MP for the Roseau South Constituency, Joshua Francis, has said he is re-engineered and re-energized to work in the interest of his constituents and has praised the government efforts at recovery following the passage of Tropical Storm Erika in August last year.
Francis spoke in parliament on Wednesday for the first time since he has been embroiled in a court matter.
“I also want to say that I am re-configured, re-wired , re-engineered and re-loaded,” he stated. “And of course re-energized to act in the interest of the Roseau South Constituency.”
He praised the work of the government following the passage of the storm, especially in the Roseau South Constituency.
“I want to express gratitude to the Government of Dominica for every work done post-Tropical Storm Erika,” he stated. “And I say every work done, particularly in the Roseau South Constituency. I want to say thank you for the improvement in the roads, the drains where they had to be cleaned, dredging of the Loubiere River, the Bath Estate River, Castle Comfort River, cleaning the ravines in around eight other areas which were affected by Tropical Storm Erika.”
He also thanked the government for the construction of the China-funded New Town Primary School.
“With the improvement in the physical infrastructure of the New Town Primary School, we expect better results, better academic performance and under my leadership I am hoping to use that facility to touch the constituents, particularly in the New Town area, whether it is through adult education, panel discussions, among other activities that will improve the lives of the New Town people and environs,” Francis said.
Francis told parliament that he is in support of the over $103-million in supplementary estimates presented by the government and is presently being debated but said there are urgent matters to be addressed in the Roseau South Constituency.
“While I support the expenses under the supplementary appropriation, I call upon the Government of Dominica to show a greater urgency in the improvement of lives of the people of the Roseau South Constucency,” he noted. “So I am hoping ove rthe next few weeks, over the next few months, we will see improvements in our roads.”
He also said he hopes matters relating to fishermen, especially in New Town, are addressed.
“I heard from the minister of agriculture, making a point that assistance is being given to fishers,” Francis said. “I want to remind him that the New Town area has quite a number of fishers and we are looking for assistance…”
Not only that, he also wants assistance for boat building and wants to see improvement in playing fields.
“We are waiting patiently, and almost desperately, for the improvements of the playing fields in the Roseau South Constituency,” Francis remarked.

Now Joshua Francis I live in Citronier and i travel through most of your constituency on a weekly basis. Where did this dlp government do work? From the headlines alone it would seem that Francis is ready to run to the DLP, but within the content of the report it seems like he was simply being courteous.
Although Dominicans are not accustomed to this approach, I don’t think there is anything wrong in recognizing that the government has done work, in fact it should be expected that Government should do work.
But nothing Francis spoke about had anything to do with the issues raised in the VONC..Francis didn’t speak on Job creation, or unemployment, he didn’t speak on questions of increased insurmountable debt, he didn’t speak on nepotism and non transparency regarding the CBI, and these are only some of the things that Government scores low points for..So please don’t take Francis presentation to make atonement for the transgressions of the current DLP..The shortcomings of the DLP go beyond TSERIKA clean up..they have on record 15 years of systematic deterioration of economic and social progress in Dominica..Open your…

No one can blame Joshua if he jumps ship or disassociate himself with UWP. The man is human like all of us. That’s why the late Rossie Douglas say we have fowl memory. YOU all seems to forget the vicious attack the UWP off loaded on Joshua. That’s not how you treat your own but they all knew what was their motive. But because of the integrity of the UWP and out of respect for the constitution and the people of Dominica, the UWP only asked him to step-down due to the seriousness of the charges which were leveled against him. The same thing would happen in any law abiding country anywhere in the world.

Only in Dominica a man can be accused of such things, then show support for the Gov’t and all of a sudden he can start a “new life” like nothing happened??!!
That is what you find in a country, when people are allowed to live above the law!
They kill steal, rape and involved in all sorts of crimes, and they are allowed to walk the streets with their head high as if nothing happened.
They feel themselves invincible so they continue to prey on the innocent, because they know law enforcement even if they wish to enforce the law against them when the matter gets into the court system, it becomes dormant.
Put a few of them in jail for the crime of molestation to set an example is the only alternative.
Dominica is the only place on earth where lawyers, doctors, and politicians committee crimes even heinous crimes and get away whit their crime, and they go about demanding respect from people.

What a contrast to his party leader bringing a vote of no confidence for the same reason the member for Roseau South is praising the government.
The Leader of his party must have said, I didn’t need that from this guy not today. He should have continued to stay away; but we still need him for our numbers because if he leaves, we lose that seat.

Based on Joshua’s message here, I don’t think that he would vote at all–one way or the other–otherwise he would have contradicted himself, base on the reason for that motion and his personal views about the Government.
Judging by the way Francis spoke it is safe to say Joshua is fully converted and as such it is also safe to say to sy that the DLP has 16 seats and UWP 5. The only question left to be answered is, when will Joshua walk to the river to be baptized by pastor Skerrit
So you have your troubles with UWP, now you are hedging your bets with DLP?
What’s next? You will contest the next election as a DLP candidate?

Politics is obviously in his blood. This is his career. If he feels it is better for him, why not? Sad to say the manner in which Linton conducts himself who would want to have him as a leader, a boss?
Did Linton not encourage and join in ousting him from Parliament? Why would he want to remain with UWP? They did not treat him appropriately. They humiliated him and were downright indifferent to him, putting it mildly.
If he wants to remain in politics, in this case DLP is a better Party for him. He is educated. You never know, some day he could be D/ca’s PM.
