Prevost blasts ‘Labour’s mismanagement’

“Mr. Skerrit’s admission to CMC Sports, reported in the Gleaner of July 17th, 2011 that Dominica is lagging behind the rest of the Caribbean is a correct statement, however, his further claim that Dominica has caught up with them in terms of infrastructure, sports or otherwise, is very incorrect. It is really unfortunate, that Labor came into Government in 2000,” Member of Parliament for Roseau Central, Norris Prevost, has said.

According to Prevost, “Labour mismanagement is the reason why up to this day Dominica does not have the infrastructure to  host a Caribbean championship tournament in either basketball, netball, volley ball, lawn tennis, boxing, swimming or athletics.”

Continued Prevost, “We can downplay or even deny the facts, but the facts will remain the facts.”

Fact number 1: Dominica remains way behind the rest of the Caribbean, in terms of sports infrastructure. It is very unfortunate, that Dominica presently does not have the infrastructure to  host a Caribbean championship tournament in either  basketball, netball, volley ball, lawn tennis, boxing,  swimming or athletics. When the Labour Government came into office in February 2000, they met already under construction, a Windsor Park Stadium which included a Gymnasium, and which was designed to accommodate Test Cricket, international football, as well as all the various sports above, except Lawn Tennis and Swimming, which were to be accommodated in the old Canefield stadium, designs for which they also met.

After arguing that cricket should not be included in the Windsor Park Stadium, they claimed that they were looking for another location for a cricket facility, however they continued construction works on Windsor Park to the tune of $12-million dollars.  Dominicans were horrified when in a complete turn around, the Labour Government broke down the semi-constructed Windsor Park Stadium, dumped it in the sea, and settled for a Stadium for cricket, with no gymnasium, and which completely excluded the other sports as basketball, netball, volleyball and athletics. Although The gymnasium would also have accommodated major international Conferences.”

Labour’s mismanagement continued at Stock Farm Netball Facility and international airport

“Fact number 2: $6-million wasted at Stock Farm. This Labour Government wasted over $6-million dollars to build a netball facility at Stock Farm. The only time it was used, was to  accommodate the West indies Netball Tournament in 2001, since then it has been completely abandoned and left to deteriorate.

“Fact number 3: Labour lost international airport. Dominica is the only independent OECS Country without an International airport.  When Labour came into office in 2000, they met the development of an international airport well on the way.”

“The United Workers Party had already bought and paid for the land, the studies and design had been done, and there was approximately EC $108-million sourced from Taiwan and the European Union for the international airport. Again due to their incompetence, inexperience and mismanagement, Labour failed to continue the well advanced plans they met in place for the international airport; so Dominica’s Test Cricket whilst enjoyed by our local population, attracts very few visitors,” Prevost concluded.

    And since we are on the topic of ROSEAU capital of DOMINICA their are some persons on the ISLAND who are saying ” I AM DOMINICA ” one can only be a DOMINICAN but never ever DOMINICA regardless whoever they are DOMINICA belong to all of us DOMINICANS.
    I also do believe the GOVT and private business and all other groups should come together to make sure that a great facelift should be put in place that will bring out the beauty of ROSEAU.

    Well since this is the house of Parliment, I would like to respond to Mr. Prevost’s Comments.

    It is true that infrastructure is needed to develop sports in Dominica, but let’s be realist. All of them, do not have to be in the Roseau area. Marigot has excellent cricket field, which with proper development, could be either converted to a footall/ track field with a basketbal/netball/volleyball court, or upgraded to an above average cricket facility that can hold other events.

    The playing field in Grand Bay have more than enough space to be an International Football/ Track and Field Stadium that would rival the Windsor Park Cricket facility.

    What about the Pointe Michael? The field is obviously to small for cricket or football. How about building a gymnasium there. Elcetronic Scoreboards, Retractable Rims, Air conditioning, A gym, A main Arena, two side courts, a jogging track, two squash courts, and off course… Locker rooms. doesn’t this sound modern? We have the space, it’s just not in Roseau. Does it still make sense.

    And too all those of you who will get up tight about Roseau, The old wing of the Grammar and the land directly behind it, those can also be used to to add sporting infastructure to Roseau, But doesn’t DGS need to be completely moved first??

    The Gardens need to be flattened!! the field is a harzad!! Flatened the playing field, And maybe even extent it. Cut down some trees, convert it into a football/ track & field playing area and use it that way.

    But there is one very important thing we need to highlight, sports men and women in dominica need to cooperate more. I remember doing track & field in High School, and if there was a cricket game, we couldn’t train in the gardens. If there was a cricket game at Grand Bay or Marigot… We couldn’t have our meete. Cricket comes first in DOminica, it is without a doubt the most popular sport. but to develop dominican sports like mr prevost wants, dominican men and women need to commit themselves with what they have and perform to the best of their abilities.

    Welcome to the new oficial ” Leader of the Opposition of Dominica” Welcome to the New Parliament House – DNO! This is change as we live in an ever changing environment. Mr Prevost now is opposing for he does not want to lose his Roseau Central Seat. I am sure Sir you would have preferred to walk over to the other side or for better go to the Parliament Building. But you prefer to follow the others although you know that they do not really like just like Tim Tim. Do you remember the former Leader of the Opposiiton lambasing you about how you won your Roseau Seat. Good strategy – who can say that the MP for Roseau Central not representing Roseau? Your brain is forever working overtime how you beat them fellas since I know you do not agree with everything they doing.

    Partner come clean and whilst you are saying this and that (opposing) seat down andstrategise a little more. Give alternatives and not just say everythign not good. If you are to remain MP you must support some infrastructure – eg the Windsor Park Sports Stadium. how can you say things against when the West Indies were recently cheered into drawing the last test. Did you not attend the Match? I saw EDDie there and imagine in VIP area and mark you he always there.

    Another advice for you – whilst you are adamant about the International Airport, Who will pay the huge fees for the Airport? Major Airlines are pulling from some of the International Airports in the Caribbean? Think long and hard about all those things before putting pen to paper. We cannot have an international airport in place without thinking of how we pay the fees for the Airlines to send their aircrafts and how we are going to maintain it. It is not just the monument ( I like International Airports) but the responsibility (Especially the financial fees to be paid to get the planes landing here and you must tell the people the truth about these things).

    I was initially against the construction of the State House. However, if the finish product has a conference center then I am willing to reserve judgment until the project is completed.
    While it’s important to make the right decisions with limited funding, we have to build things in order to improve. I am willing to live with a misguided project, versus no project at all.

    The Dominican mind at home suffers from a lack of vision, foresight and the willingness to take risk. These three elements are the primary reason why we are so far behind our sister islands.

    While it is costly, an international airport will help to raise the profile of Dominica. It will also lead to the construction of major hotels with the ability to accommodate more stay-over visitors. The idea of cruise ships is great, but your average traveler will not be visiting Dominica on a boat anytime soon.

    Major infrastructural developments are always challenging and costly for nations. However, once they’re done, the benefits will be reaped for generations down the road.

    Look at that road in Tarreau. A D9 with a picker demolished that mountain in a few months time. Our terrain is tough, but it can be conquered. Let’s think bold and move big. Forward March!!

      Anthony I am not against an interantional Airport myself but the challenge is the fees to be paid to the Airlines to send their aircrafts here. I know the fees are exhorbitant.

        Worrying about the financial risks are just as important. i honestly believe that more so than an international airport, a solid intra-regional air carrier, like LIAT needs to be estabilished. LIAT is not that… Liat always late, always have a break down, a few years ago a hurricane was coming… all the planes are down south… so after… there is a massive back-up of flights… Remember when Caribbean Star was first estabilshed, that is the kind of airline we need.

        With a solid airline, and an airport that is open for more than 12 hours a day, we will have a more accessible Dominica, without enormous espense.

I don’t want to hear anything about what “we” would have done, or about the criticisms over things being done by the Labour Party Government, about the Government’s Leadership, about dual Citizenship.

    Hon. Prevost, is there anything rational that you would like to say to DNO for Dominican to know what you and the UWP, together with Angelo Allyne, Matt, Lennox Linton, and rest of the gang?

    I’ll be honest about it, I love listening to Lennox, Angelo, and Matt, even the Thursday night shows, but all of these are not being recorded in the House of Assembly. Just maybe, when you guys get the “Balls” to be Representatives of the People who elected you to the House, just maybe, Dominicans will start taking you all seriously.

    Every Government needs opposition, but needs “genuine” criticisms, not Lies and deceits because they want to be in the “driver’s seat” of the Country. Guys, if you all “TRULY LOVE DOMINICA” go to the House from now on, start talking truth from in there, and let’s see what happens. You guys are only fooling yourselves.

    By the way Hon. Prevost, is there any form of DEVELOPMENT TAKING PLACE IN DOMINICA AT THIS TIME, YES OR NO?

    Prevost you have some great points and development plans to propelled Dominica into the future and to be competitive like any other island in the region.i guess dominican are not hungry as yet so they are not angry and ready for change.In the mean time majority of the young people are migrating to greener pasture where they can earn a living.Doesnt that say something about the country’s management.

We need to take off the political hat for a time and put on the patriotic hat for a while! And for the person who was unsure about the stockfarm stadium IS BANNIS ROBERTS and Skeritt disaster that was there..

    Infrastructor my ass. These things are built by loans and no Dominican can get a job? This stadium before every cricket match they have to spend over a million dollars for maintenance? And that is not even done by dominicans. Take out party colors and tell me if this government care about sports? I say they don’t. Because of lack of structure we have missed a lot of tournaments like OECS competions in volleyball, basketball, football, netball to just name a few. Me. Prevost let the government know the shit they are doing. Red clinic is corruption. Do you want me to continue with the bin and fertilizer bobol?

I would rreally like the Min. of communication to an unothodoix think as one of the caribbean country their expense report on just the airports. these countries have been developed for years they have want the visitors looking for white sand beaches party life. we can only market dominica as eco tourism destination. so lets bring people to dominica by sea expand on sea port forget air and get melville hall night landing going.you guys crazy for international airport and some people that have never even venture out to roseau.WE DO NOT NEED NOW.they should have done it in freedom time they stayed 15yrs.things have changed hw many times are plan can land hw many dominicans that come back home on a daily bases.eh? you even have to pay for a plan to land in your country.go figure it takes millions of dollars in one day. zou ne sa.lol lol man please.

        Have you ever been to a conference. 1000 People staying in dominica for 3 days and nights. A hotel room in roseau is 110us (cheapest). Multiple that by 3; you’ll get 300. Multiple that by 1000; you get 300,000 US dollars. That is jus hotel accomodations, they’ll need taxi’s, they might want to drink a beer, go dancing, Dominica has waterfalls, rivers, NATURE, they might want to see it. So on a rough Estimate, a Conference catering for just 1000 people (and believe me, this is a small confernce)… we can make as much as $400,000us. thats over 1,000,000 EC. How the average man going to benefit?

        I think one of the buildings for the palace is a electoral office…. hold on…. let me say it again… ELECTORAL OFFICE!. Isn’t that like election reform? They will be more organized. they will have a more accessible building, won’t it help them at all???

        But what you saying, is build a 1.5 million dollar airport, then pay an airport about 200,000 dollars every year for roughly 2 flights a week. Let’s say we have contracts with 3 airlines, that’s 600,000 per year. plus the 500,000 to maintain the airport, plus the wages, plus the equipment needed not only to move around luggage and pull planes, but the equipment to maintain the planes as well. what if a plane burst a tyre? you going to need something with a 50 ton capacity.

        My friend… give us something other than an airport for development.

      Empress2 Yes we were getting it free under freedom time and the UWPites (Eddie et al) wrote to the persons to prevent us from getting this Airport. We would have it already. Now the scary part though is the fees (exhorbitant) to buy the airlines to send their planes to land in our International Airport. I know a lot of airlines have pulled out of certain airports. We need to be obective when speaking. Not just building then maintenance , meeting standards (safety and otherwise) The financial constraints etc.

      This brings me to an illustration – You decide to do a bar for let us say WCMF. You get the goods on consignment (credit) you pay a fee of EC$5,000.00 to the Organisors for the Bar (Mark you you have not made a dollar yet) You spend expecting to make a profit. You pay transportation, buy Ice , Glasses, plates etc.

      When the bid day is there ( you employ Staff as well). Those staff will get paid whether you make it or not – the same staff if you are not careful and organised when they see all the $100.00 coming and yes the cash is plenty since you stocked up. These persons who eye all the $100.00 flowing in has not taken into accounts the Fees already paid for the booth rental, The cost of the drnks and other eats etc and all the other expenses which ran into thousands of dollars. All they are concerned is what their eyes see coming in and you should hear them – Etelda make so much money but they fail to ask Etelda what were your spendings for the activity. The Gross Sales (All the $100.00 dollars added up) Less the The dollar value of the expenses – Ice – Transportation – Fees paid up front- Wages for the Employees and many more and the residual is what is the Net Profit.

      So this is how persons react without looking at the reality of the situation and just plenty talk.

    Take a moment step back and just look around the region please. Forget politice, forget color, forget surname. Just look around the region and compare the level of development that exists in the other isands. Islands that do not even have the potenial that Dominica has. Why is it that our people are so passive and do not seem to realize that we are lagging and draggin behind our fellow caribbean islands! Am sick of it! For those of you who travel within the region, and futher am sure you have asked you self this question…. why can’t dominica be like this? we have so much to offer and yet we are suffering! I do not care who is in power i want my island to be the very best! we need strong, ethical, moral, educated persons to occupy our ministries in the fight to elevate the country. I work within the tourism industry and i know for a fact that although we hosted the 3rd test match there was not a significant influx of visitors to the island. it was ur nationals who made the impact. At this point….. we do not want things we need them now! we need our road network upgraded! we need more hotels, resturants, entertainment venues, we need the international airport, we need a group of persons who are not tainted, a group of men, women who will not be afraid to make the hard decision, a group of persons who are truly dominican and who love and share a common vision that this island can be it! This island can be the one where every one wants to visit….. come on my people, we have diving, whale watching, one of the largest boling lake, a river for every day of the year! this is the only island in the region that has a river running through its city!can’y anyone see the potential in that! my god! wake up please and let’s hold all of us responsible- this is our land!

    Ask people that worked together with the uwp government.It’s amazing even in our small island evidence can be destroyed.No one stoped the netball stadium look at now it’s a waste.other countries people do not even go out to look at sports anymore.who is going to come back home and look at baske ball, etc. that man is going cucu.we want to hear your plans for dominica we are not interested in what labour is doing wrong we want to know what you will do to change things and making it better. we are in crucial times things are not going to get better.hwever the little time we have left tell us how you gonna fix it. all you too negative and love complaining. but never have a solution.come with solutions.

    Why is Honourable Prevost featured on DNO every day for the past couple months. Is he aware of any plans by PM Skerrit to call a snap election soon after the dual citizenship matter is settled in the courts?

    He trashes every single project undertaken by the DLP. Recently, he criticized the budget and the level of borrowing by the government. He criticizes the netball facility for hosting one regional tournament since 2001. Yet he wants facilities for swimming, boxing, tennis, basketball, etc. Can you also suggest, sir, how these should be funded? CARICOM is a large regional group. How many regional tournaments do you think each facility will host in the next ten years, if built this year?

    I agree with you that the international airport should have been pursued, but $108 million of promised funding wasn’t going to get it done. Little Cuba helped Grenada with its international airport and you only managed $108 million from dozens of countries in the EU plus Taiwan?

    Finally, sir, the Canefield Stadium was started by PM Patrick John. That means, both the Canefield stadium and the Windsor Park were already there while your UWP government was in control. What did you do then? Name one sport facility built by your government that can accomodate regional tournaments? DLP has the netball facility you mentioned and the Windsor Park Stadium as evidence. PM John has the efforts made at the Canefield stadium as evidence. Even PM O.J. Seraphin built several playing fields around the island; Grand Bay and Bellevue Chopin being examples, in just one year during political turmoil. What did you do for your strongholds in Marigot, Wesley, Laplaine, Salisbury, Mahaut,Roseau Valley, Roseau North and Roseau Central, let alone the rest of Dominica? Are you surprised why you are down to three seats and barely hanging on to your seat in Roseau?

      This is the New House of Parliament/Assembly – DNO. Who can say that The honourable Parliamentarian is not representing his consistuency? He strategize and thinks ahead of the others. Don’t you think that he doesnot want to attend Parliament? Can he not attend parliament and win his seat in Roseau Central come the next General Election whenever this is after winning by a small margin? He could not even take the chance like his collegaue Eddo and John did (they won by a handsome majority). Remember he entered the House and left whereby there could not be a Bye Election in Roseau Central. That is why them two playing hockee Pockee with their constituents – the large majority. But J & Eddoe better be careful because the people are watching at the demos they doing and they might one of this morning wake up and smell the coffee. The supporters are patient. They might be surprised one good election day!

        I admire your foresight. You can foresee things conceived in Prevost’s brain. For example, you stated that “the foundation was being about to be set”. Like accommodation for an international conference center in a gymnasium? The acoustics in a gymnasium compared to a conference center is like night and day. In addition to special movable partitions to increase or decrease the size of conference halls/rooms, the fiber optics network is very extensive for conference rooms. You need hundreds of telephone and computer outlets, closed circuit TV, etc. A conference room is not an amphitheater where guests are addressed from a podium on a stage.

        Prevost now wants to take credit for the conference center planned for the State House. These were all his grand ideas.

        Mr Beck I admire your frank response. Dominicans are hell bent on supporting ‘their party’ they don’t cate about facts. When the current administration does well laud them! But when they are in error hold them accountable. The netball white elephant in stock farm is a fact. I remember they stated that they were in litigation with the Trinidad firm! What is the outcome. There is no place to play basketball, netball volleyball. Cable and wireless ground and the quasi volleyball court in La pointe and St Joseph doesn’t count. We need facilities that can host tournaments to bring in revenue. While UWP is not without its faults, the sports infrastructure for the youths of DA are almost no – existent.

    Could EC$108 million build an international airport? Was the money in our Treasury at that time? Have you sat to imagine the high level of debt accompanied by corruption if U.W.P. had mariculaously made a second term? The people of Dominica have seen better. They elected a Government who has and is still putting infrastucture in place, one who is doing the utmost for sports which includes setting up various facilities like the windsor park stadium and otherwise.

      St. Vincent and the Grenadines’brand new state of the art international airport was recently built at a cost of around half a billion dollars. In Dominica’s case it will take significantly more money to produce an airport of that calibre bearing in mind the vast amounts of cutting and filling that we will have to do as a result of our topography.

        You are totally miss informed. St Vincent is still TRYING to build an international airport. There is only mud there and money is running out. No tarmac or even foundation is in place. The whole of The SVG economy is being sacrificed on that airport which is very far from finishing. I flew over the mass of mud just a couple weeks ago…I saw it for myself…there is years of work still to be done.

        Skerrit is not going to sacrifice the Treasury to build an international airport with money we don’t have, stupid. We don’t follow other people’s mind but our own mind. When the time is right we will build an international airport but not right now. We have upgraded and modernized Melville Hall. Cherish what you got, stupid.

        My question for u is simple – do our treasury have the money to fund the state house. Also have you ever heard of PPP,BOT , BOOT arrangement. If so has the government made any attempt in exploring such alternatives.

        The Governor of the Eastern Caribbean Central Bank is on record stating that dominica needs an international airport if the economy is to be transform for the better. DNO Please provide.

        Bloggers who are miss informed about countries who are paying airlines to land.

        Again its the machiavellian nature of this government to disect the people minds away from the truth and continue to mislead and misinformed the public.

        Countries in the region do Guarantee the airlines of a certain level of capacity in other to encourage them to fly to their repective destination. For eg – if we decide to ask air Italy for two weekly flights to antigua , the airlines immediate response would be why? we have never heard of antigua and this may not be profitable. At the negotiating table the representative from Antigua would then state that the government is intended to guarantee a 80%/ 75% capacity .Meaning anytime time the flight fall short of the quarantee level the governmnet will make up the difference.

        From the momment the agreement is signed an office will be open in the respective country and advertisement begins.Even the hotels existing in antigua will try market them selves in the said country.
        The end result is that even during the deep recession of 2009 /2010 the agreed capacity has been met .

        What is dominica giving to the cruise vessels in other to stop in dominica. i know for a fact that most island giving back rebates on the number of passenger above an agreed amount while some island giving them fuel at a subsidized cost.

      And we cannot get lights on the benjamin park in possie yet . Also why we have to dip into our pockets if we want to use the lights on the basket court. you people need to wake up. Almost Every football field and basketball court in antigua has lights and its free of charge to the people. How you expect us to improve when a man finish work at 4:30 arrive at the facility by 5Pm . By time the practice start it’s dark. how much training can one get without the lights. I say if the government cares for the youth and wants to get them off the streets , simple things like lighting a field should be done immediately. We also need more sporting facilities , communities center which includes learning areas & computer labs for after shcool classes .
      Imagine one court in posie yes one court for netball, basketball , volleyball . This same court served the people from glanvillia to capauchin.
      Why can’t we build a complex with about 4 to five hard courts side each other. In that way basketball, volleyball, net ball and even tennis could be practice simultaneously. Look at the YMCA complex in Antigua.
      Imagine there is no tennis court in the entire north. ( except for by ross)

      And you all coming here saying government care about the youths.

      I say each and every governmnet who have served dominica has not given proper recognition to the impact sports have on the youths and the counrty.
