Ace Engineering clears the air

The management of ACE Engineering Ltd. has come in defense of what they say are allegations made against the company on a local radio program – “The Next Level” – aired on Kairi FM on November 13, 2010.

In a statement read at a press conference at the Public Service Union this morning, Director of the company Christopher Sorhaindo, said it was allegedly stated on the program that Ace Engineering Ltd. received EC$1 million in bonds from the government yet were complaining about the government’s policies and practices after receiving their assistance.

According to Sorhaindo, the company was also accused of not having the capacity to go forward and prepare a tender even after receiving that assistance.

“Judging from what was said in the radio program, it can be inferred that contractors are assisted as a means of keeping them quiet.  Contractors who are assisted are not expected to have any critical views about development and governance issues on the island – they have already been paid to shut up.  It seems that democracy stops at the ballot box,” he stated.

“It is interesting that ACE Engineering Ltd is accused of complaining about the government [policies and practices].The participants of the programme are yet to identify the issues with which we find fault with the government,” he stated.

Sorhaindo touched on some concerns that Ace Engineering has had with the  government as it regards to the construction sector here.

He said that a lack of transparency in the procurement of policy for public sector work was one of those concerns.

“The directors of ACE Engineering Ltd have consistently advocated for a transparent procurement policy for public sector work.   We are not referring to externally-funded projects under financing from the likes of CDB, EU, CIDA and CFD,” he said.

“These funding agencies provide procurement guidelines and formats to take care of themselves.We refer to projects for which the financing is provided for, or directly managed, by the Government and which most local contractors are capable of tendering on.  These are not always procured in a transparent manner,” he stated.

Sorhaindo also mentioned an instance in 2007 when the Ministry of Public Works  had undertaken a number of projects costing $20 million in which none were publicly tendered.

“Just before leaving office in 2007, we complained to the Minister of Public Works that out of the many projects he said that his ministry had undertaken to a value of about EC$ 20 Million, none were publicly tendered,” he said.

Among other concerns, Sorhaindo stated his disapproval in a lack of fiscal incentives to the construction sector along with high import duties.

Amidst all this, officials of the company said that they were not interested in taking the matter to court.

“Our aim is not to take any member of the panel to court, but to encourage an awakening of conscience and repentance.   To encourage reflection on the government’s objectives of a radio show saddled with mischief and malice,” Sorhaindo stated.

    Chris and company I urge you to hold on to your principle. I admire your courage. Engineers solve problems and it is no wonder you guys have become the spotlight on the deficiencies in government handling of the construction sector. Thanks for standing up. Just keep on going through the punch list. There are a lot of short cuts improper reinforcement, poor compaction , poor safety standards , inferior material substitution – that is the current Dominic Labor Party

    Perhaps it would be easier for Dominican companies to compete if projects were sub divided into smaller manageable works. As it may be difficult for many of our businesses to solely cover all aspects of the requirement for undertaking large projects in terms of financing and expertise, businesses can then bid for specific sections using their expertese e.g. roads, building, masonry, landscaping. It may take several businesses to make a whole project and the overall manning would have to be agreed on regardless of how many businesses are on board, however, at least the majority of the employed labour would be Dominican and the money generated would also stay in Dominica..

    Wow how sad!! Why is it that public works projects can’t be tendered in a transparent manner that fosters growth on the island and allows Dominican owned companies to florish? Dominica is so backward in many many ways, once again another reason I’m hesitant to come back home to invest… so sad. I’ll look elsewhere. BTW Ace engineering employs alot of Dominica state college students and laborers from all around the country… companies like this help put food on the table for alot of people.

    I am one of those that share the sentiments of Christopher Sorhaindo, He is an amaging young man I had the great opprotunity of working first hand with Mr. Sorhaindo. They are quite capable and competent of handle any project on Island and I think its fair that they get a piece of the pie and its time to stop that partisan stupidity. God bless my wonderful Dominica.

    If a government provide support to a local company in securing a bid bond or performance bond the government should consider their action as a step in stimulating the economy as a whole; private sector job creation and keeping the money in Dominica. What I’ve come to notice is that the soul objection of this Skerrit administration is to strengthen the culture of dependency. The DLP MO is to keep reminding Dominicans that they should remain dependent on government. This type of behavior we see in activities like the RED Clinic , the Pink houses, the disbursement of $40, $50 during election and most despicably the ACE engineering debacle is a clear indication of total dominance. When a government wants to control the ways and means by which private sector survive and operate then we are moving away from true democracy. How can a minister determine how much is enough work for a private business – that is a serious threat.

    The sole objective of this gang of hijackers is to stand on a podium and tell us how much they own us be it through the private sector or public sector. It only make sense that this administration will try to destroy anyone or entity that says no to the DLP Bully mentality.

I’m sure we getting the picture.     Well, while reading this response from ACE Engineering it dawned on me that one of the reason Sean Douglas left is because he did not want to bowl “Spin” in lieu of his straight down the line fast medium bowling. During that time there were a few bowlers with ambition to do the former who did not perfect their trade by practicing and believe that just dressing in white clothes constitutes an outstanding cricketer let alone bowler. As a result of their limited time in the nets training to bowl they find themself in the position they wish for, “talking heads” with one voice thereby if you listen to one you listen to all. Today we see the likes of Lawyers, former Trade Unionist turn minister, Former Prison personnel and even people who would be considered as relics hugging the mic at radio stations to justify their existence. I say this because there is a saying “Buy local and grow local” and if companies feel threatened as in the case of ACE Engineering to go for broke by putting their companies survival on the line, something most be terrible wrong in our country. When ACE Engineering wins a job the money stay in D/ca in the form of taxes, personal expenditure etc, so what kind of working environment are we creating. Well, just in case people are not thinking of the big picture in politically charged environment like ours companies see that as a threat to investment; companies who are presently in D/ca like Colgate Palmolive and potential investors from oversea. We need to keep in mind that while Dominica may be attractive from an investment stand point as it pertains to salaries, the high cost for shipping and handling of raw materials coupled with high port charges far outweigh any other decision to invest in our country for many local and prospective investors to realize a profit. Further, the cost of utility is becoming a growing problem as in the case of the Coca Cola factory in D/ca moving part of the bottling operation to the neighbouring islands. Therefore, it is incumbent that gov’t remain friendly to business, whether the companies employees or directors support them or not; this is the adult thing to do in the interest of Dominica as a whole.

    People People we all know how those rats operate. If a contractor is not willing to grease the palm of some of these government people to include those crooked lawyers that contractor better not count his/her eggs ever. If you don’t sing the Labor Song –“ Next Level Next Level Sleep with Devil Sleep with the Devil”. Forget about government contract. In fact the government people will lynch you if you talk against them. Are we seeing a Chavez type behavior or is it just my cynicism.

    I am not playing politics but what we are seeing is nothing new beause Freedom Did it ( Ask Donny ), UWP did it – ask Doreen Ex Hubby- I could go on and on. What is unprecedented is the blatant arrogance of this present administration; the attempt to suppress dissenting reaction and the obvious attack on Democracy. Again the callous attack on a local owned business by government officials is irresponsible and counter productive. How can honest , god fearing Dominicans seat back and support that type of behavior. I would hope that people like PATAT step back and see the big picture. Stop the party politics and put Dominica first.

    IT IS REALLY REFRSHING TO SEE A COMPANY STAND UP AND DID NOT BOW DOWN TO “SHUT-UP MONEY.”

    THE GOV’T SHOULD BE ASHAMED OF THEMSELVES TO COME ON THE RADIO AND SAY THAT THERE ARE NO LOCAL COMPANIES THAT ARE EQUIPED ENOUGH TO TAKE ON CERTAIN PROJECTS. IT IS THE GOV’T’S RESPONSIBILITY TO ENSURE THAT WE HAVE THESE COMPANIES HERE IN DOMINICA.

    SO THEY ARE IN THEMSELVES SAYING THAT THEY HAVE FAILED TO DEVELOP DOMINICAN’S INDUSTIRES TO THE COMPETITIVE LEVELS OF OTHER OVERSEAS STANDARDS.
    THERE IS A BRAIN DRAIN IN THIS GOV’T AND THIS WILL ULTIMATELY LEAD TO THE DRAINING OF DOMINICA’S ECONOMY.

    All i see and hear is our men crying for work. It is heart wrenching.

    Sometimes despite the odds we try our best to give credit to politicians and we entrust our lives to them by giving a vote.

    If things could be put into perspective without all the political hate, people would have a better understanding of the issues. But politicians go so far at times to twist the truth that you the common voter end up confused.

    One thing for sure, is I do not like the issues that are emerging with this government.

    Another thing is, I have very little confidence in the organisation of the UWP.

    What to do? Give the UWP a chance the next elections so Mr. Skerro can sit and ponder and maybe put things into perspective over the five years out of office?

    Neighboring islands cannot provide work because thereare no or very few projects like before. In DA we are blessed, and this is the type of situation we are confronting.

    Boy oh boy. Our men – truckers, taxi drivers, farmers, engineers, construction workers are on their knees.

    The question is,did ACE get $1 million in bonds? Can someone with true facts answer yes or no?

    Some people love the personality thing,I need the facts. When we get onto here we must be mindful the calling of people names will not change the facts.

    I think ACE is not happy because they have not got a lot of contracts. Please be advised i see no problem in them saying so.

    What is interesting is the fact that ACE Boss made it clear he was not talking about the international funding projects.

    The reason he said so is because his company can not pass the bid qualification questionnaire .

    Some time in the true spirit of business you cannot bite the hands that feed you. There are give and takes.

    I see no co-relation between what Mr.Jerry said and the ACE statement,but yet still you find people making the connections.

    Guys I will say for the last time facts are facts and nothing can change that. We must learn to deal will topics and policies.

    well well, the same unprofesionals that attacked another local company and based the government about transparency, the same company that hides behind the businessman the says he want the ‘truth” when he refuses to tell dominicans that the same local company he was lambasing has a bid of seven million dollars less than ACE engineering partners CO williams but they are still lobbying with CDB in barbados to get the the point michel wall project, even if the local company will save the people of dominica that seven million dollas……. They are crying now. Grow up guys become more profesional stop attacking your peers and maybe you will learn something from offshore civil and marine and caribbean contractors dominica limited

    After all you give d businessman all kind of documentation all u want to come and clear air. Why were you all hiding behind this businessman all the time?

    Let me take a guess , was it because a member of that company went on record during an official ceremony when a director or senior employee of the engineering company embarrassed the government openly before a microphone demanding incentives – yes duty free incentives – on gloves and all other kind of inputs? How low can a citizen of this country go? There is a time and a place for everything. Some of us are educated but lack tact, lack commonsense, lack class, lack diplomacy.

    Why was such a comment not taken up with a lobby group – say an association of local contractors/engineers that could make representation to Government. At such a meeting researched documentation could be given to government to indicate the impact of the association on the economy of Dominica, the number of locals employed, the amount of contracting/engineering licensing fees that are paid annually to the treasury, the amount of revenue that is brought into Dominica from contracting/engineering assignments out of Dominica? The answer is that you all are not prepared as an associate body in Dominica to make that level of representation.

    If the government does not negotiate for infrastructural projects in Dominica most of these firms have little work to do. And that is a fact!!!!!!! They do not seek work outside of Dominica and have little financial capacity and doh talk about equipment. These firms hardly have five ready-mix concrete trucks on their balance sheet. It is doubtful if they have a crane, dump trucks, rollers, metallic construction forms, steel bending equipment, steel priming equipment for marine sea defense wall, flatbed trucks to transport heavy equipment, and the other equipment that one sees in littler Barbados , St. Lucia, Antigua, and St. Kitts. I am not including Trinidad, Jamaica, and Trinidad. That will not be fair.

    All must eat ACE. Not some. Government can open a tendering process but government does not have to accept the lowest or highest tender on any project.

    Tenders can deny smaller or micro businesses from accessing government projects due to the volume of paperwork and the fact that many of the better skilled tradesmen did not complete a High School education. News Flash!!! Those big contractors in Dominica never do the work themselves. They hire the tradesmen at low salaries to do the work for them. They treat the guys because they did not complete a high school education like dirt!! Government must spread the bread around to these poor guys as well.

    Case in point. One of Dominica’s leading hardware store owners and contractor never went to high school!!!! Yet this gentleman built a prominent supermarket building, a commercial bank, a hospital, lawyer’s chambers in Roseau, a Lawyers residence in upper goodwill, and many residential buildings that have successfully resisted hurricanes almost annually and earthquakes. Had Government not lend him a hand way back in 1966 he would not be the so-called big man he is today.

    The days of Gros Bouge ( Big man Children ) in Dominica getting all projects because they have high color and big surname and daddy was President, speaker, Director ,and Chairman of all kind of organisation and institutions finished!!! The days when water companies had to depend on a few bright men who could resign since they had a short-term monopoly on knowledge and expertise and go and open their own company and turn around and sell their services at a higher fee could never last forever!!!!!

    And guess what with CSME on our doorsteps, we have Contracting/engineering firms from Barbados, right in Dominica that have been known to deliver projects on time and most times within budget and great finished quality.

      PATAT don’t take this the wrong way but after reading your comment my immediate reaction was – “ Another instrument of slander and propaganda and deceit.” I must admit that sometimes you make valid contribution worthy of intelligent discourse. How can a company grow without jobs and even seek jobs in other countries. If our local companies are to build capacity they must build from the local platform . You compare our companies to those in St Lucia , B’dos etc. It is obvious that you conveniently neglected the underlying factors. The growth and economy of those islands compared to that of Dominica. St Lucia for example have had significant growth in their Tourism sector thus allowing a sizeable growth in the construction industry. Within the last 8 years several high end hotels were built in ST Lucia not withstanding the impact on infrastructural growth. Note though that St Lucians have the same complain about the government in power.

Just a few phrases for your research- sub contract; , speciality contractors, small business development; Contractor qualification; Pre Bid Qualifications; bonds . Sometimes it is better to listen rather that to speak less you look like a mouth on batteries.
      By reading many of your comments it is obvious that you are like a one track train and of tunnel vision. If you would just be honest with yourself you will agree that there is cause for concern. In fact if you recall about one week ago the chief technical officer made some valid observation regarding the availability of qualified contractors in Dominica. Following this another gentleman posted a well written report ;one which clearly identified the problems and solutions. One valid solution is to open up the avenues for competitive biding and opportunities for growth within the local industry. PATAT this is not a DLP problem per say. In fact if the UWP or DFP was in power you would be echoing the same concern – you would be crying foul that the government is looking out for it’s cronies only. PATAT when it’s wrong we must all say so .
      Finally stop this personality attack and deal with the issue intelligently.

      The issue here is about Govt. Projects not up for Open Tendering. No Transparency. No accountability.       Where is the HOTEL that Skeritt and his Govt, fooling people over the years, and even recently after the BVI case, told us that would soon be constructed? Once anybody genuinely express concerns about corrupt practices or incorrect ways of Govt. doing things, expect destructive Tongue-lashing. SHAME, SHAME, SHAME. Agriculture dying, Manufacturing and Tourism, Unemployment on the decline, Crime and violence on the rise. But Skerritt and his inefficient Govt. facilitating the Chinese to COMPETE with our LOCAL CONSTRUCTION CO. for NATIONAL PROJECTS, as well as other LOCAL BUSINESSES.

      On top of that, Dominican businesses are closing down, while Chinese businesses are taking over Roseau. ACE Co. and other local Dominican Firms will Survive. amidst the LIES, HATE and VILIFICATION. Skerritt and his Govt. must desist from TREATING Dominicans with that high level of CONTEMPT.

      People have a RIGHT to SEEK and RECEIVE INFORMATION on NATIONAL PROJECTS and other issues of National Importance. The CONSTITUTION Gives Dominicans that RIGHT. WHY in big broad daylight try another BOBOL as perceived or speculated with the $27,000,000.00 Palace and with Chinese building it, instead of local construction firms? Something Stinks….
