Dominica’s economic citizenship programme transparent – PM

Dominica’s Prime Minister Roosevelt has described as a very transparent arrangement, Dominica’s economic citizenship programme which has been criticized by activists here and abroad.

Following calls for a commission of inquiry into the programme by an overseas-based group of “patriots”, the prime minister told DNO there was no need for such a probe because the government had nothing to hide in relation to what critics suggest is the indiscriminate selling of Dominican passports to “unscrupulous” characters on the international market.

“Commission of inquiry into what, what are the irregularities, this is a very transparent arrangement, the procedure is published on our website, the agents are published on our website,” the prime minister responded.

He said all the money raised from the programme is audited by the Director of Audit and submitted to the parliament.

According to the prime minister, every single cent raised under the programme has been accounted for.

He also rejected as baseless suggestions that he was personally involved in the sale of Dominican passports.

“How do I sell passports,  all the passports are issued by the immigration department,” PM Skerrit explained.

“This is total nonsense, I deny it categorically,” he countered when asked directly by DNO whether he was personally selling passports.

He also rubbished claims that notorious Indian national Ibrahim Darwood was in possession of a Dominican passport.

“This has been categorically denied, there is no fact to show that Darwood Ibrahim has ever received a passport from us,” the prime minister said.

He added that other related claims were part of a smear campaign against his administration and had no merit.

    Why not give the investors a visa that they could renew every 2 years, 5 years or 10 years. I have never heard of investors becoming citizen of a country just because they are interested in investing there. It’s like selling the economic citizenship to anyone who is financially stable and that person having another agenda in mind – like travelling to the USA or CANADA which they had difficulty in doing so from their home country.

As soon as the detective agency reports positively, your application is submitted to the Government and you are invited for a personal interview.     The whole process up to the final resolution normally takes as much as 3 to 5 months depending on the case.     Seriously. Did anyone expect the PM to say otherwise? Procedures on website? Christ, man. Everyone has a procedure for everything. What does procedures have to do with irregularities? You could have the most airtight procedures and not follow them. This guy thinks that Kubulians are idiots who are willing to swallow the bitter pill without questioning things. You could account for all the money, but the manner in which it was attained, and to whom the passports are sold are some of the issues at hand. We want to know if the process is vetted/background checked, etc.

    We are not in the sandbox in kindergarten. We are not following the Pied Piper.

    We need an independent audit. One chosen outside of the PM’s sphere of influence.

    HOW MANY PASSPORTS, DIPLOMATIC AND OTHERS HAVE BEEN SOLD in the last decade? How much have the Treasury received? In what areas have investments been made as a result of that misnamed ECP? Who benefits? Those are genuine questions that the people need answers to. Nothing less. No answers would mean NO TRANSPARENCY or ACCOUNTABILITY?

    This is the most ridiculous interview I have read. There are no facts supporting Skerit’s “rubbish claims.” It’s a fact that we sell passports, look at the Canada issue. To this day the PM can’t produce what is requested from his administration.
    1. How many passports were sold.
    2. How much revenue was generated from the sale of those passports.
    3. What were these funds applied too?

    We still waiting Mr. PM.

    Opaque means can’t see through. But transparent means can see through; above board. Would DNO and the Dominican people truely conclude that the sale of our property, our passports, is open for all to know about and see? Come on. It is the patriots of Dominica who have been uncovering, producing facts, hard evidence, and informing the Public of several deals that have been very questionable. Media houses are even afraid in some instances to investigate, do research and find out the real TRUTH of those matters that are surfacing from time to time as regards those sales of our sacred property, our passports.

    There are numerous examples of things that have gone wrong with the sale of our passports. What Economic Citizenship Programme? That’s a misnomer. The country could raise revenues by serious investments in the productive sectors. The sale of our passports only benefit a FEW. The country is finding itself in more problems regionally and internationally with that policy.

    With proper planning and the will to work hard, as well as making proper use of our natural resources and riches, we could do better for the benefit of all Dominicans. A few are reaping huge sums Big Time with those sales of passports while the standard of living of the majority goes down and down and down.

    Where are the investments in the economy from those sales of passports? Please show us. DNO could find out and detail those for the readers. How much money raised so far from those sales? Who have received diplomatic passports and how much was paid to the Treasury? Which non-Dominicans have received our diplomatic passports, have been appointed Dominica’s Ambassadors, but the receiving countries have rejected them as our ambassadors? We should not about those things? So much for TRANSPARENCY.

    As a citizen don’t I have the RIGHT to ask my Govt. or couldn’t DNO ask on behalf of the people? Our Constitution guarantees us the Right to seek, request and impart information.

    People let’s be fair, even as hard as i know that is for humans. If Dominica is so poor as some claim is it this PM/government that bring it so? Ever since, i have always heard some say here is very poor or the poorest while there are others who say it is paradise and doing well. Which is it? In my view Dominica has always had it’s challenges from the beginning and it has never been no easy fix. We need someone who is honest with a historical background to tell us why, i have a clue. Dominica’s problems are beyond politicians, well that’s if at all it has as much problems as some people claim. What may seem to be problem may not be but rather what we see all other countries have we want, and care less how they got it and how we will.

At least we need statistics to back up these claims of transparency…for instance, number of passports issued annually and total revenue etc….

      This nonesense should cease immediately.Why should someone who has never set foot in my country nor even understand my countrys’ culture be given such a document? I had to prove i was a law abbiding person and take a test before i was granted United States citizenship. Why do we give away such a document in the name of economic citizenship?I was against it in the time of the late M.E Charles and is still against it today.I would like to see all political parties sign an agreement to scrap it if they get elected in the next elections. Although irrepearable damages can be done before that time.Lets pray.

    here is the thing,the prime minister does not have accept any interview from DNO or any other news media,based on this case, because this are very serious accusations, the (PM) has to continue to pursue the prosecution of this so called patriots so this matter can be settled in court,what does DNO or any other news media expect the prime minister to disclose to them,he can’t,on advise from his attorney,he can not disclose anything that can be used against him,so it is futile to seek any information from the (PM)at this point,and in terms of inquiry,i totally agree with him,he is already being accused,it is to late for that,i say take them to court,so somebody can be made to pay for there forwardness,it about time an example is made,for all who wannabe mouthpiece for all dominicans,speak for yourself’s,there is not an opinion pool,that is accusing the (PM)of corruption,it is a disgruntled few,the rest of us want our day in the courts of justice,simple as that.

    I am already convinced that this passport Mafia operation is for real. I have had my own bit of experience and surprise after traveling to Europe so I don’t need anybody to tell me. What is interesting to me is the fact that he the PM spoke to DNO. Did DNO ask the PM the obvious questions? Did the PM speak to DNO because he is fully aware that like Kairi and DBS DNO dare not apply the pressure.
    We are fully aware that the PM will not talk to a media house who will stand on the side of truth and question the inconsistencies in the ECP.

    When Isidore sue Lennox Linton or tell us that he absolutely did not make arrangements with a French man to for 2 million US dollars; then there is the Bobbi Wahi case that Tony said you stopped abruptly but now we know why – Mr PM come out and deny the emails between the passpiort agents , the Hartley Henry involvement etc; Mr PM deny the Indian ambassador who was by passed by the Indian authorities who was seeking MR Karan Singh; there is a treasure trove of information that you never thought or you were to stupid to think that this information would not be out there.
    If the operation was transparent why we had to find out about Corello through a criminal matter; what about Rudolph King Mr PM; What about the $400,000 transaction at the airport that Tony admitted; Keep lying- Tony admitted to the Bobbi wahi deal but there is more to come including the diplomats at UNESCO.

    Finally prove to us that the government is transparent and provide a list of all the passports sold and the money collected. These are the hard questions that DNO , Curtis Mathew and the other kiss yup journalists must ask the PM and the government of Tony Astaphan.

    Hmmm I seriosly want to believe you pm ….so these people are just fabricating stories…..I saw somewhere on some news source claiming that you are a multi billionaire not even millionaire you know…I think that multibillionaire part was really absurd…..once again I will say for somthing like the secretive selling of passports to take place there must be collusion meaning that a number of people in the immigration are getting their cut in the deal …and they must be getting a pretty good cut to remain silent ….then again the fear of loosing their job being criminally charged is enough to keep them silent…still yet not meaning to sound naive….how would this occur…..the pm met some of these immigration workers at a party and said hey lets make a deal?

        if the government do something good praise they but all you hear frome them is only negative vibs about the PM . why you should you hate your countryman with such bitterness. The electorates masses think otherwise.

        Dominica is my country and I love it but with such divisions, I wonder if

      How about an order gets passed up from on high. You’re not supposed to ask questions or you could risk losing your job. Most people would keep quiet because they are afraid of the consequences. This is the main reason why so much corruption can go on without anyone on the outside being able to see it clearly. Those on the inside are either in on the game or being intimidated into participating.

      On another note what does “This has been categorically denied” really mean?

    PM Skerrit, with all due respect, you really need to quit while you are ahead. If the process was as transparent as you would like us to believe you would attempt to answer our questions and show us evidence to refute these allegations floating around but you want us to accept your submissions because you said so? Just end the circus and stop insulting our intelligence.

      So right now the accused have to provide evidence to refute allegations and to the accuser bringing forth evidence to support his claim. I guess the rule of law is for some in DA.

      May i suggest that we check with immigration, the director of audit and all other places where pasport records are kept as a start to an investigation into these allegations being brought against the PM?

      There is also something called confidentiality of information. To prove anything about that program, some confidential files would have to be revealed.
