Eliud Williams elected president of Dominica

President-elect Eliud Williams

Former public servant Eliud Williams has been elected president of Dominica to replace Dr. Nicholas Liverpool.

He was elected on Monday morning at a sitting of parliament.

During the sitting, Speaker of the House Alix Boyd Knights said she had received a letter of resignation from Liverpool indicating the condition of his health and the reason why he was resigning.

She also pointed out that the sitting was the continuation of a special sitting of parliament which was called on August 24 when parliamentarians were informed of Dr. Nicholas’ impending resignation and fourteen days were given to submit  nominees for the post.

A final count revealed that Williams received 21 votes.

Absent from the house were Health Minister Julius Timothy and member of parliament for St. Joseph Kelver Darroux because they are out of state.

The Opposition United Workers Party (UWP), did not attend the sitting and refused to participate in the voting process, contending that the process leading to nomination of candidates for the post of president was unconstitutional. The party  is presently holding a protest near parliament to register its disapproval of the process.

President-elect Williams is to be sworn in this afternoon.

Presidents who have served Dominica since the island attained independence on November 3, 1978 are Fred Degazon, Aurelius Marie, Sir Clarence Seignoret, Crispin Sorhaindo, Vernon Shaw and Nicholas Liverpool.

    So within a matter of six (6) hours following the resignation of the old and ill president, the provisions of Section 19.1 was brushed aside and a new president was elected with four members on the government side either absent or abstaining.

    According to Ms. Alik Boyd Knight, in accordance with Section 18 of the constitution, we cannot exist for a moment without a president because the constitution says we shall have a president. It doesn’t matter to the Speaker that there are other Sections in the constitution that use the same mandatory expression but we have survived well for over 31 years without their enforcement.
    Did the sky fall between 10:00AM and 4:00 PM today? Thank God we are still alive?

    We stayed 6 hours today without a president. Why couldn’t we have waited the 15 days as required under the constitution i.e., 14 days for consultation, nominations and elections (as required under the constitution without the need for the application of any foolish red herring Doctrine).

    For God sake!!! The constitution clearly envisions a vacancy situation. (Sec.19) and this provision is not limited to the ordinary expiration of the term of office of the president.
    The constitution does provide for resignation under Sect. 119 and does not contradict itself.

    Today, the Speaker advised the House that the process being taken was a continuation of what happened on 26 August 2012. How could that be when she only receives the resignation letter today and the vacancy was only created today?

    Why are we prepared to invoke the doctrine of necessity only for Section 19.1 but we accept Sections 19 (3-5)as legit and Astaphan loves Section 22 (5) but thinks that Section 103 does not apply?

    You know…there is something blowing in the wind making me mad and I don’t know what it is ,,,but it might be the unconstitutional flu and I just cannot get over it!

    Nothing was going to stop the display of arrogance and the violent attack on the constitution today.

    The protest by a disappointingly small number of patriots could not have stop it. According to Mr. Peters, the people have a right to have their opinion but not to act, the government has a right to its opinion also but more importantly the responsibility to execute and to take appropriate action in what it believes to be the best interest of the people, having been given a 18-3 mandate.

    Who decides what is in the best interest of the people? It is the people- through the government that they have elected and by not seeing any need to protest against unconstitutional acts of the government.

    As the ministerial bull dog Austrie declares, “the government is now putting everything in place to ensure that the Labour regime remains in power for a long, long, long time.”

    Of course, Mr. Austrie has removed any consideration for the people, who must elect the next government from this calculation and has focused on the Party’s repeated success at the courts and its plans for future success.

    Too much controversy with this election. I really did not see the need for hiding the resignation letter.

    This presidency is bias. Based on the constitution this was unconstitutional. I am guided by the laws of the land. SOMEBODY TELL ME OTHERWISE.

    I had an appreciation for the red team but now I am thinking otherwise.

    The designation of a chief of police without consent now the election of a new president with out consent. WHAT IS NEXT?

    THE PEOPLE ELECTED YOU DON’T ABUSE THE POWER THAT YOU WERE GIVEN.

    Whereas every living Dominican with commonsense knows that the position of president of Dominica is basically a ceremonial one with the exception of the task of dissolving parliament, and perhaps signing an act, or passage of a law into law; the president should be someone who is none partisan, and should be someone capable of making sound decisions

    The man above sighted to become the next president of Dominica, should not even be considered for the position, this is a retired man who should be at home in his personal house enjoying his golden years, and pension and his grand children if he has any, and not to be getting ready to dabble into politics.

    We are looking at an old man; almost an hundred years old, he has nothing left to offer Dominica

    It is my firm opinion that the position of President though ceremonial only belongs to a younger man or woman!

    Couldn’t a younger person be found to fill the position?

    I have nothing personal against Eluid, my contention is that when we are older, there comes a time when we must know when to bow out graciously, and do not allow ourselves to fall victim to a system which we serve offering nothing in the process, he may have served for fifteen years in government as they say a permanent secretary, but those days are long over.

    This man should not be drawn into politics at this phase of his life, he is a waste of time and tax payers money, that job plain and simply belongs to a younger person.

    Some people are going to like my views here, and some will hate it, but the appointment of this man as president of Dominica only goes to show where the obstacles in the way of development in our country comes from; we see the trend right here in this particular case.

    This man will only serve as another play in a long drawn out circus, the original Dominica circus in operation long before many of us in this generation was born!

    Eluid williams should have done this country a favor and run for Prime Minister. If he’s so great and experienced, isn’t he wasting his talent being in such a useless position? Dominica need leadership so if he got it he should have chosen the path that actually effects Dominicans. Skerritt has no discipline and doesn’t have the slightest idea how to lead. The only reason he is president was first by default and secondly there aren’t any better options! This is the third president in Dominica since seignouret that is wasting their talents being president. ughhhh……

    It will soon be announced that Mr. Williams will be positioned as Vice President in the next General Elections as the post of PM will become vacant in sufficient time for the PM to make haste for the Presidents seat with a twist and the Laws of the Constitution are being re-written to suit these changes just in time(JIT); and it wouldn’t surprise me in the least that Dr. Honeychurch name is in there somewhere as a contributor on even the lead person heading the restructure. So many commentators on here but when come election time they all put him right back where they hate him to be. What will you all be drinking next time?

    The Prime Minister and Alix Bouyd just hired and appointed a servant of theirs to do their bidding. He was not elected and therefore it is just another person paid by tax payers to do Skeritt’s bidding. Away with constitution as PM Skeritt is clearly teling us what he meant by “Know Constitution can stop me.” Skeritt has a knew constitution in place and that’s what he will be governed by.

This process has been in existence for the past 7 Presidents but as everything else the opposition doing a stunt as they did for before like fact #1 – Stay out of parliament and eventually they had to go back to parliament.     Have they said to you that over a third of the working population is unemployed and who knows how much is underemployed. you people have to be aware of the situation in the country before you speak. are we asking the right questions of the people in charge of our livelihoods? how is it can chinese labourers be granted work permits for the work which can be done by locals? i thought that the labour department was suppose to look out for the citizens of the country so the taxes can be paid

      Hmmmmmmmmmm One thing I can say that the Chinese when they working they work to get things finished and done. Look at the West Coast Road. Our people have to change their work ethics and attitude. In some organisation, they linger and start working at 4.00pm. You know what that means — OT – That is highway robbery. In other instance, I know of persons who have an elephant looking at them – they have to pay for the wasted loan money and seek to find other means of finishing the White Elephant. The labourers linger and linger and I don’t think they know that time costs money. So again don’t look at others look at yourself first and ask Am I giving a fair days work for a fair days’s pay or am I wasting time which if I have done could run into thousand and even millions of dollars. The Chinese work long hours to finish but in our culture some do not work at all during normal working hours and they work long hours after hours to make money not honestly earned.

    I think the DLP like drama. If the speaker has/had the stated letter of resignation why did the PM and the DLP members not make it clear that they had it. I thought all they had to do was to present the opposition a copy of the letter and all this confusion would be resolved – but no for drama and optics let’s do it our way and show the opposition as divisive. Talk about DIVIDE AND RULE. In the end we all suffer DLP, UWP, FREEDOM, Independent, young and old. A divided nation can’t prosper – that is just the reality. Everything has to be a battle in this country. Mr. Williams is a respectable man but he fell in a political trap (or became a political pawn) and this is going to have a negative effect on his presidency from day 1 – how sad.

      I believe you have a problem understanding logic. The Prime Minister received a letter of intent to resign and that’s the reason they had a special sitting of the House in August. The Speaker of the house receive of letter of Resignation from the President and when the letter is received by the speaker the resignation is immediate. The first sitting was in preparation for this impending resignation. There is no contradiction but not a clear understanding of the process.

        I am happy my comments have made you uneasy with yourself. Lennox is Dominiocan and he has his opinion. I respect hisright to hisopinions. Unlike youhowever, I do not beleive in everything he says as being gospel. It cannot be. He has a view of the law (unschooled in the law as he is) based on his partisan aspirations. The legal practitioners with formal training and experience in law also has a view/opinion of the law. Obviously, you beleive Lennox’s unschooled view of the law and everything thing political about him. I do not. Does that make him a thorn in my flesh? If you think he is a sweet smelling rose to you. Check your nose. If you think he is a good egg to fry, check you taste bud.

    CARICOM,OECS,UN,US State Dept,EU IMF etc..

      Fig Root you want the regional organisations to laugh us? In your mind, you think there is evil done. There was nothing wrong with what was done today. The PM consulted with the Opposition Leader but as usual, the opposition party always likes people to “notice” them. Remember the infamous staying away form parliament to represent their constituents. All the demonstrations they did et al. What happenned they eventually had to go back to the house. I can name more which you know about. The list can go on. So now you want us (infact is not us but the Opposition) that they will laugh. Are you old to know that this same “Opposition Personel” prevented us from getting buildt an “International Airport” and all now so making issues about an International Airport. That was in the 1908’s when they asked the donor to stay out of the countries’s business. We would have been one step ahead if we had gotten this airport a few decades ago. Now even to add, they making issue about a President House. I can continue but do not want to be very long. Hector wisen up an do the representation as a Leader of the Opposition and not a Puppet.

      Eddie is racting after the fact. The UWP should have gone to court BEFORE today for a judicial interpretation of the constitution in this regard. The UWP had a view, the government had another. So whose view was the right? That is where the High Court would have come in. But the UWp knows that its arguments are steeped in plitics and are devoid of any legal basis so they did nothing of sorts apart from wallowing in Lennox Linton’s smooth talk and spin of the subject.

      HOPING ANGAINST HOPE that the people of Dominica would have followed them and put boots on the ground today and “stone the government out of office a la may 29th 1979 they organised a meeting of “the people” outside of parliament. Of course “the people” turned out as was expected. Eddie is an effort at hiding his frustration then exclaimed that his legal advisor has advanced the opinion that the matter can be taken to court for judicial review of the election of an eminent individual to hold the office. This time it is not Don C’s legal advise. May his soul rest in peace.

      Now wait a minute! Senior Counsel Tony Astaphans is on the public record submitting that the only issue in this instance that can go to the High for review is that of the suitablity of the candidate and NOT the process used to arrive at an elected candidate. UWP has submitted that view based on the legal advise they have recieved. On the other hand, one of the government spokes person, someone who is trained in the law and very experienced dealing with matters of constitutional law is saying something else. Who is right therefore? We go see. It is my sincere hope that if the matter reaches the court it will be dealt with alacrity.

    I personally had the pleasure of serving with Eluid Williams during his tenure with the Government and can state categorically that he is a man of the highest character and integrity. I am sure he will serve Dominica with distinction as President.

    I would hate to be elected president in all that drama. As one with integrity, I would ask for matters to calm down and handled constitutionally before I could be sworn in. I mean, I don’t want the history books to have my name in story about how much controversy went on during my selection and swearing in. For such a good man, he should have asked to wait it out. Why can’t we just do things right in D/a these days?

    Let’s get the resignation letter first and then, do the consultation and then swear in the President. Is it that hard? Rather than on the same day of the resignation letter, you swearing in the man. I don’t get it!!

    I am not a supportor of any of the parties on the Island of D’ica but right is right and wrong is wrong and the CONSTITUTION means a great deal to those at home and those living in the Diaspora.

I thought the protest was because the Government elected him in breach of the constitution – by not receiving the official resignation letter from Mr. Liverpool.       According to the young people “Haterzzzzzzzzz”. Why do you have to walk out of any function and he is there? You never had any respect for him in the first place. Typical person who do not like to see one of their own rise. What does poverty have to do with the election of a President? Do you know that some poor persons breed poverty on themselve. They do not want to learn for themselves. And rather than educating them, those who think they are brighter than them use them to facilitate their selfish agenda by spreading propoganda and they accept without asking questions. If there are uprisings as the perpetrators would like it to be, it will be the same poor person and their children who will at the forefront. The perpetrators children are never there. So who lose those who make themselves scape goats and what is at the end, the perpetrators will seek sympathy to get into power which is what they wanted all along. But the Lord forbids all the plans of the Enemy will be put to nought and peace will reign in this land in the Name of Jesus.

      Why do you spread faulthood I am not trying to defend the man but Hector John and others never said they are not supporting Williams the fight from the very start they protested the method of how the process is being use which is against the CONSTITUTION every one that spoke about the man said he would beable to fill the position but not in the process as it so why would say to the people that Hector didnt support the man how can you live with yourself that is a bold face lie I hope Salisbury knows better.
      I spend time to read the Constitution over and over I have listened to legal minded people ask questions to be able to make my objection to the process so go and educate yourself and I do hope you dont have any children that one day they will ask about the document and you cant answer because of your stupidity that’s the problem with my people once someone speak out against the wrongs on the Island they rush to judgement that they dont like Skerrit of Williams or Govt how ridiculous.

      i think you have been bought or misled. Where did you ever read or hear hector John say that he is not supporting Mr. Williams.

      I do not see the point of your post. The purpose of the demonstration and all the according to some of you “roro” that Hector and company are making has nothing to do with Mr. Williams as an individual. It has to do with the process involved in placing him as president. If the constitution is suppose to govern how we do things in this country then by all means we must adhere to it. However if it is something that we can amend to suit a situation then we must discard it and everybody just do what they want.

      However as far as we know we are guided by the law of the land and no one man should be above it.

      i would support Mr. Williams as President any day. However we must do things the correct way lest we plant seed of discord and lawlessness for future generations
