Police training course undergoes changes to deal with global environment

Chief Police Instructor, Inspector Paul Laville, has said over the years a number of changes have been made to the syllabus of new recruits in order to deal with the changes in the global environment.

Speaking at the 32nd graduation ceremony of 39 new police officer at the Windsor Park Sports Stadium on Wednesday, he pointed to some of the changes globally.

“Crimes have become more sophisticated and complex and as a result, the recruit syllabus had to undergo changes in order to deal with these changes,” he said.

Laville said the syllabus and the police training school has been extended to include subjects such as Sociology, Psychology, Human Rights and Internal Security, to name a few.

He said a compact six months syllabus was developed and the course was designed to provide police recruits with the necessary skills, knowledge and competences required to discharge their functions as police officers.

He said the course had other functions.

“To build their self confidence and their ability to deal with the general public, to instil discipline and enhance their standard of physical fitness, to provide a strong understanding of the role of the police in our society and to mould recruits into a cohesive group and instil in them the quality of character and values necessary for good police work,” he explained.

He said the aim and objective of the course was to produce confidence, efficient, professional police officers who will deliver effective and quality service to the public.

“In order to equip those 39 recruits before you today with the required skills, knowledge and competences, the course covered a wide range of police and other related subjects,” Inspector Laville noted. “It was delivered by way of tutorials, group work, problem solving exercises, role play, scenarios, discussions, demonstrations and practises.”

It is our hope in these changing times that they are given training on relaxing their counter-productive and outdated stance on marijuana whereby our young men are jailed for just smoking marijuana. Some of them will and do smoke it too, it’s not a big deal anymore, only a waste of resources.

  2. UN Establishes a One World Global Police Force
    September 25, 2016

Dominica police should be very happy that they now have a brand new boss, the UN!!

On Wednesday last week, the UN implemented a \’global police force\’ which would initially be implemented in US cities and from there spread out to police the entire world. Effectively, the UN by stealth, has implemented a One World Government, just like that! Truly amazing that no one saw this coming. Find out more here – http://www.independentsentinel.com/un-global-policing-network-has-been-launched-on-us-soil/

The global police force targets \’extremism in all its forms\’. According to the Pope (a UN spokesperson), journalist who spread rumours about wrongdoings are terrorists.

The global police force is now effective in Dominica and will enforce the Paris Treaty for Climate Change which implements the UN\’s Agenda21\’s depopulation and austerity program. Here is Agenda21 – http://www.govtslaves.info/agenda-21-for-dummies-part-1-2/

Recruiting of new officers will be ongoing until kingdom come. The question that always plagues those of us in society is; what kind of training are these new officers getting? I have looked at the recruits leaving Morne Bruce for the past 10 years and have concluded that when Former Deputy Alfred (Alpe), now ASP Weeks and Sgt. Bertrand left Morne Bruce as a team good quality training left with them. In addition, I dear say that after the batch that saw Deryck Hunter St.Rose graduating, the rest has been mediocre at best.

That can be improved by firing the current Chief (not for lack of understanding of police work but for not being a manager) and putting together a committee/ Board to review the syllabus and making recommendations. Folks like Alpe, Weeks, Ex.Insp Martin, Wayne James, Tiyani and Dr. Valda Henry should be on the board. Anyway, good luck to the new officers as they leave the comforts of Morne Bruce and face this cruel world.

    Always Assertive!

Go and serve your country as a whole. Not a party. God bless your journey

What makes you think they serve one Party? Be broadminded! They are not their own boss. They have someone as a boss, as the Chief of Police, Superintendent of Police and whoever else. They are obligated to obey authority just as if you are employed, you are obligated to obey your boss. Therefore what you stated is hog-wash. It is a silly comment. Think before you comment.
Wished some of your comments would be educating.

I want to congratulate the newly trained recruits of the Police Services. I am of the assurance that the passing out off these recruits , this will enhance the image of the Police Service, as I will be seeing more police officers patrolling the beats. Well of course, the out stations will be receiving a few. This is a record that has been broken, it has never happened before where so many recruits have been trained {39} at one given time

The time is right. It shows the type of era we are residing in. Unlike those days.

  10. Justice of GON Emanuel - a good start!

Hey you hypocrite! What about the GON Emanuel attempted murder and arson attack?

Get cracking on that now and get your guys to do the psychology and sociology courses after.

Times are not what it used to be. Today, much more is expected of the police and their work. Gone are the days when few police officers were needed to deal with a handful of criminals and petty ones, the latter as I remember they were called in those days. Police work was much easier then.
Policing must be able to be at par (close enough) with international standards.
Good luck to all Dominican police officers especially the new ones.
As you perform your duty, keep God in mind and close to your heart. You know, He is always there for you and will protect you. As it is said, “God is only a prayer away.”
    God bless you!

If you are a godly person, you will know, “God help those who help themselves.” He does not expect us to be wimps. There are times we must defend ourselves. He knows the duty of police officers and what they are up against especially in these times. He expects they will also have to protect themselves and nationals when the opportunity presents itself, always with his help.
A simple prayer will do, “God, please help me/us. Help me/us make the right decision.”
We should never leave him out of anything. It is a mistake to do so. As we grow older, we should be more aware of it. Need I say more?
Keep God out of your life, you keep Him out forever. In the end, you will be the loser.

Crime will always become more complex and sophisticated because minors commit crimes ;they are put together with adults who have degrees in crimes and the are taught by these adults how to progress.Police commit crimes and are allowed to walk out freely.Where is the example, trust, confidence that the public are looking forward to from the gov’t and the police themselves?NO justice no peace.Police should never see someone that they don’t know as a guilty subject if they don’t have any proof about what is going on for ;example: in a land conflict where someone goes beyond the land limit?Such an attitude will only encourage more crime. Why arrest a man for smoking a cigarette of marijuana while rapists and murderers walk out free from the court house. To make peace a priority make certain crimes a priority ;such as rape ,sexual assault and murder. Now the young man that was killed in the police station ;will all the police officers walk out freely ?

The police investigate crimes, their files are completed passed on to the DPP,they are not responsible for passing judgement on criminals. The police are more than mad when they do all their best to nail these culprits, then they are allowed to walk out off the courts free

Have you forgotten, they view it on TV and Internet?
They hear about it; hear it discussed. They also read the News. They associate with bad company that teach them how to. Some of their relatives and friends could be involved in crimes.
It is not easy for the youths to remain innocent about crimes. They hear that some are granted bail, some are acquitted and some are never caught. They may think, if I try it I, too, can get away with it and will not be caught.
Criminals, at whatever age never think that they will be caught. This is why they go about committing crimes.
If more nationals address the issue to the proper authority and offer constructive suggestions instead of complaining and criticizing, much more could be done to eradicate crimes. There is too much talk and very little action.

“Laville said the syllabus and the police training school has been extended to include subjects such as Sociology, Psychology, Human Rights and Internal Security, to name a few.” THEY SHOULD ALSO HAVE SOME UNDERSTANDING OF HUMAN RIGHTS AND LAW. BEACUSE IT’S UNLAWFUL TO BEAT SUSPECTS WHO ARE IN CUSTODY AND DOING AS THEY LIKE.
