The Government of Dominica has appointed Mr. Julius Timothy as Non-Resident Ambassador to Mexico.

Diplomatic relations between Dominica and Mexico were formalized at the Ambassadorial level in 1991. Since then, relations between the two countries have been cordial and have developed significantly, particularly since the establishment of the Embassy of Mexico in St. Lucia.

The Embassies/Permanent Missions of both countries to the Organization of American States (OAS) are also instrumental in the conduct of Dominica – Mexico relations.

Dominica and Mexico signed a Technical Cooperation Agreement with Mexico during the III CARICOM-Mexico Summit which was held in the margins of VI Summit of the ACS in April 2014. The Agreement includes information on an Infrastructure Fund Trust for Mesoamerican and Caribbean countries proposed by the Mexican government as a strategy for financial cooperation for the region. Signature of the Agreement has served to institutionalise the informal arrangements that existed between the two countries for bilateral cooperation.

Following a visit by Mexican delegation headed by His Excellency Dr. Jose Antonio Meade Kuribrena, Minister of External Relations of Mexico in February 2014, the Government of Mexico made available the sum of US$500,000.00 to the Government of Dominica as part of a programme of assistance to the three OECS Member States in support of their rehabilitation efforts following devastation caused by the extreme weather event of December 24, 2013.

In the area of Human Resource Development, Dominican secondary school Spanish teachers have been specifically trained through a series of workshops in Mexico and selected Caribbean countries since 2006. The Government of Mexico has also provided scholarships to pursue studies leading to a Bachelors Degree or Masters Degree at selected Mexican Universities. Additionally technical cooperation in the field of Agriculture is a key component of the bilateral relationship.

In response to Government’s request for assistance following the devastation of tropical storm Erika on August 27, 2015, theGovernment of Mexico has provided US$250,000 towards obtaining materials or equipment to aid the reconstruction process. The Government of Dominica has also requested that US$5million which was previously requested by the GOCD for the construction of a sporting facility should be redirected to be used for the design and construction of an integral urban plan for the severely affected village of Petite Savanne.

In 2015 the Government of Mexico inaugurated an Office for Non-resident Ambassadors from Caribbean countries and Representatives of Regional Organisations without a presence in Mexico. This office provides facilities for accommodation to CARICOM Non-resident Ambassadors on official visits to Mexico, with a view to facilitating contacts with authorities, entrepreneurs and relevant stakeholders in the country. The new office will help strengthen Mexico’s political, economic and cooperative ties with the region.

As Ambassador of Dominica to Mexico, Mr. Timothy will work closely with the Ministry of Foreign Affairs & CARICOM Affairs to ensure effective implementation of Agreements signed between the two countries and the identification of further areas for technical cooperation. Mr Timothy is a businessman and a former parliamentarian who has served Dominica as Minister for Finance and Minister for Health and has formidable private and public sector experience.

The Government of Dominica has obtained Agrément from the Mexican authorities for Mr. Timothy’s accreditation as non-resident Ambassador of Dominica to Mexico and he will soon visit Mexico to present credentials to the Head of State.

    Boy I have to laugh, Mexico is the poorest of the three North America, with no particular R&D, or major scientific development, some place are poorer than Dominica, I wonder what type of technical cooperation can there be between Dominica, and Mexico, where people are still sleeping on dirt floors.

    When I was a kid I was informed that in the 1920 that was the case in Dominica, but we are in the twenty-first century. If you drive a modern car into Mexico, and fill your tank with gasoline refined in Mexico your car, may never perform properly henceforth!

    Another joke on Dominica, a beggar nation expecting to benefit from a poor nation with 11,000,000 of its people entered the US illegally to evade poverty in Mexico!

Does he know that there are Dominicans living in Mexico? What kind of representation can these people expect from Timothy? Does he even know what life is like for them in Mexico? What does Julius Timothy know about Mexico and it´s economic situation? This a real case square pegs in round holes!

    Mexico is one of the most impoverished, crime and gang related country in the Area. It has one of the most highest levels of poverty and illegal activities. Mexicans are quing and risking their lives to cross over to the USA in droves.
    Is Mexico serious in helping Dominica address its developmental needs. Has Tim Tim or Skerrit been to Mexico to see the level of poverty and deprivation in Mexico. OMG. Non resident Ambassador. How much is this Man being paid to stay home a……and to do what?
    Give me a break. Mexico has money and aid to give, really?
    This DLP Skerrit led government are sickening to the core. No foresight, no knowledge, no decency et etc……please Dominicans wake up.
