Plans for state house not changing – Skerrit

A campaign against the construction of a new state house in Dominica is not changing government’s plans to set up the facility, Prime Minister Roosevelt Skerrit says.

The state house project is among tasks government plans to undertake with a $27 million loan from China. The project will include an official residence for the Head of State, conference facilities and offices for the Electoral Office.

The Prime Minister said the conference facilities will provide greater accommodation for the hosting of regional and international events; but critics like businessman Jerry Brisbane believe the project is a “waste”.

Brisbane last month launched a campaign against the planned state house venture and said it was not the best choice for Dominica economically.

Government has also said that part of the $27 million loan from China is intended for housing improvements in Roseau.

    u know what pissed me off the most about this, he said they were in the planning stage of this thing……next thing i seeing ground already breaking and buildings going up….then i hearing…. that dont even have permission from planning yettttttt, so i thinking back now of when i was building my little kai poul and planning come and almost stop me…..and that put my ass BLLUUUUEEE VEEXXXXX

    So growing up as a child playing foot ball in the state house yard it was clear that no one gave a darn about the place.

    Now we are doing something with it that is more useful than its past purpose people have problems.

    I heard people complaining how they not allowed to walk in the state house yard to see what is going on…when ever have you heard civilians welcome on state house property in any country huh?
    Civilians arent even allowed on construction sites but because it is the chinese they have a problem.

    I personally dont care if it is chinese africans haitians antiguans…if they doing a better job faster and cheaper let them do it.

    We like to procrastinate at doing our jobs or not do them at all and the blame the government we put there for issues.

    So please for my shoulder pain to go away please say nothing if you have nothing of use to say.

    Question?is the total amount of 27 million being used to build the state house?this is the impression am getting from most of the comment here.The above article said a total of 27 million will be used to build a state house, confrence facility and an electorial office and to improve the housing condition in roseau.This is a total of four projects so why is that all the comments is about and against the state house alone.27 million dollars is a lot of money and if the government is realy going to spend 27 million just to build a resident for the president…..its ridiculous.

    You should be grateful that maybe u were one of those so called clever person to have learnt some chinese and i am sure if it was not for the bi-lateral relations you would never be graced with the many dominicans studying and living in china. Like it or not the state house will be built and yes with chinese funding it.

    And DNO i would be happy if u would try to find the meaning of such phrase. IT is indeed deformatory, insultive, offensive and should be removed from this blog because its not only dominicans reading the blog.

    Once again it is all about what is beneficial to you the Politicians,and less and less about the average Dominican…I wonder how many of you Guys(Politicians or your Family members) will want to be hospitalized in the Portsmouth Hospital, Marigot Hospital, or the P.M. Hospital in Roseau,for any length of time, without asking to be flown overseas for treatment,when the average Dominican can’t…..And sadly,the tax payers of this Country will have to pay for that, as well as your 27 million dollars loan for “your house”…..Fooling the People, so you can have your fun…Pretty smart isn’t it?

More important needs to be met, and concerns to be addressed.     But the sad part of all this is,..the People have no alternative; and you know it. Who can they turn to?,is there an opposition?..Are there any to organize,mobilize and motivate?….I wonder…..

    Growing up ALL children experience parents correction particularly the call that they should not do certain things. Now, whether parents explain why things should not be done it appears like the child seem driven to do it. The current situatuation with this state house is tantamount is analagous to the former, and so the more people advocate against building this project will defiantly do so and incur massive errors because this is a project drien by ego and not common sense.
    Let us just say this is a binding contract and the monies cannot be used for other more pressing matters the sensible thing would be for the government to say so. I do not believe a response to any question pertaining to a public matter is a private or personal issue. Therefore, if this is the new model of governing Dominica are we to expect any difference from future governments. The government of Dominica needs to come to terms that non-response is sending the wrong message to Dominicans in the Diaspora even more so than any appeasing of their local base.

    I believe the pros and cons of this state house should be evaluated. Do the pros outweigh the cons? Will this State House increase our national debt whereas this money could be used for more important issues in this country?

    Our people should set up some serious meetings which are non political to discuss this. If this state house becomes a liability we all are going to suffer. Do we want to suffer more as we have many problems already in this small country?

Reading such garbage make me sick. Dominica is our country to build and what ever is being built here must stay here and can’t be taken away.

    For the nurse and her comment, I do respect your point of view as an individual, however, you need to look at how you treat the patients in your care first rather than criticizing the fact that there is need for repairing the hospital or providing more facilities when you should have known that there is a plan to build a new hospital.

    My other issue with us Dominican is the lack of respect for our institutions i.e the head of state. Please Dominicans SHOW SOME RESPECT FOR YOUR HEAD OF STATE.

      Is the head of state an institution? I thought the head of state was someone. Criticism is very good jolly old fellow. we all learn from it and good criticism too. that money should be put into something which will benefit the country on a whole, not the politicians. Maybe you should have become a nurse so u could give better care of the patients at the hospital. Do u know the situation there? We do need better equipments at the hospital. we need proper beds, rooms. the facitlity on a whole needs improvement. this is the one and only hospital we have have. yes i know there is one in Portsmouth, Marigot. but patients are taken from there to Roseau. Skerrit needs to really think about the pros and cons of this project. How beneficial is it gonna be for our country. Why borrow more money and spend it on stuff thats not a NEED. its a want. and how and when is that money gonna be paid back. chuupssss

    I’ll say one little thing, the government building (de ministry) has a lot of structural fatigue. It is not pretty anymore. Can it withstand a significant tremor? Was it built to withstand earthquake forces or mainly wind forces? (Hurricanes) I say you build the damn thing, move government offices, get another 27M loan from China (lol), demo ministry and replace it with a hotel with casino and club…ok de club and casino part was just to get under the religious folks skin..sorry.

    I was disapointed when I saw the condition in Roseau during the Carnival garbage was all over the city. And Roseau need proper side walk..I saw a few visitors fell and almost broke their legs
    it ashame.Skerit you need some good ideas to develop Dominica,take this loan to build proper drainage and side walks in Roseau,Someone will sued the government of Dominica

    Is our parliament so active in which cse so much money needs to be invested in a State House of such caliber? I mean honestly, we sometimes look at the more developed economies and compare them against ours, but what return would a 27million dollar state house give to the Economy of Dominica.
    There are innumerable areas that need advancement…. Medical, Infrastructural, Economical, Agricultural and we are prioritizing other concerns first! :-?

      Let’s get one thing straight. The E.C.27 million are exclusively intended for the construction of a state “house/palace”. It is part of a 25 yr. loan of total U.S.$.40 million (approx. E.C.108.4 million) contracted by the Govt.,and signed for by Mr. Skerritt with the Export-Import Bank of China for four major projects in the Roseau area, the others being State College, rehabilitation of roads and housing development. So we are committed to paying back, plus interest at 2%/annum, to another
      E.C.81.4 million if we take up the full loan facility. How do I know this? By virtue of the Govt.’s own press release of 4 Sept. 2009. No reference was made of the collateral provided to secure this loan or how e are going to generate the income to service it.

      What could have changed your mind with what you have read that would come before puting poeple to work having farmers more equip to produce more food for the poeple on the Island what is it would change your mind when so many young men/women having got a job they do not know where their next meal is coming from or do you rather that we as a people continue to beg to survive instead to empower the people to provide for themselves how or what will you say to your children or grand children when they ask you why did you change your mind why did you leave us with that debt because no matter what the PM and the other ppl’s say we will pay for selling out our people and our country a you prepared to respond honestly or you will bury your head in the sand like an ostrich.
      You should be outraged so many things the GOVT need to be doing to develope the Island with 27k it would make a large dent look at the condition to the roads and let ask yourself this question dont you believe that we need a HOSPITAL especially that they are talking about night landing I would sugg that you revisit your conscience because the consquences will be devastated for us Dominica in the long run.
      How can you allow yourself to be taken like that look all around the people have the power and they are crushing to the ground all that is not benificial for their countries what is happening to us why are we just giving up our rights to these politicans…

        Actually I do not agree with the government for changing the site of the hotel to Portsmouth, and the new hospital they are thinking of building should be done at the current site of the Princess Margaret Hospital with major improvements to the Portsmouth Hospital including a Burn Unit and Trauma Center. I believe that good infrastructure is essential for tourism. Tourism translates into dollars. Presently Dominica is not getting its fair share of the Caribbean tourism market

    Part of the $27 million loan from China is intended for housing improvements in Roseau. Is that so? But there was no indication of that initially? Where will those houses be built in Roseau? At what cost? As time is going on and concerns are being raised Skerritt spews all kinds of extra things to fool the Dominican people again.

    Imagine the Dominica Govt. takes a $27,000,000.00 loan from China, employs a Chinese construction Co. to build the President Palace and most of that money goes back to China. But the people of Dominica have to pay back the loan. How ridiculous !!! Imagine Skerritt and his Govt., irrespective of numerous concerns, still decide to go ahead with the project, while Agriculture, manufacturing, tourism are on the decline. The productive sector is not given the attention that is required. It is the injection of sizable sums of money into those productive sectors that could raise money, generate the $$$$$$$$$ for the good of our economy, so that the standard of living of Dominicans could improve.

    But there must be other motives for going ahead with that $27,000,000.00 President Palace. Dominicans will never get to know the real reasons. But No MOU. Dominicans have no idea what the AGREEMENT between China and Dominica entails. So many masons, carpenters, joiners, unskilled and skilled Dominicans unemployed. Let’s say the project goes on. So there are no LOCAL CONSTRUCTION COS. CAPABLE OF BUILDING THAT FACILITY? How many of them would get a job on that project with the Chinese Co.?

To let the Chinese repatriate most of the money by Govt. giving the Chinese Co. the project to build? Hatred envelops you all mind. The comments made had nothing to do with Ron, Eddie or whoever?     This 27 Million dollar loan could be used to equip our hospital with an MRI, and other important diagnostic equipment!! Our hospital roof needs fixing, beds, medical supplies and the list goes on. Too many Dominicans are dying and need to seek medical attention by being flown out to other islands, when we could use this money wisely and take care of the NEEDS of every living breathing Dominican!! Spending 27 Million dollars on a state house for Govt officials only. magway sa.

I am simply a concerned dominican, tax payer who is tired of funds being spent in the wrong areas, when our children suffering, old people cant get proper medical attention, ask the nurses, they do not have the medical supplies needed to attend to patients. Not even paracetamol they have sometimes. Not even cotton!!

    And some of you so quick to justify why the 27 million spent on state house will be justified. Until one of your family members need to attend the hospital for medical attention or emergency then you will know what time it is.

      I wish I could shake your big toe “shame”. I am a nurse and I know the plight of our patients, and dire needs of working in a comfortable environment to be able to facilitate the needs of those who come seeking our care. We do our best with the what we have and to care for the needs of the sick. 27 Million dollars could do alot for our hospital. Until you aren’t in the position or in the health care environment then no one will understand. But when they bring in their family members, they scream and shout demanding proper health care service. I wonder how many people will benefit from this newly renovated state house compared to a newly renovated hospital where every single dominican can benefit!!!! From babies to our centenarians will benefit with proper medical facilities and supplies.

      I am a strong supporter of Skerrit but shame makes sense. If China cared about Dominica i think they would advice the PM on a better hospital. I can afford it so i send my dad to a private doctor but i feel bad for those that can’t. I went to the hospital once and i could not believe it. I hope it gets better and they can address the medical issues soon.

      Haven’t the government made it clear time and time again that the rehabilitation and modernization of the PMH is the next project to be undertaken by the Chinese as part of the 4 pillar project and that this is to begin immediately following the west coast road (since the Chinese only undertake one project at a time)?

    If you build the state house to put dignitaries when they come here, as opposed to them going in hotels, does that mean that hotels will be making less money now? Will hotels have to fire some of their employees? Will state house hire the hotel employees that may get fired? I just asking..OK!!

    Question – Do you know that housing our accommodatng dignitaries when they are here are costing the Government lots of money. to be put up at the Hotels… Do some research and you will come up with a figure for Board and Lodge for the persons (overseas for meetings summits etc)..

    Before you condemn look at the reasons objectively not what one man says is a waste. Government have to do what they have to do 4u2c. Put on your thinking cap and not repeat wat one person says . Above all do not listen to persons who are disgruntled with the Government for whatever reasons (some want something (selfish only for themself) and because they did not get it, they wage war with the government and make everything the Government try to do look all wrong. Above all let your eyes boil your peas.. Look around you.. I am sure you can see some development.. I am sure.

    Those who talk and talk, let them put their mouth and do something positive for their communities – Dominica on a whole… The Government cannot do all they would like to do. 4u2c please volunteer to help find a market for the farmers.       I never knew that Dominica pays accommodation for visitors for regional conferences in Dominica. It is the organizers of the conference who pays and since Dominica seldom s organize regional conferences, that cost you questioned should be very low.

Also, try to find funding to build a state-of-the-art Public Library which is right across the street next to the impressive Fort Young Hotel, a new Newtown Primary School, a new Kings Hill Heath Center, new Housing in the Pound Area, the Yam area, and other down-pressed areas in Roseau, and a modern Wesley High School in StockFarm.

    I was ok with the PM, but as time goes on I am seeing how arrogant he is. Too arrogant! Tell us the pros and cons for this state house, and tell us why we NEED it over all the other needs that we have right now.
    State house was $27million, now State house + housing in Roseau is $27 million? Sir how much of it goes to housing in Roseau and how much to state house? Is that part about housing to Roseau a pacifier?

    I do not think this is a wise investment. You want to put a luxurous house for a few of the “big boys” in Dominica, and forget about the plight of the people? And the thing that baffles me is that some of these struggling people a so happy about that house, like to will have full access and able to hang out and sleep there. It’s amazing of this man has blinded some people that they cannot even think outside the ‘labour Party Box’. People it’s ok if something going on in your house that you don’t like to express your dissatisfaction.
