Police Chief Carbon says he’s concerned about crime in Dominica

Police chief, Daniel Carbon, says he is “concerned’ about the spate of crimes on the island. His comments were made at a press conference organized by the Ministry of Justice which looked back at 2018.

“We have had (11) eleven murders for the year 2018…and we are concerned, to date we have solved (8) eight of these murders. What I can say is that I am disturbed because the three murders in the city of Roseau (Kennedy Ave, Silver Lake and at Garage Bar) we are yet to solve and this is of concern to us. Six of these murders are firearms related,” Carbon said.

In 2018, he said the police recovered and seized “twenty-three (23) firearms” which comprises of 19 pistols and 4 shotguns.

“We also seized 1,394 rounds of ammunition which comprised of 160 rounds 9mm, 1 round 10 mm,  560 rounds of .22, 232 of 357, 352 of .380, 50 round of .40 and 38 rounds of 12 gauge,” he stated.

Asked for the full statistics of the crime rate in Dominica Carbon said, “I will decide if I should release this to the media…it is my prerogative to so do and I will decide on that.”

According to Carbon, the police are doing all in their power to “protect and safeguard” the citizens and Dominica.

“The Chief of Police should not be the only one concerned about the spate of violence in the country but rather every citizen should and yes, I am very concerned, especially the type of murders most of which are firearms-related,” Carbon stated.

    Chief Carbon, we are all concerned about the level of crime in Dominica. However, your job as police chief is to do something about it, so what are you doing about reducing the crime level and deterring those who want to commit these acts?. That’s what you are being paid to do. Instead, you said you are wasting time and taxpayers money recording and monitoring callers on talk shows. Chief Carbon, you have a renegade officer under your leadership who the law gives you permission to control and discipline, yet you can’t deal with him, no wonder the crime level is out of control, because within the police force you have demonstrated you are ineffective. I hope your failure of leadership is used as a case study as to what should never happen in leadership. You are the problem chief Carbon.

    The key thing is to remove DLP from office.
    Their supporters keep telling us Lennox (UWP and Ken (DFP) are not suited for the job, but I want to tell Dominicans that whom ever is the opposition leader DLP will have some negative things to say about them.
    So let us remove DLP regardless of who the opposition leader is . Then we will focus of how we run our country.
    Let us keep our eyes on the ball. Skerrit must go for Dominica to develop. last count, there were more than 89% of Dominicans who want change. So lets go ahead and change then we will cross that bridge when we get there.

    To corect what Carbon said, ” I will only be concerned about the crime that DLP big-shots commit.” Because I have to run fast to the scene to cover-up the evidence as fast as I can!
    Dominica is crying for law and order , the men and women in the Police Force are crying out for competent leadership , everything is upside down.
    This is the lowest eb that DCDPF has been. Since when a Commisioner has to wait on a politician or Tony to tell him how and when to act when a crime is commited? Carbon go check on your health and leave those people thing for thm, .

    Dominicans, we are using this blog for the wrong reasons. We need to stop talking about Carbon as a DIP operative but deal with him as an individual. This man cannot continue to be a police chief of a country where he refuses to inform the populace of critical information like crime rate. We should have a public demonstration against this Chief of police. This is a significant position in a country and this man cannot be allowed to continue with this level of arrogance, monarch of all I survey, not encouraging advice, fill with partiality and an unaproachable public figure, smh. This demonstration should include PWA and it’s members victims of crime, the private sector and all. Remove the politics for a useful Sorry Sir ask The Hon. PM to replace you.     Cut the rubbish talk and pretentious nonsense. Employ objectivity and professionalism. Retrain or quit! Maybe work with regional partners and exchange staff and practices. There is too much local familiarity that ends up as corruption in our little island from Ports to Ministry. It is viewed as normal practice to ” give a padna a drink” for packages to leave customs whether in by air or sea unchecked. Dominica does not manufacture firearms or ammunition as far as I know, so these enter with and to people! The drug dealers male and female facilitators are also known to the authorities because people talk! Unexplained wealth and acquisitions-go figure! I have all my receipts ka meme! Corruption exists at every level of Dominican society. We want international airport to go with the international crime and the international resorts to house international criminals? Development comes at a price so be warned, clean up and sort Dominica out before its too late!

    The chief really saying that, I believe he don’t understand at hand, what statistics mean, so he has to go research the meaning and come back. Man that is not a secret to the public, release the statistics or in layman give out the figures you solve in all crimes in Dominica and those unsolved for us to know. E.g you gave the starts on murder slready , tell us about theft, rape, burglary/house breaking etc etc

    Hello and good morning my people. Well Mr Carbon you are unprepared or you just don’t want to tell us what’s the crime statistics for 2018. Sir every homocide is one to much but if our Detectives solved eight of eleven homocide then that’s a good clearance rate you should be proud of. Please release the stats so I can plan my trip home for carnival and please tell us what’s your plans are to prevent such homocides in 2019. I am calling on our Prime Minister to tell you to release the statistics so our citizens could know where we stand in regards to our safety. We are promoting our country but we can’t find out obout all crime categories that have been reported to the police.

    I need to complement the police force on its lousy achievement for last year but what about Gon Emanuel case? Talking to Police now is like talking to brat Simpson….lately I see more police walking around with guns…i hope they made a rightful elevation of them… watch what is happening in the US…please take a page….ok….i honestly believe we in the Caribbean should start switching police officers around to other island in the Caribbean for about 6 month to make law work at least for Dominica… now in Dominica once i see a police officer….i see flim stone or Wilma.. ….😁😁😁

We are fed-up with this kangaroo Labour government and Kangaroo non functioning, non performing Prime Minister. Where has the force gone to? To Skerrit house in Vielle Case. Our structures, institutions, family homes have or are becoming dysfunctional institutions, this is what makes a country function, survive and prosper and this failed Labour Government has compromised al institutions where their functions are falling apart without the necessary resources for professionals and parents function well fore the state and there children. Skerrit is not and has never been that “Role Model” for our parents, families and civil servants. Its all about Skerrit and that’s it. With couriers dishing out money, rather than creating employment, turn our people to beggars with the abuse of states, We recall “Red Clinic” where these parents came…

    An incompetent government; an incompetent and unreliable police force lead by a puppet chief of police is the reason for the high volume of crime on the island!

    When there is corruption in government, and in the private sector; and police have convincing evidence to proceed with prosecution, they refuse, and allow the culprits to go free; the common criminals respond to what they see the police allow and feel free to commit crimes at random because they know they can get away with murder!

    Most crimes committed in the country are never investigated:  My niece was beaten, as a result she went to the hospital five times, complaining about the injuries she sustained to her head, they keep sending her home; she succumb to the injuries bleeding internally; the culprit, the murder fled to St. Lucia, Dominica police never investigate the crime nor made any effort to have the murderer extradited from St. Lucia to stand trial for manslaughter, nor murder!

    Chief if Dominica has 11 murders in 20018 and 8 of these 11 solved, why are you so concerned. This is 72 % solvable rate, I believe you should stop concern and big up your detectives for a job well done, and use that as a plus to negotiate for a salary increase for them. Some country’s have double and triple this amount and can’t even solve 20% due to lack of witnesses coming forward and no science detected. So stop that concern my brother and say a job well done. The message I’m getting from u is the you more concern of Roseau than other communities in Dominica, you rather the 3 solve in Roseau and 8 unsolve in the rest of Dominica, and u would not concern. Rayburn not if looking at you that says a lot.

    Yes Carbon, you should be very concerned about crime in particular crime amongst DLP politicians. Having said that it’s clear that crime will keep rising ever more because the majority of your force is not concerned with proper police work anymore but are rather acting more and more as Skerrits private army. You are the worst police chief in DA’s history by far but soon you’ll pay the price for not doing your job but rather following Skerrits orders. I’ve got NO sympathy for you!

      Beautifully and truthfully said, Mr. X. The brutal truth is that Mr. Carbon acts like Skerrit’s lapdog. Instead of serving and protecting the people he serves at the behest of the PM. Mr. Skerrit has an octopus-like governing style. He spreads his controlling tentacles in every aspect of governance ( electoral commission, parliament, police force, village councils, office of the president, all ministries of government). The sad fact is, this man is not endowed with good leadership qualities. He certainly was not the valedictorian of his class.

In his declarations above he is reluctant to release the full statistics on crime yet at the end he says it is not only the commisioner that should be concerned about crime. Well if only the commisioner has the full statistics and it is not known by the public why should rhey be concerned? The truth is all of us who are observant are aware of the spate of criminal activities in the country and as a result have called for the removal of the commisioner and a few at the top in the law enforcement circle for their lack of professionalism and handling of criminal matters. Sexual harassment is also a crime. Selective enforcement of law is also a crime. Order to search cannot xome drom politicians and thier operatives. That is a crime. The hard cire criminals are watching how our leaders operate and know when they can get away with crimes. To be frank, you are part of the problem and need to exit.

    Don’t normally comment but this is absolutely ridiculous for the head of law enforcement for any country to say ” it is my perogative”. Absolute rubbish. I support the “lesser of all evils” in elections as much as the next man.

    If you are the head of law enforcement then we are really in trouble. It is best that your retire quietly before one of your “horror stories surface my brother. “Come thru”! I suspect you will be investigated and take a plea deal “one of these days”.

      The fact that the chief of police is reluctant to release the crime statistics is worrying in itself. Either he does not have them or they are bad. That creates a lot of unease in and sense of vulnerability among the people and makes you think that not all crimes are reported. As for statistics, today we do not even know how many people live in our country. The results of the last census were never published.
      By the way, including the Haitian lady that was killed on the last day of 2018 I make the total number of murders for last year 12 and not 11.

    I’ll support the assertion that crime is everybody’s business and should not be left to the police alone. The public’s assistance is critical in solving crime. What good comes from withholding the crime statistics from the people? This can only lure residents and visitors into a false sense of comfort. If the crime statistics are alarming, this could spur or frighten the public into action. This Chief of Police is very good at one thing, take political directives from his master. He carries these out dutifully, like a good soldier. The man operates at the behest of the PM. He has become a political operative of the DLP. Crime fighting for him has become secondary to political appeasement.

      %, I disagree vehemently with the first part of your statement. Mr. Carbon is no mystery, enigma nor conundrum. The man is a malleable operative of the ruling party. Proof: He sent his foot soldiers to arrest leaders of the opposition early morning on bogus charges about their involvement in an attempted coup d’état. Every peaceful protest (port workers brief stoppage of work, electoral reforms, the protest against the attempted enactment of laws supporting bribery of voters, etcetera), Carbon let loose his men on the peaceful protesters. No wonder there is deep seated hatred of the police among a large majority of civilians. The man is a serious impediment to crime solving as he is not held in high esteem by the general public nor his colleagues. He is a monumental failure and is taking the Police Force under water with him. The Police Force is drowning in a mess of ineptness, political bias, unprofessionalism and a colossal lack of leadership and independence.

    you have serving officers under your watch that have been reported for sexual misconduct and assault yet you do nothing about it

    there are numerous serving police officers who have applied for firearms licences but you reject there permits. if a serving police officer isnt allowed a gun under your watch what does that say about YOU AND YOUR LEVEL OF LEADERSHIP
