The government has drafted in senior officials to support the Commonwealth amid concerns over the way it is being run, the BBC has learned.
The Department for International Development (DfID) said last month the secretariat in London was “under performing” and needed “urgent reform”.
Senior diplomatic and political sources – speaking to the BBC off the record – have accused the secretary-general, Lady Scotland, of “poor leadership”.
But her spokesman said she had backing from all 52 Commonwealth countries that had elected her.
He added that the Labour peer had also launched a programme to modernise the Commonwealth Secretariat.
Tim Hitchens, a senior Foreign Office official and former ambassador to Japan, has been put in charge of a team preparing for the Commonwealth summit in London next year.

Well, no Dominican objected to the EU giving millions in aid to Dominica when it had imposed ‘austerity’ measures on practically ALL European member states. Do you know what ‘austerity’ is? Let me tell you:-
Spain, Greece, Italy, Northern & Southern Europe- more than 50% of adults UNEMPLOYED
Utility, food and essentials bills rising by over 40% annually
Reductions in social security benefits
Taxes rising by close to 70% in member states. In Ireland my friend earned Eur 10,000 per month. He was considered ‘rich’ and was taxed 80% of his salary. So from the Eur 10,000, he got Eur 2000.
Dominicans took EU money with no consideration about the suffering of their comrades in Europe. They took the money without caring that it came from a bunch of unelected criminals who have NEVER given an audit of how they have spent the vast millions given to them in trust.
