Saying that he is planning to fill a void in the political representation in Portsmouth, Cabral Douglas, has confirmed to Dominica News Online that he will be contesting the constituency as an independent candidate in the upcoming general election.

Douglas noted that the people in Portmouth have said they are not “entirely satisfied” with the representation they have received over the years from the Dominica Labour Party (DLP) and are seeking alternatives.

“Most of those who are not supporters of Labour in Portsmouth are former Labourites, like myself,” he stated. “Even those who shifted from the Labour Party to the United Workers Party are former Labourites.”

Douglas is presenting himself as a ‘viable alternative’ seeking to fill in a void created by what he claims is the lack of representation by the DLP and the lack of presence by the UWP in Portsmouth.

“I see myself as an individual who has been working on the ground, who has been involved in the rehabilitation of the RBD Cinema, which is right in the center of Portsmouth,” he noted. “I have been involved with the youth in our town. I have been very visible, present and active in the community and I have expressed my view of the direction the community has to take in order to receive the level of representation and development the people of Portsmouth have been yearning for…”

Contesting Portsmouth might prove to be tricky since the DLP has dominated the constituency for the past fifty years.

Additionally Portsmouth is home to the Douglas’, to which Cabral belongs, one of Dominica’s long- serving political families.

When the election is called, Cabral Douglas will be going head to head with Ian Douglas, who is also the minister of legal affairs and tourism.

However, Douglas thinks that his chances of winning are good.

“I come from a political family who has been involved in my local community on a number of progressive levels and I have responded to a need from the community itself which is being able to have somebody to represent them and represent their aspiration as a people and community,” he noted.

Douglas also brushed off suggestions that contesting against a relative might have an impact on the family and the Portsmouth electorate on a whole.

“The Portsmouth constituency is not a family issue, it is a public issue,” he stated. “So just because Ian and I share the same blood, doesn’t necessarily mean we share the same vision for Portsmouth. We have to separate certain things. At the end of the day, I am a resident of Portsmouth like everybody else. The development of Portsmouth will benefit me personally as well as it will benefit the Portsmouth people.”

Additionally, he said the Douglas family has not always supported the same political party.

“When Rosie Douglas came back from Canada in 1976, his own father campaigned against him in the 1980 elections,” he noted. “We are independent thinkers in the family and we can agree to disagree and still sit down together on Sunday and have a barbecue together… I have nothing personal against my political adversaries.”

Douglas laments that there are no public conveniences in Portsmouth and described the road conditions in the town as “an embarrassment.”

“Our roads are in a deplorable condition,” he noted. “Tourists who come to Portsmouth are afraid to mash up their transports by driving around Portsmouth. That is how bad the road conditions are.”

He noted that the people of Glanvillia have been living on lands for fifty years without getting any certificates to show they actually own it and said there are no cruise ship stops in Portsmouth.

“We have a cruise ship berth in Portsmouth that was built by the Eugenia Charles government and for the last year that I have been in Portsmouth, I have not seen one cruise ship docked in that berth,” he remarked. “So the people of Portsmouth will have a hard time to survive in an environment where we are so dependent on tourism and we see no improvement in the tourism infrastructure.”

When contacted for a reaction, MP Ian Douglas only said, “I have no reaction to that.”

The announcement by Cabral Douglas signals a three-way race in the Portsmouth constituency come the next general election, with Jefferson James of the UWP being the third candidate.

    The fundamental point about this situation in Portsmouth and indeed the rest of the country is that the UWP must be congratulated for opening the eyes of Dominicans and making us realize that it is not enough to just pick up the crumbs from the labour leaders table. We deserve more…jobs, money in our pockets food on our table….. Imagine that the top 3 Ministers of the Labour party are from the north ….Yet they Portsmouth has been soooooo neglected…It is definitely time for change,,,

You sit there listening to lies from tony astaphan about what IMF and World Bank never said about the Dominican economy, then come here to repeat them on DNO. Check out the ECCB website and check for yourself the economic performance indicators for our sub region, and you will be surprised to find out for yourself that Dominica is the worst performing economy in our region. Even St.Kitts is out performing Dominica. Our trade deficit is approaching $1billion. Our national debt is in excess of $1billion. Our debt to gdp ratio is over 100%. Agriculture production is at the lowest in history. Unemployment and poverty are on the rise. Cost of living continues to rise. Inadequate health services. Bold face Dlp corruption. Lying and deception is the order of the day. No salary increase, no tax relief. While Skerrit and his friends are doing well owning villas, houses, lands and millions, the rest of us are catching hell. I SAY, CHANGE IS A MUST, IT CANNOT BE AN OPTION.

However, it is no secret that the DLP has failed Ports Mouth miserably. The DLP of Rossie and Mike are by-gone memories for the ruing cabal and Ian appears to be a victim of “circumstance”.     All I can say this is war, I never thought I would see the day when a loyal diehard laborites, go to war with his namesake! In any event this is what I call politics, very good politics at that, hopefully the diehard laborites will learn a good lesson from this, and open their eyes and realize that if it is not working out, do something different.

    In my opinion, when a Douglas challenges, or let’s call it what is; goes to engage in political war with another Douglas who have fooled the people of Portsmouth for so long impress upon me that the situation in Dominica, is much more serious than it appears on the surface.

    I admire this guy’s courage, it takes courage to speak the truth and strand for what is right, nevertheless, I doubt that the people of Portsmouth would be so dumb to elect him, since this might be a political ploy to systematically ensure that Labors maintain the seat in Portsmouth.

    Whereas I admire you courage, I do not trust your motive. I suspect if the people of Portsmouth decides not to re-elect Ian, and give you their vote, in the event there is no majority winner, you will take side with Labor, I see you as a bobble agent oui!

        For as long as I known the Douglas’s of Portsmouth, the father Robert Douglas, Rosie, Mike, and the rest, and Robert Douglas brother, I’ve known them all, to be members of the Labor Party. Prior to that Robert B. Douglas tried on many occasion to be elected to the Dominica legislature in the days when we had a British Administrator residence on the island.

        And that was long prior to the idea of Dominica having a Chief Minister, that was a long time ago, I was perhaps a mere toddler, but my memory serves me well!

        I think you are the one taking fart, rather than I not knowing what I am talking about; if you know so darn much write your name above and below your comments as I have done if you are certain of the crap you are blowing off hot gas about!

Jefferson will get more votes than him so actually UWP is the only party that is going to suffer from Cabral getting in the race.     Cabral i see your entry as confirmation that the labour party as a failure in your constituency and by extension a failure of your familly. Only a Douglas have represented that constituency for over 30 years, a constituency in my opinion is the key to Dominica’s debelopment.

    There is a sense of entitlement in the Dougy family that says portsmouth is yours. A three way race is good for UWP because 1) you will split up the vote and 2) you are confirming what some hard core labourites/douglasites know about there lack of representation. It is all about the douglas family and not the people of portsmouth. You and Ian are the same. Talented for talking but no action.

    Apart from the RBD Cinema (which you benefit from no one else had to fix it but your family) I would really like to know what else you have done for the community of Portsmouth. Because you keep saying that you are visible and present in the community but is that suppose to mean something, how does that help the people. Since you have been back have you assisted anyone in getting jobs, have you sponsored any individual’s education? What are your plans for the community, how are you going to make it any better? The plans that the Government are already undertaking, what difference will you bring..Highlight that so that the people of Portsmouth can really figure out if you really mean business or you’re just another Mr. Ian Douglas

      I think you are seeing that the wrong way round. I have been around a long time and from where I is sitting, the loser would be first of all Skerrit’s labor party with Cabral picking up votes from unhappy laborites but not enough to win the seat. This split really helping UWP maybe i wrong but that is what I think.

      I don’t agree with you, Kellye. The UWP has its base in Portsmouth. What Mr. Linton has been trying to do is to get as many DLP votes as possible. Should Cabral really enter the race, it is the DLP that will be affected not the UWP. The Labor Party Supporters have always taken there que from Portsmouth and Grandbay. Therefore, if there isn’t an early solution to the Portsmouth situation, the whole matter is going to mushroom to other DLP strongholds, thus causing Skeritt a serious headache.

    I want to compliment Mr. Cabral Douglas for being one of the few Douglases who has been able to stand up against the Douglas Dynasty over the last fifty years. However, Skeritt will be happy for that move even though he will loose that seat. It is alleged, Skeritt has never been happy with the power or dominance the Douglas Family has had over the Dominica Labor Party. On a number of occasions, the Portsmouth Constituency has heard the name of Nantan being pelted around as the man to replace Ian since that famous phone call when he questioned Skeritt’s respect for him. Mr. Linton and the UWP Team Dominica must be celebrating the split. The door has been left wide open for Mr. Jefferson James of the UWP Team Dominica to walk through.

    as I see it UWP now have TWO candidates in Portsmouth, people forget this independent story ,if he was labour he would have worked with his cousin Ian. and I am sure he would prefer to have a UWP government to work with than a labour government because he is disgruntled .he is a UWP candidate in disguise.

    I have no problem if any one want to represent the people but I listen to what u started say u rehabilitate the RBD cinema u lost me there I stopped reading cause I have no idea who u wanted to do that, before I was born this place been there just like the guesthouse rite next door why did u not fix that? u all have so much property but the greed that’s sitting there no one can bring every one together to take up where RBD left of but I do wish u luck its up to the people to choose who they want to represent them.

    Mr. Cabral Douglas will receive more votes contesting as an Independent candidate, rather than a UWP candidate. The people of Portsmouth recognized the efforts of former PM Roosevelt Douglas, to see to it that people of color were respected, while many other Dominicans, including the then UWP leader, who branded this champion a Communist and criminal. The UWP stands no chance in this constituency, the people will never betray a man who stood up to racial discrimination. Cabral, you are your father’s son, and I am happy you did not allow the bullies of UWP to convince you to associate yourself with this confused Party. I must remind you that the DLP will recapture the seat . All the best!

      @DC It is sad that you are mentioning Roosie’s name as a true labourite, and you are still giving support to Skerrit, the man who KILLED THE LABOUR PARTY WHICH ROOSIE HELPED TO BUILD. Your brain must be a very very dusty one indeed, hence your weakness in thought. Do you know the number of true Labourites that Skerrit sent packing.? You are obviously a slave of Skerrrit or a Skerrit Red Clinic groveller, SO YOU DO NOT KNOW. It’s the same Labourites he marginalised, that have him so today, taking his last political breath.
      It would be so good if you would just shut the hell up, since you know absolutely nothing about Labour Party. Do you think that a true Labour Party would have its supporters in such poverty? It’s like Labours new motto is ‘ALL SHELL BEG’. Well as i have said on this medium, i was a Labourite, but never suppported Skerrit as Prime Minister. I never thought he was able to do the job, and i was dead right. I will end by saying THANKS BE TO GOD THAT HE IS ON HIS WAY OUT! Nothing Lasts Forever. The sad thing though is that he has impoverished Dominica, and it will take a herculian task to restore pride and dignity to this land.

        @% you all just come on here and talk and say things that are not true and pass it off as the whole truth not even the Pope can pass u all, go check and see Rosie did not build the DLP the people built the DLP the party was formed by the people that was being oppressed men and women come into the party then they bow out gracefully where as they come back time to time give a speech here and there you can see their presence around the party, now lets check the UWP every one of those exiled leaders or party past members don’t even don’t even say U much less for WP so when u have your lies and propaganda keep that for your party.     You know, i often hear certain vocal Portsmouth residents complain that Portsmouth i not getting its “fair share” of development action in Dominica, that “nofing not happenin” in Portsmouth, etc.

    Yet, under teh DLP adminsitration Ross has increased its commitment to Possie, the roads in the town have gotten some attention, they have a new modern primary school, Purple Turtle area is alive again, Cabrits and Fort Shirley are prime magnets for the Jazz Festival and weddings, plans for a marina are in the pipeline, there are no fewer than 3 luxury hotels under construction or to be constructed there (none anywhere else in Dominica), yachts are back, some of Dominica’s most celebrated (internationally) hotels are from the Portsmouth area, people complain that there is so much foreign money in Portsmouth now that the price of food and housing have skyrocketed, residents have been part of two of the government’s most successful programs (YES WE CARE and the Housing Revolution)etc, etc.

    What else does Portsmouth want under extremely difficult times, when it is clear that few communities in Dominica have seen as much investment as it has??

      Ross has increased it’s commitment to the Possie people by providing it’s own accommodation for students resulting in several unoccupied apartment? You can’t be serious. Hotels might be built….what’s the strategy for getting these hotels filled? Bear in mind hotels don’t fill themselves. Maybe you should check out how the hoteliers in the north are struggling before commenting. SMH.

        1. Not every house owner in Possie experiences empty apartments for a prolonged period. In fact, most of them are able to make some money during a given year.

        2. Ross’ commitment has done at least two things: More people on the ground (meaning more sales for local entrepreneurs and farmers) and a direct increase in money flow in the area. Can you argue against these?

        3. Redz: “What’s the strategy for getting these hotels filled”? The construction of the international airport and a large marina. Stay tuned! I suppose you are saying that because YOU are unaware of the strategy you assume that there is none. This is the Ostrich principle.

        Strategy is simple. Local company with plenty cash resources waiting in the wings for apt. owners to default on their loans and get property cheap to let or sell at profit to Chinese under the Skerrit plan.

    Cabral not ever one have what it takes to be a leader so stop behaving like DLP folks by jumping ship just because you didnt get your way Team D’ica will still be moving forward and change is a must regardless of whatever, and another thing putting the needs of people first is always rewarding in the long run, I wish you all the best but Team D’ica UWP will be taking the Portsmoth area.
    I also hope the people of Portsmouth will not be voting for you because of the pass history of the two famous Douglas brothers( Rosie and Michael ) they have done their part and have moved on so it’s up to all of us to make the necessary changes happen.

    Cabral, I agree with you 1000%, because truly, Portsmouth laborites are fed up with the representation given by Ian Douglas and the DLP. During this new era of the Skerrit version of the DLP, it is clear that Skerrit has declared war against all true laborites, of which Portsmouth is the DLP stronghold for many years. Although I would not say UWP is lacking presence in Portsmouth, it would be fair to advise the UWP to allow the Portsmouth constituency to be a two man race between Cabral Douglas and Ian Douglas of the DLP, which in my opinion, would put UWP in a better position to win the election on a whole, since Skerrit and the DLP would be forced to use more time and resources in possie which would leave other more vulnerable constituencies that are more UWP friendly, in a better position to be captured by the UWP. UWP and Cabral should seat and plan their strategy because honestly speaking, Cabral stands a much better chance of winning since he is seen and known as “Labor”, instead of a three man race that will greatly benefit Skerrit.

        I would not be surprised because it has been part of our culture that parliamentary politics attract persons who seem to have an axe to grind against a political party or an institution; think of how the UWP started, for example. Think again of the underlying currents propelling certain members of the Linton team.

        So you are not aware that the UWP came into power because after the third term of the freedom party there was very little going on and the time for change and fresh ideas was needed, I think it is part of the political process to change governments when the people have lost hope, when there is no new ideas to build the economy and lift up the standard of living for the citizens, because the Government have become stagnant and taken the power of the people for granted.
