Prime Minister Roosevelt Skerrit has fired at critics who have said his government lacks of transparency in financial matter saying it is accountable and prudent.

“So, when people here talk, and talk their nonsense, with no facts to back their allegations and their comments, the facts show that this government has been responsible and prudent and accountable and transparent, with regards to resources in its safe-keeping,” he said last week during the signing ceremony for the European Union (EU)-funded rehabilitation of feeder roads across the island.

Skerrit noted that professionals who have done independent audits, on behalf of the EU, have never cited any in infraction on the part of the Dominica government.

“They come and they do their independent audits and at no time have they cited any infraction on the part of government in respect to any of the agreements that we have signed with the European Union,” he articulated.

He explained that the government can account for all funds provided by the EU.

Such accountability and transparency were cited as hallmarks of the Labour Party administration, he stated.

“And, for every Euro that they’ve given us, we account for every single Euro, to the cent,” Skerrit remarked. “And, that is the hallmark of this administration —that we are prudent and responsible, and accountable, and transparent, with regards to the management—not only of our own resources, but the resources given to us by foreign countries, and foreign institutions.”

The Prime Minister remarked that the government will double its efforts toward progress.

In April, the Dominica Freedom Party (DFP) expressed concern over what it referred to as a lack of transparency in the reconstruction of the West Bridge in Roseau.

The party was also troubled by the lavish groundbreaking ceremony for the project, in light of the lingering effects of Tropical Storm Erika.

    Dominica’s PM is quite right to think the electorate is stupid enough to believe this because they were stupid enough to vote for him. They have a track record of not caring whether their prime minister is transparent or accountable for all the money this country receives in terms of donations and contracts. He could probably openly declare he is corrupt and they would still be stupid enough to vote for him again. All he has to do is hand them a little cash every now and then. Easy.

    Skerritt you brag about accountability and transparency, in this day an age what prevents you from having a web site where those who want to can find public disclosure on the same accountability matters you have been accused of failing to be forthright with.     If the bank gives you a huge loan, your repayments are not timely, there is corruption, in terms of allegations about the manner the money was spent, yes, you might repay the loan, no one cant prevent you from telling the world that your record in terms of accountability and transparency are excellent. What you will not tell the world is that, whereas, you were given a huge loan the first time, but because of your records the next time you request a loan, the bank might approve it , however, the amount they approve will be much lower. What you must explain, is , why is it, you can no longer get a huge loan like the first time, when everyone else around you is still given whatever loan they require. Therefore, in this case, when you are talking about accountability and transparency, I have a problem with that statement.

    The EU funds are managed by the NAO office who are charged with this duty. Government doesnt really touch those funds so OFF COURSE those EU FUNDS will be transparent and well managed because the NAO has to account for every cent to the EU and Regional Banks. HOWEVER! what about the rest of the funds like the passport money (how many passports sold? how much money has been received to date?) and Erica relief funds (both monetary donations and monetary value of relief items? no report has been submitted yet) and all the other aid and assistance money we have received. Dont fool us with this EU talk because the EU is not the only organisation giving Dominica money. And Dominicans you would be FOOLISH to think that because He says the EU funds are transparently managed that this automatically means all money received and managed by the government is transparently managed. Dont let these people fool you with their words and smiles.

    Mr DR PM stop talking so much and put things in action, I like you but am getting a little flustrated with you just talking and no action. Just put everything on table so that every Dominican can see what’s going on with Dominica monies. I believe the people of Dominica will have a better trust in you. It’s simple.     Of course when someone or country gives a grant to another country then there has to be measures in place to account for the spending of that money. Yes you are being accountable with their money but the accountability stops with money raised at home either through taxation or the selling of passports. Have you Mr Prime Minister ever released any figures of the money spent from the sale of passports?
    This is why people question this governments accountability and transparency

    Dear Mr. Skerrit, I do not like to see you embarrassing yourself or your Hon. office. I quote from your own website, http://www.audit.gov.dm (Office of the Director of Audit):

    “The Director of Audit/Auditor General shall, at least every year, audit and report on the public accounts of the Commonwealth of Dominica….” and
    ” The Director of Audit shall submit annually to the Speaker of the House of Assembly , the the Minister of Finance and such report shall be laid in the House and become a public document”.

    When is the last time this happened mr. Skerrit? And who is the Minister of Fiance if not you?

    Skerrit, you really believe all of us are stupid. As far as this BAM projects are concerned I grant you that that is more or less above board because, and you are well aware of that, the EU monitors and audits these programs.
    But know, what about our passport money, what about some of the cash donations after Erika… Is all that above board? Who audits and monitors that on our behalf? No impartial EU here to make checks. Tell us, where are the $125 million from passport sales, which Vince talked about recently? Where is that money or what has it been used for? Have you accounted for that? Where is the transperancy? With the best will in this world I can not see it. Or is it that your understanding of transperancy and accountability is different from ours? You can not fool me, no way, no how!!!
    P.S.: what about the MOU with China? After so many years we are still in the dark!!! You call this transperancy?

    A prerequisite for beneficiaries of EU funding is that as grants are made with public money, the European Commission applies the principle of transparency. There’s just no escape – as a beneficiary you must comply to a high standard of integrity, transparency and accountability. EU Funding comes with counterbalancing influences by which countries, organisations or system is regulated, typically those ensuring that power in political institutions is not concentrated in the hands of particular individuals or groups.

    Can we say the same for Dominica’s Citizen by Investment Program (CBIP)??? Our only commodity for export.
