New UWP senator blames government for high surge of crime

Newly appointed Opposition Senator Danny Lugay said the high surge of crime and violence in Dominica comes as a result of bad leadership by the Roosevelt Skerrit-led administration.

Lugay who replaced Senator Claudius Sanford was sworn in on Tuesday.

He told a press conference on Wednesday that the country is plagued with a spirit of lawlessness which was invited by the Dominica’s government.

“That lawlessness is now manifested in the government’s refusal to grant the electoral office $5.2-million for the provision of ID cards and electoral reform. The foundation of any democracy is built on free and fair elections. If you have a contaminated election, you do not have democracy. Wikileaks confirmed to the whole world that a sizeable portion of the 2005 funding of the DLP campaign was stolen from Dominica’s investors of BICO and CLICO,” he said.

Lugay who contested the Roseau North constituency and lost to the incumbent Julius Timothy says the UWP will fully participate in the national parliament as soon as election reform is put in place.

    We have to respect the man’s opinion, however, the government should pay closer attention to an outlet for our young people. We have to get our young people into sports. We have to approach it as a business. Just as tourism is a business, make sports a successful business. Train boxers, winning football teams, winning basketball players, track and field, cricketers, swimmers, etc. There is unemployment in this country, we know that, but we have to channel our young people into other productive areas so that they can have something to look forward to. In education, we must look towards more sports scholarships, have more links with colleges around the Caribbean and further afield. Give our young people an incentive to stay away from crime and better themselves. Mr Lugay, these are the things you could be accusing the government of the lack of. We have to do something for our young people to occupy them, not just for local participation, but internationally. Train them to be trainers, coaches, athletes, umpires, etc. Get them involved!

    Padnas – we were offered a national ID card which will have our voter identification information on it (ID Number and constituency). We did not take it.

    At a point when countries are trying to combine their national cards into one card we want to create separate cards which will once again place us behind the pack. Ask all those countries that have 3, 4 cards and they will tell you it is too much duplication – harder to control.

    The National ID card is the place to go. Make sure it has all the necessary voter info on it and let’s run with that.

    It is time to start cooperating and working together to reach a compromising solution. Trop parlay, parlay, parlay asou yon sel biten.

    It must be obvious to everyone that the UWP leadership has taken ignorance to the “Next Level”. When I wrote my last blog I did indicate that the UWP had won a land mark decision against the Estate of Messrs. Ray Charles, Steve Wonder and Starret Francois, and that the judge was forced to adjudicate in their favor all because they convinced him that they the UWP leadership had no desire to be in Government or represent the opposition.

    The judge granted unlimited access to them so that they could buy a substantial number of those three gentlemen glasses for their supporters. In light of that ruling they the UWP have gone wild, unrestrained in their utterances and display of stupidity over the last few days.

    By telling the nation that Skerrit is responsible for the upsurge in crime in Dominica, it doesn’t get any sillier than that. We all agree that we have a rise in robbery, but a significant decrease in murder. So where does this statement stand, with a decrease of over 79% in the murder rate as compared to 2010 how can Mr. Lugay convinced Dominicans that there is an increase. Oh, by the way for Mr. Lugay an increase starts from 100 to 79%, how sad.

    Maybe Mr. Lugay can now convince the OECS and Caricom on a whole that their Prime Ministers and Heads of State are not responsible for crimes committed in their respective Islands, they need to blame Skerrit only. It’s an open secret that all the Caribbean Islands have a higher crime rate than Dominica, so why the stupidity.

    Mr. Lugay keep using the Ray Charles, Starret Francois and Steve Wonder glasses, they sure fix you well and makes you very intelligent.

    I like his approach but its a byproduct of joblessness, proper playgrounds and lack of youth centers, criminals getting away, breakdown in police moral, drop in public confidence in the rule of law, dependancy on government handouts just to name a few.       I will start my comment by stating to you that it has been a common observation for many countries that the unemployment rates and crime are positively related albiet some strong arguemnet as to whether one cause the other or both cause by other factors.

      However,BUWO, the notions of causality has been tested by Becker (1968), Stigler(1970) and Enrich( 1973).
      In enrich model which devide individual time between legal actvity and non legal activty , if legal activity becomes scarce relative to potential gains fom crime the model predicts that crime becomes more frequent.
      A survey of the literature was done by BOX 1987, reports 35 reliable studies on the topic , 20 of which find a positive relationship between unemployment and crime.

      Raphel,steven and winter-ember,rudolf 1998 in their article ” identifying the effect of unemployment and crime ” foud significant positive effect of unemployment on property crime rates that are stable across model spefication.

      DR.Don weatherburns( the derector of the NSW bureau of crime statistics and research) in his article ” a complex link between crime and recession”. found strong support for young people who have been out of work for more than a year and property crimes.
      he also articulated that places with high unemployment and poverty tends to have higher rate of child neglect and abuse .Both of which greatly increase the risk of getting juveniles involved in crime .
      kerry L .Papps and Rainer winkerman , Dec 1999 in their paper unemploymnet and crime:new evidence for old question -based their study on the use of panel data techniques to examine the relationship between unemployment and crime and a range of categories of crime. The main result of their research suggest strong evidence of a significant effects of unemployment on crime both for total crimes and sub-categories of crime.

      NOW BUWO – i am asking YOU whats the rate of unemployment in dominica and has the rate been increasing ?
      At the same time , has the rate of crime been on an upward trajectory.
      Given the literature on crime and unemployment and the fact that the current administration has failed in creating new and sustainable jobs then is mr lugay mad or right to conjecture that the govenment is at fault for the surge in crime.

        Hence he is blaming crime in Dominica on the lack of ID card and electoral reform.

        I know countries with excellent electoral systems AND voter ID card, yet the rate of crime is high. lol

        Reading the article i am unable to find where it was said that electoral reform is responsible for crime. This was given as an example of how lawlessness found it way in the governance of the country.

        the article clearly stated the surge in crime is a result of bad leadership by the skerit lead administration.
        then went on to show eg of crime and how it found it way in the governance of the country.

        The same could be said of some people saying the man acusing skerit- when the article clearly stated skerit led administration. Again this implies that the blame is upon the administration which skerit is the boss off. thats completely different than saying skerit.
        If we are thinking intuitively , we then ask a question how can an administration be at fault for crime which it did not commit.

        This is where in my above comments i brought out the debate of unemploymnet and crime . Aslo one could ARGUE that the current administartion failed to increase the number of policemen per capita , provide CCTV system in certain key places , develop a quick response unit , patrol certain arrears on a 24 hour basis etc

        I think a hundred French men commenting here wrongly understod the Article or i may just be that dunce.

        I guess every country that have crime is because of lack of unemployment.is the government aer the one to be blame because of people bad habits a leopard cant change it spots.what about other countries where the employment rate is so high [example virgin islands]im sure the virgin islands have a much higher employment rate than Dominica and just look at the crime rate where the crime rate is far much more higher than domininca and it is so much smaller than dominica the year is not even over yet and already we have about sixty something crime .stcroix alone have about thirty something so imagine that and you all want to blame the government for crime.everybody is responsible for their own action so stop the blame game and help and try to contribute to ur country development and the we will have employment and we will have less crime and we will see how that works so stop blaming government for the bad deeds of others.

    I know Danny Lugay very well and unfortunately, he is towing the party line which is expected. I do not understand the correlation between high crime and election reform, which includes voter ID Cards. That being said, the reasons for increased crime on the island are far more complex, when compared to Danny’s assumption. What Danny should do is this; request a crime study conducted by a competent Criminologist, so that resources could be channeled in the appropriate areas.
