Speaker of the house, Alix Boyd-Knights, is strongly denying that a journalist was kicked out of the House of Assembly on her instructions.
Addressing the house on Tuesday, she described the matter as a total lie and misrepresentation of what actually occurred
“Nobody put him out, that is a total lie and a misrepresentation of what happened,” she stated.
Editor of the Sun Newspaper, Charles James, is saying that he was unceremoniously excluded “from observing, reporting and photographing the proceedings of the Opening of Parliament on July 23rd, 2014.”
In a letter to the clerk of the house, James said as main photographer of the newspaper he was taking photos of president Charles Savarin as he addressed parliament for the first time. He was then told by a police officer, Inspector Ulando Cuffy, that he was not allowed to do so and he inquired who told to give such instructions.
“I packed my equipment and sat near a cameraman of the Government Information Service who was video-recording the proceedings of Parliament for broadcast,” James wrote. “I then saw Mr Cuffy talking to the Honourable Speaker of the House of Assembly, Alix Boyd-Knights. Shortly afterwards, Mr Cuffy came to me and told me I had to leave the chair on which I was seated. I asked whether I could leave via a door a few feet away from where I was sitting. He responded by ordering me to walk through the gallery in full view of all the attendees of the meeting of Parliament.”
James said he has been taking photos of the opening of parliament for two decades and is not aware that taking photos or reporting “has been restricted to certain government affiliated media houses.”
He further stated that a letter inviting the Sun to parliament clearly stated that arrangements were being made to accommodate a reporter and a dress code was pointed out which “also applies to camera crew.”
“I can also assure you that my conduct was not in any manner disorderly or disruptive to the proceedings,” he wrote to the clerk.
But Boyd-Knights said there are certain rules which must be followed when it comes to house proceedings.
“People cannot just do what they want,” she stated. “There are rules and all of us must obey the rules.”
She read from Standing Order 83 saying, “the speaker may grant a general permission to the representative of any journal to attend the seating of the house under such rules as he, meaning he the speaker not the reporter of course, may from time to time for the purpose. If such rules are contravened, such permission may be revoked.”
“And we had that revocation before,” she stated. “If I am not mistaken, it is still in operation in that particular case.”
The speaker said James committed a number of errors including entering the house through the wrong door while carrying bags and sitting in the cameraman’s chair.
“Why did he pass through that door and who gave him permission to do so?” she asked. “Did he pass that ways because he wanted to enter the chamber with his bags knowing full well that bags would have been excluded from him …”
She continued, “Why does he thinks he has to sit in the chair of the cameraman when in fact he was told in his letter that he would be given sitting …. the letter specifically said a reporter, why did he think that he could just transform that reporter word into cameraman and appear here with his bag of camera tricks?”
She said some people would say James, in essence, sneaked into parliament. “Because he didn’t come through where he was not supposed to come and that is wrong,” she noted.
Boyd-Knights stated that James left the house and then told the world “that the speaker put him out.”
“Now for the life of me, I cannot understand, you never had a conversation with the speaker, it was done through an intermediary and therefore before you opt and ran you would have clarified things with the speaker …. most genuine people would do this but he opted to take the measure,” she stated.
She also pointed out the James has been in the house on many occasions and he is aware of the rules better than most.

I am amazed at the response of the speaker of the house; isn’t it time that these people stop making the innocent people of this country the laughing stock of the world. First of all are there not Police officers manning the entrances of Parliament? Is the speaker now exposing the inefficiency of the CDPF? If she did not ask him to leave then where did the Inspector get his authority from to ask him to leave the House? Then madame speaker sanction the Police for their inefficiency instead of making the poor guy a spectacle for your political audience. And if the Police Inspector acted on his own what action have you taken or intend to take against him; or did the police officer having been sanctioned by you embarked on some form of revenge for his inefficiency being exposed. Instead you went about babbling like a female BABOON in heat about rules being broken. Slavery in this part of the world lasted longer than your reign as speaker and for your information it did end; although the comments and utterances of some of us clearly indicates that we are still mentally enslaved

thats just bull. first of all i am a reporter and i am supposed to take pictures. if i am invited to a function i am supposed to take pictures. only the radio station reporters donot require photos. so in essence inviting a newspaper to cover an event would mean that they require photos. if they didnot want pictures taken they should have said so specifically in the invitation.
but why can there be camera men from GIS taking footage and Charles Jong doing the same and the others cant?

It is fair to say that the speaker has lost her mind. She has overstayed her welcome as the speaker of the house. We need a new person – with fresh ideas and a balance approach to activities taking place in such gatherings. The Speaker, in her rambling gibberish, failed to answer the fundamental question, what has changed in the 20 years that Mr. James has been going to the House to photograph presidents and prime ministers during the opening or parliament? She would have been speaker for more than half of the 20 years, during which Mr. James would have been doing the same things he did this year. Why wasn’t he breaking the rules then but he broke the rules this year? Why is the GIS allowed to videotape but Mr. James couldn’t take photographs?
By the way, wasn’t there security at the entrance for the VIPs and dignitaries? If so, why did they allow Mr. James to “sneak in”?
What I think is really shameful and troubling about this whole episode is that the speaker chose the cover of parliament where she has immunity to defame and scandalise the name of a respectable and honest man, knowing full well that she cannot be sued because of the protection this immunity gives her.

Is it that Mr. James could have moved to a seat for “reporters”, instead of taking up a seat designated for “cameramen”?
Apparently the letter Mr. James received said that “…arrangements were being made for a reporter…”. So another question comes to mind – can a reporter double as a cameraman (based on the House rules that is)?
I am not familiar with the layout of the House, but maybe using the other exit is reserved for members only? Someone with knowledge could probably clarify.
Some comments on here speak to the “semantics” of the Speaker’s statements, but the law, our constitution and rules in general are usually about specific details and interpretations of key words (semantics).

I think people’s comments here are very biased and unfair. This DNO article does not give a full picture of what was said by the Speaker. I listened to the entire thing on tv this morning. The speaker said that the camera man entered the wrong door, sat in the wrong sit and was taking pictures after the house had commenced. All these were against House rules. The camera man was told that he was in the wrong sit and he should refrain from taking pics according to rule. He was about to be escorted to the back which was designated for reporters but he insisted on leaving passing through the wrong door which he had entered. The officer then escorted him through the correct door which is assigned for reporters to pass. HE chose to leave. he was not told to leave. instead he was being escorted to his assigned sit. he chose to leave. Lets get info straight and stop adding to misinformation and problems.
The police did not inform him that he was in the wrong seat and that he should find another seat. He was told specifically to leave a seat designated for his profession. In admitting her error the Speaker said that James should have clarified the order given to him by the police to him with her before he was escorted out. Can you imagine that while James is being escorted out by the police that he tells the police that he wants to approach the speaker on her high chair for her to explain to him why he was asked to leave his seat? How do you think the police officer or the speaker would have reacted to that?

Isn’t there security to indicate to whoever enters that he/she is entering from the wrong entrance? How then was he allowed to enter, then sit, then take pictures then told he entered the wrong door? Honestly things don’t add up. This is really really sad

If you did not, did someone give the policeman authority to put James out? If someone else did, or the policemen did so on his own, then did he contravene the laws, since only you can do so?
