Dominica at number 45 among world’s least corrupt countries, 3rd in Caribbean

Dominica ranks at number 45 out of 180 countries on the list of least corrupt countries in the world for 2018, according to Transparency International’s Corruption Perceptions Index which has just been released.

This current ranking represents a drop of three places for Dominica from number 42 in 2017 and positions the country as the 3rd least corrupt of those Caribbean countries that are shown on the list.

Barbados, at number 25, is the least corrupt country by comparison to its Caribbean neighbours. Saint Vincent and the Grenadines is ranked at number 41, Saint Lucia is at 50 and Grenada is ranked 53rd.

Overall, Denmark tops the list and Somalia is in the cellar position at number 180.

According to the Transparency International report, the United States’ falling score is a ‘red flag’, and has caused it to be knocked off the top 20 ‘cleanest’ list for the first time.

“With an average score of 44 for three consecutive years, the Americas region (which includes the Caribbean),  continues to fail in making any serious inroads against corruption,” Transparency International states in its report. “Compared to other regions, the Americas is similar to Asia Pacific (average score: 44), but behind Western Europe and the European Union (average score: 66).”

    I don’t think that I will ever understand the mindset of the majority of you who write on this comment board

    Here we have a survey saying that we are way up a 45 place from 180 pertaining to LEAST CORRUPT COUNTRIES around the World and people are still finding false with that. It is the same as a survey searching for the richest person among 180–should the richest not be #1? And if Dominica is at #45 should we not be glad about this? So why are you all still grumbling?

    We are human beings regardless of our status in Life, no one is perfect; as according to the apostle Paul, who teaches us: “We all have sinned and fallen short of the glory of God”.

    However, we can grow into perfection, which is what Paul is teaching us. But until Jesus has wiped out the complete influence of evil and wickedness in this whole World, there can never be zero corruption in or among us–no matter who we are. So why can’t we be thankful for our place in this survey

    45 places is plenty, and according to the report from last year to this year Dominica moved from 42 to 45, 3 steps backwards, only less corupt than Grenada and st. Lucia in the Caribbean. Maybe sounds okay to us but considering the lack of development in Dominica its no big deal. Look at Venezuela with so much $$$millions /billions in foreign reserves and the people starving. Where is our money Skerrit?

    Corruption also includes bribery, whether this is a straight inducement or disguised as commissions or fees. The vulgar word would be “kickback”. A goverment contract awarded to a foreign company would be a prefered example of this, with fees/agents commission payable to a third party, all looking perfectly legitimate. Imagine a country, who’s finance minister arranges a loan for his country, acting also as the broker, collecting the appropriate fee.

    Corruption distorts fair competition and does not promote efficiency. In the end it costs a country a lot of money. It is like inviting cockroaches to come and share your dinner.

    Denmark with the happiest people in the world according to Happiness Index developed by the U N, tops the list? Denmark with the highest paid wages and obviously taxes tops the list? Denmark one of the leading countries in the renewable front, tops the list…. Denmark which offers free education (primary, secondary, tertiary) and free health care tops the list . 😂🤣😂🤣😂 Dominica needs some of Denamrk’s Corrruption then, it would do the country DAMN GOoD!

      You do not understand what you are saying; the survey is about the least corrupt countries of a group of 180. So the least corrupt has to be at #1, which is Denmark; Somalia at 180 sums up the whole least.

      If the survey had said most corrupt, then you would have gotten it right, but right now you are wrong!

    A very corrupt country, where CBI funds are not accounted for, where US$100 000 000.00 debt forgiveness money cannot be accounted for where no one knows how much money was raised internationally post Maria,where states money is frittered to buy votes ….

    Why is this story about Dominica? This story should have been about Barbados. It should be about a Caribbean Island that placed 25 in the Transparency Index right up there with the US at 22.Barbados should be extremely proud of their placement. Why is Dominica proud at placing no. 45 a full 20 points behind Barbados? Why is that something to celebrate? People need to report more to these agencies. I am sure they are unaware of the $100 US Million from Venezuela that just went “poof’. If The Agency does not get the information then they cannot put it in their calculations. No one knows how many CBI passports are sold so how would anyone know how much money should be in the coffers? So people read between the lines of this story.

    As some bloggers have pointed out, this a perception index. By its very nature practioners of coruption are not going to divulge their practices. It is the way,mostly outsider observers see us. But perception is insiduous. That is why governments and large corporations spend big money on P.R. and advertising. In our case it does not help that government is not very fortcoming with statistics or audit reports. It causes suspicion and mistrust. The fact that we do not have to disclose shareholders, beneficiaries orowners of corporations registered here does no help either.

    And who is it that is doing this assessment and what are they basing it on? I didn’t really see a reference. Every country is corrupt at the top to some extent. Corruption is corruption. The more powerful countries lend themselves to more corruption simply because of power. People are subject to temptation. I don’t put any validity in this article.

      Anon I don’t put any validity on this article either. There is no definition of corruption of government or of country, no definition at all. Like you said no basis for their assessment. There is no mention of the role of the right wing media either. Right now you do not know who or what to believe. When you earmark countries like Dominica and others with budget expenditure of less than a billion dollars, no banks with more than a billion dollars loan portfolio, with no central banks, with no companies employing over five hundred workers each, working 24/7 in 3 shifts I cannot help but wonder about hidden motives , I cannot help but wonder if this is not a first stage of some “must go movement”.
      If they want to talk about corruption in the West. Annalise USA, Columbia and Brazil vis a vis the Columbian Exchange. I wonder for the truth in the observation that ; but for corruption Brazil would be on a par with USA from which all corruption was imported into Latin America.

    The country in General might be less corrupt; because the majority of our people are not corrupt does not mean when it comes down to individual’s and institutions such as the judiciary,and government we are not at the very top of the list!

      Well, the people of Dominica are the same as the people of the rest of the World; this means that we are human beings And as human beings there can be no complete level of perfection; not until the people of God undergoes a surgery of sanctification and consecration to the mind, so to be able to relate to His Laws in Love.

      As for the rest of mankind, those who refused that Life in Love from God, they will be cast out of His presence, the same as He did with Adam And Eve; only that this time it will be the curse of darkness and damnation in the pit that the enemy prepared for them in Eternity or on the other side of the grave.

      Until then, we, whose mind is under the surgery of transformation, there will still be some form of corruption, if we are in the number one spot.

      Felip, your statement is so true. Most of these rankings are done using anecdotal evidence. An in-depth study will prove other wise. Getting public information from this government is like trying to nail Jello to a tree. The Skerrit’s -led-DLP administration is so corrupt that they have buried information about the missing EC $270 000 000 PetroCaribe grants and the accounts of the CBI programme under layers and layers of steel and concrete.

    The Government of Dominica is one of the most secretive , unforthcoming governments internationally. Whenever public business is shrouded in secrecy, corruption abounds. There is no transparency for CBI accounts, Foreign Aid monies after Maria, EU aid for feeder roads, Skerrit’s frequent first class travels abroad, Red Clinic giveaways, and this is only the tip of the iceberg. How can a man with a civil servant’s salary, grow into a multi-millionaire? Only corruption does that.

      The reason for this excessive secrecy means Skerrit is either paranoid or his has things to hide. Actually I settle for both but with a heavy bias to the second. I’ve been saying for over tens years now, we only know the half of it. Only when we get a new government will the true damage be known that little teacher from VC has done to DA.         They have no concept of the Consolidated Fund, no idea of revenue and expenditure ( I don’t think they plan their personal expenditure or know how to balance a checkbook). Not a vlue about the role of the Accountant General and the Director of Audit. They don’t even know the role of their leaders in the House of Assembly during the Budget Debate(s) In fact the whole crew of the opposition gang is clueless when it comes to the role of the opposition, They do not know what classified information means.

    We, Dominicans are all aware of the level of corruption and deception that has and continue to take place n Dominica. The measurement used to measure Domininca appears to not have worked and we wonder now did a representative of Transparency International visit Domininca over a period of time and consulted with the financial staff and auditing staff of government, that they consulted the NGO`s on the island, that they were sent to visit the farmers who are not penniless while the government is high i salaries, perks and other niceties that keep them going. Did they well assess our GDP and productive sector on the island, in particular the rural villages to see where an how our people live and survive on crumbs and handout sent out to them from the Odd Ministers Office? Questions, Questions asks and yet no answers.
    There is transparency in government in Domininca and the level of corruption and devious matters going on for self satisfaction is amanzing. Domininca is ruined in poverty.

      Let me tell you , government has systems in place. One cannot just go to the Treasury and get payment like that. Everything has to be certified, audited etc. Go try get money from the Treasury for nothing and you will know.

      Problem is that I doubt if a heavenly being came down and tried to show some of you some facts you would believe. You would most likely say that Skerrit paid the angel or other being to speak on his behalf.

      I guess it is difficult when people have made a career of bad mouthing someone, to believe anything positive. If the report had said we were at 150 it would have been the most credible source for news. Because it puts Dominica in a better light than many countries world wide somehow it can’t be true.

      I can tell anyone that this society is becoming more frightening every day. What you people do not understand is that if the political roles become reversed you all have to deal with the negativity and nasty-mindedness that you have created.

      Now don’t you dare tell me it is the other side who started it because I have lived through a number of elections and their aftermaths. Up till Edison James in opposition the society was habitable. I say no more!

The same way Skerrit remains silent when asked for accounts of the CBI program or tell us what might have happened to the $100 million. If he had nothing to hide he would make these accounts public and tell us about the Venezuelan money. Only people without answers remain silent. As far as habitable is concerned, you have not seen anything yet if your darling stays in power. The early examples are already there for everybody to see! I met a DR woman in Spain after a nice discuss and talking about our countries. She told me DA is poor. I took offence but did not counter having worked in DR for yrs .I was soon back in DA and still refused to accept the. Now if she had said so in 2017 rather than 1n 2001 I would gladly agree.

Well for your information, when a debt is written off, it simply means that you do not have to pay the debt. No exchange of money is done. I am very perturbed at the level of ignorance displayed re debt written off and many persons buy this. If the Credit Union, Bank or someone you owed writes off your debt, it simply means that they internally clear you as owing. They write it off to bad debts but hey they will not give you the money that you were owing.

      Why not educate those who do not know better and buy easily into lies and slander.

I give you a clue: the government has not paid for their fuel from Venezuela for several years. Fact! So if they have not paid for it what happened to the fuel? Did it leak in the sea or soil. Or perhaps was it sold to the fuel distributors on the island and they didn’t pay for it? Or perhaps they paid for it and than all of a sudden the money disappeared. Magic! Perhaps Austrie should make a statement in that regard or Madame Denise might be able to shed some light on it! No, just silence, as per usual. The only statement by the government: we don’t owe any money to Venezuela and a few days later Maduro came public and said $100 million owed by DA had been written of. Please explain!!!
