He “sees the need to stop and take fresh guard” Prime Minister Roosevelt Skerrit told delegates at the governing Dominica Labour Party’s (DLP) delegates convention at St Joseph on Sunday, taking the opportunity to warn the party’s parliamentarians that they were about to be placed under the microscope for some really serious scrunity.

Speaking in his capacity as political leader of the DLP, PM Skerrit said he was taking that approach not because “the spinners are bowling any better”, but because “playing conditions are deteriorating”.

He used cricket language as a prelude to engaging in some tough talk the Labour Party leader felt was necessary as the party celebrates its 57th anniversary.

“We need to lay the foundation today for another 25 years in office based on our transformation and adaptability as a 21st century political party. I am not taking anything for granted as it relates to the right of the electorate of this country to judge us harshly and on merit, next time around,” PM Skerrit said while making reference to the demise of some other ruling parties in the region.

Parliamentary representatives of the DLP were served notice that they would have to step up their game ahead of the next election.

“I intend to deal with non-performing or poorly performing parliamentary representatives. No parl rep is bigger than the party, no parl rep is guaranteed automatic endorsement as a candidate in the next general election,” the party leader warned.“I intend to declare all constituencies vacant, and persons will have to make a case as to why they should be returned as a candidate for this Dominica Labour Party” the prime minister said to loud applause.

He warned that those who can’t or do not make a satisfactory case “for retention will be replaced as candidates”.

Political leader Skerrit said he wanted to see the DLP end up “with the 21 strongest candidates this party can field in 2015 or whenever the next general elections are called”. He had indicated earlier that he wanted to place the DLP in the “observation room for a much needed checkup”.

The DLP currently holds 18 of the country’s 21 parliamentary seats, with the opposition United Workers Party having the other three.

    For those of us who are not familiar with “PRIMARIES” as in the USA – When an election is called each and every incumbent has to ‘fight’ to secure their party nomination so they can be put on the ballot. For us our politics does not allow voters that priviledge. What MY PM Skeritt said is so welcomed and will take politics in Dominica to a “HGHER LEVEL” Simple put; you want to serve another term? Let the supporters of the party and your constituents propel you (make you win your primary) to that opportunity – but here is the QUALIFER – based on your PERFORMANCE in your constituency first and foremost and the PARTY performance in government will be the icing on your winning cake. Let me say it another way for all to understand. You cannot rally your troups and win your seat; and for five years pay no attention to them; then when another election is called, try to rally them again. THAT IS POLITCAL STUPIDITY. PM you hit the nail on the head and ALL of US know exactly what you are talking about. We know what is cooking in our pot and NO WAY we will allow the opposition to confuse the issue. Their problems are so much bigger than they can handle. DLP Parl. Reps. if the cap fit any of you, there is time to get ready for the next round and our aim must be to win it 21 to 0. Dominica deserves nothing less. Let us keep moving on to an even HIGHER LEVEL.

    Dominicans please stop just going to work at 8 am, go for lunch at 1, go back in at 2 and leave at 4 and dont care what happens next.
    While this is so put an agenda and a timeline on every project that you undertake.
    Mr. PM. Have every project manager reveal what timeline they have on every project and progress made.
    Too many people in Dominica are everywhere else (in their gardens, by their girlfriends etc.) when they are supposed to be on their jobs
    Unless we straighten that up Dominica will not pull through. It is time we put all jokes aside and produce.

    Too many of you depend on Government for everything. It does not work like that.
    We must realise that we all are the Government and we have a body of people to represent us.
    Ask not what your country can do for you but what you can do for your country. The Government cannot come to your home and put food on your table overnight. Take up your cutlasses, go to the hills and plane everything in all those wasted lands. Work together with everyone else towards a common goal. Stop competing to have more than your neighbor. Work with them and have them work with you and then put pressure on the Government to fond you all a market for the common goods. Dominica is an Agricultural country and will only survive on Agriculture and Tourism.
    So stand up and before you go to sleep at nights do a little thinking fou yourselves and inspire your neighbors.
    To those who have a plan, don’t let negative comments discourage you. When negative people see you are making headway, they will join you and please welcome them into your positive attitude but watch them closely.
    Some of you think the Labor party is no good but they always win.SO WHAT? TELL ME.

    it’s time that you allow your minsters some brethaing space, so they can breathe a bit freely and do the work they were elected to do. Allow citizens from their various consitutents to come to them and ask for the things they need in their communities, rather than everything coming through you, that way they can work.

    Bring back the Butchers the Albes the Shadows the Dukes the Carrettes the Pestainas the Angelos etc etc and all the others who put the brakes on the criminals in the 1970’s onwards.
    Those are the guys who paved the way for law abiding citizens in Dominica to walk the streets in comfort until now.
    Please do not let the few bad guys ruin what we stand for. But please i did not mean you have to kill them but use dialogue and every other resource to guarante them a meaningful life because most criminals just want to be heard of. At the same tine if all alternatives are exhausted, dont forget that you the Police force the Govertnment meaning we the people of Dominica are the ones to look after ourselves.
    Gone are the days when one had to be 60 years old to hold an honorable position in Dominica.
    We all are a new generation with new blood new ideas and that fabulous. Let’s all pull together to enjoy a sweet DA.

    Do not fool yourselves. The Labor party is the original party and it has neen one of the most genuine partyDominica has ever had and the Labor party will be heard of in Dominica for a very long time.I have been a Laborite since the days of Patrick John and i will always be a laborite.
    I also will not forget the Freedom party under Eugenia Charles because though everyone has their own ego, she was a firm leader and was heard of.
    You may notice that i did not mention the UWP because they have been a whole bunch of greedy fraudulent jokers.They better heal themselves from fraudulent greed and join the Labor party in the struggle for development and peace in Dominica.
    People of Dominica. If we dont put an iron fist on crime now in DA we will be isolated by the very ones who love it so very much.

      You are right he has changed Dominica, by killing agriculture, creating a lazy population with a begging syndrome,created high levels of unemployment, cannot jumpstart the tourism sector, see our passports in the hands of all sorts of people with questionable reputation,squandered money (millions on a state malaise), insulted the constitution, cursed the people, threaten the people, and a million other things.     Do anyone of you commenting here have heard about the economic crisis in Greece and all the other things happenning in the world due to economic recession? More internet, more BB, more Facebook and more IT Children but I must say, you are not reading and making yourselves knowledgeable. The result being that you make unfounded statements based on rumours with no facts. There are so many things to be thankful for in Dominica but we do have so much hatred in our heart that we do not see but are blinded by our hatred.     Mr P M great speech .But what about thOSE PS who are not in step with the 21st century.They are still behaving like they are operating in colonial times. Maters are not being delt with dispatch.
    Some simple questions .How many motivating sessions have they attended or promoted.How many meetings have they chaired with their staff.How many programmes or projects have they intiated.
    Do they all understand the concept of suporting the government of the day and explaining it to their staff.Do they promote teamwork.I hope my impression is wrong

    i will watch from afar but i am not surprised at what the PM has said, it would be interesting to know what his plans are for moving the nation forward. i mean these guys have been in power for the last 12 years, i remember that there was some big money(close to a billion) he supposedly recieved from china, that sum could have made us a middle income country given our low population. However the government has proven clueless on areas of perennial strength for Dominica, when farmers are basically on the breadline, the same farmers who were the engine for growth a mere decade and a half ago. what about all of them young people who we send to study only to return to no jobs and a serious lack of an environment for gainful self employment? we look so lost when i look from the outside in, we have good water, good soil, strong people but our young seem to have no hope to live out their true potential in modern day Dominica. we seem to be grooming a very unstable place, where more and more people are becoming destitute and hopelessly dependent on some sort of handout, be it from state or others. we need to start hearing real solutions from our leader instead of constant political posturing and doesn’t the puck stop at the boss?? how can he be looking to escape scrutiny when he is ultimately responsible from since 2004, that is 8 years now, come on man, what are you doing to make us a better people? what are you doing to make this country better than how you got it? what is you legacy going to be mr PM and are you even worried about that?

    The power to decide who should represent the constituency lies in the hands of the voters. It has always been and will always be the case, unless there is a constitutional amendment. He realizes that voters only vote labour because of him and has no respect for his fellow ministers.

    Its about time that the voting public cast there votes based on the best man or woman who can truly represent the needs of the constituency and the country instead of the party. May the best man win. We will be taking one step forward and three steps backward if we continue along this path. Our political system is getting weak and as long as the PM continues this path there will be a void in leadership in this country. A strong Nation needs empowering of its people, where private citizens advance mentally, socially and economically.

    Is this a deliberate way to restructure or change the face of the DLP. Throwing your parl. reps. under the bus. You are creating the environment where their constituents will not re-elect them under any circumstances. Their chances of leaving the labor party and successfully contesting on another ticket ARE NIL. They will not get elected due to their poor performance.

    Right now Mr PM – its alledge that two project houses ( one for that same little boy of peanuts) being constructed in Chance Zicack were stop and material redirected from there to go fix up place in Tucary for their feast.

    No accountability under your stewardship .There has never been and as a result you are one of those whom represenation are very questionable.

    Haven’t heard you mention how you going to increase employmnet in dominica , moveover by what means are you going to stimulate the economy. The economy flat , business closing , migrating still high, . are we just standing by and say world economy bad and forgot that God gave us a mind.       Come on man Ted. I know you to be a very intelligent guy particularly in the area of finance and economics so i won’t challenged you there. However, I will chellenge you on publishing unsubstantiated info. I happen to know intimated details of both the projects you are refering to; the one in Toucarie and the one for the Joseph boy (peanuts’ son). First, the latter is almost done and there is no hault. last I know the house was plumbed, wired and was being painted.the tiles were already laid. the contractor is your close friend, call him before you do that. The project in Toucarie is funded by the Beach front Committee and I am aware that there are oustanding depts.

    Looking at the bigger picture, one must never lost sight of the fact that the last election was won by Skerro (not his Parlreps).

    While that strategy worked for the purpose of wining the election, it has actually backfired with serious consequencies. Those of us in the know are fully aware of the following;
    1. Cabinet no longer exist. It has actually taken its rightful place as denoted by its name- standing in a corner for good looks.
    2. No parlrep has any spending authority. El Supremo has to bless everything
    3. Those who eveen dare whisper negativity are made aware that El Supremo has been informed
    4. All the ministries and government offices a loaded with spies. The sad thing is this network has everybody spying on everbody and everyone suspicious of everyone
    5. “Some” ministers and parlreps have already been warned in so many ways that they are not “worshipping” the dear leader like they should and that is not acceptable
    6. Some ministers and parlreps are NOT answering their cell phone when the dear leader calls
    7. Some parlreps are in serious conversation with various opposition elements on joining forces if only a party of seasoned politicians are formed as long as the party is not named UWP or Freedom
    8. El Supremo already know who are the so called traitors and as such he is already on the offensive.
    9. The Chief of police going on retirement leave in two months and there is turmoil in the ranks. We already know that he may come back on contract if the dust does not settle soon

    Come on guys, let’s give it up to Roosevelt Skerrit. The man is very clever. Hartley and Wickham is assisting him to do a number on Dominicans and they love it.

    Clearly, things have not gotten better in Dominica irrespective of all the infrastructural development they can boast of. Businesses close every month, people have less money disposable after month end commitments, crime (especially theft) is on a rise. Certainly, not the kind of situation the labourites expected after taking a trip on this “Next Level”.

    Big man planning his snap election, but big man realize he may not be as successful as previously, so big man seats with his advisors and figure out who are going to be the fall guys. Ting ting ting, let’s blame the parl reps, say it’s their fault things when bad across Dominica, then replace them with new people and ask for another chance to fix what the “non-performing” parl reps did.

    I already see persons from the different constituencies openly saying they fed up. Immediately, Skerrit has the remedy: replace the rep. LOL

    One thing that story help me to realize is that…labourites are bawling…and things ruff with them across Dominica. I mean geez, Anti-hate need 3 jobs to just edge out monthly commitments. Skerrit open up the door for them to vent, while strategically throwing the blame on those fools who will not speak out and say what has really been going on.

    I will seat, relax sip a lil whiskey while the events in Dominica unfold.

    How long? NOT LONG!

    PM well said we in the roseau south region are seriously sick and tired of AMBROSE GEORGE. WE HAVE BEEN SUFFERING FOR TOO LONG. wE ARE IN DIRE NEED OF A CHANGE IN PARLIAMENTARY REPRESENTATION. HE has not represented our best intersts and we do hope that the DLP gets a brand new vibrant young powerful intelligent honest and committed canditate, Oh yeah there are so many to chose from.

    Its rather ashame the sentiments of the PM are those of the people of NEWTOWN and other constituencies. Every flipping time there is an election then those LAZY candidates have to invite the Pm to walk their regions for dem to galvanize support. Labourites are seriously frustrated at the lact of interests which Mr George has shown in their development. Going to Fatima church or trying to undo prevost for funeral attendance is nt good enough, blowing his vehicles horn pip pip like deceased tony is not good enough or being in Cornwall street by ( no name ) is definitely not good enough or at Fond baron isnt hreat enough!

    The man is out of control – the country’s financial sector is in ruin, monies supposedly for projects cannot be found; 27 million dollar mansion and unemployment is higher than high; our passports have been prostituted; millions of dollars unaccounted for in the economic citizenship program; Parl reps cannot find funding for basic constituency needs yet he is out there masking and blaming Parl reps. This is not to say that the parl reps are not themselves useless.

    Cannot believe that Grand Bay has any representation. It is a shame to drive or even walk from Tete Lalley to Powell, the road is only for goats now, donot know how the bus drivers manage, hope the prime Minister put some cash immediately to fix that road because he was just driven on it recently. Donot understand why the people of Powell, Grand Coulibrie, Montine and Tete Morne still vote labour. Closer to the election the politicians will run and do a little nonsense to fool them for the votes, people should not be treated that way, shame of you politicians.     I want people to know that your Parl Reps want to improve your lives. But they are being crippled by Roosevelt Skerrit. The one who is quick to go and walk through and promise people things in the constituency, even after their parl reps have been begging for it, just so he looks good.

    If you do that make sure the representative for Calibishie is the first to get replaced. Before the last election he promised numerous things to the people in Calibishie, amongst others to get rid of all those dangerous single file bridges. What has been done since? Nothing!! The only things that happened in the Calibishie area is a vast increase of crime, falling tourism numbers, dirty beaches, bad roads and a general deterioration of the area as a whole!     Looks like the bag of doodoo start hitting the fan. The old saying that the best defence is a strong offence is resonating in this speech. The deck of cards are finally at the point of collapsing and the one at the top is the most vulnerable to severe injuries.

    What the PM did not mention is that “he” need to stop being a one man cabinet (Government) and allow the palreps and ministers to do the work their constituents voted them to do.

    Yes there are a few lazy ones but in reality they have no say in the affairs of the country. Just ask “one” of those from the North and he will tell you that “The PM must understand that Massa day is done!” He cannot represent his constituency effectively until the PM recognizes that he the PM cannot dictate the needs of constituents outside of the Vielle Casse constituency. A unified opposition is desperately needed in the country.

We are not part of the animal farm, albeit there are many political rats among us who will try to fool us when election comes around. Morne pros, Wotten Waven, Trafalgar, Cochrane and Laudat shall puncture the labour-tyre the next time around. We have pre-empted the PM and have already declared that constituency vacant. We usually give our Parl Reps a fair and full chance to demonstrate what they can do for us. We supported Henry George with the Freedom Party for 15 years, Norris Charles with UWP for 10 years but the current Parl. Rep will not get another five years. He is fired!

    This is serious and forward looking talk Mr PM. I would just hope that it is truely done. There are too many labour Pal Reps who walk around like they are kings, ignoring the common man, supporters at that, and just lean on the fact that the party is strong. We definitely need a shake-up. Another great point which was not highlighted in this piece was the fact that some people are only supporters for the “Goodtime” such as President parties but not for work. Beware of that type, and while you at it clean up those who joined constituency association only because the party is strong now and the stand to benefit. A FRIEND IN NEED IS A FRIEND INDEED.

    I have just left the very sucessful DLP delegates conference( well left after your great speech )…..I am from the Rososouth and a key DLP supporter and your personal friend for many years now. We just have to take a good look at GIS to observe all the many developmentsal projects and accomplishments island wide but alas papa alas mama ROSOSOUTH has been left behind.

    We need a change. People are talking about too much lieing being shortchanged about so many things that have gone wrong and are not right etc. There is also talks about ( bondieu i cannot say dat )…….but Alot of that talk comes from fellow supporters and I was happy with what you said and I hope that we get a huge TOWN HALL MEETING in NEWTOWN for the whole ROSO south SOON.

    PM speak to the people get your intelligence on the ground send out your scouts and make your research be objective listen to people on the ground and trust me you will realize that there is great need for a change>>>>> YOU dont have to take my word for it. Its not a personal attack on ( u know who ) and I cannot say much through DNO etc but you are wished the best and im satisfied with all what you have done for our nations development well not perfect by any standards but quite a remarkable by any stahdards your un paralled contribution to DA development.

    Well done Prime Minister. I admire your stance. This tactic to have people show their worth and prove themselves capable and motivated to perform the tasks laid before them. There is no place for complacency. To thine own self be true. It’s like new employees. At the interview they are sitting upright in the chair, “yes sir I will do whatever you ask me to do” then one month into the job you have to beg them to do what they were hired to do. Yes, make them apply and make them commit to the country otherwise move on. I am proud of you.

    PM Skerrit and the DLP will win in 2015 for two reasons: First, with limited resources the govt. has continued to make progress. It may not be just what one or another of us would have done, but it is still progress and gives us hope of continued improvement. Second, as a practical matter there is no opposition. The UWP has spent all of its political capital trying to limit the right to vote, for don’t be misled, that is the purpose of voter identification. You can see in the United States that the Republican Party has done all they can to impose voter ID legislation on the states, and the unequivocal purpose is to limit the vote for the young, the elderly, and the poor. This is a very poor model to follow here in DA. Beyond that the UWP has developed no serious platform to attract voters and even boycotted the parliament, again behavior resembling the odious behavior of the Republican members of Congress whose only plan is to oppose any legislation put forward by the administration. Until the UWP actually engages in governance as a “loyal opposition” no one will take them seriously; and without a positive platform to attract voters there is no reason we should.

      You definitely got it right, my brother. The UWP is not performing its role in opposition. Their attempt to disenfranchaise voters is the biggest mistake any political party could make – it will not work for the Republicans in the USA and it will certainly not work for the UWP. The Labour Party is the only option for advancement in Dominica and with Roosevelt Skerrit as the head of the party, and a strong team around him, Dominica has a bright future!

      dats what amazes me with allyu eh. workers must have been one hell of a party for allyu to use them as whats wrong for 15 years.this present administration should be voted into office based on merit only after 15 years not hoping that people hate workers enough should take us through. also please stop the misrepresentation by trying to equate the movement of the republican party as being in the same spirit as try to clean up a voters list and establishing voters id cards. youre simply saying that we should vote for the labour party not because they can do the job but because i think no one else can do it. sorry to kill your ego trip but there are still educated dominicans enno. the final line on positive platform dont you remember the last campaign there was not much positivity for me because sewo and rum was the order of the day. hopefully one day we will have an iformed and educated voting population.

    “We need to lay the foundation today for another 25 years in office based on our transformation and adaptability as a 21st century political party….” I have serious concerns about this statement. This is why I believe in term limits: Two terms then change,because some people get too comfortable, they become stale and tainted and we know what follows.
    Dominicans are not waking up and smelling the coffee?

      Do you think PM Skerritt meant that he will be in office for the next 25 years, or was he referring to the DLP being in office. There is a difference between a term limit for the PM and for a party.

      Can you read? Or do you just pick out what suits you best to strengthen your argument? He did say “I intend to declare all constituencies vacant, and persons will have to make a case as to why they should be returned as a candidate for this Dominica Labour Party”. I take it that all constituencies would certainly include his.

    Mr PM is it you who decide on the candidates to contest a particular constituency or the voters in the constituency? I get the feeling that it’s you and not the people.Are we in a dictatorship?
    By the way if playing conditions are deteriorating,the wicket is cracking up,you are wrong sir, the spinners will bowl better and will bowl out the batting team, especially if the batsmen were just looking out for the number of runs they have next to their names, and were not concerned about the team’s ability to do well, and to make the fans happy.
