view that if you want good outcomes, you must surround yourself with strong capable people and not necessarily those who do your bidding without question. On the other hand, no excuses, but we have become a country of people who have difficulty being professional and objective because so many have got caught up in the mob culture and very few present themselves as trustworthy and capable of working without fear or favour, thus making way for these situations.

        Just remember that the outcome of an election is not so much a verdict on the qualities of the elected, but more a commentary on the aspirations of the voters, which is to say you get the government that you deserve.

    It just shows that your level of qualification does not always put you ahead of those who actually has experience or fitted for the job. Too many people look down on people who do not have a degree. Lots of those higher educated people here walk around with chips on their shoulders, get in office and just abuse their privileges on the job while trampling on others.

    Mr. Nanton, I am not your friend and do not plan to be, but Good for you! please prove yourself at that task and let others see that you can indeed work without a degree. Now if you are not puling your weight I would be the first to rally to get you out too.

      I would not be surprised if you’re a typical DLP spin doctor, who twist issues to suit them. You may be one of those who felt that Lennox Linton is unfit to hold the post of PM of Dominica because he doesn’t have a degree. It’s ok for Nanthan to be given the position because a Masters degree isn’t important. You’re missing the point. Nanthan didn’t apply for the position, therefore this makes him ineligible. I wonder how you would have felt if you were in the place of the other qualified applicants. It’s amazing the things we support in sweet Dominica.

    Having a Masters Degree does not mean that one is capable of performing a job. There are many out there with such degrees and they don’t know jack. Not having a degree does not mean that one is incapable of performing a job. LL doesn’t have any but he is in the forefront. Isn’t he responsible for Finance in the “shadow government?” When he becomes PM :-D he will be rubbing shoulders with heads of foreign governments, many of whom are holders of various degrees including PhD, but that doesn’t mean that he will be intimidated by their qualifications.

        The article made heavy whether of the qualification or none thereeof Mr. Nanton. It questioned his ability. You found nothing wrong with that obviously. But you found everything wrong with a reference to LL’s requirements for being at the forefront of politics here and even speaking on every conceivable matter under the sun. He speaks with great authority on every subject matter. He is an “subject matter specialists”. Even after his authority to speak on accounts auditing was brought to nought by a recent court decision, he continues to pontificate as the only person with ideas about how Dominica should be governed. You know it is a laughable thing. When PM Skerrit went on badly needed vacation leave, he left nurse Charles (duly elected Parl Rep and well qualified nurse) for Grand bay in “charge” for three weeks.         @Ronald–Lennox Linton was well qualified for the post of PM of Dominica. He ticked the boxes on all the requirements constitutionally and otherwise. So go figure. If you all want the PM to have masters level degree then you ought to fix that part of the requirement. But I cyah understand allyuh dose layborrites dere. If you have beef with Lennox go take it out with him. Why use it to respond to my post?

        Now onto the subject at hand the fact is; there were basic requirements set out for this position. Mr. Nanton did not meet all and did not even go through the process of interviewing etc…. He should not have been given the job! It is that simple and you know it!

        People “a wrong” is “a wrong” irrespective. Personalities in 1995 and 2015 does not make an obvious “wrong” right. Remember the lie that was told to parliament over the qualifications of the man selected as News Editor at DBS Radio? Do we remember? Or are we conveniently forgetful? The nation was told that the man “Groovy Bat” was the most qualified for the job when Carmela, Stephen who had formal training and years of work experience, doing news too were at DBS Radio. Stein a consummate broadcast professional (Master Degree level) was in Dominica. But the parliament was told by the “man in charge” that Groovy Bat was qualified for the position. All he had was a video camera and his best production was Derrick Gonzalez of ORIO Cookie fame and bugging episode. I suppose he was the most qualified and committed to do the party’s dirty work at the news desk. So much for a wrong back then and a wrong now.       my friend you are not looking at the big picture. you are certainly not seeing things for what it is. the issue is not wether or not someone with a masters degree can perform the job capably but rather why he or she did not get the job since that was a requirement. clearly the job was given to Mr. Nanthan by Mr. Skerrit as a means by which this government will be able to avoid being transparent. it is obvious that having to report to the people is not something that this government wants. someone who is not party affiliated and a member of the regime would not be a good fit for Mr. skerrit. imagine mr skerrit having to account an outsider. I don’t ‘think so. the man knows what he is doing. clearly he is surrounding himself with people whom he knows will not challenge his decision making as to who may or may not qualify for citizen by investment. I can assure that his intension was never to give that post to anyone but a member of his regime.

    Honestly folks, if Nanthan has the mettle for the job, why not give it to him? A Masters’ Degree is an acceptable measure of a person’s intellectual capacity and learning in a particular subject, but if intelligence and learning can be measured using another yardstick, the lack of a Masters’ Degree should not be used against the person. Today, there are assessments to determine ones “qualifications”, and university awards are regularly granted to people who attain a required score on the assessment. While I am in favour of continuing academic excellence by everyone, I am also quite aware that some of the most brilliant men and women who walked the planet did not and do not have a degree.

    There is nothing wrong with stating preferred qualification for a job and then hiring someone even if they have not met the “preferred qualifications” but have met some or all the general qualifications. Happens all the time especially if the committee feels that an individual has extensive experience required for the position. Quite frankly I am a bit confused why she run to DNO to complain because she didn’t get the job. So she think just because someone has a Master’s Degree they should get a job? If she was an applicant herself, then how did she know that Nanthan did not apply? No laws, rules or proper hiring practices/procedures were broken as there were a pool of candidates and they decided that he was the best candidate for the job.

    Move-on apply for the next available position.

      Are you telling me, the UWP ran the country for only 4 1/2 years in the history of Dominica, is that what you are referring to? That cannot be what some people believe, we must think and allow our thought process to analyze what we hear and what we think.

      A party in government for only 4 1/2 years cannot really believe someone took something that belonged to them and they want it back. If that is what they really believe, they can never win another election.

    Regardless of the nepotism and chicanery, the whole, entire, complete citizenship By Investment program should be cancelled! it is a shame to be selling our sovereignty for a handful of dollars which does not benefit the citizens of the country anyway. Quite the contrary, Dominica’s passport is held in very low regard. Remember when we used to travel to Canada without requiring a visa? We have restrictions on us directly because of this misguided, misbegotten policy. The greater shame is that all our governments, Labour, Freedom, UWP supporting this travesty.

    If the job was advertised with a masters degree as a requirement and then the masters degree was ignored so that someone without a masters degree was chosen then those who have that degree and were not selected should sue the government.     Way papa, jobs for the boys again. This country really nice. Just last year, one of the requirements to be manager of the national radio statement, a university degree was required. A salesman with no degree is now in control. Again, a university degree is required for the post of Director of Citizen Investment Unit, a sports administrator with only a secondary education is put in charge. Hon Linton must be having a big laugh. Aaron, for approximately fifteen months was telling Dominicans, all Hon. Linton had in terms of his education was a secondary education, and should not be leader of the country, despite his massive experience in business management, human resources, journalism and director of DIAC. As far as he is concerned, a man with only a secondary education and no experience in business and investment is fine to be Director of such a prestigious position. I hope Philbert will ask Nanthan to produce his CV. De country nice boy.

The same set of flush it thst said that Linton needed a degree for a position that does not have any stipulated academic qualifications but here it is a position is advertised whereby the applicants must possess a master’s degree and boom Emmanuel Nanthan becomes the sudden appointee and he has no degree at all- just a 6 months crash course in England
