The Government of Dominica has appointed Mr. Martin Charles as Resident Ambassador to the People’s Republic of China, in its quest to fully establish a diplomatic presence in China and further develop the excellent bilateral relations that exist between the two countries.
The Government of Dominica has received Agrément from the Chinese authorities for Mr. Charles’ appointment and he will formally commence his duties as Ambassador of Dominica following the presentation of his credentials to the Head of State of the People’s Republic of China.
Diplomatic relations were established between the Commonwealth of Dominica and the People’s Republic of China at Ambassadorial level almost fourteen years ago on March 23, 2004.
The Government of Dominica reiterates its strong commitment to the One China Policy and continues to advocate for the peaceful reunification of China.
The People’s Republic of China is one of Dominica’s most significant bilateral partners.
From 2004 the two countries have enjoyed a meaningful partnership promoting mutual cooperation, at the level of both bilateral and multilateral relations. This has been significantly beneficial to the Commonwealth of Dominica in a variety of sectors including human resource development, health, agriculture, disaster relief and development of infrastructure.
A number of technical and economic cooperation projects funded by the Government of the People’s Republic of China have been implemented or are ongoing in Dominica since the establishment of diplomatic relations.
Mr. Charles is a qualified Life Underwriter and presently the Agency Manager for CLICO Life Insurance Company; Chairman of the Board of Directors of the Agricultural Industrial Bank (AID Bank) of Dominica and Trade Investment Commissioner for Dominica. Mr. Charles also serves as a member of the Board of Directors of a number of other institutions in Dominica.
As Ambassador of Dominica to the People’s Republic of China Mr. Martin Charles will work closely with the Ministry of Foreign Affairs & CARICOM Affairs to ensure effective implementation of Dominica’s foreign policy with regard to China. Additionally the Ambassador designate will be charged with the responsibility of representing Dominica’s interests as well as the interests of Dominican nationals residing in the People’s Republic of China.
The Ministry of Foreign Affairs & CARICOM Affairs welcomes this appointment and looks forward to working with Ambassador designate Martin Charles.

I have no problem he being ambassador,as matter of fact he will be the first person from Salisbury who will be occupying this title or position,on the other hand, I don’t care.But using using his managerial position in CLICO as a resume,is a joke. CLICO is a failed entity .I invested thousands of dollars in CLICO and it is about 8yrs since they announced it went under and I have no idea if I will salvage one dollar of my investment.
The timing of this move, to locate an ambassador in China, comes at a time when China is making it’s leader remain in office for life.So what subliminal message is Skerritt sending in the timing of this move?Don’t get ahead of yourself Skerritt because Dominica is not China and will never be.I know that you are slowly trying to implement dictatorial strategies in the country.Some will work for a while but also remember what happens to dictators in the end because none last forever.
The only good thing i can see coming out of this is that at least he wont be at the AID Bank. Hopefully the bank will be run better and dominicans will finally be able to access money for the betterment of the country. apart from that he might as well go in any case. all he does here is run behind those chinese delegates and business people like a desperate tour guide. but seriously, good riddance.

A few days ago I commented on the alleged murder in Good Hope, and suggested that the leaders of the country refrain from actions which may further increase the anxiety levels of inhabitants in Dominica. Seems it was just wishful thinking. Are we so desperate or bankrupted of fresh and innovative ideas that we have reduced everything to a joke. Among the credentials published I see nothing in this man which qualifies him to be our ambassador to such an “important” friend or any country with which we have diplomatic relations for that matter.
The joke even seem to be extended here by some comments which are making recommendations. Do you seriously believe Patricia Mills or Daryl Titre are qualified to be ambassador to China by virtue of them getting a education there? Come on my people now. More than ever before our country needs great minds at the helm in every sector. Dominica depends on us.

All I will say is Oh My God, help us in Dominica. I will not criticize or ask any questions for DNO not to delete my comments. However this appointment is a sign that Dominica is in serious trouble and instead of things getting better they are getting far worse, beyond repair and we better take warning
So it looks like our government will establish a full fledged embassy in Bejing under the oversight of the Minister of Foreign Affairs, Francine Baron. An understandable move to reassure China of our commitment to them, especially in light of our recent closer ties with Russia but an expensive one at that for an impoverished country with barely 70,000 inhabitants.

A joke that man? I am no fan of the DLP but Gaba is no diplomat. Honestly, as bad as it is Daryl Titre, Patricia (Passport lady) or even the Thomas lady (Felix Thomas Daughter) are better suited for that position. They studied in China, lived in China, Knows China (Culture, Language, Political structure etc) . Gaba cannot even say “oh hell no” in Chinese but he is ambassador? What about all the folks we have sent to get trained in China over the years? Skerrit is loosing it every day.

The man is fluent in Mandarin Chinese, studied at the Fletcher School of Law and Diplomacy at Tufts University and at Harvard University’s Kennedy School of Government. Besides, the man is a diplomatic passport holder, sits on the board of several multinational corporations & NGOs and is a multi-millionaire in his own right. As a matter of fact he will not be taking a penny for his services.
That’s one of the problems he went to Harvard university, so more leftist, socialist upside down liberal thinking minds. But can he hold his chop sticks in one hand, while eating sichuan , and a Tsingtao in the other hand.
SInce when are being fluent in the local language and previously lived in a country prerequisites for ambassadorship? None of the other candidates you’ve mentioned, though I love to see young people make it life, are better suited for the job based on your mentioned and misguided prerequisites. Many ambassadors have translators and are able to carry out there duties. While it would be a plus to speak the local tongue, it is not a must. Take the US for example. Ambassadors get shuffled round from country to another…does an ambassador who is moving from France to Thailand have to be fluent in Thai? No!
Alas, what credentials does he have to present. Smh. Pm that is total madness. The only thing good I can see coming out of this, is that some boards, since that was his only job to be on boards, can maybe lean towards being functional.
