Linton wants “impartial” House Speaker

Leader of the Opposition United Workers Party (UWP) and Marigot MP, Lennox Linton, wants a House Speaker who, he says, should be “more balanced” and called on Prime Minister, Roosevelt Skerrit, not to re-nominate Alix Boyd-Knights for the position.

Linton made the call at a UWP meeting in Lagoon on Friday night but his call fell on deaf ears because less than 24 hours later, Skerrit announced that his government wishes to nominate Boyd-Knights as the choice of House Speaker.

Boyd-Knights has been Speaker of the House since 2000 and has frequently clashed with the opposition who describes her as being biased.

Linton said he thinks someone who is “less divisive” should be nominated to the post.

“I am saying that when we get to the Parliament of Dominica, we will not have the divisive Speaker of the House of Assembly,” he said. “We are saying that Alix Boyd-Knights must be removed from the Speaker’s chair and she must make way for someone who is more balanced and more impartial.”

He stated that Skerrit now shares the UWP vision “that we must become the best place to live, (the best place to) work and the best place to enjoy life.”

“In the best place to live, work and enjoy life, there is no place for a House Speaker who is that divisive, cantankerous and has shown some much disrespect for the legitimately elected members of the opposition for the last 15 years,” Linton said.

    Everyone knows the speaker of the House of Assembly should not be biased so I really don’t understand all these comments against Mr Linton wanting a neutral speaker. She used to be on political platform and she even bake cake for Dmitry. Of course she’s going to be biased. There’s no reason to be afraid of Mrs Boyd-Knight so I don’t understand why anyone would think he’s afraid of her. It’s just sad to see the level politics in Dominica has been reduced to.

I have no doubt that you will continue to conduct yourself gracefully and restore dignity to the office of parliamentary representative. Hold your head up high and do not allow yourself to lose your cool. With you in the house, be a role model of excellent character and do not join the ranks of those who use gutter language and demonstrate absolutely no respect for themselves, the people they represent or their nation.     The speaker of the House Of Assembly has always favored the Government in power; why all of a sudden it’s a problem to the opposition.
    If they want a new speaker, when they go to The House all Linton and UWP has to do is nominate someone to be the new speaker and the candidate with the majority of the votes becomes the Speaker of the house. It is in the constitution.

How about a Mrs. Dorothy Leevy former principal of the convent high school. Is she too good for that position?       Do you expect Mr. Linton to listen to you? Have you listened to your Prime Minister. He has mucho hate in him. I guess you are too busy adoring him to hear anything negative. Mr. Linton will do what he has to do to make the general public aware of what is going on. You may not like it but that does not mean it is hateful. Have you ever debated an issue? Or are you so partisan than you can only see one view. If someone does not agree with a particular point of view does not mean they are hateful.
      Learn to listen to a different view maybe you might learn something.

    The two news items titled Linton wants “impartial” House Speaker of December 16, 2014 and UWP seeks answers from Electoral Commission on Friday, December 12th, 2014; seem to paint a picture of Mr. Linton as a dictator. The first article states – The UWP’s leader is also calling on members of the Electoral Commission to “make yourselves available to talk to us the people of Dominica who have some serious concerns about how this election was conducted,” while the second one states – Leader of the Opposition United Workers Party (UWP) and Marigot MP, Lennox Linton, wants a House Speaker who, he says, should be “more balanced”…
    If both news items, the word “want” and phrase “make yourselves available” portray Mr. Linton in these very negative ways. As a dictator in making, who demand his way having no regards for the communication courtesies despite his work in the communication industry. Someone who does not understand the selection rules concerning the Parliament’s speaker. One who is still in a campaign mode and failed to accept the outcome of last week’s election.
    I want to believe that Mr. Linton is better than what is portrayed in both news items. I believe that he is a reasonable person of sound mind and character. Someone who possesses the poise, word selection and overall cadence to keep his opponent attention while speaking to them on any issue. He should be able to tell them go to hell without getting angry, keeping them listening to him and at the end agreeing with him that they should really go to hell. Furthermore, concerning the Parliament speaker, I want to believe that he has realized that there is a possibility that he is being made to eat his vomit for his non-flattering historical and articulate views of the speaker.
    Is it the news media, in particular, those partisan to Mr. Linton, going on overboard to portray him as a strong and courageous leader. If this scenario is correct, it must stop. This overkill must end. Though the intentions are well intentioned and noble, they present Mr. Linton as ignorant, incapable of leadership and power hungry. Let common sense reign, do not create opportunities for fear mongering and distrust concerning his leadership style, judgment and the inability to grasp his situation/position in Dominica politics.

    Supporting the statement of Mr. Linton ought not be motivated by partisan considerations. This is not about Mr. Linton making demands on the government. This is a reasonable, sensible and practical suggestion in order to secure the integrity of the House.
    Impartiality, professionalism, and integrity,which is essential for the proper exercise of the function of the Speaker of the House have all been absent with Alix Boyd Knight in the chair. This ought to be clear to anyone who is interested in good and accountable governance and execution of matters of the business of parliament.

    The Speaker has a special constitutional mandate to provide political leadership, day to day management and strategic direction to the House. The exercise of impartiality at all times in pursuance of her duties is paramount and this is regrettably absent in Ma Knight.

    The need for fairness/impartiality and equity is core to the proper functioning of the Speaker of the House and cannot be overstated. This is one of the prime values ensuring integrity of Parliament and holding our elected members accountable. Therefore, the Speaker has the responsibility of:
    – Being the custodian of and preserving the integrity of Parliament.
    -Safeguarding, protecting and upholding the good decorum of the members of the House and indeed the House itself.
    – Serving as the Executive Authority for the House.
    – Ensuring the smooth running/operation of the business of the House and its Committees.
    – Ensuring the development and management of the House programme.
    – Impartially presiding over meetings of the House and maintaining order as appropriate.

    We all know that Mrs.Alix Boyd knights takes pleasure as the presiding officer to recognize and in the case of the opposition de-recognize those members who wish to speak on issues pertaining to the business of the House.

    She takes great pleasure in being the Supreme interpreter of the laws and regulations governing the business of the house, unfairly implementing and applying them as she wishes.

    Alix enjoys the abuse of her authority in keeping the opposition under manners. She takes pleasure in disrespecting and belittling the members of the opposition and attempting to turn respectable and professional men into political boys in parliament.

    With Alix in the House, the people of Trafalgar in the Valley will have no peace when they celebrate and there can be no peace in the House. But that Skerrit have spoken, we nervously look forward to political and legal parliamentary fireworks in these interesting times with tremendous confidence in the members of the opposition to deal with the worse Speaker ever.

    The difficulty here is that those who support the government see Lennox and his party as a nuisance and want to hear nothing from them, whether substantial or not! Theye therefore have no problem with a Speaker who is divisive and confrontational and who will seek to shut up opposition representations in the House of Assembly!! So seeing that we are fully aware of these facts, I would urge Lennox and the other opposition parl reps to simply develop a culture of indepth investigation into the workings of the government and to put the hard questions to them constantly and respectfully so as to show up the Speaker of the House and her partisanship on a regular basis in the live broadcasts so as to reveal without doubt, to all who may listen, who it is who is the problem within that house. Ensure that you always keep your cool and address her and others RESPECTFULLY as the tough questions, when asked, will bring out all the TRUE COLOURS on the government side!! So be strong!!! Stay in and represent!!!!!!! NO MATTER HOW HOT IT GETS!!!! THE PEOPLE NEED INTELLIGENT REPRESENTATION!!!!!!!!!!!

    That is the mistake Linton s making being in opposition, does not mean you dictate terms and condition to the PM. Your place is to know the rules , the constitution an ensure that there is debate in the house when the government present its proposal for governing, the government is suppose to share those proposals with you before the hose meets, so you can research and present alternatives if there are alternative, oryou support the bill if it i a good bill.

      I agree with you. I know Alix. She is a very nice person. She has an obligation to fulfill. If Lennox and his gang cannot conduct themselves appropriately in Parliament, it is her duty to take a stand and inform them accordingly. Alix will put him in his place. He has always had a dislike for her. This is the reason why he does not like her.
      I do think that Lennox is a show-off and likes to show-off. This is the type of character he possesses. If he is told to conduct himself appropriately, not to be disruptive and be courteous, wait his turn and address the issue, he will object and then hate the one who addressed him in that manner.
      Lennox needs to change his attitude and become mellow, courteous and respectful. He is sadly lacking in these godly virtues. He is marlcassez (if I spelt this correctly).

I have read with much amusement the comments against the Hon. Lennox Linton and indeed they are quite amusing to say the least. and all the comical comments against him does not make his statement on the Speaker untrue. Why did laborites including uwp-ites oppose her as the choice for president? why was she discarded? the only reason Mr. Skerrit wants Mrs. Boyd-Knights as Speaker of the House is he do not care about the standards in the house. the vulgar displays are fine for him partiality is the order of the day under her as Speaker. He did not want her to bring the presidency into disrepute the house can be like a kabaway for all he cares. Mrs. Boyd-Knights reminds me of a former Speaker called Fred Dagazon who was very biase at the end of the excercise proved himself to be a coward and a bully . that’s the stuff bullies are made of abusing their position of power and authority.

First , let me say what a fantastic job using new maths when 1+1 no longer equals 2.     You guys deserve prizes even noble prices in maths and Psycology a new category since the coming of the most inferior P.M Da has know but with help has turned out to be interpreted by men of the cloth as intelligent.
    Many were awarded prizes , for just showing up for the movie even if they played no role some where renominated and award for jobs poorly done. just take the position of Tourism, Skerrit et Al had enough funds to purchase a new speaker for the new house. They preferred to use the same old speaker.

If you find fault in Lennox for asking for impartiality and professionalism from the speaker as wrong then you have your head up your…….. If you were objectively following the proceedings of the House over the past ten years or so, you would have noticed the hatred demonstrated by the speaker towards the opposition. I rest my case, for now.

    What is wrong with Roosevelt Skerrit? How can Skerrit appoint Alix Boyd Knight for Speaker again? It’s a total disrespect to the people of Dominica.
    One does not have to support Lennox Linton to know and admit that this woman is the worse thing for unity in the country.
    Why will people like Damien Dublin, Eddie Lambert, Alick Lazarre and all the other so-called respectable sit back and allow Skerrit to do those things.
    My analysis of Roosevelt Skerrit is that he is a sick man with an unsound mind who is bent on provoking the wrath of a people. It’s just a matter of time.
    After appointing a Cabinet of 18 he proceeds to kick Dominicans with the most cantankerous woman Dominica has ever produced. Maybe this is a reflection of the lack of resources within the support base of the Labour Party.

    After seeing the magnitude of these comments here, I realise that Dominicans need education. Ignorance is a great disease! Alix Boyd Knight is THE most bias speaker in the history of Dominica’s House of Assembly. People saying “Lennox cannot get what he wants”. But of course he can’t. If he did, Dominica would be in a much better shape than it is now in terms of transparency. I commend him on speaking out because it wouldn’t make sense keeping her partisan self in the house. She needs to go and that is the truth. Labour Party will obviously nominate her as she keeps the Opposition quiet and is an avid supporter of them. She needs to go and people who can’t see that, need to be educated.

      This God, our God who is all good, holy and perfect expects that Linton will conduct himself respectfully and be obedient to authority. God will not excuse him nor exonerate him from this. As St. Paul said: “Obey your leader.”
      Linton expects that, as leader of the opposition, he will obeyed. Then he must recognize as he should, he is the opposition and not the PM.
      Linton may be a good speaker but he is not the only one and he must not let it to go over his head and wear it on his sleeve. He should know that no one is perfect including him. He must comprehend that he is an MP, fortunate for him with the help of James. I will keep rubbing it in. Therefore, he must also know his place as an MP. He must follow rules and regulations. If he cannot do this, then he should resign for he is not fit to be an MP nor a leader of the opposition.
      Know that with the recent goings-on Linton has made more enemies for himself and his Party. He better watch out and act accordingly for the sake of his Party and its survival.

      The only person asking people to line up is the UWP leader. How many times over the past 14 years? How many times since the elections were called? How may times after the General Elections has been over? Help us to count.

      The Speaker knows the law of the land and parliament, like the back of her hand. We cannot say the same of the Leader of the UWP. The Speaker is an experienced Parliamentarian; we know for sure we cannot say the same of the Leader of the UWP. The Speaker knows her job; the Leader of the UWP does not seem to know what his job is.

      The Speaker is the best person for the job. We welcome back the Speaker. I am looking forward to the Speaker as Head of the House.

      The UWP must know their job and it is not to dictate to the Prime Minister or try to disrupt the House. You offer advice but must know, it does not mean the Government must take your advice if it is not in the best interest of the country. They can only consider it. The “Tell Them I Say That!” is not for the House. Only the Speaker has the right to say that.

      The Opposition job is not to make the Honourable House a pappy show. It is for working with the government and giving your point of view. You wanted debate? Now is your opportunity to debate in the House.

      The Speaker is the head of the House and her house rules must be adhered to; or the opposition can always do what they do best, walk-out.

      The Government has a country to run with or without the input of the opposition. I hope they bring the change they campaigned for. Respect in and for The Honourable House, I am looking to see if they can surprise us and really have meaningful contributions.

      He does not have one. Remember when Alix was nominated for the President’s position? Lennox objected and he set up his followers to do likewise. They did so right on this Website. Lennox did not have a nominee until the last minute which was too late. He was fishing for one.
      What I have noted is, Lennox wants everything for himself and wants what he says should take effect as he consistently criticizes the PM. That man must learn how to interact, communicate and get along with others specifically in Parliament. May he learn this for his own good.

      She is a disciplined person who takes her obligations seriously. The PM made a good decision by re-nominating her.
      She had disciplined parents. Furthermore, she attended the Convent High School where discipline was taught. This has served her well in her position. Where discipline is concerned, there should be no compromise. It is for the benefit of everyone concerned.
      There are some people who detest disciplined people. They are not accustomed to such people. It is a sign of what is imbedded in their hearts and overall traits which reflect in their indifferent attitude and name calling. I challenge you to watch the live proceedings of the House and pay close attention to the speaker’s facial expression when the Government addresses the House and compare that to the speaker’s expression when the opposition presents.     The speaker of the house needs to be neutral while she in the House, she should not be picking sides and giving priority and privilege to one side. If the speaker is going to create controversy in the house and there is already a history of the controversy in the house due to the behavior of the speaker, the the Prime Minister of the Country who claims that he is interested in and care bout the well being of Dominica, should make amendments. Her behavior in the house is going to hinder the progress of the country how are the parties going to work toward the betterment of Dominica when there is hindrance due to the impartiality of the speaker and members of the house are on defense because they feel that are not being treated fairly.       You have to remember that dominica is not a dictatorship, the constitution recognises that there needs to have differing views in parliament, so that where the opposition party comes in. They are not there to echo the immature decisions of Skerritt and his rogue cabinet.

    Linton don’t let Alice in the Palace trouble you. The opposition will come and do the work for the people of Dominica. We are not staying out of parliament this term, we are staying in there and put fire for them to work. We will keep on bring the issues of the people to the forefront, we are going to get our electoral reform, we are going top get things done.     Well, well, well! Nous shashay epi nou tarpay”. The gentleman knows how to “bribe” theysay. If you give me a House Speaker I like, then and only then will I accept your “olive branch”. I believe that the Speaker (Ma Knight) will work well with the Opposition as long as they follow the rules. There is nothing sodifficult about that. The people send you Lennox to the House, not to make or interprete the rules, but to represent them and follow the rules of the House. But then again, Mr. Linton seemingly belives that he is the authority on interpreting legislation way up and above those who were trained as legal practitioners and the institution that has been vested with the legal authority (the Court) to intrepret the laws. So Madam Speaker, do your do. Be fair, impartial and just. After so many years you must know when something is right or wrong in the House. That is what experience teaches us. No favoritism. Just do what you understand your job to be. If Mr. Linton sticks to his rights and privileges as a member of the legislative body, representing the people of Marigot and leave the interpretation of the rules to the authority (ies) he should have no problems working with you. The problem is, he has signaled his intention not to play by the rules. And that is the sum total of his concerns. But ready to be flexible Madam when the need arises.

      The speaker has NOT been fair, impartial and just, so if she is going to change that is fine.
      We say change is a must. She does NOT p0lay by the rules of the house, SHE have different rules, depending on if it is the ruling party or the opposition . The interest of everyone has to be represented in the house, but in the past the interest of the people with MP on the opposition side has NOT been represented because of how this speaker run tings.

    Based on the past history of this Speaker, I do not think it will be wise of her to accept the nomination. This position has made her very unpopular and disrespected. Remember when she was nominated for the presidency?

    Is there no one else who could be Speaker of the house? I am sure that there a many Dominicans who are qualified for this post.

    So he now see Dominica as the Paradise we all know and love!

    To say the PM now sees it his way is laughable. Who were the ones who has been promoting Dominica as the best place to work and invest? Not the leader of the UWP for sure. He cannot forget that is the same Dominica the UWP has scandalized all over the world? My God do they ever remember what comes from their lips?

    They took bad pictures and showed Dominica in the worst light; writing to a visitor that his safety cannot be promised; telling Dominicans not to come home, saying young people asking for guns and the list can go on and on. Oh please! Mr. You must have a longer and clearer memory than that.

I do not expect any good coming from a cabinet that rubberstamps corruption and does not have the courage to stand for what is right, much more to question their super corrupted leader, Roosevelt Skerrit.         who tell u they don’t laugh at you now. After 15 grueling years of Skeritts labour party rule dominica remains the most backward of the OECS. After Haiti it became the poorest Caribbean country. So there is nothing to be proud of.

        I guess Mr. Skerrit was supposed to go to the extra fertile lands in some specific areas of the country which I won’t name and plant bananas himself while young healthy men sit down drinking and playing dominoes all morning, all because they have been led to think that when they work it is for Mr. Skerrit to look good?

        My boy, one doesn’t have to be in government to encourage the people one represents to be industrious and self-reliant. If one encourage laziness, hatred and bad-mindedness thinking that somehow that will bring harm to the government, then the people under one’s influence can only self-destruct!

        So , better late than never. Get to work guys in this banana country of ours with all our rich and beautiful soil so that we don’t have to import bananas!
