DISCLOSE MOU: Brisbane writes Chinese Ambassador Zonglai

Businessman Jerry Brisbane has written China’s ambassador to Dominica Wang Zonglai asking him to disclose contents of the Memorandum of Understanding (MOU) between the People’s Republic of China and the Commonwealth of Dominica.

Brisbane, the chairman of OD Brisbane & Sons (Dominica) Ltd., wrote a letter in response to an article in a local newspaper in which the ambassador was quoted as saying “while most people highly commend the fruit of bilateral relations between Dominica and China, a few harbor certain misgivings largely due to misunderstanding and a lack of information.”

Brisbane, in the letter, dated April 13, 2011, added: “While I agree wholeheartedly with your statement, except for your opinion that it is a few people who have misgivings, I strongly believe that many of the misunderstandings you referred to, could and would be avoided if the full details of the Memorandum of Understanding (MOU) between the People’s Republic of China and the Commonwealth of Dominica were made public. I am sure you would agree that having the opportunity to review this MOU would help all Dominicans to more easily understand a subsequent quote by you that “China’s foreign aid is based on the principles of equality, reciprocity, common development and non-political-preconditions”.

In the letter, Brisbane said the Dominican people have no details “about the level of reciprocity and non-political-preconditions relevant to China’s interest in and relations with Dominica. This lack of information makes many of us apprehensive”.

“Based on the above, I ask that you use your good offices to discuss this matter with the relevant Dominican government authorities to ensure that this MOU and other relevant documents are made available to the citizens of Dominica. This will enable us to better understand and appreciate the relationship between our two Countries and the help that China feels obliged to give,” the letter further reads.

The letter was copied to Prime Minister Roosevelt Skerrit.

    I am of the opinion that the Skeritt led Government has all the symptoms of a growing dictatorship.Too much Secrecy ,pro kaddafi pro Chavez associated with every Communist state .There is the smoke of suspicion about corruption being rampant .supporters of Skeritt claiming that he is an Avatar (incarnation of god).
    These are a bit disturbing and I urge Citizens not to be glassy eyed by these claims !

    Are you saying that the Holy Spirit is advising the PM not to be consistent? not to be grown up? Not to be open with Dominicans on serious matters, such as those with foreign policy ramifications? I don’t think so!

    If you read the Bible carefully, the Holy Spirit should not be taken lightly. See Matthew 12:31-32: “And so I tell you, people will be forgiven every sin and blasphemy. But the blasphemy against the Spirit will not be forgiven. Anyone who speaks a word against the Son of Man will be forgiven, but anyone who speaks against the Holy Spirit will not be forgiven, either in this age or in the age to come.”

    What you need to do is to provide the link to the website where you got so impressed when you saw the MOU. That would be helpful and then those of us interested in reading the MOU can do so.

    The bilateral economic and trade cooperation between China and Dominica has progressed smoothly since the establishment of the diplomatic relations on 23 March 2004.

    Bilateral trade

    According to the statistics of China Customs, the bilateral trade volume in 2006 achieved USD69.048 million, up 38.1% year-on-year. Among them, China export reached USD60.864 million, up 24.1% and import reached USD8.184 million, up 765.3%. The main products exported from China to Dominica include electromechanical products, textile, clothing & accessories, footwear, and products imported from Dominica are mostly abandoned aluminum, medical instrument and equipment, etc. The bilateral trade volume between China and Dominica during the first half of 2007 amounted to USD42.914 million, up 53% over the same period of 2006, with China export reaching USD33.573 million and import reaching USD9.341 million , up 25.5% and 617.4% respectively.

    Economic cooperation for mutual benefit

    MOFCOM statistics indicated that Chinese enterprises had accomplished a turnover of USD28.19 million from project engineering and labor service cooperation in Dominica by the end of June 2007. The actual investment from Dominica to China totaled USD3.02m and there is no direct investment from China to Dominica.

    Relations between the People’s Republic of China and the Commonwealth of Dominica developed smoothly in 2009. Bilateral exchanges and cooperation in the political, economic, trade, educational and other fields continued to deepen.

    The two sides maintained political exchanges. In March, Wang Jiarui, member of the CPC Central Committee and Minister of the International Department of the CPC Central Committee, visited Dominica and held meetings or talks with Dominican leaders, including President Nicholas Liverpool, Prime Minister Roosevelt Skerrit and Speaker of the House of Assembly Alix Boyd-Knights. China and Dominica jointly held a series of events to celebrate the fifth anniversary of the establishment of diplomatic ties. In April, Permanent Secretary of the Dominican foreign ministry Steve Ferrol paid a working visit to China. General Secretary of the Dominica Labor Party Edward Registe and Minister of Education Sonia Williams co-led a delegation of officials of the Labor Party to China.

    Economic and technological cooperation went on smoothly. A contract was signed for the construction of the Roseau-Portsmouth road rehabilitation project. Programs such as Phase II of agricultural technology cooperation and medical technology cooperation made smooth headway. In September, the governments of the two countries signed a framework agreement on China providing Dominica with concessional loans for the expansion project of the State College and the State House.

    The two countries continued their people-to-people and cultural exchanges. In October, an arts troupe from Guangdong Province staged a successful performance in Dominica.

    I believe jerry should stop attacking the pm with other countries and leaders. This only bring unwanted attention and it shows that dominicans are incapable of controlling their own country. What Jerry brisbane need to do is form a political party or join the opposition and fight skerritt head to head. All he’s doing is acting like a school child causing unrest, embarassing Dominicans. He’s like those kind of people who always say a situation wrong without being part of the action to correct it. This flagrant behaviour should be unaceeptable on all sides. He needs to put his hat in the ring! Also he could bring down the prices of food at his family establihsment so that the poor dominicans he’s supposedly concerned about can afford cornflakes for example without having to pay $15.00 for it. :)

    I’m no skerritt fan. Infact as I see it he’s incompetent! But Jerry Brisbane is embarassing dominicans and himself. Right now he acting like a major fly! A pest!

    We all are citizens of Dominica it were are born there, whether we are in Dominica or leaving abroad. We all have a right to ask questions and demand answers. We gave the present Gorvenment the mandate to run this country. To me they are doing a good job of it because since Dominica has gain indepence it is the first time real development is taking place. Some may not like the things are being done at this present moment but you cannot please everyone. Things have to sacrificed for the betterment of the country. We most remember Dominica is a very small island that do not have any resources that would attract the likes of America and England to invest in our lovely Dominica.

    Yes, Mr Brisbane has a right to ask questions but who gave him the right to write to the Chinese Ambassador and demand answers from him. It is his democratic right to demand questions from the government but the government is not obligated to answer him. That is the second time that Mr. Brisbane has done this and it is high time the people of Dominica put him in his place.

    Mr. Brisbane has opposed the work the Chinese have beern doing in Doiminica beginning with the stadium but I bet he is going to benefit from it.

    I would like someone with a little bit of common sense, has probably travelled and is familar with other Governments around the world to please enlighten me, because I have leaved abroad for instance Antigua were the Chinese have done a lot for them and I have never heard anyone be it the Opposition, owners of businesses or mere citizens ask their Government to disclose and agreement (MOU) they have with the Chinese or any investors. Yet some keep saying that Dominica do not have any democracy.

    Who is Mr. Brisbane, a mere citizen of Dominica like myself. You better go back to running your business and keep on making a profit because you do not how long it will last.

      Being born in Dominica gives you no special rights according to the Constitution. And if you do not believe this, read it; for it essentially speaks to the rights of people “living in Dominica”. Now, a MOU does not require parliamentary approval; where does Mr Brisbane’s authority derive for such a demand?
      If it is suspected that the MOU allows unfair privileges to Chinese merchants why the same suspicion does not obtain for Courts (your English Masters)? Do Ineed to remind you that skilled furniture craftsmen in Dominica are pressed to the cheap by Courts who later sell their handiwork at ridiculous prices on hire purchase? And “nobody undersells Astaphan”. Business is for people with the discipline and acumen to make profit, and who lacks that must shut shop.

    Some Dominicans are not interested in the MOU but many others are interested in it. Many Dominicans need to see and read the signed copy. Why the secret? Why the change of mind after it was promised to the media from the beginning???

    Maybe Dr. Philbert Aaron can help those of us who are interested in this MOU, to get a signed copy. He writes in the Friday, April 15th edition of The Chronicle: “Reconciling interests, especially potentially diverging and conflicting interests is part of the art of political decision-making. There is nothing intrinsically wrong with that. In fact, it is grown up behaviour….I was not surprised by Skerrit’s skillful decision making. This is the Skerrit I know personally and professionally, a man who is supremely able to reconcile multiple interests. …” He is commenting there on the 15% DOWASCO tariff increase.

    The MOU is much bigger with surely potentially far reaching consequences than the DOWASCO tariff increase yet those of us who are interested in reading it, just cannot get anyone to respect OUR INTERESTS so far.

    If the Chinese Ambassador will not respond (as some earlier commenters have predicted), then Dr. Aaron, some of us need some grown up behaviour from PM Skerrit in this matter.

    Jerry and every other Dominican have the right given to under the constitution of the commonwealth of Dominica to demand answers on critical issues such as the MOU between Dominica and the Peoples Republic of China. The first approach would be to the government of Dominica. However,past experiences have proven that the Government of Dominica is not always forth coming with information in relation to the nations foreign policies. So, in reference to the ambassado,s letter it is Brisbane right as a citizen of Dominica to seek answers elsewhere. The ambassodo spoke of reciprocity, so the big question for all Dominicans should be HOW WILL DOMINICA BE ABLE TO RECIPROCATE WITH CHINA? So why not applaud Jerry,s effort for wanting to explain to the ambassador why some Dominicans are misgiving and misunderstanding it’s mainly because of a lack of transparency.

Taiwan is still fighting to get back into Dominica like they did in St. Lucia. If you doubt that consider why an unemployed man could survive on his wife’s insurance clerk salary,own two vehicles, live like any Dominican bigshot – havinhgbreakfast and lunch at topof the town restaurants, build an extension on his house, travel in and out of Dominica almost every week and pay legal costs as a result of law suites against him. Do you really believe the five, ten and hundrd dollar bills from an economicallyhard pressed Dominica (as he love to say) can pay those hgsh legal and court fees? Think again people. Either, Taiwan or the CIA is bankrolling the investigative journalist. I wonder what will be the price

Well whatever is in the MOU is based on our current tax dollars and our future tax dollars i.e. VAT and PAYE, so let Jerry ask the same questions of China that you ask your employers.     This is begining to be absurd. In a democratic society the citizens have all the power, and the government works for the people. As a result of this, whenever, the officials in government make deals on our behalf we ought to know what the agreement entails. Mr Brisbante is well within his rights to ask, and to go further, it is part of his civic duty.

    What I find absurd however, is the constant insults hurled from side to side. United workers party supporters call call labourites fools and this goes back and forth. A word of advice to UWPites; you can’t catch flies with vinegar, you need honey. I voted labour party in the past 3 general elections, I am now apprehensive about those descisions but I won’t come to a side where people think I am fool because I voted this way. Stop insulting labourites and get them to understand those who are openminded that is to see things your way.

    Good luck breaking that secrete arrangement code. If our leaders sign a MOU it is the legal right of the people to know the details of this MOU. The nonchalant attitude is indicative of the slavery mentality where by people are settled in the idea of being dependent on decision makers making deals and maneuvers for their own personal interest. Jerry you are not the onlyone really interested in what this MOU is all about. After all this must and should be public knowledge and if not then I have no choice but to remain suspicious and pessimistic of this MOU.     In a democracy a leader is chosen to represent, not rule, all its citizens. Any agreement entered into by the leader with a third party is on behalf of those he represents and it is only fair and proper that he acquaints those that elected him with the details of any obligations and benefits he has committed them to. In fact, in a true democracy he would have consulted them first, either through their parliamentary representatives or even a referendum! Imagine a scenario where a trade union leader enters into an agreement with an employer the details of which are kept secret from his members! No doubt the brothers would tell their leader where to get off in a hurry!
    If the terms of our M.O.U. with the Govt. of China are beneficial why not disclose them? To do so could only enhance mr. Skerrit’s popularity. To keep them hidden from us only fosters the perception that they must be onerous

    Governments motto-or as they say-is always based on the principle of ‘Transparence’, but even so, we have hardly encountered any government, be in the region, or elsewhere, that have should open, by d book definition of ‘transparency’!

    The DLP, as the others before, has always been alleged to be doing dirty work, and trying to sell Dominica etc, etc etc….those accusations have never been proven with facts, but….that is how we roll.

    Mr. Brisbane’s interest as to what is in the MOU between DA and China is an interest which may be legit, many more may want to know, but we haven’t taken any serious steps to inquire…but with all due respect to Mr. Brisbane, (and all his supports), y go to the diplomat? Y go to that extreme to inquire, questions which could have been posed to the government of DA, to the PM’s office, to Cabinet, to the High Commission, to the President etc….y jump protocol, and go and express your views and demand an answer from the Ambassador?

    You leave me to wonder, what r u trying to do, what r you true intentions? Are you trying to mess up the relationship between China and Dominica? Y not leave these queries as domestic, and for all I care send a lawyer letter to the government for withholding information from the public!

    Your drive and ambition should be commended, but this is not the way you go about seeking information. As a proud, Dominican, with common sense, (educated too, under d fig trees) I do not support this action! This may possible have a lot of negative implications for us, and our relationship with this nation which-like it or not assists us!

    I don’t think it matters whether 61% or 1% of Dominicans understand the MOU. It concerns Dominicans so it should be made public. Stop making this about Labor, UWP or Freedom and make it about Dominica. If one single Dominican doesn’t know or understand what’s in it, it is our duty to educate that one Dominican because it concerns him. Do you know all the details of the MOU? Does it matter to you? Do you rather remaining in the dark? You may want to remain in the dark but some of us don’t like darkness.

    Mr. Brisbane has every right to request an explanation and if the PM or the government won’t make the document public that Mr. Brisbane and other Dominicans can interpret it as they so choose, then Mr. Brisbane is doing the right thing by requesting it from the Chinese ambassador. The fact that the government won’t make it public should send a clear message to Dominicans. It’s quite unfortunate that some Dominicans have decided to become blind, deaf and mute.

    Is this a late April fool’s post? If it is not, it is beyond me how such can be recognized as news worth sharing. This is total lunacy and very disrespectful on the part of Mr. Brisbane to the Chinese Ambassador and the people of China and most disrespectful to the Dominican people who freely elected the DLP as government of choice to represent them. This Mr. Brisbane is searching for noticing and seeking power. I must admit that he is receiving it from only the negative and ignorant Dominicans. Mr. Brisbane has no authority to make such a demand. Mr. Brisbane is not an elected official formally or informally to speak on the behalf of Dominicans. Not any Tom, Dick or Brisbane can be allowed to interfere with the diplomatic relations of the Dominica government and any parties. This man is totally out of line and is demonstrating a lack of respect for authority and the laws of Dominica. Dominicans look around you and see the good the Chinese have done for you and continue to do for you and put Mr. Brisbane in his ’place’. That being said I am certain the Chinese Ambassador will take this letter for what it is a’ joke’ and will not respond to such dribble especially when it comes from someone who does not represent the best interest of Dominicans but rather his own agenda.

        Before you people respond to my post take the necessary time to read it more than once and understand the context. It is not about Mr. Brisbane just wanting information on the MOU but rather his approach to demanding such information. He is not an official representative for Dominica and therefore cannot make such a demand to any diplomat on the ‘so called behalf of the people’. There are reasons why we spend our time listening to various parties’ platforms before making a sound decision at selecting who we want to represent us. That was made clear by the people of Dominica. The official opposition parties can post questions to the ruling government on behalf of the people on matters of concern. We as citizens are free to pose questions to our elected officials that we cannot demand directly from diplomats.

      Mr.Brisbane is a FULL CITIZEN of the Commonwealth of Dominica and pay taxes so Mr.Skerrit can get paid at the end of the month. We are in a Democratic country. Democracy is well alive. So tell your PM come with his communist principles and he will not get past people like Mr.Brisbane. Thank you Jerry, you are a true patriot.

      Totally agree cuz I care too! It’s been something I’ve wanted to know but never asked about it. Then again, if I a “normal” citizen asked, who would answer me and why would they answer me, I have no great influence in Dominica. I’m not a UWP supporter, I am a Dominican who is interested in the wellbeing of my country.

    Eh ben, Jerry come out. Who hit him, he crying? A man who has retired from work long before he reaches fifty (50) years cannot speak for the majority of Dominicans who are struggling welll beyond fifty years to eke out a living.

    The ambassador is right. It is just a handful of nay sayers who have been questioning the MOU and the Chinese assistance to Dominica. If that is not so , then Jerry must show the ambassador that the 61% of those who voted for Skerrit has been asking questions. Remember Jerry, you and others have been soundly beaten twice (2005 and 2009) – badly wounded at. I wondered who it is that wounded Jerry and his cabal so badly. Is it animals or stones?. No it is the people of Dominica who continue to shower love on Prime Minister Skerrit. Jerry if you feel that you have so much popular support for your selfish agenda, then go ahead and bring the boots on. Bring them on the streets and pavements of Roseasu. Even when Savarin did not have to tellme where to shop, I am sure you still have the resources to do just that. By the way Jerry are you a registered voter? Have you ever voted before and where?
