Independent candidate for the Portsmouth Constituency in the upcoming general election, Cabral Douglas, has revealed that he is in full support of the One China Policy and intends to deepen Dominica’s relationship with the giant Asian nation if elected.

He however lamented that Dominica’s relationship with China has been conducted ‘under a veil of secrecy’ and there is still no clear policy on the matter.

“I intend to deepen those relations, particularly among the people of Portsmouth, in light of the fact that the very first agreement worth US$1-Million was signed with China in 1984 on behalf of the people of Portsmouth,” he said.

He said there is no clear government policy on China. “Right now we don’t actually have a clear policy on China where we outline what our objectives are and what we want to get out of that relationship,” he told DNO. “So what I am suggesting is that we sit down and look at our priorities….”

He pointed out that although he is an independent candidate with no party affiliations, he has a duty is to align himself with those thinking along the same lines as he does, including his philosophy on China.

“I would like to get my input into that relationship and see how we can work with the government and provide them with ideas, inputs, questions so that we can ensure that we play our rightful role,” Douglas argued. “We as a small nation state need to provide a strategy to ensure we need to be very clear as to what we are trying to get out of the relationship with China and engage them more.”

He said many Dominicans have benefited from the One China Policy, including those who have condemned it in the 80’s and 90’s.

“So I think it would be fitting to be able to let the Chinese understand that we have been in this friendship with you and the struggle for the One China Policy for decades and we have actually signed an agreement and we would like to revisit some of the particulars in that agreement,” Douglas remarked.

According to Douglas there are a number of needs in the Portsmouth area which the Chinese can be engaged in.

“We have a number of needs in the Portsmouth such as a marine facility,” he noted. “There are so many infrastructural projects in Portsmouth that we can explore engaging the Chinese on and also we can explore, establishing markets with the Chinese.”

Douglas said the island needs to look at how the Dominica/China relations can expand over the next ten years, “since we are in a more competitive global environment.”

    Anyone who is not suffering under China will believe in the one China policy. Is who in the kitchen that feeling the heat.

    All I need Skerritt to do is start repaying China the multiple millions of dollars he took from them as loans because when China come knocking I am not in allu One China policy business, we will see who will support that policy still.

    I do not want no more loans from China, with the few months the PM have remaining, he better start repaying China now.

    I myself think most of the Caribbean and have seen the articles about what it can provide of disadvantages.

    We now understand this geopolitical game. Right here in our front gate the OECS and by extension CARICOM dont have a unified voice on the one china policy. How many Caribbean countries still have diplomatic relations with Taiwan???? It goes to show that foreign policy is still a sovereign state’s personal affair.

      I would go further than that and pose the question:”What tangible benefits have we derived from the OECS?”. One may point to the stability of the East Caribbean Dollar against the U.S. Dollar but if we are honest, for that very reason, we may as well switch to the U.S. Dollar altoghether, which any shopkeeper, vendor, hotel or bar in Dominica will accept anyway. We may be better of aligning ourselves somehow with the E.U. and form an alliance with the French Antilles, as suggested by the late Rosie Douglas. That would certainly help lowering our punitive import duties and promote visa-free travel.

      Regardless of the gains the UWP makes in the next elections, they have no chance of winning Portsmouth, but Cabral Douglas , on the other hand can win so strategically it would make more sense for the UWP to put their support behind Cabral in Portsmouth if the goal is to remove Ian and the DLP….

    Why would you choose to deepen a policy that is not clear with a country? From what you are said, is it that you support the Chinese coming and you give them control over your own people? Do you not think if you put your house in order first , that you will be prepared? What if rapid shifting occurs would you like to know the people are stuck with no where to turn? If they are told do what you are told , that is slavery. Have you considered how the Chinese treat Chinese people? Do you see how they work and eat?     At first I thought I read “One Child Policy” which is the policy of the government of China.
    This One China Policy has to be thoroughly thought of and discussed. You should tread very carefully and not make rash decisions.
    Cabral you stated, “. . . what we want to get out of that relationship.” Have you asked yourself the question or asked in general: “What does China want to get out of the relationship with Dominica?” After all, the government of China expends exorbitant sums of money in assisting the building-up and enhancement of Dominica. For this, nationals should be appreciative and grateful. However, Dominicans would probably want to know what China hopes to derive from this and in the long term. You may wish to address this at the meeting.

    Cabal, the statement above should be the paramount reason why the people of Portsmouth, should reject both you and Ian at the poles on election day; because a vote for you mean a vote for the ruing Labor Party. Not to long ago, I read where our prime Minister said that Dominica is the only island in the Caribbean which honors the one China Policy.

    Cabal, the one China Policy simply means complete, and total loyalty to a foreign power which is China. It means being a poppet on a string, which means when the Chines say to someone in Dominica such as the Prime Minister, “jump” the prime minister has no authority to ask why must I jump, but rather ask how high?

    Should a nation leaders be subjected to that to that sort of thing? Not even in the colonial days after the abolition of slavery did the British demand such loyalty from nation in the Caribbean, you should be ashamed to display such foolish mentality!

    Believing in the this so called one China Policy is less than believing in prostitution, have our country sunk so low that we are beneath the level of prostitutes? The British, relived us from colonialism, they forced independence on us, we had no choice, so now we are supposed to be masters of our destiny, we have decided to once again, and this time volunteered to sell our nation into economic slavery, by pledging complete loyalty to a foreign power, only to get a few handouts from them.

    That is binding our nation to economic slavery, and to some extent to traditional Slavery! All those who are proud to accept, and embrace this so called one China policy should be ashamed of themselves, and go to have their head examined.

        The late Roosevelt Rosie Douglas, was my friend, I gave him hell on Cakafet; twenty years ago, some of the party crones, and clowns would take my name to Rosie, and tell him about the things I said about him on Cakafet.

        His answer to one of the news mongers was “I do not worry about Francisco Telemaque, because I know what he will say about me.” He told the poppet news monger “I worry about those who are closest to me and say yes to everything I say without having anything to say.”

      Please allow me to correct your ignorance. The One China Policy is simply, in layman terms that any fool should be able to understand that there is only one China i.e. The People’s Republic of China (PRC). This means agreement that there is recognition Republic of China on Taiwan (usually referred to as Taiwan).

      The status of China and Taiwan is an internal matter that does not have anything to do with people who ar not Chinese. If people of Grandbay wanted to call it a country and Dominica Decides that it will not allow Grandbay to be a country of its own, that is a matter for the people of Dominica and Grandbay to deal with. Its just that Dominica can ask that diplmatic friends acknowledge that grandbay is not a country of its own, but part of Dominica.

      That is what the ONE China Policy means. Th recognition that the Only China is the People’s Republic of China.

      I think you people should use the computer for its many educational uses and stop just reading and writing s on DNO blog, touring facebook and playing games.

Indeed China, have an interest in Dominica, but red the following and try to understand what you read, and draw a different conclusion to the crap you wrote above.

        The word Policy also implies; a definite course, or method of action selected from among alternatives, and in light of given conditions to guide, and determine the general goals, and acceptable procedures especially of a governmental body.

        Sir/ Madam, intellect, I am not as smart as you are, however, the second paragraph below my long amusing laugh which you gave me, anybody with commonsense who reads that will realize if our Government believes in the one China Policy!

        That is an indication that our government has submitted our people and government of China, hence they are in control of the Dominica’s government, and are dictating what the government must, and cannot do.         Interesting. This means Taiwan is out of it. Its name should not be mentioned. Dominica must not do business with Taiwan. China does not recognize Taiwan as having its own identity and outside of China.
        Why China does not let Taiwan go? Well, when the Lord comes it will happen. This is a long wait for the future generations of Taiwan. Patience! It will happen if not in our time!

During the by-election of 2000 the election slogan was “remember Rosie vote Ian” In 2009 it was a vote for Ian is a vote for Skerrit so if anything Ian Douglas as not only exploited his family name but he has destroyed it after 15 years in Government and NO development plans….Cabral has done more for Portsmouth in one year then Ian and the DLP have done in 15 years in Government!

    I believe in a One caribbean and one Africa policy.

    You see sir you said that it is most important to allign yourself with those who share your views as it relates to the one China Policy. What should be most important is to do what is right and in the best interest of the people and their future.

    Who says you have to agree with the One China policy to have economic cooperation with China. Tell me who is China’ biggest trading and investment padner. The US. Kissing up to China about their One China policy is Disrespecting the right of the people of Tibet and Taiwan who want there own independence and in my own view taking political sides. There is no moral value in the one china policy except to build a chinese empire just like the british french and europeans did.

    Lets focus on creating relationships that can foster trade and tourism so we can get money pumped into peoples pockets. When i begin to see chinese tourist arrivals to fill the empty hotels and export of comodities to china i will be satisfied with the relationship. Right now it looks like charitable work with money going right back to china just to say we support a One China Policy.

      You are correct; the China Government intends to annex Taiwan, and destroy that nation and its people as they have done to Tibet, when they invade Taiwan, they will rely on poppet governments in the Caribbean to support them in the United Nations with their wrong doings, and that is the reason for the “one China Policy” to which our government has pledged allegiance.

      Our allegiance in this case entails the fidelity owed by a subject, or citizen to a sovereign government; under such allegiance our obligation to China, is no different to an alien to the government under which the alien resides, that alien must be devoted, and express total loyalty.

      So, it seems after hundreds of years in bondage under the British, and released: in the twenty-first century, our people have voluntarily returned to bondage, only this time we are in bondage of economic slavery, with the Chines as our new colonial masters.

      I have absolutely no problems with our people and government associating with China and the people, and government of China, although communism is not yet totally dead in that country. The United States we know borrows money from China, we can bowwow from them also, as a business, nothing is wrong with that. However, this thing, where we have lowered our humanity, and dignity to kiss up to the Chines by accepting and bowing to their one China Policy is an insult to our people, and a blatant disgrace!

    It is frightening just how many educated people throw their hat into this political ring just so they can cuddle up to the one China policy. I remember when I was a little boy ,everything was made in Taiwan now its made in China.
    We use to have diplomatic ties with Taiwan now China is our new girlfriend/boyfriend.

    Every candidate wants to now be singing the one China policy song, effective not recognising Dominica ex girlfriend/boyfriend, Taiwan as a Democratic state.

    Before such people like you sir embrace the One China Policy it would be nice to explain to your people what the policy is really about. Let them make their mind up and let us see if you would be so comfortable cuddling the One China Policy.

    The politicians of our country are quick to sing for their supper and you know what, it doesn’t matter who they cuddle up to, as long as there is self preservation nothing else matters.

    I am not saying that we should not do business with China but why are we quick to openly support what is effectively the bullying of Taiwan by China.

    I think we are getting a rough deal from the much coveted one China policy anyway. Just look at the amount of Chinese businesses in the country selling sub standard goods. Dominica has now become the dumping ground for the sub standard products. I bloody hope you politicians do have a policy on integration but if not you best be prepared to deal with xenophobia on a level Dominica has never seen before.

    Dominica is sleepwalking to a segregated society, one of rich and the rest of proletariat. Egalitarianism will only be a distant dream and never be achieved .

    We need to start embracing pluralism and stop feeding the masses nonsense

    His reference to friendship with China reminds me of something Henry Kissinger said, that “America has no permanent friends or enemies, only interests.” This is true of all countries, and we’d be wise to remember it.

      Kissinger was correct. It still holds true. In business do we really have friends? I have also stated that, when it comes to doing business with others, they are really not our friends. They want our money. We want their goods and this is as far as it goes.

    We didn’t benefit from China’s One Child Policy…. It didn’t affect us in the slightest.

    I’m so confused as to why Mr. Douglas is even bringing this up. It just seems like a random comment intended to show your approval for China? There are a thousand better reasons for our cooperation with China and you go with the One Child Policy? Do you support the policy for us (when our population needs to increase rather than decrease) considering we are in a completely different situation than China.

    If this is an attempt at pulling votes you are going to have to come up with some more valid points……..
