No snap elections: Astaphan

Astaphan. Photo credit: St. Lucia Star

Senior counsel Tony Astaphan is dismissing claims by political leader of the UWP Ron Green that there could be snap elections in Dominica soon.

Green told the 7th session of the People’s Parliament in Bataca last week that there are plans by the Roosevelt Skerrit administration to undermine democracy in the country.

He called on his party supporters to get ready as they will return to the polls soon for another general election.

Astaphan’s told the Next Level program that Green’s claims are untrue.

“You almost get the impression that there are a bunch of desperate men running around the streets politically naked and looking for some form of attention by making these outlandish statements,” he said.

Astaphan said the UWP seem to have forgotten the results of the 2005 and 2009 general elections.

“Somebody must be able to tell these guys that they need to relax and that they are not making any sense,” he stated.

Dual citizenship….Mr. Green states that he renounced his US citizen ship sometime before the 2009 election. However the official IRS list of persons who renounced their us citizenship. shows that Mr. green”s application was only finalised during the 3rd quater of 2010 ie JULY to SEPTEMBER.

The point is…the constitution and law were violated in 1995, 2000, 2005 and 2009. The violation of the constitution was started in 1995 by Mr. Ron Green. It seemed to be ok at the time, there was no call for Mr. green to resign he was not accused of breaking the law or violating the constitution. He was held as a model citizen by the UWP. He is still supported by the uwp as if he had a right to break the law. Mr. green is giving that lame excuse that his us citizen was not by his own hand .. so I guess when he joined the peace corps and served in Nigeria he did it at gunpoint and when he applied for his us passport that was also done at gunpoint or he was still 11 years, the age at which he migrated to the us.. perhaps he never grew up. Mr. Green served for 3 terms before he decided to relinquish his us citizenship…As a Us citizen living abroad you have file and pay taxes… Was Mr. green paying taxes to the US from the salary paid to him by the Dominican taxpayers?…If your only respons can be aweak attempt at sarcasm, next time you think of Skeritt and his gang as corupt, look in a huge magnifying mirror….hope you get the point.

yes he was in breach of the constitution, no dispute there and if his renounciation was not complete by 1st December 2009 he too swore to a false declaration. Now knowing all this why are you still going about trying to defend skerritt when you know and understand the law so well.

Let’s just say that I have a very difficult time believing Tony Astaphan. I do not trust him as far as I can throw him. I didn’t know that the was an elected member of parliament.

Skerrit thinks that the enemy is the opposition, but the enemy is standing, sitting, eating and drinking, and lying with him!!

Tony will be the downfall of the DLP, watch, you will see.

Mr. Skerrit, permit me to ask: “What does it profit a man if he gains the whole world and suffers the loss of his own soul?” It is written somewhere in the Holy Bible.

simple shows, Dominicans have fallen period wrong is right!

Dominica are way too slack on important issues of their Country’s Governance..

it clearly shows a lack of or breakdown in their education standards,by not having civics taught as part of the school programs..sadly majority of dominicans still are unaware of whats happening on national issues wonce they have a few dollars and eat a little something or go party they care less

also churches have failed badly at all levels to guide and keep the society focus. and a few proffessionals who are clouded with the ego virus have captured the less fortunate in dominica..

i think its a sad spell on dominica and can only be cleaned up not by talking in jackets and ties but
street protest, a few bridges, cut off..the airport runway damage etc..those aspects are the corrective ways to deal with a Monster who wants to rule they only feel the hard way!..

Freedom has a price to be paid for and Dominicans need to understand that!!

they talk too much by calling the radio programs….go do some actions…it will change the cause!

It should be absolutely clear to everyone on island and aboard that we Dominicans lack all form problem solving traits, we project weakness, we seem to be politically inferior, we lack all vision of the importance of our actions and inaction on future generations.
I’m not suggesting that there should be chaos in our streets but we lack meaningful problem solving tactics in this country. We’re doing ourselves a great disservice.I will continue to state that until we establish an Independent Institution with men and women who are capable of perusing issues with attitudes focused on truth telling and finding solutions to the problems we face politically and socially without reservations we’re doom. The apparent complexity of our problems are not without simple solutions.

With the apparent void of such men and women in our society we’re experiencing the ill effects of not having persons who are capable of standing up for truth and justice, who are incapable or just unwilling to act selflessly, to make the necessary sacrifices to bring about the simple change we need in this country, so day in and day out we traverse hopelessly facing the very issues we complain about, issues we know in our hearts to be wrong to their core; Yet we go on suffering silently with hopes of a day when our Knight in Prince armor will appear to safe us from ourselves, it’s pure madness when one thinks about it.

We will pay dearly for our inaction, the law of universe demand it be so.

I will end by stating that this Strategy of Deception is nothing new, a System of control by division, to profit by confusion, the greater the confusion the greater the profit, I keep thinking that a people who are unwilling to be part takers in their country’s governance are under the control of a few folks, and are a people who are easily predictable and totally manipulatable.

Are you from this planet? Why can’t Tony speak for Labour? He is a Labourite and works with the party. The UWP has a multitude of voices, too numerous to mention. Are you so against Mr. Astaphans that you are now against his and freedom and ability to speak? I guess democracy is really defined by your standards and that of Ron and Eddie!

If a snap election were to be called at this time , would it be illegal ? What does the law say? How much of a role does ethics or morality play in the decision to call an election? The limits of action is determined by the law of the land. One would hope that the public’s sense of ethics and morality is integral to the making of the law but at the end of the day it is the law that we are forced to obey when we live in this state.

    February 5, 2011

Neither Skerritt, nor Tony Astaphan, Hartley Henry or the DLP Cabal would have any moral, ethical or legal authority to call any elections with that case of Dual citizenship involving Skerritt and Petter St. Jean still not resolved in the courts. It is about 14 months now and the courts, our judicial system, has refuse to deal with that matter expeditiously as the laws emphasis.

The Electoral Commission and the President would be making a GRAVE MISTAKE, putting a dent into the building of our democracy, to allow an illegal leader of the country to even have the power to call a Snap election. Dominicans MUST be on their P’s and Q’s at all times from now onwards for their TRICKERY. Plans are being CONCOCTED to save and protect Skerritt and Petter from facing the consequences/punishment by the courts regarding their irresponsible behaviour. Those guys got nominated in the last elections, lied to the Electoral Commission on the nomination form , lied to the people of Dominica when they knew they possessed DUAL CITIZENSHIP knowing that was against the electoral LAWS.

Electoral Reform NOW. Tony Astaphan called the recommendations for VOTER ID CARDS by the Electoral Commission ‘MADNESS’ and is doing everything to block any reform.

The purpose of VOTER ID CARDS is mainly to provide information to the voter. Generally it is used in countries where there is little expectation that voters will attempt to cast multiple ballots or otherwise commit electoral fraud.

In other countries, the voter identification card is a much more important instrument in preventing electoral fraud.

The residential address of the voters Voter Identification cards have sometimes played a crucial role in increasing the integrity and consequently the legitimacy of the electoral process.

A voter identification card offers a number of advantages:

    * It is a reliable form of identification.
    * It serves as acknowledgment that the voter is duly registered.
    * It may include several identifying features (e.g. photograph, signature, fingerprint, a voter identification number corresponding to the number on the voter registration form) to provide greater assurance that the voter is who he or she claims to be.
    * It may be marked when the voter has obtained a ballot, preventing multiple voting.
    * It can be designed to be suitable for an electorate with a low literacy rate.
    * It can be an effective form of identification where many voters have no fixed address.
    * It facilitates voting in areas where a voter may not be known personally.
    * It can be issued together with voter education material.

In addition, there may be other, less tangible reasons for favouring voter identification cards. For example, according to a study of photo ID cards, the cards were said to convey to voters a feeling of pride in their right to participate in the electoral process.

The problem in DA is not voters card or none thereof. Our problem is that we have politicians who are not progressive in their approach to elections in the 21st century.
In the US we are issued voters card when we are qualified to vote, but on election day one hardly use the card for id. We normally present our drivers license and allow to vote.
In DA every political party has representative in the polling station. These are usually from the area and know everybody who comes to vote.
I believe that the opposition uses electoral reform or voters ID for blocking overseas D/cans from voting in elections. I am not against them for opposing this system. What i think is that they need to put this in their campaign and let the voters decide.
My take on that is D/cans living away should be encouraged to participate in all spheres in DA.This should include voting, banking, commerce etc. The credit unions can build links through the associations and organize regular savings. There are so many positive things we could do instead of all the negativity.

      • Stop supporting wrongdoings
        February 7, 2011

Has anybody pronounced that overseas Dominicans should not vote or take part in the development of their country? The truth is that BRIBERY Is against the Law and that is the issue. Issuing FREE TICKETS just to come to vote and return next day? That is the issue that is against the Law.

What evil comments? What wickedness? What blatant departure from the truth? Why are you all so bold to support what is wrong? Do you allow your children to commit wrong things, cheat, lie, fight with other children, and expect them to be respectable and well-behaved? Is everything OK with our Electoral process? Who is blocking the recommendations of the ‘Independent Electoral Commission’ for electoral Reform? Who LIED on the NOMINATION FORM about their DUAL CITIZENSHIP? Isn’t it against the Law?

Isn’t Skerritt and Petter St. Jean illegal Parliamentarians? Were they eligible to take part in the electoral process? Didn’t they do something WRONG? My people, STOP IT !! STOP IT !! STOP IT!! Stop defending WRONGDOINGS. Don’t you all have a CONSCIENCE? Don’t you all believe in TRUTH, RIGHTEOUSNESS and HONESTY? So when those in Public Office LIE, CHEAT and do ILLEGAL ACTS, you all close your EYES and SUPPORT those WRONG THINGS? SUPPORT YOUR PARTY OF CHOICE, but desist from condoning WRONGDOINGS against the LAW of this beautiful country.

Wouldn’t it be also wrong if anybody else had committed those illegal acts? So why would it be right for Skerritt and Petter to act against the Law, but wrong for someone else who did the same thing? Stop being so EVIL in your thinking and actions.

“It is about 14 months now and the courts, our judicial system, has refuse to deal with that matter expeditiously as the laws emphasis.” …..It is not 14 months. it’s more like 16 years as the violation of the constitution regarding dual citizenship started in 1995 When Mr. Green was elected..

      • Go do your homework
        February 7, 2011

Give me a break “rogue”. For the courts to act, an action has to be taken. This is the 1st time (14 months ago) that action has been taken. In many islands it had been the norm for parliamentarians to hold dual citizenship. However, since the case in JA, parliamentarians have become more cautious about breaking the law. 14 months is indeed enough time for the court to deal with the matter at hand.

Tony doesn’t know sqat about Skerrit and Hartley plans! However he always gets the priviledge to mop up after the fact, while making an incoherent fool of himself. I wouldn’t put it past Skerrit to attempt to call yet another election to secure himself as legitimate, however should that be the case civic minded Dominicans should ask themselves why? Admittedly UWP says alot of funny stuff, but humour is an agent of serious undercurrents. Something is not right in Dominica and the state of its’ governance and it’s ok to remind our elected officials they’re not masters of the people.WRONG IS WRONG!

I have made several attempts now to make this point:

I never thought that I would be caught up in a handsome / pretty vs ugly debate online. Many of the comments attempt to humiliate Tony because of his physical features.Aren’t you the same ones who criticized PM Skerrit’s supporters for dwelling on his dimples and “handsome” features? Aren’t you both equally shallow? Or are you, since one focuses on the good while the other focuses on the bad? Don’t we, as African descendants, take offence when otthers make fun of our thick lips and big nose?

But the more you fuss, the more they criticize. Afterall, we’ve all had a bad photo. I have criticized some of my own. To prove my point, check out the carnival queen contestants. Those who were not on top of their game in the group photo, look quite stunning in swin suit and casual wear.

But given the pressing issues we face as a nation and as humanity, should that be our focus? Why do some think that a snap election will nullify past constitutional violations, if any? If a thief returns stolen goods before being charged and prosecuted, does that mean a theft did not occur and the thief should go free? Or is Ron trying to sway public opinion and the judiciary to overlook and nullify his own and his party’s past constitutional violations? Crimes do not go away with time.

” That Tony ASStaphans just think his look will scare the shit out of the judge or magistrate…hahah….Good luck. but…”

Only idiots and fools would comment and make fun of another human appearance; I am not suggesting that this man may have a medical problem, nonetheless, whereas he might be overweight, that is something none of us have complete control over in our personal life!

On the other hand suppose he has an over-active thyroid, that could be the cause of him gaining so much weight, in any event, no one should be happy about that, and should not make fun about it either.

I know Tony from way back in 1964, I worked for J Astaphan & Company for about six months, and during that time I picked up Tony from School, and take home to Santa Romma where they lived.

This man was; I will not say stunningly handsome, but he was good looking and slim when he was growing up, believe it or not this guy activity is extremely stressful, and such can affect people in different ways, it can cause weight loss, or in the opposite, can cause weight gain.

I am not concluding that any of my suggestion is correct, because I do not why he has gain so much weight, since the last time I saw him in person, in 1964, or there about when he was about 12-14 years old.

As we live we develop changes in our body. I never consider myself getting sick, I thought I was invisible, until, I was diagnose hyperglycemic ( diagnosed with diabetes). In the process I went from 185 Lbs to approximately 98 lbs, I thought I was going to die, until I decided to accept the fact that I am insulin dependent.

As result, of the insulin I have to take for the rest of my life, I have regained some weight, I am back to 182 lbs, as of yesterday.

I do not know how heavy or large I will get in the future, because insulin by it self causes people like me to gain weight, constantly.

So, the food we eat, and the medications we use when we have medical problems may change our body structure, so there is no point of these idiots making fun of this man, whether the picture is modify or not!

Think of yourselves, tomorrow, and what could happen to you when aging comes along, or you are struck by some disease or some unfortunate accident.

What’s with that TIE? Anyway, somebody is calling somebody’s bluff. This is indeed reverse psychology. Just a tad foolish for DLP to repsond. It would be the ULTIMATE NIGHTMARE for the UWP if elections were called. I mean, there is a case now with the dual citizenship now. Howerver if elections were called NOW then essentially the UWP would NOT have a case. I think UWP calculated the odds and jumped the gun here. Now that Tony has responded… you can see how things would play out. I mean it’s politics at work. If Skerritt were to call the elections and step down win then step up again then what does the UWP really have? NOTHING!!! I would call their bluff call elections right after carnival, throw a monkey wrench in there! AND THE DYNAMIC THING: THERE IS NOTHING THATCAN STOP DLP from calling a general elections. infact, with all the upheavals lately in the media, and all the so called democaracy taking flight, the D<P can use that exactly to their advantage. It is sad that as responsible citizens we would seat back and tolerate “Politics at Work”. Is that what we voted for. This attitude of gratuitousness and entitlement among those in power must be controlled by the people. We must learn from the current situation in Egypt. If we give politicians an open check book with no accountability then we the stand to loose. You seem to be so proud that politicians can manipulate your vote and your rights to suite their own personal agenda and it’s OK. It is no wonder why we as the people are treated like crap- they prostitute bour rights and sovereignty and we seat by and say nothing.

It is my responsibility as a Dominican to ask for total accountability from all government officials from the PM to the lower members of the executive. If the PM willfully broke the law then every sensible law abiding Dominican should denounce such action , demand a resignation and not look for excuses. Let us stop this hypocrisy for you know that very well that had the leader of the UWP or The dFP done that you would be asking for his and or her head.
What kind of society are we becoming by rewarding certain people when they commit crimes; In the same breath some of us are calling for some form of punishment (rightly so) for an illegal demonstration by the UWP opposition while we are saying it is OK for the PM to go on being in breach of our constitution.

      Well Oppsy:

What about the reforms recommended by the Independent Election Commission? Do you think we will drop our guard and go to an election with the same outdated voters list? Do you think we will participate in an election where no one is issued a voters ID card? No we won’t and Skerrit and the entire red bugs know that. So when you write, write about the reforms.

After reading the comments which are posted in relation to this topic, I am somewhat astonished to imagine that some people actually belong to and or support a particular political party. A topic of such magnitude should be commented upon creatively and not done in such an immature fashion. This indicates that there are some people who like to comment in a negative way or like to comment on topics that suit them. I must say this is very unfortunate but again this demonstrates that there is a continued need for education in Dominica. It is not difficult to determie which politcal party most of these people belong to which consequently can alienate people from these parties.

Mr PM, please remember the relationship between Julius Caesar and Barabus.
It will not be your enemies but your “friends”.
As alledged, it appears that you have enough already for generations. It is time to become more moderate and allow Dominica to be less polarized. I am no prophet but I can see something unpleasant in the near future if things don’t change quickly. We need a change in priorities now to save DA. Dominica and Dominicans first.
Mr PM, we a visitiors on this earth. You cannot go with any amount of wealth you amass. You may already have dug a huge hole for yourself but you can still get out. Pray.

It really amazes me at the level of ignorance shown around here. From most of these comments you would think that the man walks around all day with that permanent expression on his face. The camera catches a momentary expression and idiots rise to the bait to show utter ignorance. If the shot caught him with his eyes close then I suppose every jackass would start spouting their ignorance by saying that the man has no eyes and is therefore blind!

Lord only knows what would be said if the shot caught the man rubbing his nose, I suppose every jackass would say the man is nasty or is digging for gold!!

And what is even more amazing and a clear depiction of the ignorant masses around here is the lack of any substantive comments relating to the matters of the news item. But no, the herd is fixed on an expression in a picture. And one would also have to pass comment on the possible lack of editorial awareness of such matters.

Yet again I have to shake my head at Dominica!

    February 5, 2011

You guys should stop commenting about the man’s physical appearance. I am neither for nor against him, I dont even know about him that much, but when you criticize his LOOKS you are in essence criticizing God for HE is the one who created him. HE creates everything and everyone in the way HE sees fit, according to HIS word “for His pleasure”. There are many things about our physical appearance that we wish we could change – even the smallest things – but its not possible. So thank God that you are whole instead of lookng at the “imperfection” of others. What man deems imperfect, God deems perfect for HIS glory. HE DOES NOT LOVE YOU OR I MORE THAN HE LOVES TONY.

You can comment constructively without humiliating others – wisdom is not the source of humiliation.

    • simple mind
      February 5, 2011

I,like you,am neither 4 nor against , but his writings, speaches, even photohave become so irrelevant 2 our democracy that we can’t see him as anything else than a giant spider entangled in his own web. He looks frightened like a frog stranded before a mirror.”Oh what a tangled web you weave when first you practice to deceive.”

    • One Day
      February 5, 2011

we are not criticizing God’s creation, he was fully made and wonderfully made as he is not missing any fingers and toes. He is not what we normally refer to as ugly. The man has a self created expression on his face. One to instill fear and bring intimidation.

    February 4, 2011

DRACULAN Features enveloped with DRACULAN intentions to suck the BLOOD of Dominicans. Only when Dominicans’ blood will be sucked DRY, they will Realize who and what they are supporting. It is real. Just think of that matter of SNAP elections for a while. There is that famous, historic case of Skerritt’s DUAL CITIZENSHIP issue before the courts. That case should have been dealt with EXPEDITIOUSLY. In Dominica’s justice (or is it injustice) system Expeditiously means one year after.

So if a SNAP election is called by Skerritt and his DLP Govt. the case would be NULL and VOID. At least that is the thinking and plan.

But what of the non-response, the refusal by Govt. and in particular the Minister of Finance for refusing to give the funds to the Electoral Commission to provide VOTER ID CARDS? That ‘independent’ Commission who has the RIGHT, according to our constitution, to conduct elections. Doesn’t the Commission have the Right, as well, to request for assistance to do its work better?

Isn’t someone or some persons BLOCKING the genuine request of the ‘Independent’ Commission?

Therefore, the million dollar question is, should the Electoral Commission partake in, conduct, or bow to any request for elections without the necessary electoral reforms carried out?

And does Skerritt have any moral, ethical, or LEGAL authority to call any ELECTION given that his case of Dual Citizenship is now in the courts? Dominicans OPEN YOUR EARS and YOUR EYES. The WORLD, the GLOBAL VILLAGE, is WATCHING.

Yout it is time to stop with this negativity. Anyone reading your comment would think that this country is so badly off. It is time for you as a yout to pray for your leaders so peace will reign in this country. Our Creator – The Heavenly Father has commanded us to pray Kings, Leaders etc etc …

We need to stop this negative talk with our tongue which is sharp as a two edged sword and speak wealth and prosperity to our Nation. Who should pray for our country? Isn’t it the inhabitants. We need to obey what the Almighty has commanded us to do. Power of life and death lies in the tongue.

The Best country in the world is my beloved – Dominica – I cannot stay away from it too long. If I go away , by the second week, I have a Gros pouille. Yout let you eyes boil your peas. Stop listening to negative talk and walk in the botanic gardens and go around and bask in the beauty of the greenery of our island. So many things we got to be thankful to our Father – Fresh Water , Rivers, Mountains , lovely people ( you have to have love in your heart for you to see the beauty of persons around you). Do not be ungrateful since our Father in Heaven does not like ungratefulness.

Why do you call poverty on yourself and then blame someone for it. You are the one saying it. Watch what you say with your tongue.

your best country happens to be the best at corruption lately ,stealing my hard earned tax dollars(stinking bin bobol) false accumulation of wealth and soooo much more!!!!!

you speak of basking in greenery….do you really think that is all there is to life ….I pity you!! for the
economic situation here is terrible….no investments other that that huge gas loan at petro caribe.

no new hotels and i mean hotels , not guest houses …..no forsight for getting tourists to stay over….
no industry means less taxes thus no development. It is time we pattern of st lucia and barbados even antigua and move this country forward .It is high time we get all greedy politicians out of the political arena. If we claim that we really want good for dominica…then it is time we pass the real laws to deter theft in governance.YOu steal state property you serve a mandatory 10 years jail and lose all your assests ….if we can’t do liuke the muslims and cut a thief’s hand off then high time we have laws that deter such illegal behaviours and activity.

but until these measures are taken skewo, eddo, earl and as for timothy will continue to steal, destroy and eventually kill this country!!!

        sleep well !!

I agree with you my brother i agree. If we keep comparing our selves to some body worse off we will never get better. We will always agree with nonsense saying it could be worse. Well I want more than just what is here now. People who over seas always trying to fool us and say that things are hard every where but not one of them coming to join us in the struggle. You want to know why?? Its because they know how hard things are in Dominica. So when they come from abroad well dressed we will be in rags and they will make their style and go back America, England and Canada.
They say is negative talk….well tell them is the truth!!! Look at the people in Egypt you will tell them to stop being negative? Every time some one speak the truth it is called negativity!!!!!
When Mandela, Malcolm and Martin Luther spoke they were all considered to be negative and look now………………………………………..

If you knew how powerful words are you would not even think of the things that you just spoke on yourself, let alone speak them. Be very careful what comes out of you mouth, you might just get what you prayed for.
