A call for reduction of cabinet

Linton said now is time to demand more of government

A fresh appeal has been made for the reduction of the size of the cabinet of Dominica, in light of the country’s financial status post Erika.

That call is coming from the Opposition Leader of the United Workers Party, Lennox Linton.

Speaking at a press conference of his party, earlier this week, Linton said the time is ripe to demand more from the government.

“The Leadership of Dominica continues to insist on business as usual. There are too glaring instances of reckless spending by the DLP administration,” he said.

The Opposition Leader’s idea of reduction is from 18 to no more than 12 ministers as well as the removal of ‘political permanent Secretaries and advisors.’

Linton is of the view that the final decision remains in the hands of Prime Minister, Roosevelt Skerrit, and “what new alignments or portfolios of the national development strategy that he is going to come up with to make sure that we are in good shape to approach the task of reconstruction.”

“But he must know by now based on interim performance appraisal of his ministers who fits the bill of that level of responsibility of the 18 he has, he must be in the position now to pick the best 12. Send home all of these rejected Labour Party candidates of the 2014 elections for $80,000 a year,” he pointed out. “The treasury cannot afford it.”

He stated that if this suggestion is taken seriously, over EC$2-million per year will remain in the country’s treasury.

Meantime, Linton is also voicing his displeasure with the 111 per cent increase in salary for the Speaker of the House Alix Boyd Knight.

“It is reckless wasteful spending of the public money,” he argued and, is demanding an immediate reversal of the decision.

Linton maintained that the country now require over EC$1-billion to put the country back on track and now is not the time for games.

“…Now is the time for serious government action, for transparency and accountability that will give international governments the confidence that these monies will be spent in a transparent manner free of corruption,” he said.

Yes, reduce the cabinet and send them to Linton to especially feed them, their family and pay their bills.
It is only two months since TS Erika struck Dominica and nearly devastated the entire country. Consider how many lives were lost and properties disintegrated and washed away. Consider other loss and financial to Dominica and he is calling for reduction of cabinet? At this time?
That man Linton is extremely heartless. You really do not have a heart. What are you trying to prove? You are not the right man to lead any Party much more to be Prime Minister of Dominica.
Lord, please preserve Dominica from such a fate.

Our Supreme Leader, the ordained Knight of the most holy Roman Catholic Church, the Christ-like Prime Minister, the right and honourable Dr. Roosevelt M. Skerrit, with his superior wisdom and compassion has given positions to top loyal and faithful Labourites for their dedication to the blessed Dominica Labour Party. This is an example of a true leader who does not turn his back on his friends and supporters; which, of course, is the reason why he is so loved and adored by so many at home and abroad. The Supreme Leader will not betray or abandon these men and women, especially during these trying times. The infamous Novice of the Uneducated Wicked People political party wants to push these loyal Labourites out of Government as revenge for his disappointing loss at the polls last December. The “Novice” dislikes Labourites and would love to see each and every one of them out of a job and without money. This will NEVER happen. Our jobs are secure!!!!!

I agree fully with Lenox. We do not have the capital to support so many ministers. here we are begging other countries with bigger land mass and populations to help us , yet we have bigger ministries than them.
Continue the good fight Mr. Linton

More and more we are seeing that good leadership is hard to come by. We certainly do not have it in Da today.
Lennox is the best man for Dominica right now. His vision and love for country first is so important in times like these that I call on all Dominicans to show their support behind this man. I have never met him but have heard him speak truth to power, and based on his reasonable concerns and the information which he has shared and bring to light, is really the best we have had in a long time.
Dominicans have become very passive and as such the Skerro and his group are taking us for granted, sometimes I really believe that some of us have our heads in the sand waiting for someone else to lift our country. But , I want to say that the help is right there in our faces , we just have to acknowledge it.

You all like to talk about God. One thing you nerd to know is that God plays no part in Dominica’s politics!

Here this: the Bible teaches “I come that you will have life and have it more abundantly!” Do you or anyone in Dominica have money, wealth in abundance?

The nation Dominica is bankrupt, Skerrit has bankrupt the country, the treasury is empty, do you believe that God would place a corrupt man over Dominicans to have them living in poverty? If God appointed Skerrit to rule over Dominica, Skerrit would not have to bribe anybody to vote for him.

And what is the obsession with Lennox and Las Vegas, what is so important, Nevada, which is just another state; it is one of the cheapest place to live and work in America. One can go into a Casino with ten dollars or less in you pocket, some hotel cost less than a hundred dollars per night, Las Vega. Las Vegas what?

I hardly see the faces of the other ministers. Skeritt seem to be running the show singlehandedly. So yes, all of the others should be let go – But again, they know damn well they did nothing to create jobs on the Island, and not being a minister any longer would mean several unpleasant things to them. #1, the bank would take back their houses, vehicles and anything that they took on credit. They should really be let go; so they could taste what being UN-EMPLOYED MEANS.

That”s a best choice suggestion for Dominica. The pm must act now, combine all the ministries that just a duplication with no results. For the love of country a 10 member cabinet can be installed. Cut out all these advisors and political appointments. Salary reduction must be seriously considered.
On abother note, it’s time to get on with the program of rebuilding. Time to have the plan ready and how we gonna be moving forward. Engineers and other professionals should be busy purging things in place. It’s like the country on a go slow…
Dry the tears, control the emotionsame and get Dominicans and Dominica back to work…

  25. October 10, 2015

This idea has been advocated for a very long time. This Government is too large for the size of the country and its budget. We should all express constructive criticism irrespective to our political affiliation. Let us face it and be honest the ministers of government are not overworked. There are lots of duplication and non-portfolio ministries that can be combined. This is something the prime minister should consider for the well being of the country. Because Linton has alluded to this does not make it a bias proposition. I have made similar contribution to this five years ago. The Government is just too large ! I wish we could all unite on issues that mater to the governance of Dominica and refrain from aspersions. Mr. PM, please make an educated evaluation of this matter and be a bold leader and reduce the number of ministers, advisers and friends who receive payments for no work done.

  26. Thanks

Do what is in your power to do first. Show us how serious you are of the Dominica economy at this time. If you are sincere lead by example release the 4 opposition Senators who were not elected and number 2, all the monies paid to the opposition who did not do the people work by staying away from parliament all those years, would show us that you are not just words.

Would you do that. We know the government needs all hands on deck to help rebuild our country, But nothing prevents the opposition from removing the strain on the country finances by first letting go the unelected opposition senators and giving back unearned salaries.

We will wait and see how sincere you are in helping to rebuild our country. You go first.

Come on be nice. All I am saying if he truly wants change; let change begin with him. What is so wrong in that. You see when we speak and someone response we get offended. The Government of Dominica is also paying for non-elected Senators on the opposition side who as he said could reduce the burden on the country purse. I would consider it a brilliant gesture if he would remove them as senators and thus cancelling some much needy government expense. We have to start somewhere. Why not heed his own suggestion. Be pro-active.

Lead by example, what is so wrong in that, Are they volunteering their services or are they getting paid. If they are getting paid, do the right thing and tell the Finance Minister there is no need in Parliament for the UWP Senators and because of the goodness of the UWP and well being of the country, he is taking this initiative. He would be saying let change begin with them. I would be the first to applaud him, unless he is not serious.

    October 9, 2015

You know I agree that there are too many governments ministers: It should be reduced to seven, and the Prime Minister totaling eight ministers. The advisors should be eliminated completely, however, if you are talking about the traditional Permanent Secretaries who traditionally are the people who actually runs the ministry, they are supposed to be civil servants, should be retained.

For instance when we have a guy such a Petter as minister of education, we see the need for an academically educated person as permanent secretary in that ministry.

All of the political appointments must be eliminated, in a situation where someone contested an election, and lost; rejected by the people, and then some prime minister gives a political job doing nothing is ridiculous, those kind of useless positions are simply a burden on the taxpayers, and the treasury!

Some of those political appointees are so dumb, without politics they could not earn an earnest living!

I for sure thinks that the cabinet is too big, We could deal with a few less ministerial posts and do away with some of those advisers. In order to do this we should first rearrange the constituency boundaries, instead of the 21 constituencies, we could do with 15. Now the monies saved from paying these ministers and advisers would go a long way.

    • Francisco Telemaque
      October 10, 2015

BEB fifteen is even too much; rearranging the constituencies might be appropriate. Some of those villages has less than two hundred residence, a merger of two or there villages may yell less than hive hundred people.

There are more ministers in Dominica government, than the total amount of people in Obama’s administration running America. And I am not talking about the senators, people in the lower and upper house, are law makers, among other things, however the actual administration is less then a dozen people!

I wish to support the call by the Leader of the Opposition for a reduction of the Cabinet, only that I am calling for a reduction of the Cabinet by 50% – fifty percent. I think the Cabinet is oversized and many of these ministers are under performing.

I am also joining the Leader of the Opposition in questioning the motive behind the increase in salary and benefits for the Speaker of the House of Assembly. If the Speaker is truly interested in the future of Dominica at this time, I believe that she should forfeit the increase in salary and benefits until such time that the State is in a position to be able to make such payments with out putting added pressures on the Treasury. I am giving her a THUMBS DOWN for agreeing to accept any increase at a time of crisis like this.

And yet he called for the dealings with an International Airport–saying now is the time–just after two or three weeks of TSErika.

10 times $80. 000.00 (that is the yearly income of 10 Parliamentary workers) that is only $800, 000 .00–not even one million dollars for the year.

And that would be 8 million for the 10 employees after 10 years. What will be the cost of an International Airport–did someone figured it out yet? Do I hear something like Five hundred million dollars?

I don’t thing the Government has anything to respond to; Prime Minister Skerrit is not a puppet of Lennox Linton–he has his own mind to make decision along with his government ministers.

This decision makes a lot of sense. Dominica has 10 parishes, why so many Ministers? There are advisors, oversea diplomats all over the world for Dominica, even in Countries Dominicans are not present. For a small country, the cabinet is too large. Salaries of Ministers, the President are over and above ceiling, while Teachers, Nurses, Fire Officers, Prison Officers and Police Officers can hardly make ends meet.

Dominica needs to be cleaned from the inside out. Remember Leaders, you too have a Leader who you are accountable too. God sees and knows all. There is one government minister for every 3888 citizens. Six ministers represent the business sector, Roslyn Paul for small business, Collin McIntyre for Investment, Ian Douglas for Trade, Reginald Austrie & Ian Pinard for utilities and Roosevelt Skerrit for Finance. I trying to remember who is the one for economic planning oh yeah Robert Tonge is Urban Renewal.
Some ministers do not even know the portfolio of their colleagues. So if you want to invest in Roseau, you have to go through six ministries. Total confusion. Permanent secretaries literally fighting for work.
    Cut the cabinet by half.

If you contend that each minister represents 3,888 people, you are actually saying there are 81,648 people residing on the island, we know that is not the case, the population of Dominica right now is less than fifty thousand people. However, assuming there are fifty thousand people on the island, and there are twenty-one ministries.

The ratio is 2,380.952 or approximately 2,381 people for each minister. The population at this very moment could be less than forty Dominica native, since the medical students, and other short term visitors to our country are not counted.

So why this number of ministers in a small nation as ours? A review of Trinidad & Tobago, an industrilized twin island nation has less ministers involved; less ministeries: no one can justify the amount of a ministers in a country where our dependency is on handouts from China, and Venezuela!

Mr. Linton please leave the people alone with their cabinet. Corruption now is an ok word. During the time of the old labor party, the freedom party and the uwp it was a bit deal. Everything is good now we in paradise.

“First and foremost we should be governed by common sense. But common sense should be based on moral principles first. And it is not possible today to have morality separated from religious values.”

But he’s wrong though. There is no such thing as “religious values”. There are religious doctrines and then there are moral values. It’s not uncommon to find that those are in stark contrast. Take for example the bible’s sanctioning of slavery. That is clearly not moral, but it is a religious doctrine. In the end the decision that religious people have to make on which doctrine to follow ultimately comes down to a moral decision, not a religious one. That’s the only way they are able to cherry pick the “good” bits from those convoluted holy books and make them seem somewhat sane in civilized society.
