Kalinago chief concerned about movement of non-Kalinago into Territory

The organization in charge of the Kalinago is expected to work in close collaboration with the Dominica police force to monitor the movement of non-Kalinago people who intend to take up residence there.

There have been concerns that in order for the Kalinago culture to grow, indigenous people should stick to their race and refrain from marrying or having children with other races in Dominica. There have also been concerns that since the Kalinago people own the lands, no other race should be allowed to settle.

Kalinago Chief Garnette Joseph said the issue of non-Kalinago’s taking up residence in the Territory is still a major concern for the council.

“Some of the activities they engage in, we are not in approval of it. There are some people who come to the Kalinago Territory and their intention is not good,” Joseph said.

He said the Kalinago Act says persons can reside in the Kalinago Territory if they are invited by someone, but he noted that this is also a concern.

“We had a meeting with the police to work out some mechanism to allow us to monitor the activities that persons coming to the Kalinago from outside are engaged in,” he said.

    what and How are we Kalinagoes benefitting from the Carib Act? Chief and council please take care of more pressing matters to improve the lives of our people rather than looking for things that are outdated. Want or not we will be a mixed race because even though the woman cannot bring in a black man but the man can bring in a black woman so tell me what kind of children will they make? certainly not a Carib so come on. look at opening the new health facility and improving our feeder roads instead of looking at an obsolete act.

    Hello are you ok in your brain Chief??? I usually support whatever you write about improving the lives of the Carib people, but not this time.

    Who want to move to Carib Territory??? Why would I leave other areas to move there? Now, I hope you going to tell your people that occupying our land to give up their Certificate of Titles move back into the Territory because that just not making sense to me. You trying to block us from coming in but your people can go out and occupy our land.

    As for the part about all you marrying your own race – I’m all for that – better for us. You making it sound like we coming and capture your people and force them to marry outside and have children. Tell them – keep their legs close. You can even put chain on all their foot to prevent them from leaving as a matter of fact.

    Just a point, Chief. Are you a full Carib??? You don’t have any real caribs anymore – anyway. Only half-bloods are there now. So what race are you trying to keep alive: One quarter Carib-Three Quarters Black; Half Carib-Half Black; Half Carib-Half-White; One Quarter Carib-Half White-One Quarter Black; and the list goes on……

    I am in total agreement with the Chief; The Caribs (Kalinago people) has been part of Dominica from day one, even long before Columbus and the nogro slaves that were brought there to work by European so called landowners. So what is so wrong in keeping (Pure) a little piece of what is already a diluted Carib culture. Dominicans can be proud to be one of the only Islands in the world to have any remnant of the Carib culture. Remember why the Caribbean is so named. I know some of you are saying that it is time to move forward and integrate, but what can honestly be gained by doing that, that hasn’t been done already. Moreover, the Caribs trying to regain their true Carib culture, would be an asset to Dominica, in the view that they could attract potential development of tourism on the island. See what happened to us as negros; we are now so diluted that all we do is look at each other and squabble as to which one of us is more lightskinned than the other.       Stop using the term “black” and be AFRICAN. Why accept servitude? Learn from Kalinago. They are brave and what they say comes from having pushed EVERYONE back. The rest of the islands were taken over by Europeans and their enslaved African people. Kalinago were the only ones to resist time and time again.

My dear people please get a copy of the Carib Act, a copy of the ILO 169 convention which is ratified by Dominica, get copies of the various summits of leaders of the Americas as it pertains to indigenous peoples all over the Americas, their rights and the resposibilities of our various countries when we ratify these documents. Get educated before making such frivolous statements re the rights of the Carib people. The Carib Act was prepared and accepted by our Government of Dominica and England as a requirement for the Independence of Dominica. Get our facts right……….the fact is the fact…….whether you are black, Carib decendant, Carib, White, Chinese or other get the facts right before we blow our ignorantrumpet.

We came into it because of unfortunate circumstances, but no right have we to tell Kalinago how to be. Their laws are their own. This is their island. We are a permanent guest here and should continue to be gracious. Unless you want to act just like the Europeans who went up on everyone else’s land telling them to move or pay a price. You would not like that done to you, so why even resort to such thinking?

    The statements from this Chief is going to start something very bad in Dominica. WE have all been hearing the debate about the few opportunities available to the Carib people by the various Chiefs over the decades and we’ve all been very sympathetic towards that cause. We’ve generally been very supportive of the achievements of the kalinago people. We are very proud of our Caribs. I don’t know about anybody else but I do not feel any differently towards a Carib as I feel towards a black, white, indian (from india), Chinese descendant who has been born in Dominica. We are Dominicans…I respect all races and celebrate all humans for being humans and working hard to achieve some form of success. This statement however is very divisive. it could have been phrased much differently so as not to fan the flames of hate in this ‘small’ society. Listening to these words reminds me of the time when blacks were not allowed to enter ‘white only’ clubs or schools. It reminds me of those days when women were not allowed to vote…why? because it was felt they did not ‘belong’. It also reminds me of decades ago when interracial relationships were frowned upon and people were treated as outcasts for falling in love with someone who was ‘different’ on the outside.

    I note that you think you are making this statement to protect your people’s identity. But times have changed. Many can equally argue that the black race is under attack as interracial relationships are on the rise…there are so many blacks in relationships with whites, asians…this world is a melting pot. a melting pot of cultures. Times have changed. People have more access to each other. Transportation makes it so easy to travel to a different hemisphere in less than 10 hours.

    What will you do when technology makes its way to the Territory? it’s only a matter of time. The Kalinago will not remain in poverty forever. There is a new generation coming up. They will want Technology. They will want to travel. They will want to experience different cultures. We cannot stop what the next generation will do.

    I hope this statement made my the Chief will not fuel any more animosity than it already has. I pray that Kalinagos as well as black Dominicans, White dominicans, Asian Dominicans.(yes, we do have a lot of different races, as well as .mixed race, Dominicans here,Chief).

    Please love each other and be respectful to each other. We may share different opinions but it does not mean other races must attack the Kalinagos because of the remarks of the Chief. Likewise, Kalinagos please do not attack other races for feeling offended. Hopefully someone in authority will address this issue promptly before it gets out of hand. The comments I’ve read thus far on this site is already showing what is to come if the authorities do not act quickly.

    I must congratulate Mr Joseph on this move. keep it up. we are getting there slowly but surely.Too many times we have persons from outside the territory coming in with ill intentions. At first they started bringing weed, now it is crack, cocaine, harsh and the guns are now showing its face, they bring division and other social tensions. sooner or later we also need to institute territorial entries so that we can monitor what is being transported into the territory.
    Please continue to enforce the ACT to its full potentials. And to the haters out there the same act that we are using it was draft and enacted upon by your own brothers who were in government at the time so it is not anything new. So before you all start bashing the cheif please go through the act and constitutional rights of the kalinago people. This is a new year and i think there is no need to begin with criticising each other. Lets work to gether to develope each other. happy new year

    So chief what happen to freedom of association? Doesn’t this apply to people from the Kalinago Terrritory?. If people from outside the Territory cannot live within the territory why are the Pastors from the Nazarine church residing there? Does this apply only to one set? Come on we are no longer in 1943. It is time that we break away from the generational curse and move on to the next level. We would be better off integrated into the wider dominican society rather than being segregated on a little piece of Dominica that has no value to us because we cannot use it.

    There are more pressing issues to deal with within the territory and the ACT. We complain about being poor Whose fault is it? THE CARIB ACT. blame it for all the restrictions and stupidness that it entails. Give every Kalinago a piece of land so that they can have there own title to access funds and better off themselves instead of putting restrictions on us to force us to marry. We do not need an increase in incest since most people in the territory are related.
    stop this biasness and racist attitude. The woman cannot bring a man but the man can bring woman so what difference does it make? No wonder all our trained and educated people will move out of the territory.come on next level

      @ Kalinago Resident, I understand and agree that the Kalinago Act needs to be revised and amended but in answer to your question, the Caribs in St. Vincent did not originally live on a reservation that’s why they are integrated. Let’s understand this people. The land which was given to us from our own original land, must be kept as ours because if we lose that land, we have nowhere to turn to. Then the outsiders are going to make fun of us because we have no “home.” We are not able to take loans on the land because of these restrictions so what are we to do? Lose what little we have and stay empty-handed? You must be one of those Kalinago women who is in love with a black man and he brainwashed your a….e.

    it is so interesting to read the views of some people.
    There is nothing to stop anyone from purchasing property anywhere in Dominica, except in the territory….That piece was set aside for the indigenous of Dominica, the caribs/kalinago. This piece of property is commonly owned by the Kalinago people and all the chief is saying is, this should remain so.
    Therefore all these comments about tell them to stay in their place and build a wall and all this nonsense should not be voiced.
    Ii is the same as if I would go settle on Mr Watty’s estate. It is not mine. So when/if he tell me to get out,,,all i have to do is pack up and go,,,i should not fight with him for what is his.
    It is time other people respect the Kalinago people and what they stand for, and stop thinking they are beneath or a lesser people than you all.

    I am not Kalinago but I have 3 brothers who are mixed. 2 have reside in the territory for their entire lives. I’v e visited and felt @ home. The land belongs to them and should remain that way other Dominicans should not try to go in and take land from them.

      Get your facts straight! The reason that there are Africans living in Dominica is because the white men brought them there as slaves. Those who were brave enough to flee, they did so but did not know where to turn because they were unfamiliar with the terrain. The Kalinagos were very familiar, they befriended the escaped slaves, known as the Maroons or neg mawon and hid them in their huts and the forests. They also assisted the Kalinagos in future raids on the white men. As the island become more populated with white folks and Africans, Mr. Alexander Bell, who was sympathetic to the plight of the Kalinago, realized that Kalinagos were being pushed out of all the seaside areas, example Roseau, Itassi (Vieille Case) etc. That is because they lived primarily on fishing and farming. He therefore used his authority to draw up a plan and reserve a piece of land which he termed the carib territory. Sadly, that piece of land was where is it today along the most treacherous terrains in Dominica where it has the rough Atlantic Ocean and no longer the peaceful tranquility of the Caribbean Sea. That is how it got there. Administrator Heskeith Alexander Bell, reserved the land out of sympathy but he did not give it to us because the island IS OURS to begin with!!!!

    We have to cut the Kalinago Chief some slack given what his people have gone through. He is only enforcing the laws as they relate to his territory, 3 700 acres. Yes, they do have a right to settle anywhere in Dominica but we do not have a right to settle in the Carib Territory. Would you allow anyone to settle on the property for which you hold a title? You won’t even allow a rastaman to date your daughter, let alone allowing him to screw her in your house.

    This is not racism. The Chief has not said that Caribs are superior. It is not about Caribs vs Blacks. The Aborigines of Australia, the Seminoles of Florida and other indigenous tribes of the USA have the same privileges on their reservations. That was the colonialists way of attempting to make restitution for their guilt of plunder, decimation, rape and forced labour. Too bad Black people never got their 40 acres and a mule (the reparation promised). We could not unite for our 40 acres; let the indigenous people defend theirs.

    All i will say is this:

    The Act of 1978 needs to be reviewed. If the Carib Chief gets his way there will be lots of inbreeding in the Kalinago tribe and eventually they will wipe themselves out. He may have to import Caribs from Guyana and St. Vincent to keep the Indeginous people pure and free of genetic problems. Please advise him that mixing, mingling (whatever you want to call it) is good for the Kalinago people.

    Just abide by the law. In a modern democratic state the law is supreme. Why do we have a problem following the law. If you don’t like the law, do what you can to change it, but in the meantime abide by it. If what the chief is saying is based in the law, then, so it is. If what he says is contrary to the law then it matters not.

    Kalinago people are Dominicans and as such are entitled to the rights afforded a citizen of Dominica. The fact that the law provides a special arrangement as far community land ownership in Kalinago country does in no way affects the Kalinago individual’s rights to live any where in Dominica he or she pleases.

    This little island is called DOMINICA, and the land belongs to ALL Dominicans. Kalinago or African West Indian, we are Dominicans. Asking for the Kalinago Territory to be solely Kalinago is very short sighted. It is blatant racism. Dominicans should be able to settle anywhere in Dominica. Will you be asking all Kalinagos who reside else where in Dominica to return to their ancestry homeland.

    As for mixed marriages, are there enough pure Kalinago people that are not somehow related. Are you advocating incest, interbreeding. Do you consider the children of mixed marriages as Kalinagos, are they accepted by their extended (Kalinago) families.

    Regarding crime, are you telling us that Kalinago people are ALL law abiding.

    Chief Joseph there is so much that needs to be done for the Kalinago people, please concentrate on that.

    I for one respect the Kalinago people, and feel that they will always be a very important part of Dominicas history, no matter where they live.

    The only person that making caribs feel inferior are themselves! Do you know that just like the American Indians you guys were tricked to take just a little portion for yourselves? It was so that people could use the rest of the land. Caribs don’t own land. Nobody does! Infact wasn’t it the Arawaks who first landed on Dominica and many other islands? The hostile caribs killed the Arawaks and took over the land. So hence it not even all you land in the first place! We both black and caribs and those mixed others :( :) are on the arawaks land. So that act is just ridiculous. Another question, If you own a whole table right and somebody come and take the table and give you one leg and say hold that, would you let them walk away with the rest of the table?     I propose a new law that will take care of this problem, All caribs live in the carib territory, and the rest of the people live elsewhere, All negroes and whites need a pass to go through the reserve, and the caribs need a pass to go outside of the reserve. lock up all other races that marry or are otherwise romantically involved with caribs.     Is this CHIEF going to pass a Law stressing that his people should not mix/marry outside the tribe? Would it not be better if schools/centres/youth clubs were organised within the Territory in order to teach the culture/habit, and thereby passing on these cultures?

    He cannot dictate who falls in love with whom. Will he then take it further and insist that certain people within the territory should only marry/live with certain families there-in.

    The road within the territory which is used by non caribs, how will he work this?

All lands/villages in Dominica belong to the Dominican people and not solely to you and your so-called tribe. Dominicans are not of a foreign country. It is their land too and are free to relocate anywhere in Dominica. You are making yourself as if you are in a foreign country and other Dominicans are foreigners and strangers. Not so!
    You place yourself and your tribe as being superior to other Dominicans who are not of your tribe. You are not! Get off your high horse and self-proclaimed discriminatory position. The Caribs/ Kalingo are no better than other Dominicans. To me, you and your tribe will always be Dominican Caribs as I have known since a child.
    Who devised this Kalingo act? Did you apply to the Dominican government to devise it? Did you receive the government approval? Your act is redundant. It is discriminating against fellow Dominicans. You are causing divisions, lack of peace in Dominica and looking for trouble.
    If you wish to have a village, an area and a country for yourself and your so-called tribe try finding one elsewhere – out of Dominica.
    If you hope to receive government assistance at the expense of Dominican taxpayers, you better change your tune. Otherwise you should be ostracized and you and your clan will have much to lose, suffer and regret. This means, you will not be entitled to Dominican taxpayers’ funding.
    Dominicans are one people, whatever our parental heritage. May the Dominica government never, ever allow this division.

    Why jump down the back of the Chief? He is just enforcing the Carib Act of 1978, which is the law of the Commonwealth of Dominica. Here are some aspects of that law:

    -No person residing outside the boundaries of the Reserve is entitled to take possession of land in the Reserve or otherwise acquire lands or an interest in lands there.

    -The lands in the Reserve are held in the custody and under the control of the Carib Council for and on behalf of the people of the Reserve.

    -The Council has power to prevent persons who do not normally reside in the Reserve from working there or from occupying and cultivating lands there in their own right.

    – It also has power to prevent people who have no right in the reserve from entering and remaining there.

    -A person who normally resides in the reserve is entitled to invite non-residents there, so long as the visit is for a lawful purpose.

    This is the law of Dominica and it has been taken for granted since its inception and Garnet is just now trying to enforce them.

    Caribs have been coming into roseau and causing trouble since as long as I know. Third this is 2011 no land should be especially distributed to just one race on an island of about 75 000. There isn’t anyone with guns hunting down carib people, their children go to schools amongst other races in dominica , they sell their food in the city market, they get more help than most dominicans because they are carib. Talking about losing their race…mmmm well let me inform you that when the kalinago people were migrating they didn’t only stop in Dominica. Infact if you go mexico you will find a large descendant population of kalinago people. In guyana you go there and find a small population just like Dominica. So Garnett you can trust that if some carib boy or girl decide to go with some black man or woman in Dominica it won’t cause your neanderthalic behind to become extinct! It isnt necessary to have special privileges in Dominica. There are hungry black people here as well. Its dispicable how races find it necessary to treat black people like they are some disease. I could make an argument that carib men are drunks. I mean seriously besides being academically inept thats what they are noted for. But does that makes sense? Maybe not. But the way garnett going he seems quite high on something.

    Well, I agree with the Chief because the Carib Territory is the only land which we have to call our own, unlike the rest of the citizens of Dominica who are able to own land and actually have a land title. If we allow non-kalinagos to settle there, it means that over time, we will lose that land to them and our tribe will be wiped out…

    I feel any Kalinago should be free to love and marry whosoever they desire but when they do, move out of the Kalinago territory but be free to visit. As for those who say that Kalinagos living elsewhere in DA are not discriminated against, where have you been living all these years??? It is well-known that the Kalinago people for ages and even today have been looked down upon and discriminated against. We have been through too much to let go of the little which we have left….

    To those who say that the Chief is mixed race, he was born and raised of Kalinago parents in the Kalinago Territory. His mom is a black Carib or “Garifuna” as they are known, also born and raised in the KT with long, straight, jet-black hair, this is whom he got his complexion from, so plz back off…. It is ironic that due to his dark complexion, he is considered mixed, yet when the truly black-skinned Kalinagos mingle with the rest of the population, they are considered Kalinago regardless.

        The law like that of the one in the USA protecting the american indians were initiated because at the time the country was being taken over by many different settlers. So to protect the indigenous people they created this act. Do you see anyone trying to kill caribs and hunt them down? Do you see caribs working as slaves?       The chief is right. There are all kind of races with the Dominican nationality now. Dominicans are selling their land to them. These people will turn around and push the kalinago out of the territory. I am a descendant of the kalinago. My greatgrand mother was a full kalinago, she had my grand mother for a black man. She then moved to other parts of Dominica. My grand mother was a black kalinago who had her children with black men. I intend to search for my roots, not to have their land but to know where I came from.

      The Chief’s mom was ‘probably’ mixed too. maybe you don’t know everything…pure caribs are not normally dark skinned. it is possible to have long jet black hair even if one of your parents is black. you could just get the dominant gene from the parent with the ‘long, straight, black hair”. As a matter of fact, many of the residents are Carib descendants, not pure Caribs, because there has been a lot of ‘in – breeding’ going on for a long time. How would you feel if you were being discriminated against in the Big Apple because you are not ‘from there’ and told that only persons born and raised in NY can purchase property there and live there?     For anyone who is a patriotic Kalinago..they will understand where the chief is coming from. The issue is not about discrimination, but ways in which the kalinagos can preserve a dying culture. The Land is a mark that the kalinagos once fought for the freedom of Dominica and as a result…Dominica was the last island to have been conquered by the white settlers. So the rest of you who speak about kalinagos your neighbour and they should move if the cheif ask a non kalinago to leave…you are talking NONSENSE…Dont forget..that we were the forerunners of this land, and as much as you all would like to make us feel inferior..we are NOT.

    The land is a GIFT to the KALINAGO…if you are not Kalinago…WHAT DO YOU WANT THERE? ..Dominica is large enough and rather unpopulated to inhabit..why the kalinago territory?
    Why try to further disrupt and mess up what little we have left?

    I refuse to let anyone speak bad about my people…and i will rally around my chief. Anyone who is a carib and does not see the logic behind what is being said is a kalinago by looks but not by patriotism.
    And another thing…the Chief DID NOT..say that Kalinagos MUST marry kalinagos…he was only encouraging that type of unity..however if that cant be helped…you are still free to choose your mate.

    Why jump down the back of the Chief? He is just enforcing the Carib Act of 1978, which is the law of the Commonwealth of Dominica. Here are some aspects of that law:

    -No person residing outside the boundaries of the Reserve is entitled to take possession of land in the Reserve or otherwise acquire lands or an interest in lands there.

    -The lands in the Reserve are held in the custody and under the control of the Carib Council for and on behalf of the people of the Reserve.

    -The Council has power to prevent persons who do not normally reside in the Reserve from working there or from occupying and cultivating lands there in their own right.

    – It also has power to prevent people who have no right in the reserve from entering and remaining there.

    -A person who normally resides in the reserve is entitled to invite non-residents there, so long as the visit is for a lawful purpose.

    This is the law of Dominica and it has been taken for granted since its inception and Garnet is just now trying to enforce them.

    Hello are you ok in your brain Chief??? I usually support whatever you write about improving the lives of the Carib people, but not this time.

    Who want to move to Carib Territory??? Why would I leave other areas to move there? Now, I hope you going to tell your people that occupying our land to give up their Certificate of Titles move back into the Territory because that just not making sense to me. You trying to block us from coming in but your people can go out and occupy our land.

    As for the part about all you marrying your own race – I’m all for that – better for us. You making it sound like we coming and capture your people and force them to marry outside and have children. Tell them – keep their legs close. You can even put chain on all their foot to prevent them from leaving as a matter of fact.

    Just a point, Chief. Are you a full Carib??? You don’t have any real caribs anymore – anyway. Only half-bloods are there now. So what race are you trying to keep alive: One quarter Carib-Three Quarters Black; Half Carib-Half Black; Half Carib-Half-White; One Quarter Carib-Half White-One Quarter Black; and the list goes on……

    And what activities do non-Kalinagos engage in that Kalinagos don’t approve of? Mr. Joseph, negro or Kalingos, we all reside in the same land and should strive for unity not disunity. Mr. Joseph himself appears to be the product of mixed races so he should be the last person fighting for that cause.

So if non Kalinago cannot live in Kalinago then all Kalinagos elsewhere should return to the territory where they belong. i agree with the chief those Kalinago women need to stay away from our black men.

    This post by the chief is interesting to say the least. I am particulary interested in the part about Kalinago sticking to their race and refraining from marrying outside their race. While i can understand to a certain point what the chief is saying regarding the preservation or the Kalinago race, the chief has to also understand that we have a limited Kalinago population in the country. It’s not like the Kalinago people exist in Dominica in Vasts numbers and how often do the Kalinago people travel abroad in hopes of meeting other Potential Kalinago mates? If he wants the Kalinago people to stick to their race, then maybe he should organize some kind of event bringing together Kalinago people from neighboring countries and in that way, the people may have some other choices to choose from within their own race. With the situation as it is, sticking to their own race sounds good but in practice, does not make much sense unless he wants interbreeding or incest.

    I am not a Carib (my grandfather was), I agree to the Chief. The Caribs have legal rights to this portion of land – it their property. Would you like someone to just come and live on your land illegally? I see where the Chief is coming from. And him encouraging Caribs not to marry outside their race is what a Carib chief is expected to say to conserve the Carib race. Look at it from his perspective.

      This is the Carib Act.
      What needs to be done is a revision of this act.
      In a nut shell, that part of the Act says if non kalinago male marries a kalinago female, he is supposed to provide for his spouse, and has to take her and go where ever he choose to settle down….outside of the territory. And if a kalinago male marries a none kalinago female, he can bring his spouse into the territory to settle down.

          yeah and this is not conducive to preservation of a race. it does the same old mixing up they are trying to prevent. if you want to maintain a certain race, why is there mention of provisions for intermarrying? no mixing is no mixing. period. i need to examine that act to see if these contradictions are not from hearsay or if they exist for real. it dont sound right.

    Ok hear me out. I clearly understand that there is the need for Caribs to procreate with each other in order to preserve the Pure Carib factor and the culture. But come on. How can you possibly do that? The percentage of pure caribs still alive in our country is quite low. Most of them are Bata caribs. no matter how you put it… they not pure. What can you do about them? Run them out? In regards to that, how are they going to keep the in that same race when maybe half of them related? What kinda incestuous behaviour will we be promoting? A Carib is just as any other race in the world. It is true the numbers are low but they are the same human beings with different features. Saying they are to marry only their race is like saying black to black, white to white, indian to indian; and we all know that ain’t gonna happen. Everybody has their personal preference. There are carib women who leave the reserve in search for a nice ‘negre’. It sounds like soon you all will start deciding who you all daughters can marry and who they can’t. In this day and age!!!?? It sounds really racial according to how you look at it. We do not run the caribs residing outside the reserve back to their territory, and I betting my last dollar is not those black folks up there alone that doing the ‘unapproved’ things. It too late to check that eh padnah.. Shoulda tried that a couple decades ago. If you have to get the blacks out, half or three quarter of the reserve empty. The chief himself not looking pure. Anyway… I hope you all can claim back the Kalinago Territory but do it in a sensible way. Educate the young ones.Teach them the language which is almost dead, and the dances; they lack something- go back to the roots, the Kalinago roots.

    P.s If the police grant you all the ‘mechanism’ to monitor their activities, don’t have non- kalinagos feeling like prisoners.

    This man is crazy. How can the Carib people settle into other area of Dominica with out any restrictions and now the Carib chief Garnette Joseph is trying to restrict the free movements of other people in that area. You gat Caribs living in Concord , Marigot, Roseau, and other villages and no one have ask the police to keep an eye on these people. This man to try and seek ways to improve the lives of his people before he talks about non-Kalinago people who intend to take up residence there.
