Isaac urges village councils to develop disaster management plans for 2018

Isaac said government plans to build regional relief centres

Minister for the Environment, Climate Resilience, Disaster Management and Urban Renewal, Joseph Isaac has challenged village councils on island to develop disaster management plans for the 2018 Hurricane Season.

He was speaking at a National Climate Resilience Consultation for councils held at the Dominica Public Service Union (DPSU) Building Wednesday.

The consultation was organized by the Ministry of Ecclesiastical Affairs, Family and Gender Affairs, Department of Local Government and Community Development.

“I am again challenging you to consider at the community level, developing disaster management plans,” Isaac said. ‘What we are looking at, you will have an overall government system, a National Disaster Management plan/ Climate Resilience Developing Strategy all that will be tied with each other and then after you have that plan you need to look at mobilization.”

Isaac highlighted the need for mobilization within the various communities in the context of government’s plan to implement regional relief centres.

“Each community might not have a large facility but it will have a regional centre,” Isaac said. “The question is how do you mobilize when there is an announcement on the radio a day before, two days before that a storm is approaching Dominica, and we expect it to be a category 2, a category 3 what do we do?”

He added, “How do we engage bus drivers in the village to get and gather the most vulnerable people?”

Using the Grand Fond Constituency as an example, Isaac asked, “how do you mobilize Morne Jaune, Riviere Cyrique and Grand Fond?”

Acting Local Government Commissioner, Glenroy Toussaint also spoke at the consultation and called for the development of a new thinking in terms of resilience.

“It means therefore we have to develop a new thinking and that new vision moving forward is that we have to breathe resilience, we have to eat resilience, we have to sleep resilience and importantly we have to live resilience,” he stated. “We certainly have no option but to become resilient individuals, resilient communities and ultimately a resilient country.”

He said it is against this backdrop that the consultation was organized.

According to Toussaint, one of the objectives of the consultation is to allow councils to have a clearer understanding of Climate Resilience Execution Agency of Dominica [CREED] as well as Dominica’s low climate Resilience Development Strategy.”

Other objectives of the consultation are: to seek to build consensus on the role of the councils in building community resilience and to explore the development of community based climate resilience projects.

    There is no food in the fridge. Cost of living is high. I can hardly meet my basic needs. I avoid going to politicians to beg. I want to achieve things base on my hard work and merit. I voted for him hoping him as a vote against a lazy, corrupt government without ideas and initiative. All these years and nothing good for us majority citizens who don’t feel like walking up the stairs of ministry is the best way. One of the things Dominicans don’t realize is that if the government favors one individual personally we put all of the rest of Dominica at a disadvantage as the public good is prejudice. I think we needed to try something else. He used my vote and gave it to the system that I voted against. This man is conflicted. He has very low social consciousness, seeking to advance his own cause rather than that of the people. History will count him as a highly deceitful individual i.e the poster boy of deception.

    This entire question by Isaac if filled with the sound of fire and fury, while signifying absolutely nothing. This Labor Government has never empowered the people of Dominica. To ask them to suddenly develop disaster planning on their own is the height of nonsense and stupidity on his part. What kind of resources do these villages have to undertake such a task? Are there designated buildings in these villages capable of housing large groups of people? Are there generators present so that medication can be refrigerated if power is turned off?

    Isaac, the words you speak are that of a fool!

    Here you are the minister of climate resilience, and disaster management; you are the only one on earth who have the technology at hand, and knows how to build a resilience country; one which cannot bend or be affected by storms: you have the money and technology to implement your plans.

    So, my question to you is why don’t you take the infinitive and spread your invisible blankets or whatever you have over all of Dominica thus protecting it from hurricanes?

    Prevent the trees from bending, prevent flooding by the rivers, and falling rain, stop the wind from blowing down houses, and causing damage to the infrastructure, that is resiliency dictates and means!

    The village councils  are penniless: You puppet ignorant nobody!

    I will be the first to agree with your suggestion; but Joseph you started at the wrong end; The Central Government does not have a plan, the Commonwealth of Dominica Police Force did not have a plan. The Village Council can only develop it’s disaster plan from the master plan which is that of Central Government; plan so get you educational thinking right bro.

      I agree because it is palpably obvious that there is no central planning. May I suggest that before such embarassment of your speech, Mr Minister, You have a consultation with relevant stake holders to develop a plan of action in the event of a major disaster after fine tuning the plan, you can then roll it out to the various councils, thus giving them an insight into how they can be party to the national plan. Shameful first public foray, Mr Minister, It raises the question of competence and how prepared are you for the position. Unfortunately, the obvious question is unavoidable, was the cabinet position the political wage for your Judas-like display?

    Isaac sounds so comical. Apparently he hasn’t visited any of these councils to see the ignoramus’ sitting in these councils. Isaac you of all people know that thinking outside of what is sanctioned by one Roosevelt Skerrit is not allowed in Dominica & is considered hater thinking. I dare you to challenge the people who need to be challenged. Intelligent & skeptical people don’t accept such utter nonsense.

      Isaac cannot tell his boss what he could or couldn’t speak on he have to do exactly what he’s been told to do he just begin to feel used , for someone who claim how educated and smart he is but above all lacking “common sense so what is he going to do if he is not the individual selected to represent the party in the next election , because his boss knows the people will not vote for him. Isaac just handed his boss his future on a copper plate .

Do the villages all have adequate shelters? has your ministry done any evaluation since you have been appointed? it is your duty to review whatever plans they come up with and ensure they are appropriate. Already plently people still have no roof or nowhere to hide this time. What is the government’s plan for the country on a whole? where is the public sensitization from your ministry?

    I think that challenge coming a bit late. Disaster management plans for 2018 should have been in progress since after Maria. Days before the hurricane season is when you issuing the challenge to councils, this challenge should be for 2019. However, I guess it’s better late than never. I pray that Dominica will be spared from depressions, waves, storms and hurricanes in 2018.

How many millions have been spend in : private offices rent, staff , international climate conferences attendance.ec ECT ECT..?? For what? nothing!! No plan have been done. This is a real shame.

    Joseph Isaac is the poster boy of betrayal, dishonesty, hypocrisy and lies. How could anyone take this ethically challenged , morally tainted person seriously? His action is so self-centered that I don’t hear him when he speaks. Almost the entire country is left exposed at the mercy of the weather this upcoming hurricane season, mostly because of the government’s gross indifference and incompetence. The use of this word ‘resilience’ by the governing regime has become befuddling. How can anyone or anything recover quickly from a pending disaster when hardly anything is being built or repaired? These government officials mostly offer gibberish and empty talk to their audience. What the country needs desperately is concrete action and not empty rhetoric.

    Isaac, cheups. Couldn’t you have suggested this while you were with your former brothers-in-blue? I really don’t see what your portfolio brings that is different from say a task force set up between Darroux’s and Blackmoore’s ministries. Then again in Dominica, the price for treason is high, highly rewarded that is to turncoat for Skerrit.
