OCTOBER 5th-Daily Update from Dominica

  • New curfew from 6 PM to 6 AM, pending review in the next 72 hours.
  • State of Emergency is still in effect and will remain in place for the foreseeable future.
  •  The government is experiencing  inherent challenges in the distribution of supplies. There are no storage facilities in the Roseau area making it a challenge to package and distribute supplies.
  • Prime Minister Skerrit plans to announce housing solutions which meet building codes and are climate-resistant,  for rebuilding the nation,
  • Pan American Health Organization was on the ground pre-Maria and mobilized support immediately after the storm.
  • The primary role of PAHO is to  prepare countries to  deal with emergency situations and  work closely with the Government and relief organizations post-disaster. PAHO is also responsible for working closely with MInistry of Health , using available assets from neighboring countries, on island and various organizations.
  • Dr  Carissa Etienne  has met with Health officials to strategize moving forward. 
  • Important:  The hospital service is at 80%  which, according to Dr Etienne is a tremendous feat.
  • There is reduced bed capacity.  Oncology practice is limited,  the lab is not fully functional
  • There is now access to blood on the island.
  • All type 3 health centers are functional
  • Marigot accident and ER  practices are located in Wesley
  • Health centers are fully-stocked
  • Some type 3 health centers have additional medical and nursing staff.
  • Accommodation for volunteer staff is needed in order to increase capacity and functionality of health centers.
  • All health volunteers have to be registered with the government before being authorized to work in the country.
  • Currently,  the Central Medical Stores has large quantities of what is required
  • Two  trained nationals will be hired to accompany Central Medical Staff and ensure  all of required supplies are stocked
  •  The focus is on putting in place a schedule for replacement of medical staff in order to avoid burn out.
  • All vaccines in the country have been lost.
  • PAHO is  developing a project to fund enough vaccines for a year for the entire country.
  •  Dr Etienne stresses that it is important to pay attention to to health  media messages, community education and disseminated information.
  • Mosquito breeding needs to be reduced. Householders responsible for cleaning in and near their properties
  • Pest control is also being conducted. Also garbage disposal is extremely important.
  • Leptospirosis is a major concern.
  •  PAHO is working with Ministry of Health on surveillance.
  • There was first surveillance of  injuries.
  • Now the focus is on communicable diseases such as gastroenteritis, other diarrheal diseases, rodent-borne diseases as well as respiratory condition.
  • PAHO is working with DOWASCO and the Environmental Health Department to test the water supply for safety.
  • Vector control: mosquito control has begun, rat poison distributed, soon fogging will begin.
  • PAHO is involved in restoring hospital services and has helped with evacuation of patients to neighbouring countries for medical care.
  •  The Response phase to disaster is winding down and in two weeks there will be a full assessment of the quality of services not just the facilities.
  • Long-term normalization  and incorporation of practices is the goal over time.
  • Individual responsibility is paramount.
  • Patients with chronic diseases should be vigilant about stocking and taking medication.

Blaming the PM for what happened will not solve the problem ST Martin, Puerto Rico, St. John’s St. Thomas and St. Croix did the PM did it too?     DNO I realize you continue to deny my blogs no matter what I try. But I will keep trying because the dishonesty of Skerrit needs to be revealed. I know, for the sake of the suffering people of Dominica that really need every bit of help they can get, we should be careful with what we say. That’s why I will not attack supporters of Skerrit but will continue to say that the man is a bad leader that sounds good in public but behaves like a snake. I will continue to blame him for where Dominica finds itself today because I have no doubt is because of his corruption and evil intents towards those that oppose him, DA found itself where we are today. Maria was the weapon used but Roosevelt Skerrit is the cause! God realized that he was well loved in Dominica and no matter how his evil we’re revealed, they would still keep voting him and he would find a way to stay in power.     Hi

    I’m emailing from England, I can’t make it into Dominica until December, but I very worried about the Older Generation in Wall House. It seem that everyone mention all parts of Dominica, but not Wall House. I know Food is very scarce all over the country but some of the people in wall house are old and live on their own, so they can’t fight for food. I’m very worried if anything is going to be happening soon for the people in Wall House to bring water or Food to the people.

      Did you not read on DNO and last week for that matter? Help is in D/ca and more help is on the way.
      Look! Only a few weeks ago, not even a month Hurricane Maria hit Dominica. Pray and hope that the area you mentioned is getting help. They are in Roseau and they probably got at least food and water by this time.
      I have relatives and friends in D/ca. I have not yet heard about all of them. I have not yet heard about all my friends; very few. Many of us are concerned and not only about our relatives and friends but about other fellow D/cans who experienced this disaster and how they are coping.
      Just pray for Dominica and stop worrying. In time you will hear. As the late holy Priest, Padre Pio of Italy said: “Pray and do not worry.” Our problem is we do more worrying than praying. Last evening I had a similar conversation with someone where I reside. God does not want us to unduly worry. Pray to Him and you will receive consolation and later answers.

    The PM should have appointed crisis project with all parties involved.Clear lines of responsibility and transparency in all communications.There is no doubt that village councils have local knowledge,but are also corrupted by the political allegiance.Things are not going to improve when this is all left to the Dominican Government alone.
    The PM must bring himself to admit that this crisis is beyond him and ask for continued personal support.
    We hadn’t even rectified Erika damage after two plus years so what chance this total disaster.

      D/ca had a terrible hurricane. The pictures alone could make one cry and for those D/cans. Many are injured; many lost their lives.
      Have faith, hope and trust in God. D/ca will be restored in time. You know, everything takes time and nothing lasts forever. We must recognize that it will be a slow process. Let us not think that we can make it happen soon or right away.
      Let us just simply do whatever we can with the help of God as we also pray to Him to assist fellow Dominicans after this hurricane aftermath, for strength. Even though they get (will get) food and water, it is no easy time for them.
      This was a ferocious, angry hurricane as I call it. I also think of those who lost their homes, whose roofs caved-in and flew away.
      I spoke to a fellow D/can who resides in Ontario. He had a house in D/ca. He told me his house is flattened. He did not lament to me. He is a staunch Catholic – prayerful. We are not to blame any one for this hurricane.

    He called me in England last night at about 23:15 – DA TIME – and said that he heard burglars upstairs but the line got cut. I have not been able to contact him since. He had to move downstairs because of the lack of roofing and for more security.

      Do you know what I wish for those heartless people? That the hurricane did not strike down, for good those wicked D/cans who go about after a disaster occurs to loot/steal and harm others.

    Folks. Stop the infighting. Try to find a common ground…Many of us in the diaspora have been working diligently to better life in Dominica for Dominicans. Unfortunately, we have often faced scorn by those on island. But, we continue to support Dominica in her time of need, not through PRAYERS but through action….rations, money, etc. This is what works folks. Not the terrible fighting.

      Through prayers and action. Faith and works go together. Keep in mind God gives life, health and strength. Otherwise we will not be able to help; not able to function. Do not lose sight of this.
      Dominica’s Motto: “Apre Bondieu C’est La Terre.” After God is the earth for He created the earth and all who and what is in it. Incidentally, recently during a conversation with a friend who resides in the US we had such a conversation. :lol:
      So we cannot leave God out of it and say we are helping. In Holy Scripture St. Paul said: “We cannot please God without knowing that He exists.” Therefore, in our own way, we turn to Him in prayer as we help others.
      It does not mean those who do not recognize Him will not or cannot help. Human beings good nature shines at a time as this. This is why God is merciful and forgiving. He takes note of all we do and say. As we help, let us also keep Dominica’s Motto in mind. Thanks be to God!

    I can’t believe the Prime Minister went on national radio, the morning of Maria and told the nation in a statement ” I want to make this very important point that the next few hours should be placed on cleaning up the house, the property rather than stockpiling weeks of food and other supplies.
    This is not a system, based on advice, that will linger very long, therefore the goal must not be on stockpiling supplies but the mitigating damage caused by flying objects as well as fallen trees, shrubs etc.”

    This is careless no matter how one looks at it. In fact even if the PM was so advised in secret, he sure showed his arrogance because a wise leader would not down play a storm but instead, would even magnify it to keep people safe.

    In the US if Trump or any president did that, every family that lost a loved one and everyone that suffered any type of damage, would blame it on that statement they received and everyone would sue the government! This is no joke folks.

      I hope DNO does not delete my post because Dominicans should be meeting with their lawyers at this time to sue their government for wrong advise that led them to not preparing for such a devastating storm, especially when many have reported that Doc. Thomson and other members of the opposition were on Q95 at that same time warning the nation about a very dangerous hurricane that was coming their way and they should prepare, and still had some time to prepare, but many did not hear them because they have been advised by the same Prime Minister that they should not listen to Q95. In fact while listening to Q95, I heard when a high ranking police officer called the station and by his tone, you could tell he was not happy with what Fontaine was saying and in a smart way when Matt asked him what he would like to say to the people, he said, they should ONLY listen to “ODM.” When Matter asked him about the readiness of police & looting, he said “tell them we waiting on them.” Lies exposed

      Not trying to defend him, however at the time of him saying that, I think Maria was either a 3 or less. Maria went from a 3 to a 5 in less than 2 hours. In all forecast models it was only slated to be a 4 and that was wayyyy after leaving Dominica.

        These people do not read/listen properly. They are negative. I reside in Canada. I followed the News and heard the forecast for Hurricane Maria. First, it was a Category 1. It commenced building up to a Category 3 and then a 5.
        The PM had no idea, as all of us, whether we reside in D/ca or elsewhere that Hurricane Maria would changed so drastically and towards D/ca and struck it so badly.
        They are always blaming the PM for everything. It shows their ignorance of consistently demeaning him. I know such people have no respect whatsoever. This is what they project. They are narrow-minded.
        This is not a time for negativity and for blaming the PM even for TS Erica and for Hurricane Maria. Can you imagine that? Are those D/cans who do stupid or what? This is what they project to the world, as if they are perfect people. Well, God knows better. I wish they would stop their crap. It does not help any situation.

    press briefing or beefing press? For a change they entertained questions yesterday though Skerrit had already made his escape so he would not have to answer questions. They also had a government minister present, I guess Tony told Skerrit to bring his McIntyre ( DNO for abbreviation purposes instead of McIntyre I will say maco, just as we say jojo for josepn. In fact that is how friends , family and constituence call him), friend and let him answer questions. So Maco says ask any questions.
    But I have a problem with these press briefings you because most time it appears that they are not in tune with the truth. For example, at one time minister Maco said because of their wise government who understands the nature of hurricane season in Dominica purchased seedlings but did not ship them. But a few minutes later the same minister Maco says, oh I was just told that your wise government secured them in Portsmouth and they are here? Seems like minister Maco was not exposed eh?

      2 days ago the PM was also not sure who changed the state of emergency. At one time he said he changed the 4:30 pm to 6am that was in place to 6pm to 6am. But soon after he said the police commissioner advised him that the people behaving. But seconds late he said Carbon advised the president. But again a few seconds later he said, it will be reviewed shortly and if the people continue to behave the government (one man) will change it. So Maria has them all saying one thing now and seconds later the story changes.

      WOW! PM smart man. He even knows how to solve the building codes problem. I wonder if PM used his build codes that is climate-resistant when he was on the housing revolution drive that saw many new houses erected all over in DA? Maybe they all of his projects survived man

When you now start rebuilding your country, please keep in mind, that killer-storms like Maria will come again. So anchor your roofs perfectly and start installing your supply lines subterranean! I suppose that at present you won’t be able to read this comment. So I ask your relatives abroad to send you my best wishes and tell you the importance of subterranean supply lines.       KW I sincerely believe we hit bottom a long time ago, but we are afraid to admit it because of politics.(what politics.]Listen that hurricane that knocked on Dominica’s door is a “wake-up call” But you know what? They will take no heed. I believe a special force has intervened to tell Dominicans “enough is enough”. Wake up my friends and start taking care of self. How long will it take for you to understand that outsiders {foreign donors) cannot cure you whenever you have a cold or in Maria’s case a ‘high fever.’ Why can you not see that these foreign donors have their own financial house to put in order. Dominicans you must understand you have an obligation to make provisions for self always so that when a disaster strike again at least you will be able to handle things better. To reiterate: Do you think Dominicans especially those in power will get the message and try and turn things for the better? I hope so.

    Gosh…can we not leave the politics for another month or two, at least. A simpler response might have been to suggest why not use the schools and churches as the storage and supply points. Folks are going to have to stick together for another year or more, to pull this country from this catastrophe. Otherwise, it may become a failed state.

In fact shortly after the death of Pierro it became a failed state; just that when we were pointing that out to you guys all you thought of playing politics. Now it is there for all to see you saying to live the politics for another month or two. Did u tell PM not to talk about new building codes at this time? I guess now is the time to talk about building codes because all of our houses are uncovered; well similarly now is the ideal time to talk about the issues that have affected us for years because all of our nakedness got exposed as a country. Even our agricultural sector that was replaced by skerrit’s SERVICE sector that got exposed. Now he crying agriculture and only now he wants us to go to our fields and start to plant. he even promised to send heavy equipment to help clear the fields for us. Why didn’t he do that for those BAWI farmers instead of arresting them? He should now turn to CBI and not farmers!

        The point im trying my hardest to make you understand is that people are starving and thirsty, people are totally without the basics so how can storage be an excuse not to be giving the people what they desperately need??????? All they need to do is put it in one of the buildings in Roseau thats not currently in use, as long as its a secure building, (quickly fix the roof if needs be) have members of government, overseas volunteers and of course security running the show AND DONE….get the AID TO THE PEOPLE OF DOMINICA NOW Cha!!!!! The hospitals are already limited with there specialist equipment , DA have already lost lives..you want there to be more Alley cat??

And after the proclamation is made, isn’t parliament supposed to have a meeting in 5 days? What about the gazette? This can be a good time to educate the youths about their laws.

        Inept Skerrit has been to the UN, most f the chairs were empty. Kin Jon In from North Korea would have picked up more of an audience. Skerrit’s address did not go down well. Mr. Skerrit, if he says he loves Dominica should do the honorable thing and resign, immediately after the grocery stores are opened and people can get food to buy. I reside in Dominica full time though I left three days after Maria for two weeks. The majority of Dominicans residing in Dominica voted against Skerrit because we see the sufferings, we feel the pains and we see the corruption that caused Maria to put us on our knees. FYI, if it had not been for people like you who reside in the DIASPORA and came down to vote for EVIL, Skerrit would not be in power and Dominica would be speared from the destruction of hurricane Skerrit, which prompted hurricane Maria to come. At this time the best thing that would happen to Dominica is for Skerrit to voluntarily resign, so we could have a good government the world can trust to help rebuild Dominica, as we saw after David. As long as Skerrit remains DA will go nowhere, as seen after Erika that not one of the bridges were built. STOP TALKING CR*P!

    All those engaged in this timely and much needed activity of fund raising in gathering clothes etc for those affected by Hurricane Maria, we honour you and acknowledge your efforts for your country and those directly affected. Our people are vulnerable and really in need, we continue to do your best to help and serve those who have become unfortunate.
    Dominica must rise again and win this battle. Dominica must also ensure it prepares itself fully in time for uncertainties and from the cry of nature. Disasters do occur and we must always be prepared that we are able to manage these eventualities to a minimum when it hits us. This inept government must be seen to play a critical role in this process ensuring that its institutions are not compromised and are in a state of professional preparedness and not be caught in the bobol. Too many incidents & disasters are managed from central government (PM) level with local government continue to lack the necessary resources to address locally.
