Karam, Mayor clash over sidewalk parking

Local businessman Peter Karam said he has written to Prime Minister Roosevelt Skerrit concerning a matter between himself and Mayor of Roseau Cecil Joseph whom he alleges is harassing and frustrating the operations of Acme Garage.

Karam, who is the Managing Director of the establishment, said the mayor “has declared war” on his company and has deemed his private property as sidewalk.

“We were established since 1959. He declared our private property to be sidewalk. We have been parking on that compound since 1959,” he pointed out.

But according to Mayor Joseph Acme Garage is not being singled out because the Roseau City Council has written to several other businesses in the city asking them to stop parking their vehicles on the sidewalks.

“One of the areas clearly is that of Sylma Dupigny on Kennedy Avenue where the entire sidewalk is taken up by a privately owned vehicle of Dupigny taking up the entire area,” the mayor pointed out, giving examples of other businesses that are using the sidewalk for parking.  “On Hanover Street there is a rental company right there and we made it clear our concerns. You will also see very soon, others receiving letters to do the necessary survey required.”

Joseph insists that he has nothing personal against Karam. “I don’t have anything personal against Karam. I have a very good relationship with the Karam family,” he said.

But Karam is adamant that the Mayor has declared war on him since a verbal confrontation occurred between the two in January. “This mayor has not let up on us at all,” he stated.  “What is this man about? Why won’t he leave us alone?”

The verbal clash in January occurred after Karam claimed that the mayor engaged in threatening behavior towards him over a vehicle parked at the entrance to Acme Garage.

Joseph said allegations of harassment by Karam are unfortunate and efforts to dialogue with him in the presence of former top cop Cyril Carette, proved futile.

    Peter you could alleviate the parking problem by removing all those derilect and rusting heap of junk which you have occupying well needed space at last count t here were six rusted chasis right next to the cold room and some more next to the caravan.If you are a genuine car dealer you would not have those vehicles which you hope to sell as brand new at a premium price taking the ravages of the elements (rain.sun)By the time these brand new vehicles are sold RUST has set in I know my friend has one from you

    It looks like Karam wants to control how things are run in Dominica. I am sure I did read an article about him wanting for the Prime Minister to get rid of VAT. The thing is the businesses in Dominica had too much freedom before that’s why the country was not getting any where since VAT was introduce things has been moving on fine, now the elderly are able to receiving a few dollar month end.
    What the mayor is doing the right by making them find alternative parking places.

    the problem is that to every house hold has 20 person and to each one of them have a transport park out side of there home they do’nt to take a bus to town so there for, there will be a problem for sidewalk in the street of roseau.

    since i no myself as a child growing up i no karam has been parking compound. there was a man they use to call solomon that was the mayo for how may year ago the streets use to be clean every morning the man use to make his rounds, you could not put any garbage out after hours the streets and drain while clean,right about now you have to wounder what is real going on in the streets of roseau. and the mayo is fighting over sidewalk.

    How about all those buses that park on the sidewalk, from Fort Young to the Bayfront,you can’t even get to the library, you have to walk around them, they have been doing this for years. Don’t just single out one person.

    ok here is how i see it….i have lived in the states before….and nobody has no right to any parking space on the side of the street in front of their yard….maybe its just the places i lived in….

    my friends has had to park on many occasions in front of someone Else’s yard and walk to their house because the parking space in front of their yard had been used up by a neighbor or their neighbor’s friend….the most they could do about it was curse under their breath

    so Pedro nobody has no god given right to any parking space in front of their home…maybe in a few areas its different

      now ..regarding entrances to driveway……it is not right to block an entrance to someone home or business disallowing their vehicles to be able to drive into their yard to park or for clients to be able to drive into the garage…….

      ……. i can see that vehicles need to drive into your garage …… then your entrance to the garage should remain clear

      but ….Pedro your entrance can’t be so wide as to take up the space of three or four vehicles….. there should be a clear area for vehicles to drive into your business area and drive out and I’m guessing from the size it should be used as an entry and exit point

      from the pic it seems like the roadside is being used as a parking space for your vehicle when you enter your home…and if your loose out on the parking space at time them oops …first come first serve …park further up or down the road

    Mr Karam here is a bit of advise. The Mayor is right. 59 yrs ago Roseau was not as congested as it is today. So your argument on that basis is ineffective. What you must do now and forget about politics and talk man man with mayor as two solid administrators who love your town/country. Pull this garage to somewhere around donkey beach and eradicate all these mechanic squatters who run the beach goers away by thowing all their mechanical debris on the beach and give most of them employment. Build a state of the art garage. On Cock street you erect a reasonable guest house/inn to facilitate the Winsor Park and visiting dignitaries. This spot is ideal for that. Move your family to Goodwill. If you cant afford to build a guest house/inn then talk with me. In the mean time this garage should be relocated.

    I see nothing wrong with where Acme garage is locaed. there is enough side walk for us to pass and it is a small area. My big concern is BEST DEAL RENT A CAR that has taken up an entire STREET in the capital for their business and have also taken up almost every parking spot on the next road. This is what we need to check. Nothing is wrong with where karam is, I pass that area everyday and there are vehicles parked on the opposite side of the road and i am stil able to drive by with no difficulty.

    This is ridiculous and I think it is a personal attack and we should stop that nonesence in Dominica.

    KFC took a whole side of a street for their way to their drive through. Nobody saying anything.

    it appears that the economy is booming in DA now. The council can now focus on fustrating business. The issue of parking in Roseau is clearly due to the amount of bus stations distributed in the city. 1 station with a circulator might be too difficult a solution I guess.

    Mr. Karam,

    The solution to all of this is quite simple. If you have a site plan approved by lands and surveys division and registered with the registrar’s office take the matter before the courts to seek redress. If you do not have the aforementioned then if you need to use the side walk then apply for permission from the city council. This is standard procedure. You going to Skerrit is not going to help you. Skerrit is not above the law. He has to follow the law. One more thing as an aside. Always when giving a service treat people with dignity and kindness. For that you do unto others eventually comes back to you. I call it the law of divine order. It is not as much about the mayor as it is about you. This right here is your test (interpersonal skills) and until you have passed the test more blows will be pelted at you (I.e. One person, one circumstance after another.). Listen to the message being communicated to you in all of this sir.

    No sidewalk has ever existed from the southern gardens gate at the top of bath road all the way down bath road past the convent high school gate all the way down to convent prep at the junction of bath road on valley road. Their has never existed any sidewalk between the catholic Bishop’s wall and the St Martin’s school wall ever from time immemorial. Their has never existed any sidewalk from the corner of turkey lane all along the St mary’s Academy my school all the way to the Fort young the whole length of Turkey lane from the 30s. But the Roseau city council found it fitting to single out the Acme garage Karam ltd a garage operation and residence in existence from 1959.

It’s difficult for me as a black woman, aware of my ancestral history and proud to be black to see past your ignorance, even though I do pity you.

    What does slavery, white man etc have to do with the illegality/legality of your occupying the sidewalk?       happy the mayor has turned the whole of roseau as a bus terminal just as though roseau is Grand central terminal in new york. the whole congestion is one thousand buses in roseau competing with private vehicles. we need a north bound terminal and a south bound bus terminal outside roseau. you cannot have the pointe michel bus stop infront a major pharmacy. the senior citizens our parents and granparents cannot even go to a major pharmacy in roseau. the congestion in roseau is the buses not the acme garage . we cannot allow the unthinking and or malicious certain individuals with no respect to bring our business to a standstill and block our Garage and Home for eight hours non stop. that can never happen in ne york or miami or st thomas. never. this is abour respect. i blocked the mayor in january when he parked with total impunity and disrespect trespassing on our private property, so i blocked him back. ever ince he declared war on us. just one person here tell me who woud allow the public to park infront your frot door bl0ock your home entrance, block your Garge operations from entry and exit and show me who would smile an say thank you. they want to go stadium kreole fest and block our entrance a fire zone block our home entrance block our garage operations for emergency use. and dat nice not true. again today is emancipation day. emancipate yourselves from mental slavery of hate for 53 years.

    While it is in order to put some order in the City especially where parking is concerned because the City is really too congested now. People must be given alternatives, and these must be established first and then you write to them directing them to the alternatives.     The Acme Garage Karam ltd poses absolutely no obstructionn never has ever to the free flow of traffic. not one complaint has ever existed never ever that any pedestrian has ever been denied walkway on the property of the Acme Garage Karam ltd. Opposite the Worshop has a 200 foot long by twenty foot wide open sidewalk also for use by the public/pedestrians.

    @Francisco Telemaque please be aware that wherever you are in the world as long as you have a business in the city centre if you want special privileges you must apply to the local council for a permit to have a reserved parking sign at the entrance of your business premises. You don’t own the 10 to 15 feet of ground of the entrance and you cannot ask for it to be a part of your site plan either except for informing that its the access to the premises.

    Stop fighting Dominicans and sought amicable solutions to your problems. Mr. Mayor and Karam are “prominent men in society” so to speak this DNO publishing should be the last resort to your problems. Mr. Karam should seek an audience with the City council to rectify this issue, get to the root of it and conclude what is the solution to the problem. If this cant be resolved then call upon the local Government DDO/DDA or Commissioner if needs be or the relevant stakeholders but not the Prime Minister. I believe this is a positive move on the part of the City Council but thorough dialogue with the various parties is an obligation. Identify the problem is good but working with the people to create solution is a vital asset in problem resolution. I personally do not know how Mr. Joseph approached Mr. Karam but even that could have triggered some negative behaviour on the part of the businessman. Please gentle men this is definitely not a way forward for nation building. So revisit this situation and take a different approach to work things out positively.

    I think it is time that the City take a stand, not only against Karam but also citizens who parked where ever they wish to. They live there so they park there. They need to travel Imperial Road as well and give the same notice.

    Dominica is too free; people doing what they want, when they want. Ok, grant it that Karam has been parking there since 1959, isn’t that long enough to have built an parking lot elsewhere. Change is often very difficult to process, the time is NOW. Noe it is time to get some tow trucks in position, and some hefty fines

    If Peter is correct, which I believe he is correct; I cannot understand how someone can declare a mans’ private property a public sidewalk!

    Dominica seems to be a place where politicians take on their own, and bully people, they make decisions that can hurt even the politicians themselves in the process, and the reason they are doing that is because they know that the flimsy judicial system we have in the country will not lift a finger to dispense justice against them the bulling and rouge politicians.

    As I told you Peter, the issue is a civil matter, as such you have to fight fire with fire. The Prime Minister is the head of the country, however he is not the law of the country!

    You have every right to take this matter into a court of law, and see if for once in a lifetime justice prevails.

    Other than that perhaps your best alternative is to unseat this man who likes to talk about ” I am the Mayor of Roseau. ”

    On the other hand perhaps if you set up some rum beer, and wine outside of your business place, that might be enough to gain you some peace.

    Because some rum drinker might steal it all and when that rum drinker consumes all that alcohol he will get drunk, perhaps then and only then that drunk will behave himself, and leave you alone.

    If Mr. Karam has been parking in that location since 1959, clearly he has established a precedent that is superior to the position the Mayor is occupying. If there is no law, then it is allowed. We are not under Napoleonic code, where if it is not specifically allowed, it is forbidden. The actions of not allowing parking on the sidewalk, especially for the business of a Car Repair Garage has to be weighed with obstructing the free flow of traffic. Remember, a government not kept under the control of the people will become out of control and oppress the people.

        I’m not talking about the Mayors office and even if I was, the Mayors office and government as a whole is a fiction. They are not real, but merely ideas on a piece of paper, not there to help you, but to control you. Karam has been parking in that location for 50 plus years and a presumption that goes unchallenged, is law. Therefore, Karam has established his right, as has everyone else, apparently to park on the sidewalk in an effort to alleviate obstruction to the free flow of traffic because the designers of the city and engineers never took these things into account. Those streets in Roseau were designed to accommodate horses and donkey carts. Therefore, the government created this liability and before they go around ordering people to do this and do that, they must present a remedy. He who creates a liability must present a remedy. And, if the government gives you an order, they must accept your bill. So don’t come with your this is “absolute nonsense” shill speech. Not even the Prime Minister can simply write you a letter ordering you to do what he wants. Eh nuh work so! So nuh feel the Mayor can simply tell you what to do when and how he feel like.     There is no easy solution to that problem. I understand that he can’t park on the sidewalk, but where else can he park? Roseau does no have sufficient parking for the increased amount of vehicle. The government should look into building a low-cost parking complex or make it mandatory for new buildings have the the first floor as parking lot for their customers. Just a suggestion :mrgreen:

        The idea is to occupy the sidewalk so that his business remains undisturbed: his vehicles can enter and exit at will and persons driving by will easily see his vehicles on display.     I do not think that this is about who is more seasoned laborite or not. I mean Roseau is very congested with parked vehicles on side walks, Almost every business place in Roseau takes up sidewalk space, so i think the mayor should not just pay attention to Karam alone or do this like little boys , i think that he should write to all the business places and have a general meeting to discus this on a professional level. He can’t just pass one day and say this business place has to remove its vehicles there , if the people has been establish and operating there for so many years, he has to give them time if not an alternative place to continue operating their business. We all know that Roseau was not design and built to accommodate the future , but the future is here and we have to re-design it but without destroying people’s lively hood, we have to take good consideration when doing that . We all talk about New York etc ,But Dominica is not New York and if we have to compare , there are a lot of things that has to change.I sympathize with Mr Karam , because the Mayor has been making a lot of bad decisions that has not been in the best interest of Roseau and it’s people. See the amount of Keep clear signs that are on the Bay front and next to the new Roseau Market , somebody tell me why ? At the end of the day i hope this issue gets resolved , because each and every operating business in Roseau are important to us, and no one should be treated differently.

    Your reason(s) for writing to the PM seems unclear. If you believe that a law has been broken, take it to the courts, unless you are writing in your capacity as a Labourite against the actions of another Labourite, which is not the concern of the public.

    The Mayor appears to be doing his job- a good one. He is trying to uplift the city of Roseau beyond the next level. Rather than fighting him, I would encourage you to work with him.

    Personally, I think it is time that everyone is held to account. Be impartial and objective and observe that there is no sidewalk the entire length of bathroad from its junction at the Newtown Savannah, past the Convent High and Prep, the Sat Building and the Windsor Park. The only ‘patches’ of sidewalk are next to Hara Agencies, the block, Campbells, and Government headquaters. At the Police station sidewalk is provided for within its compound. As for the area between St Martin’s School and the Bishop’s house, The lack of sidewalk continues all the way past the Trinity Batiste chruch to Independent Street’s intersection with Bathroad.

      And there are many other parts of the sity where this is the case, including Cornwall Street, High Street, and even in the ‘newer’ Goodwill.

      You STOP be a slave and look at the entire picture inpartially.

      It may jolly well be true that the mayor is on your case because of past incident but in all honesty don’t you think that your business is denying the public safe access to the sidewalk infront your business place?

    I support the Mayor of Roseau on keeping the side walks clear. Not only businesses, but other persons who park on sidewalks.

    I find it very sad the Mr Karam would object to that. I find even more sad that Mr Karam would write to the Prime Minister on such a matter. He should follow protocol. Go to his lawyer and face the courts if he feels he has the right to obstruct the pavement.

    If he had no right to park there in 1959 he certainly has no right to park there now. That is the result of not putting things right immediately. The Mayor really needs to check all and sundry where this is concerned; especially on Hanover Street – or as I like to call it – Best Deal Street.

    Peter has a point. If he has been allowed to do this for years he cannot just be moved. He must be given time to make proper arrangements. In the meantime Planning Division still allows new buildings without garages in Roseau and environs and so the people park on the sidewalk close to their properties. Sidewalks are used for parking all over and the traffic police do nothing but pass with a book. And why not complain to the PM he controls everything including who was appointed Mayor of Roseau.

    Finally i can see some fpresight in the improvement of easy access to some businesses around Roseau when some of the side walks will be taken back. Keep up the pressure Mr. Mayor, I am sure this has been on the books long time but no one wanted to address it, until now.

    Question is:do Karam own the land they use for parking their vehicles? If taking action the mayor must be consistent and enforce a no-parking ban on all vehicles that obstruct sidewalks, such as the bay front. If illegal the police should issue tickets for this.
    Don’t see what the P.M. has got to do with this.

      DNO needs to take a pic of the area during Creole Fest. Karam brings all the vehicles even closer to the road so that nobody can park in that area. And what does the police do about it? NOTHING. He’s being doing that for years.

    The entire city of roseau needs rearanging. If karam wants parking space tell him to build a roof and a ramp to get up on it thud creating parking. This should be the next step-all new building should include some form of parking away from the sidewalk.

      The land is NOT Karam land. It is the property of the city of Roseau. They started using it, and claiming it at a time when laws were lax and there were fewer vehicles. Times have changed. karam blocking the whole sidewalk and the taking all the parking spots on either side of the road for years. He and the possie dentist even had big clash over that for parking spot. Because you doing something for years, doesn’t make it right. He sending letter to the PM because everything in Dominica is political. Both he and the Mayor are labourites, but these days the Mayor is swiftly falling out of favour with the party top brass and even the PM so he knows exactly why he write the PM. This is not about sidewalk alone, this has DBS written all over it too. Peter always playing victim and Cecil alas your ranks cutting, you trying your best but don’t expect too much support from your party,since they have blamed you for all the leaks thus far.

    Come on Peter, you all have been utillizing the Roseau side walk for so long.When Roseau or Dominica had 10 vehicles, you all could do this, but not in this era of times when there’s a vehicle to every 3 persons in DA. Roseau is becomining overcrowded, the people need their side walks.
    Look at all those other car dealers,merchants, they have all expanded,and moved to the outskirts of Roseau to continue their buisness transactions, its not too late to acquire a plot of land, be it Canefield, Fond Cole, Lower Castle Comfort or Wall House to establish a parking lot so that you could bring in all your motor vehicles where they could be advertised for sale and use your present location{Cork Street}to do your office /shipping transaction and residence.
    Its high time that you stop fighting with the Mayor. I cant find any reason for you writing the PM on that matter

    Karam, just because you’ve been operating leniently on that sidewalk since 1959 doesn’t give you the right to this PUBLIC space! It is annoying that each time I am in Dominica, I have to cross the street w/ my kid to avoid your workers spraying me or using up PUBLIC property so you can run your business. I am happy Cecil Joseph is on your back, because times are changing sweetie pie, and the things you got away with years ago, you will now have to face the critics. Final word to Karam–LIFE does not work to your advantage all the time, and it shouldn’t, especially when it is a BIG INCONVENIENCE to the general population!!

    Mr Mayor please do what you must do. this is a nuisance and i have always asked why is this happening. no where to go through for years when you get to this garage. and you pass and see the same vehicles for days in the same spot. MOVE THEM OUT KARAM AND KEEP THE SIDEWALK CLEAR. NUISANCE.

      I remember coming from school back then and having to walk on the street cause the vehicles were on our public sidewalk. It is time for the perpetrators to cease and decease. You hear Mr. Karam. It’s time to stop! Darned.

We are now in 2012. get with the programme!

    This issue of crowding, overcrowding, and monopolising public space in Roseau is not unique to Acme Garage. However, this company has persistently and arrogantly done so. I can clearly remember a public fracas probably 2 years ago between that same Mr. Karam and a dentist for the same reason….Acme claiming public space as its own. This is illegal, dangerous, and must stop.

    By the way, why would you write to the prime minister on a matter like this? Sheeeeeesh!!!!
